Started, so we're on time. Hello and welcome everyone, we did start early tonight with an executive session to interview an applicant for boards and commissions. As such, we will now resume our normally scheduled public meeting. I'd like to take a moment and welcome everyone who is here in attendance tonight, as well as those who may be watching remotely via the HCTV video feed. We will resume with section three.

We will move on to section six tonight for honorary resolutions. We do have three of those this evening. Give me one moment to get my paperwork in order, please. Thank you. We will continue with item A, which is number 20 six-fifty four, a resolution thanking Nick Zaklanovich for his service to the community.
I will read that in its entirety. Resolution number 20 six-fifty four, a resolution honoring and thanking Nick Zaklanovich for his service to the Hudson community. Whereas Nick was a dedicated volunteer at HCTV since 2010, contributing his time, talents and enthusiasm to nearly every major HCTV event. And whereas instrumental in the success of HCTV's programming, Nick continually expanded his skills and served as a reliable and knowledgeable presence within the organization. And whereas Nick served as HCTVs primary instant replay operator for sporting events, missing only a handful of games in his fifteen years, contributing to approximately two fifty sporting broadcasts as well as major community productions such as the Memorial Day Parade and Hudson High School Graduation.
And whereas Nick was a prolific public access producer under the name, Alan, am I going to get this right? NZAM or N Z A M. NZAM Productions creating more than 200 videos on a wide range of topics including Hudson's history, enriching the station's content and serving the community with creativity and passion. And whereas beyond his technical talents, Nick eagerly assisted with numerous administrative and operational tasks at HCTV, including set construction and other essential behind the scenes work that keeps the station running smoothly. And whereas Nick further demonstrated his commitment to HCTV by serving as the treasurer of the Friends of HCTV since its inception, contributing to the organization's financial stewardship and long term sustainability.
Now therefore be it resolved that the Council of the City of Hudson, Ohio expresses its thanks and gratitude to Nick Zaklanovich for fifteen years of dedicated service to the city Of Hudson. Do we have a motion from council to pass honorary resolution number two six dash fifty four.

I just wanna thank Nick for all of his service. Mayor did a great job laying out the many aspects of HCTV that benefited from Nick. I'm sad I didn't get to know Nick longer, I only met him at his final broadcast of Hudson High School wrestling match. He was working in the instant replay as always and he got a great shot of a really nice last double leg takedown, it was really cool how he operated that, it really was a top notch production. Volunteers like Nick are what make all the aspects of Hudson a great place to live and he will be sorely missed.

Yes, thank you, Mayor. I had a few words and I got to know Nick over the last few years really well. Nick was truly a great volunteer and board member. He was the chair of HCTV for many years and he dedicated countless hours to the city. He was a deeply kind, gentle individual who touched the lives of everyone who knew him. Alan, he will be sadly missed by all, but not forgotten. Thank you, Mayor.
Thank you, Mr. Sheridan and I will just add that I would see Nick around town and going to his services and hearing everybody talk about him completely tracks with what you would think of seeing him and the little that I didn't know of him. Thank you all. It definitely gives my heart comfort in hearing all that everyone has to say and thanks to Nick. If he was here, he'd be humbled, probably a little embarrassed, but honored for your recognition. So I really, you know, he's a young boy from Akron, was always interested in broadcast and he kept it in his heart, kept it in his mind and as soon as he saw that advertisement for, to to join the HCTV advisory committee, he went and applied, didn't get in the first time. Somebody beat him out but he came back again and was glad he did and was and carried it through.
And after a couple years, I said, You know, you should really ask if you can do something else in the station in production and he was so happy that he got involved with that and carried it on and loved every second. So, you so much for your recognition and appreciation for Nick. Thank you.
We'll move on with item B under honorary resolutions, which is number 20 six-fifty five. I will read that in its entirety. Resolution number 20 six-fifty five, a resolution honoring and thanking Phil Leiter for his service to the Hudson community. Whereas Phil began serving the Hudson community in late nineteen ninety seven, volunteering to record Hudson Municipal Planning Commission meetings and whereas in 1999, Phil joined the staff of HCTV as a production assistant. And whereas since that time, Phil has been a central and reliable presence at the city's public meetings, serving as the primary individual responsible for recording these proceedings.
And whereas Phil has been an integral part of HCTV and its programming since nearly the start of the department, consistently embracing new projects and ideas without hesitation. And whereas Phil has recorded a wide range of city and community events from council meetings to football games, including serving as the sideline camera operator to deliver close-up action directly to viewers. And whereas Phil created the popular eight seat TV show Unlimited Access, highlighting many different stories and people. And whereas Phil's exceptional work earned him an Emmy Award for his program, The Master Craftsman, which was produced in 2021 and 2022. Now therefore be it resolved that the Council of the City of Hudson, Ohio expresses its thanks and gratitude to Phil Leiter for nearly thirty years of dedicated service in the City Of Hudson.

