Let us begin. I welcome you all to today's yoga session. Today, on September 1, 2026, is the 17th Dash Swarachinam of the Board of Directors of Hot Springs. Our city engineer, Mr. Gauri Karnihan, will begin the yoga session with prayers. I will lead the prayer. All of you please stand up. Let us bow our heads in prayer. Thank you, wonderful God. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. We know that you are interested in human beings, Hort Springs. So, when we discuss these things tonight, we do it with the belief that you are interested in this and that you believe in our relationship with you. So, we pray for your blessing and guidance. We should bless these Directors and their decisions to be taken. In the name of Christ, Amen. Amen. Come with me to pray. I pray for the Republic of the United States of America.
A nation that cannot be separated from God, where everyone has freedom and justice.
I am starting this program on a daily basis. Please call me Hajar.
Director Aaron Holiday, Hajar. Director Phyllis Beard, Hajar. Director Marcia Dobsmith, Hajar.
Director Dudley Webb, Hajar.
Director Karen Garcia, Hajar. Director Steve Trustee. Mayor Pat Mccabe.
Yes, sir. The quorum has been reached. Now, let's discuss about accepting the agenda. Is there anything to be added or avoided in the agenda? Or is there anything that needs to be changed from the agreement to a new business? Since there is nothing else, I request for approval.
Let me do it accordingly.
I request. Director Garcia. Director Dudley Webb requested. Thirdly, those who agree, say aye. Aye. Aye. Opposition. The same order. Agenda was approved. Now, let's talk about the approval of the minutes of the General Assembly held on August 18, 2026. Are there any amendments, amendments or amendments in the minutes that have been approved? If there is nothing else, I would like to make an announcement. Director Webb nods. He nods. Director Dobsmith. Those who agree, say aye. Aye. I oppose. On the same note, on August 18th, the minutes were approved. Let's get back to the guests. We have a special guest tonight to welcome the Master Gardeners of Garland County. We have a special invitation for Jimmy Driggers for the Master Gardeners of Garland County. This was suggested by our CET Director, District 3, Marsha Dobsmith. I will read it below. This is the introduction of Hort Springs, which represents Garland County Master Gardeners. This is because Master Gardeners serve as the main guards of our community's natural beauty, new places and diversity. Down-down hanging flower baskets, entry park, Lansdowne Aluminium Legacy Garden, Farmer's Market, pollinator garden beds, and blue-beard air-conditioning systems are used by master gardeners for the beauty of the city. In Park Magnet School and Garland County Library, Master Gardeners give practical training to the children and make our society a better place. In the Farmers Market, the Master Gardener booth shares horticulture knowledge with residents and visitors, as well as public education seminars and therapy garden activities. The city of Aduanam, which is not used to these activities, offers a lot of wealth and beauty. This increases the living standards of the residents and makes them happy. Therefore, as the Mayor of Hort Springs, I would like to thank the Board of Directors and the City of Garland County Master Gardeners for their service and dedication to the city. As a proof of this, on September 1st, 2026, I signed my hand and signed the city's seal. We dedicate this to Jimmy. Thank you. Please speak a few words to God. Thank you.
I don't really want to give our CET Adornic credit, but he was right a while ago. When we took this picture, he said, you are like a flower bud in a rose. But it was a great pleasure to be a part of this association. There are about 250 Master Gardeners in Garland County. We have been operating since 1988. 38 years ago, we started as a pilot program for the entire state of Arkansas. When it comes to the Master Gardener program, 40 hours of college-level horticulture are included in it. So they are not just joining in. They are making great efforts for this knowledge and wisdom. They also help people in the community and in this county for the sake of agriculture. As an agricultural contractor, they use the best methods of the University of Arkansas to provide educational information and empower communities and families. The goal is to promote the cooperation between the people and groups in Garland County by providing horticulture information and medicines. They provide a space for gardeners to grow plants and plants in our city and county, and to provide a beautiful landscape. Only in 2026, they conducted 1682 hours of food supply. In 2025, it was 2740 hours. If we calculate the cost of the 35 dollars that the government has guaranteed, it is more than $95,000. So, we thank the city for this achievement. I would like to invite two of our Master Gardeners to come here. Our President, Ms. Sherry Davis. I had prepared a lot of speeches, but since most of them were made public, I will cut them short. We operate in seven different districts in the city. We start the year by preparing hanging baskets for the entire season including the landscape crew in the city as well as the downtown. Then we focus our attention on the other flower gardens in the city. After the winter season, it is cleaned up, the spring season and the summer season start in the middle and continue to the winter season, it is cleaned up and everything starts again from the beginning. For the past few years, we have focused our attention on helping the local communities and preventing any accidents every year. We love our program and community. We are happy to return. Thank you. I have a question for you. Of course. Since we are live on TV and you are a Master Gardener, how can you manage the fields?
