Notice is hereby given that the City Council of the City of Humble, Texas will hold a Public Hearing on September 10, 2026 at 6:30 P.M. at City Hall Council Chamber, located at 114 W. Higgins, Humble, Texas 77338.

The purpose of the Public Hearing is to consider the City’s proposed Budget for Fiscal Year 2026-2027 and to allow members of the public to attend and participate in the meeting. This budget will raise more revenue from property taxes than last year’s budget by an amount of $561,191, which is a 6.72 percent increase from last year’s budget. The property tax revenue to be raised from new property added to the tax roll this year is $64,863. Copies of the Proposed Budget are available for review at City Hall in the City Secretary’s Office, and on the City’s website: www.cityofhumbletx.gov.

The purpose of the Public Hearing is to consider adopting a schedule of fees and charges applicable to regulatory inspections, permitting, applications for buildings and other activities that will become effective on October 1, 2026. A copy of the proposed fees will be available for inspection at least three (3) business days before the Public Hearing on the City’s webpage at www.cityofhumbletx.gov.

Presentation, possible action, and discussion on the approval of Ordinance 26-1020, an ordinance adopting the Fiscal Year 2026-2027 Budget for the City of Humble, Texas; appropriating the several sums allocated for the purpose therein named; providing an effective date.

TAXPAYER IMPACT STATEMENT In accordance with Texas Government Code Section 551.043(c), the required Taxpayer Impact Statement is available for public review at any meeting at which the City Council will discuss or adopt a budget. The City of Humble Taxpayer Impact Statement compares (for the median-valued homestead property) the property tax bill for the current fiscal year with the proposed property tax bill for the upcoming fiscal year if the proposed budget is adopted, and the no-new-revenue tax rate, as calculated under Chapter 26, Texas Tax Code, is adopted. PROPOSED BUDGET Copies of the proposed budget are available for public review at City Hall in the City Secretary's Office and on the home page of the City's website at www.cityofhumbletx.gov.

Presentation, possible action, and discussion on the approval of Resolution 26-911, a resolution adopting a schedule of fees and charges applicable to regulatory inspections, permitting, applications and other matters effective October 1, 2026.

Presentation, possible action, and discussion on the approval of Resolution 26-912, a resolution adjusting the City of Humble water and sewer rates for residential and commercial customers, service charges and tap fees effective October 1, 2026.

Presentation, possible action, and discussion on the authorization to enter into a contract with LeadsOnline for IBIS ClearCase Solution Subscription in the amount of $90,630.48 to be paid in five (5) annual term payments, for the Humble Police Department.

Presentation, possible action, and discussion on the authorization to enter into a contract with Axon for bundled services in the amount of $4,348,123.58 to be paid in five (5) annual term payments, for the Humble Police Department.

Presentation, possible action, and discussion on the authorization to enter into a contract with D&M Leasing for the acquisition of fifteen (15) Police Tahoes in the amount of $366,268.20 for year one (1) of a four (4) year lease agreement, for the Humble Police Department.

Presentation, possible action, and discussion on approval of the execution of a letter to Safe Way EMS, LLC for services to operate a non-emergency ambulance service.

COMMUNITY ANNOUNCEMENTS:

The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda.