What a benefit it is for the City of Hudson to have so many of our boards, commissions, city council meetings available for the public at any time and that is largely because of the work of Phil. I don't think we sometimes realize how spoiled we are with all the work that is done behind the scenes to make things like this so widely available to us. So thank you so much for all your hard work, Phil.

So Phil, thank you for some of the coaching you provided me to better run the meeting and be more clear for the guy in the back and think you told me that you've probably watched more council meetings than anybody in the history of the world which that in and of itself deserves a proclamation. Thank you, Mayor. None of these meetings would have occurred without Phil. He's always been the guy behind the scenes getting everything done and able to troubleshoot whenever we needed him. So I really appreciate that. We wish him happy retirement and he gets to spend more time with his family and friends. We'll probably see him walking around with his dog and his wife downtown like they always are. But thank you Phil for everything you've done for the city, appreciate it.
Thank you, Mr. Sheridan. I will just add briefly that Phil's granola is really the best. So I think you spoiled me with two the last time you handed some out. And just real quick, when we would have executive sessions at the end of our meeting, we wouldn't require Phil to stick around because we generally didn't expect any additional public business to occur, so we would let him go.
I believe there was only one time we had to call him back and call him on the phone and say, Phil, we need you back. And he graciously came back. So when we would have those times, I would always make sure that the room was clear, executive sessions are private and closed door and I would often turn around and say, is Phil clear, is Phil out of the building? Mary, you'll be happy you know I wrote it down so I don't ramble for five minutes. You can time me, it's about two minutes and fourteen seconds. I can get the paper discovered it when I first met my wife Rebecca and she would take me for walks in the historic downtown. I didn't know that the place like this could exist in America. Through HCTV, I've had the privilege of seeing firsthand what exactly why it is such a unique place.
It's the people. You are kind, creative, educated, intelligent, interesting, and innovative, and involved. This town has a lot of history. Famous abolitionist John Brown made a solemn vow to defeat slavery while living in Hudson. Industrialist and benefactor James W Ellsworth donated our town's iconic clock tower.
Windsor chair maker Rich Grau has sold his amazing craft work all over the world. Archivist for the Western Reserve Academy helped create one of the earliest historic districts, the former Hudson Village and WRA's historic campus. Resident and historian Joyce Tyre in her book, Pursuing John Brown describes Hudson like this, you inhale Hudson air and exhale history. This is why it's been so important for me to record these public meetings and produce documentary films highlighting the people, places, history and events in Hudson. I've been recording programming and public meetings for Hudson Community Television since 1997.
First as a volunteer, then beginning in 1999 as an employee. Barb Van Blarkem and Frank Youngworth approached me at Hudson Rotary and asked if I would film our weekly program for the channel. I agreed and the rest is history. I believe that Hudson Rotary is one of the oldest and longest running programs on HCTV today. I like to joke that I've probably attended more city council meetings than anyone else in Hudson, but I don't know.
I believe I've attended and recorded over 1,200 city council meetings which might put me ahead of longtime clerk of council Mary Anne George. But I know that there are some members of the public who have been watching these meetings faithfully long before I came here and are more likely watching us right now. To Dan and Meg, thank you for your patience with a sometimes technology challenged producer and for making me a better filmmaker. None of this would work without their expertise and dedication. To those of you behind the dais, I know what it takes to do your jobs.
You put in long hours, listen to countless complaints and the occasional good word and you do it because like me you love this place. Aparna, it has been a real pleasure working with you. You had some very big shoes to fill following Elizabeth and Mary Anne George and are making your own legacy. I hope you get to witness as many council meetings as I have. Maybe not.
To the faithful viewers and supporters of Hudson Community Television, I thank you for the opportunity to serve this wonderful community. To Ben who is taking over the helm for me, I wish you the best of luck and my only advice is be kind to the folks sitting in these chairs, keep the cameras in focus and above all else make sure they speak into the microphone. Thank you, sir. Thank you. We will move on to item C, the third honorary resolution type that is item 20 six-fifty six. I will read that in its entirety. A resolution honoring and thanking Ginny Frazier for her service to the Hudson community.
Whereas Ginny was the school district representative when Hudson Cable Television Advisory Committee was formed in 1996 and was responsible for the school district side of the community partnership and was instrumental in placing HCTV inside Hudson High School. And whereas City Council appointed Ginny to the HCTV Committee on 07/01/1998. And whereas Ginny volunteered to run the camera for school board meetings for over twenty years, which was an important aspect of the creation of HCTV. And whereas Ginny regularly organized Hudson High School football watch parties in the bistro at Laurel Lake for Laurel Lake residents. And whereas Ginny helped produce many shows including interviewing an air traffic controller, a resident of Laurel Lake who was on duty on nineeleven at the Pittsburgh Airport, a show on the comprehensive history of the Hudson Safety Town program in addition to other videos about the schools.
And whereas Ginny was reappointed to HCTV committee several times and is also an active member of the Friends of HCTV. Now therefore be it resolved that the Council of the City of Hudson, Ohio expresses its thanks and gratitude to Ginny Fraser for nearly thirty years of dedicated service in the City Of Hudson. Be it further resolved that a copy of this resolution be presented to Ginny Fraser. We wish her best of luck as she moves to Florida. Thank you. you for everything you have done. I hope you very much enjoy your retirement in sunny Florida. I understand it can be brutal up here for a few months. On the grander scheme of all of our proclamations tonight, all of them HGTV, as we can see quite a leaf is being turned over in our HGTV program. A lot of long standing members of volunteers have really made HGTV what it is are leaving us or have left us. So very much welcome any new, I believe the interviews are still or excuse me, the applications are still open. We need some more people on HGTV advisory committee and you have large shoes to fill, but we hope to have some new faces there.