We use a lot of tools. We try our best not to use herbicides and pesticides as much as possible. That's why we do most of the work by hand. Okay, still the same old way. Yes, still the same old way.
Hi, I'm Char Baker. I've been a Master Gardener since 2020. Mayor, I'm glad that you didn't ask me that question. What plants do you plant that don't eat deer? Okay, that was my question for you. I would like to talk a little about our academic activities or methods. Again, let me tell you about Ask a Master Gardener booth in the article you presented at the exhibition. Every Saturday, we give information from the University of Arkansas and answer the questions of the passing news. The Youth Development Group has done a lot for the community and children with the help of the Garland County Library. They build porting benches at Park Magnet School, teach children to see the seeds growing there, educate them about the crops, and teach them how much it is necessary for our country to grow our own food. We are also organizing the Garland County Fair Horticulture. I think there are 20 participants this year. All are different things. There is nothing for sale. We set up a special place for the children. For the past few years, about 2,000 to 3,000 people have set up this place. Through our services, we take care of the numbers. Therefore, we give a lot of attention to this to the gardeners of Haute Springs Garland County. We also run the No What To program for the public in the library, Caring Place Gardens and Crafts. One thing we forgot to mention is the Habitat for Humanity project. In the last five years, we have helped to do landscaping in more than 20 houses in this community. So, thank you.
Thank you. We are proud of you. Now, let's listen to the report from our CET Manager Mr. Bill Burrell. Bill. Thank you Mayor, Board Members. I would like to talk about some of the new laws in the city. In the District Council, Kelsi Ulmermaakum will be printed in solid waste. He welcomes them, who are part of the family of the survivors of Haught Springs City. There is a big story about the location. Bo Mattingly was awarded the position of Lift Superintendent. Bo's father, James Mattingly, used to be the Utilities Director here a few years ago. It is a pleasure to see Bo moving forward as he steps forward. Bo has been with us for a long time, and his decision is to continue for a short time. It is a pleasure to see this location. Offices will not operate on Labor Day. The coming Monday is Labor Day. As per Labor Day, City offices at the Public Security Department and Memorial Field Airport will be closed on September 7. Solid Waste Department, Residential Services, Earth Angel Recycling, ILA, Pulchadi Shekaranam etc. will be held one day in the evening. So, if your collection is Monday, it will be on Wednesday. If it is Wednesday, it will be on Wednesday and the rest of the week. The collection will be carried out as planned by the department's commercial collection. The transportation depot that includes intercity transit buses and paratransit services will be closed that day. The community resources center will be closed. However, it will be open from 11 pm to 1 pm for lunch. The Garland County District Code and Compost Facility will also be closed that day. If there is no relief from the heat, a cooling shelter can be opened in CRC. The advisory committee will accept applications for commission certificates. The office of the CET clerk will accept applications for various CET advisory committees and commission certificates until Friday, September 18. If not rejected, it is necessary to participate in the campaign to ensure that the applicants are voters in Hot Springs. There are two positions in the Animal Control Advisory Committee. Historic District Commission Parks and Recreation Advisory Committee Planning Commission Toying Service Advisory Committee Transportation Advisory Committee Before the City of Hot Springs Board of Directors agenda meeting, which takes place on 29th September at 4 pm, the Board of Directors will hold a special meeting. Laws will be held at the Hot Springs Board of Directors meeting, which takes place on 6th October at 6 pm. For more information, visit the website hotsprings.gov and contact the Office of the CET Clerk. As a reminder, this is a Bicycle-Friendly Community general opinion survey. Hort Springs City is eager to become a Bicycle-Friendly Community. We need your opinion. If you have cycled in Hort Springs, please find time to complete a small survey about your experience. The survey is available on the website hotspringsa.gov. In order to enter the survey, we need to send out a report on September 8th. Parks and Recreation Department is organizing our annual event, Tikes, Trikes and Trails. This will take place from September 19th at Velocity Park, 12th to 2nd, near Valley Street. This event is free. This is for all adults. Those who participate can bring a cycle, skateboard, scooter, wheelchair, and so on. Rewards will be available until the stoke is completed. Also, one who participates in the process will have the opportunity to get a cycle and helmet. This