Presentation, possible action, and discussion on the approval of Ordinance 26-1018, an Ordinance amending City of Humble ordinance 25-998, passed and approved on the 11th day of September 2025 and being an ordinance adopting the City of Humble budget for Fiscal Year 2026, by adding to the budget adopted hereby an Addendum No. 3; providing for a certain amendment to such budget; making certain findings; and providing other matters related to the subject.

In accordance with Texas Government Code Section 551.043(c), the required Taxpayer Impact Statement is available for public review for this meeting at which the City Council will discuss or adopt a budget. The City of Humble Taxpayer Impact Statement compares (for the median-valued homestead property) the property tax bill for the current fiscal year with the proposed property tax bill for the upcoming fiscal year if the proposed budget is adopted, and the no-new-revenue tax rate, as calculated under Chapter 26, Texas Tax Code, is adopted. ADOPTED BUDGET Copies of the Adopted Budget are available for review at City Hall in the City Secretary's Office, and on the City's website: www.cityofhumbletx.gov.

Presentation, possible action and discussion on the approval of Ordinance 26-1019, amending Chapter 6 "Fire Prevention and Protection", Article 04 "Fire Code", Section 001 "Adopted; Amendments", Subsection B "Modifications" by establishing a local amendment to the Fire Code providing for standardized pipe construction and dimensions for private fire service mains in order to enhance public safety in the city; providing a penalty up to $2,000 per day for each violations; and making other findings and provisions related thereto.

Presentation, possible action, and discussion on the approval of the Proforma Invoice US-SCO-1758098 Contract with SoftwareOne for the Microsoft Enterprise Agreement renewal in the amount of $58,815.75.

Presentation, possible action, and discussion on the approval of Amendment No. 3 to the Water Supply Contract between the City of Humble and the Ramblewood Utility and Water Supply Corporation for a term of twenty (20) years to expire June 2046.

Presentation, possible action, and discussion on the approval of a Development Plat of Stripes on Will Clayton Pkwy, a subdivision of a 1.9938 acre tract being all of Restricted Reserve "A" Stripes on Will Clayton F.C. No. 678465, H.C.M.R. located in the Wherry B, Adams Survey, A-95 Harris County, Texas.

Presentation, possible action, and discussion on the approval of a Request for Variance from the City of Humble Code of Ordinances Chapter 9, Planning and Development Regulations, Article 9.07, Fencing, Walls and Screening Requirements, § 9.07.005(c), Front Yard Requirements, to allow a variance from the front yard fence requirements, including the maximum height, permitted materials, and solid-area limitations, at 310 and 318 Fisher Rd., Humble, Texas 77338, made by the Harris County Sheriff's Office, through RDLR Architects, c/o Trace Saenz, Lead AP and Senior Associate.

Presentation, possible action, and discussion on approval of a Request for Variance from the City of Humble Code of Ordinances Chapter 9, Planning and Development Regulations, Article 9.02, Subdivisions, § 9.02.035, Variances, Article 9.06.006, Application and jurisdiction of regulations, and Commercial Construction Standards, Article 9.06.003(b), Multifamily Residential Building Development, and Article 9.05, Buffer Fencing, at 1030 Carpenter Rd., Humble, Texas, 77338, made by William Rushing.

COMMUNITY ANNOUNCEMENTS:

The City Council will have an opportunity to address items of community interest, including: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the City of Humble; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the City of Humble that was attended or is scheduled to be attended by a member of the City Council or an official or employee of the City of Humble; and announcements involving an imminent threat to the public health and safety of people in the City of Humble that has arisen after posting the agenda.