Good evening, my name is Kurt Van Blarkum. I live at 422 North Main Street here in Hudson. And as you can imagine, I wanted to address trees in Hudson. So, twenty five years ago, the Tree Commission and I, we created a little bit of history in the south part of town. It was the two hundredth bicentennial, February, bicentennial for Hudson.
And the tree commission and I thought it'd be very appropriate to plant 200 trees and shrubs, all native plants that would have been here when David Hudson came here two hundred years ago. So as you look at that corridor of 91 from Terex Road south to the movie theater, and then also east on Terex Road from 91 down to where the old Clark Ford service garage used to be, we planted those trees and shrubs there. Again, it was a representation of those native things that would have been here two hundred years ago. I've had a little bit of concern about maybe some of the discussions for District 11. When we had worked with Joanne Corporate Administration, we had basically an agreement to retain those.
And it was nice to see over that last twenty five years even the employees of Joanne Fabric walking that space and enjoying the canopy and that park like environment. And it certainly has improved the characteristics of that streetscape. So I would hope that we could, in the future, at least incorporate that into whatever development takes place within District 11. Also concurrent to that, we had, is the city arborist reporting to the planning commission regarding field work that I did, wetlands, significant trees, landmark trees, ways that we could incorporate the index of ecological integrity that was used as kind of an overlay for development. I went into what was the old original Don Barlow Woods, and that's where the Hudson Industrial Park was laid out.
And again, I was kind of the paratrooper dropped into the jungle to evaluate what was there. I reported back to the planning commission it was a very significant stand of trees. Beautiful mixed mesophytic forest. And that the industrial park, you know, is going to be really taking out a community benefit. So we worked diligently as a city arborist that time with the planning commission to try to avoid impact to the greatest amount of trees, minimize damage, and where we couldn't avoid or minimize, we did some mitigation.
Some of the mitigation I did was in the field directly opposite of the Case Barlow Farm, where I'm a board member, and I've been a little concerned about some of the plantings that I did there, Bur Oak, White Pine, some other things. So I guess the bottom line is that for whatever happens in District 11 with the large Jo Ann Fabric parcel, I hope that we would have regards for the bicentennial planting and the frontage, and also retain some of the old agreements that we had regarding minimize the impact to the beautiful forest that's still there. I think when you go back through there, it'd be ideal to have like a corporidium, where you have a corporation that's hybridized with an arboretum. So, I hope that, again, the trees that we planted, as well as those that God delivered here, could be retained on that entire parcel. Thank you.

