Approval of the Action Summary - Meeting of April 14, 2026
Recommendation: That the Board of Supervisors: 1. Approve the Action Summary for the meeting of April 14, 2026, and authorize the Clerk of the Board and the Board Chair to sign the Minute Book in accordance with California Governmental Code Section 25103.
Memorandum of Understanding (MOU) with Cher-Ae Heights Indian Community of the Trinidad Rancheria for Contribution to the County's Fire Protection Agreement with California Department of Forestry and Fire Protection (CalFIRE) for Community Service Area No. 4 in an Amount Not to Exceed $25,000
Recommendation: That the Board of Supervisors: 1. Authorize the Chair of the Board to execute the attached MOU with Cher-Ae Heights Indian Community of the Trinidad Rancheria for its contribution to county's fire protection agreement with CalFIRE for Community Service Area No. 4 in an amount not to exceed $25,000 (Attachment 1); and 2. Authorize the County Administrative Officer, or designee thereof, to execute any amendments to the attached MOU after review and approval by County Counsel and Risk Management.
Humboldt County Child Welfare Services System Improvement Plan 2022 - 2027
Recommendation: That the Board of Supervisors: 1. Adopt Resolution (Attachment 1) authorizing approval of the System Improvement Plan, recognizing the Child Abuse Prevent Coordinating Council (CAPCC), and identifying the CAPCC to administer the County Children's Trust Fund (CCTF); and 2. Approve the revised five-year California Child and Family Services Review, System Improvement Plan (2022 to 2027) for Humboldt County Child Welfare Services a (Attachment 2); and 3. Authorize the Chair to sign the System Improvement Plan signatory pages (Attachment 3); and 4. Authorize the Chair to sign Notice of Intent (Attachment 4).
Supplemental Budget Increase in the Amount of $30,000 for Fiscal Year 2025-26 due to Receiving Grant Funding from the California Department of Conservation through it Sustainable Agricultural Lands Conservation Program for a Natural and Working Lands Carbon Stock Inventory and Carbon Sequestration Feasibility Study. (4/5 Vote Required)
Recommendation: That the Board of Supervisors: 1. Approve the supplemental budget (Attachment 1) for $30,000 in the Advance Planning budget unit 1100-282. (4/5 Vote Required)
2026 Financial Assurances for Reclamation of Surface Mining Operations
Recommendation: That the Board of Supervisors: 1. Adopt the attached resolution authorizing the annual adjustment of funds pledged by the Humboldt County Department of Public Works to complete reclamation of the department's surface mining operations as required by state law; and 2. Direct the Clerk of the Board to return a certified copy of the Resolution to the Humboldt County Department of Public Works for further processing.
Amendments to the Inland and Coastal Safe Parking - Safe Shelter Pilot Program Ordinances Allowing an Extension of the Ordinances Until Jan. 1, 2036, Updating Building Code References (Building Code Appendices Q and CJ), and Adding a Provision to Restrict the Disposal of Greywater or Blackwater from Recreational Vehicles at Sites Within the Coastal Zone
Recommendation: That the Board of Supervisors: 1. Adopt the resolutions (Attachments 1 and 2) which do the following: a. Find the Inland and Coastal Safe Parking - Safe Shelter Pilot Program Ordinance Amendments exempt from CEQA pursuant to Section 21080(b)(4) of the Public Resources Code and Section 15269(c) of the CEQA Guidelines, and the Coastal Safe Parking - Safe Shelter Amendments are exempt from CEQA pursuant to section 15265 of the CEQA Guidelines; and b. Find the Inland and Coastal Safe Parking - Safe Shelter Pilot Program Ordinance amendments and extensions comply with the General Plan, local coastal program, and Coastal Act; and c. Find the Inland and Coastal Safe Parking - Safe Shelter Pilot Program Ordinance extensions and amendments are in the public interest; and 2. Adopt the Ordinance Amending Title III, Division 1, Chapter 4 of Humboldt County Code by Amending Sections 314-61.05 of Chapter 4 of Division 1 of Title III of the Humboldt County Code to Allow an Extension of the Ordinance Until Jan. 1, 2036, and Updating Building Code References (Building Code Appendices Q and CJ) (Attachment 3); and 3. Adopt the Ordinance Amending Title III, Division 1, Chapter 3 of Humboldt County Code by Adding Section 313-61.1 to Chapter 4 of Division 1 of Title III of the Humboldt County Code to Allow an Extension of the Ordinance Until Jan. 1, 2036, Updating Building Code References (Building Code Appendices Q and CJ), and Adding a Provision to Restrict the Disposal of Greywater of Blackwater from Recreational Vehicles at Sites Within the Coastal Zone (Attachment 4); and 4. Direct the Clerk of the Board to publish a Post-Adoption Summary of the Inland Safe Parking - Safe Shelter Pilot Program Ordinance (Attachment 5) within 15 days after adoption by the Board, and to post in the Office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance along with the names of those supervisors voting for and against the ordinance.
Fiscal Year (FY) 2026-27 Measure Z Recommendations
Recommendation: That the Board of Supervisors: 1. Review and provide direction on the priority list from the Citizens' Advisory Committee on Measure Z Expenditures for FY 2026-27; and 2. Re-authorize the County Administrative Officer, or a designee thereof, to execute any and all future memorandums of understanding regarding the allocation of Measure Z funding following the Board's annual funding recommendations, and any amendments thereto, after review and approval by County Counsel and Risk Management; and 3. Provide other direction as needed.
Update on the Status of County Jurisdiction to Enforce the Q-Zone in Lower Redway and Provide Direction to Enhance County Ability to Minimize Loss of Trees in the Future (LRP 2026-19528)
Recommendation: That the Board of Supervisors: 1. Accept the update on the county jurisdiction to enforce the Q-Zone in lower Redway; and 2. Direct staff to work with CalFire and look at other counties to determine if there is a path forward that would allow increased protection for the redwood grove in lower Redway.
12:30 P.M. - Conference with Labor Negotiator - Pursuant to Government Code Section 54957.6 it is the Intention of the Board of Supervisors to Meet in Closed Session to Review the County's Position and Instruct its Designated Labor Negotiator.
