Accept the dedications to the County of Humboldt for Public Utility Easement (PUE) over Seventh Street, Eight Street, Pond Avenue, Pond Alley, Parcel F, Parcel G, Parcel H, Parcel I, Parcel J, Alley 13, Alley 14, Alley 15 and Alley 16; 4. Direct the Clerk of the Board to sign the subdivision map (Attachment 1) on behalf of the Board of Supervisors and further certify to the vacation of portions of those existing easements for public highways within Phase 4 of this subdivision, lying outside the areas dedicated by this map pursuant to Section 66434(g) of the Government Code. Approve the Third Amendment to Professional Services Agreement (Attachment 1) adding mental health services in the Humboldt County Correctional Facility between the County of Humboldt and California Forensic Medical Group (CFMG) and authorize the Sheriff, or designee to sign the amendment; and 2. Approve a supplemental budget (Attachment 2) reducing County Mental Health's general fund contribution for jail mental health services in budget 1170-424 (4/5 Vote Required); and 3. Approve an appropriation transfer (Attachment 3) for general fund contribution from Contributions to Other Funds budget 1100-199 to the Jail Medical Care budget 1100-490 and an appropriation transfer of Community Corrections contribution from County Mental Health budget 1170-424 to the Jail Medical Care budget 1100-490 (4/5 Vote Required); and 4. Approve a supplemental budget (Attachment 4) for Jail Medical Care 1100-490 for Mental Health Services funded by Community Corrections (4/5 Vote Required).

Governing Body Resolution for the Proposition 64 Public Health & Safety Grant Program 2026-2031

Recommendation: That the Board of Supervisors: 1. Approve and authorize the Chair to sign the Governing Body Resolution (Attachment 1) authorizing the County Administrative Officer, the Sheriff, the Sheriff's Deputy Director of Financial and Support Services, the Department of Health and Human Services (DHHS) Director and/or the DHHS-Public Health (DHHS-PH) Director to submit the grant proposal for the Proposition 64 Public Health & Safety Grant program; 2. If awarded, authorize the County Administrative Officer, the Sheriff, the Sheriff's Deputy Director of Financial and Support Services, the DHHS Director and/or the DHHS-PH Director to accept grant funds and sign any documents required by the Board of State and Community Corrections (BSCC) for participation in the program; and 3. Direct the Clerk of the Board to return completed and signed copy of the Resolution to the Sheriff's Office in original and email formats to Lucinda Jackson for submittal to funding agency.

Appointment of Interim Director of Aviation

Recommendation: That the Board of Supervisors: 1. Accept the resignation of Justin Hopman, Director of Aviation, effective Friday, March 27, 2026; and 2. Appoint Justin Hopman as the part-time Interim Director of Aviation until the appointment of a permanent Director of Aviation is finalized.

Governing Board of the Humboldt County In-Home Supportive Services (IHHS) Public Authority to Receive Report from IHSS Advisory Committee Chairperson and Approve Recommendation to Appoint an IHSS Advisory Board Member

Recommendation: That the Board of Supervisors: 1. Adjourn as the Humboldt County Board of Supervisors; and 2. Convene as the Governing Board of the Humboldt County IHHS Public Authority and consider the following agenda; and a. Receive report from IHSS Advisory Board Chairperson Margaret Lewis; and b. Approve the recommendation to appoint Miyiosha Aubrey to the Community Advocate Seat on the IHSS Advisory Board; and c. Remove Sarah Mixon from the roster as recommended; and 3. Reconvene as the Humboldt County Board of Supervisors.

Recommendation: That the Board of Supervisors: 1. Adopt a resolution renaming the county-recognized observance of Cesar Chavez Day to "Farmworkers Day"; and 2. Direct staff to update all relevant county calendars, policies and communications to reflect this change.