Suzanne Kim 89 East Streetsboro Street. On March 17 I wrote the following email and sent it to several council members. I oppose the District 11 rezoning proposal. It will negatively impact our tax base and potentially our community. Please respect the Planning Commission's wish to have more time studying this matter.
Any rush to act otherwise is selfish and not in our city's best interest. The volume of citizen concern for this matter should be respected. And on March 29 Doctor. Weinstein responded and this is part of what she wrote. The current counsel has now twice given the Planning Commission additional time to review the proposed change in zoning in addition to the one hundred and twenty days given by the previous council.
I find that contradictory because on 12/16/2025 all council members except for Mr. Sutton voted to repeal the ninety day moratorium on the acceptance of private applications to the Planning Commission that prior council had agreed to. On March 9 Planning Commission met from 07:30 p. M. Until almost 10:30 p. M. Just to handle their regular workload of matters including public hearings. They then continued to meet until 11:45 p. M. To address the review of District 11 matters which included the antiquated code Hudson has for that area.
This is the same matter that Jesse Obert explained to all of you at your March 17 council meeting. The moratorium was intended to grant Planning Commission members scheduled meeting times to solely review District 11 matters. So when the email I received references giving additional time, I'm not sure when you expected that to be fit in. Council members get paid to attend their meetings. Planning Commission members do not.
As they discussed at the March 9 Planning Commission meeting, the antiquated laws that Hudson currently has do not support a planned development for this area. The city is not prepared to tackle a huge planned development project. However, Doctor. Weinstein's email to me also references the City of Hudson's zoning District 11 community information page. That page proposes code change to support a potential mixed use planned development.
She has also supported social media posts by her friend proposing the idea of something like a Valor Acres in Hudson. In another part of your email, you cited references to the comprehensive plan that apply to other areas of the Darrow Corridor but you applied them to fit your desire to have residences on the Joann site, an area not referenced in that section of the comprehensive plan. When you send this type of information to myself and my friends I find it disingenuous. In the past I've had discussions with our mayor regarding general expectations in politics. Things like honesty, fairness, accountability, and transparency and that's all I'm asking for.
When you vote on the District 11 matter in May, I urge you to heed the advice of our experienced Planning Commission and also the intent of the comprehensive plan which represents the will of the residents because this should not be about a personal agenda. Thank you.

My name is Todd Zidak, I live at 16 Hudson Common. I'm here to speak to you about the comprehensive plan District 11, whatever that is, and our community values. The 2024 comprehensive plan is 350 pages long. It is, as the name suggests, comprehensive. We, the creators of that plan, 20 some odd members of our community, went into its creation with open minds, an eye on the past, and our hands on the future.
We did not ask the community what they wanted. Well, actually we did. And the answers we got back were about as varied as the number of people we asked, which were thousands over many, many different forums. Web pages, community meetings, outreach, and it's detailed within the 350 pages. When we ask the people, what do you value?
Why are you here? Why do you stay? We got about 15 answers back. 15. The top five, by a pretty large margin actually, were safety, schools, downtown, parks, sidewalks.
Based on that, which is a statistically valid survey conducted by professionals who do this for a living, everything we do, every major project should be viewed first and foremost through that lens. IRG, a developer, bought the former Joann site. I know what their values are based on. Shareholder return, ROI, and good on them. That is why they exist.
Nowhere in their ethos are the values articulated by the residents of our town. They are not going to act or plan with any consideration to our values, and I wouldn't expect them to. And for this reason, we must act. We should allow the comprehensive plan and the zoning to do its work. The phrase mixed use speaks to the entire district.
It does not mean anything goes anywhere, it means that within a given district, specific areas are designated for specific purposes. There is a map in the plan that clearly articulates this. It is not unclear, confusing, or unambiguous in any way. There is no justification for the creation of a overlay District 11. It served no purpose other than to advance the ambitions of IRG.
These ambitions may on occasion accidentally overlap our community values. But make no mistake, the value of their ROI will win out over our community values every single time.

