Recommendation: That the Board of Supervisors: 1. Receive and approve the plans and specifications for the Murray Field Airport (EKA) Runway 12/30 Precision Approach Path Indicator installation project; and 2. Authorize the Department of Aviation to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened May 7th, 2026, at 2:00PM; and 3. Find that the project is exempt from environmental review, pursuant to Section 15301 of the California Environmental Quality Act Guidelines.
Bid authorization for California Redwood Coast Humboldt County Airport (ACV) Taxiway A Relocation
Recommendation: That the Board of Supervisors: 1. Receive and approve the plans and specifications for the California Redwood Coast Humboldt County Airport Taxiway A relocation project; 2. Authorize the Department of Aviation to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be opened May 14, 2026, at 2:00PM; and 3. Find that the project is exempt from environmental review, pursuant to Section 15301 of the California Environmental Quality Act Guidelines.
Approve Modifications to the 2026 Humboldt County Schedule of Fees and Charges for the Department of Aviation GA Airport Use Non-Emergency & Special Events Fee (4/5 Vote Required)
Recommendation: That the Board of Supervisors: 1. Approve, and/or modify the request to amend the GA Airport Use Non-Emergency & Special Events fee from a daily rate of $1800 plus actual costs to a $75 hourly rate plus actual costs (4/5 Vote Required).

Recommendation: That the Board of Supervisors: 1. Consider establishing a Humboldt County universal representation fund; and 2. Provide direction to staff, as appropriate.
Discuss and Approve the Proposed Amendments to Redwood Region Economic Development Commissions' (RREDC) Joint Powers Agreement (JPA)
Recommendation: That the Board of Supervisors: 1. Discuss and approve the attached amended and restated Joint Exercise of Powers Agreement of the Redwood Region Economic Development Commission (RREDC) 2. Authorize the Chair of the Board to execute the attached amended and restated Joint Exercise of Powers Agreement of RREDC pending approval from at least two-thirds of the JPA's current members; and 3. Direct the Clerk or the Board to return one fully executed original copy of the attached amended and restated JPA to RREDC for further processing.

Pursuant to Government Code Section 54956.8 to grant authority to its negotiators regarding the price and terms of payment for the purchase of real property located at 3300 Broadway Street, Eureka, California 95501 (Assessor Parcel Number 007-130-014). The County's negotiators are identified as: Tom Mattson, Humboldt County Public Works Director, and any duly authorized designees thereof. The parties with whom the County may negotiate are identified as: Bayshore Mall Partners, LP, and any duly authorized designees thereof.