They own the property, they're big boys, they knew what they bought, They can utilize it as a zone and was zoned when they bought it. And I'd like to ask everyone to please think about the comments of mister Van Blarkem. He cares about this place as I believe we all do. He's worried about trees and bushes and shrubs and history. Do you think that in any IRG meeting held, the subject of how do we best protect the trees, and bushes, and shrubbery of that community, how do we best do that?

I just wanted to give everyone an overview. The Economic Growth Board met on March 19. I was not able to attend but I know Councilor Dremo was there to help swear in a new member. I did want to provide an overview of the board, the Economic Growth Board provided updates on some introductory research on building department structures including identifying peer communities for, research to start comparing, how we might streamline that process here at Hudson. They also discussed the proposed District 11 rezoning and implications specifically for economic growth.
The board had no immediate feedback and expressed general alignment with the proposed code amendment. So I was I was at the Military Veterans Commission on April 1. So there the discussion mainly is about the Memorial Day Parade and the ceremony afterwards. The registration is now open so any of the organizations in town that usually sign up or any others, just wanna also highlight that registrations are open for the Memorial Day Parade, and, still working through some of those details on that commission. I will also add I just wanna give everyone a heads up that I have proposed talking about campaign finance coming up in meetings and I just wanted to provide a heads up in case anybody, kind of wanted to take the time to prepare and think about, some campaign finance, suggesting that we rescind, the campaign finance laws in Hudson.
And a reminder, District eleven open house is this Thursday at six. So just wanna remind everyone in town, open to everyone in the public to come share additional thoughts and also ask questions about District 11 and looking forward to seeing everyone there and hearing about that. On March 19, I attended the BZBA meeting and just wanted to highlight that there is now a database that our IT director quickly kind of got out, Paul, thank you. It's a database that anyone can search and use to jump from a case number to a specific search using like keywords, garage, zoning, District 3, all the way dating back from 2018, which is a really, important tool just to kinda streamline everything with zoning and, it'll be a really good asset for us. We discussed the goals that we will continue to bring out to council as far as the specific goals from three years ago, the board members kind of discussed and they will further look into this.

I just wanna say there's been some confusion out in the community not understanding what Clinton Crossings is not District 11. Clinton Crossing is phase two, that area downtown. I was able to attend the EAC meeting last last night. The EAC received presentations from NOPEC and SOPEC on education with their approach for gas aggregation. There was a spirit of discussion around these presentations with the EAC. They're gonna continue to research and understand the pros and cons of this approach. The EAC is also going to be meeting with city staff to better align on staff time constraints and prioritization of many of the tasks that the EAC presented to us a few months ago. We believe this is gonna drive better focus for the long term. I'm gonna be planning on attending this meeting as well and I may request another council member to join if availability allows. That's all.

Yeah, I just wanted to make sure that just kind of reiterate in his comments about the D11 open house that is at City Hall, correct? At 6PM. Correct. And so that'll that'll be a good opportunity to discuss D eleven, have some, have conversations, have all the that are over the last several months. And then secondly, I'd like to thank city staff for tolerating my constant irritation about the flashing beacon on Hudson Aurora and Hudson Park Drive.
It's now fixed. That's a critical intersection for school kids crossing and I guess it took a while to get some parts but it's fixed now so thank you very much.

Tagging off of Councillor Brezovich, yes, welcome back to everyone. Our last meeting was on March 17, so it has been several weeks. I hope everyone who traveled away for spring break had a fun and relaxing time. And for those who stayed close, I hope you enjoyed the reduced traffic around town. But the fun is over and we're all back to work.
One other comment, there are several events going on this month. I think most residents know if you do not, Western Reserve Academy is celebrating their two hundredth anniversary this year. This month has several events going on, I'll be attending several of those and honored to do so to collaborate and represent the city of Hudson. Two other quick things, the Hudson High School Drama Club will be performing their spring show Legally Blonde and that is next weekend, April. Advanced ticket sales are available and if you have not attended one of these productions, our young thespians are truly amazing and I'm very much looking forward to that show.
And last quick comment, yesterday here in town hall, I had the pleasure to meet and speak with Amelia and Paulina. They are two exchange students who are in the middle school and high school respectively and they're from Germany. And they humored me and allowed me to talk for a while about the history of Hudson. It was great meeting them and talking to them, my German's a little rusty, so they were very well versed and fluent in the English language. So it was great meeting with them, I love talking to people in general and talking about and promoting our city and it was great to make that connection with these two young ladies.
So that is all I had, is there any additional comment from council tonight? Seeing none, we will close section eight and move on to section nine, which is report of the city manager. I would now like to assign the floor to Mr. Sheridan, so as to provide any information or updates to council.
Thank you, Mayor. I have a few items tonight. First and foremost, the city will begin flushing our water system. We do this twice a year. It'll begin next week. If anyone has any discolored water, I recommend that they go to our website, but usually you can flush that clear within a couple of minutes and if not, you can call our Public Works Department and they'll send somebody out to check it out for you. Next week, we're also going to be closing the bandstand and gazebo. We'll start the repairs on that. Public Works is going to be replacing some of the rotted boards. They're also going to be then be painting it.
The front steps will be replaced with sandstone as is because they are sandstone currently. And engineering department is working on the plaza that surrounds the entire gazebo. The lift and the cutout of the railing wall go in front of our arc board, that'll probably be in May. We just put an architect on PO this week purchase order. So we'll be getting that going in design. They know they have to expedite it very quickly and they'll have that done and ready for Park Board at the April. As mentioned here tonight, Earth Day, we will be celebrating that on Saturday, April 18 from nine a. M. To one p. M.
And it'll be in the Hudson City Hall at Ontarix Road's back parking lot and there'll be signs for everyone to be able to be directed to the back. That's put on by the Environmental Awareness Committee and the Tree Commission. They will be hosting the event and giving out 200 free trees to the first 200 people. And then lastly, wanted to read an email over the last week or so, We had some sanitary sewer backups and bear with me. I asked the Director of the County Sewer to give me kind of an update on what they're looking into over in the Stony Hill area in the Colony Park.
So if you bear with me, I'll read this. The new pump stations serving Colony Park was working properly and running at full capacity during a significant rain event. Heavy inflow and infiltration, which is when storm water gets into downspouts and cracks in pipes was caused citywide causing backups in multiple areas across the city and the County. The County is investigating the downstream issues and are adding an inflow and infiltration study for this area to the next year's capital plan at the County. And I believe talking to our staff that they are out there also cleaning and jetting their pipes just to see if there's any blockages.
The city staff did, thanks to the Public Works Director and his staff, did go out and look at all of our storm water crossings with the sanitary and we did not find anything that was leaking into the sanitary system. So we kind of checked that box that there was nothing on our system that was causing problems with theirs. We'll keep council updated as we go along. This is a Summit County project and hopefully they'll be able to get this all resolved here in the next couple of days. So that's all I had Mayor. Thank you.

On the subject of the gazebo, is there anything you foresee specifically in my mind comes to mind is the lift, anything you foresee not being able to make the deadline, but the goal date, I suppose of July 4?
Not at this time. We'll put the plans to the ARC Board and then for formal bids, it usually has to it has to be bid three weeks. We will probably run that concurrent with the architectural review boards and then make any amendments to the plan before we open final bids. So that's how we're trying to expedite the entire process.
And then we feel even this lift is a bit of a custom order that they'll be able to complete it in time?
As of right now, yes. And we are already talking to them about the different features that we would like to see to match the existing railing.

I want to thank Mr. Sheridan and Mr. Cosco. When the residents came, sent their emails to me and to other people, Mr. Sheridan, Mr. Cosco responded immediately and did something about it, and I know the residents really appreciate it. When I checked back when we had that second storm on last Tuesday, remember how bad that storm was? They were okay, at least that's what she told me. So maybe the county did flush something out that was helpful.
Location. I also want to do a shout out to the Public Works Director. He also agreed when we both got those emails, we had in all my years, eighteen years here, I've never heard of anything backing up on Stony Hill. It's a hill. Usually they don't back up on a hill, they back up in the lower area. So right away, I kind of scratched my head and I thought, well, something must have went down the pipe and blocked it up before that little group of four or five homes that were affected. And then we found out more businesses downstream of that were also affected. So I'm glad to see that the county is looking into it and we have a direct line to the director on that and updates.