is a big advantage. That is the library's Power of the Card activities. In September, the Animal Services Department participates in this activity every Friday. Garland County Library Card offers a $10 discount for Hot Springs Animal Services for $10 and $5 for microchips. This offer is part of the library's motto, Power of the Card. You can bring your discount to your library card shelter. This is a very good thing for our children. Hot Springs Parks and Recreation Department, Memphis Grizzlies, National Park College N.V.U.M.I.C.H.E.R.N.U. 6-14 years old children are being taken to the Saujaniya Junior Grizzlies Basketball Clinic. This will take place from September 6, 10am to 11am on Sunday morning at National Park College. You can register through grizzlies.com. However, the seats have already been filled. Within the first few days of the event, 120 children have registered. We don't know which NBA stars will participate in the event, but we know that this will be a great experience for all the participants. We would like to remind all of our residents that the fire is still burning. This protest is taking into account the fact that the chance of rain in the coming days is very low. Therefore, this bill will continue until it is declared as a violation of the fire marshal and fire chief. The 6th year Kicking the Stigma Kickball Tournament took place on Saturday, October 29. Our local police and MS department participated in the kickball tournament. I would like to congratulate the 1052 drug courts. They are the winners of this year and have chosen Shalom as the best team. Chief, you will have to sign your statement now. Okay, sir. These annual events will help the law enforcement authorities to re-establish the relationship between our community and Tamil. Chief, I would like to thank you and all your employees for participating in this event and for making it happen. I congratulate you. Lastly, Mayor, I would like to thank the board for the time you gave last Wednesday. You spent about 4 hours talking about your goals and work sessions in 2027. I inform you that we are implementing the guidance you have given to the people. I inform you that budget jobs are in full swing. Various organizations are now working on it. This will continue in the coming months. In the next work session, someone will present it to you. So, Mayor, my report ends here. Very good. Do you have any questions for our CET Manager from the Board? Since there are no questions, we can move on. At this time, we can hear from the individual directors about the upcoming events. Director Garcia.
Thank you, Mayor. Tomorrow, September 6th, on Wednesday, I would like to inform everyone that the Hot Springs Elks will be joining our Army. They will be given an award in the Hot Springs Elks Lodge at 5pm-6pm. After the award, the award will be awarded to the most famous army of our year. Therefore, I invite all the famous army, board members, directors, and the public who wish to participate in this. In addition, for all first responders and all police officers who can come on September 11th, Elks lunch is being served for all our armed forces. The county sheriff's office will serve lunch between 11 and 1 o'clock. This is a way for us to stop doing so many things every day. Thank you. Very good. Director Webb. Thank you, Mayor.
I would like to share with everyone about a project called Tour De Salvation 2026. This is a project that will take place from 7 am to 3 pm on Hot Springs Historical Downtown Market. This is a multi-bike ride. It starts at 7 a.m. on Sunday at Farmers Market. This is for the Salvation Army's Pathway of Hope, which is not suitable for families. The funding is for helping local families in need. Those who participate can choose from a 6-mile family ride, road cycling, mountain biking, or road-mountain biking. After the ride, the participants and community members are welcomed to the after-party in the Farmers Market, where they are invited to participate in music, food, and family activities. To register for Tourney Salvation 2026, you can go to bikerec.com. This event is held there. Very good. Thank you. Is there anything else, Director Smith? I'm going to accept what you think is deadly.
We have the Arc in Brawl Roller Derby Tournament 2026. From 10am to 8pm on 12th September. This is an exciting Rock Town Roller Derby. This is the second annual tournament. With their speed, skill and determination, the four teams will reach the championship. So, don't forget to buy tickets from www.rottonrollerderby.com Thank you very much.
Do you have any other news? If not, we can move forward. Now, let's discuss the consent agenda. These are common issues. There is no need to discuss them. So, I accept the suggestion that the consent agenda should be approved.
I accept.
Director Garcia, Director Webb is speaking. Those who agree, say yes. Yes. Those who disagree, say yes. The consent agenda has been approved. Now, we have a general argument to hear. For that, I would like to ask the CET attorney, Mr. Albright. Mayor, this is a public hearing held in Harjeen by the Mayor of Garland County in Arkansas, which is a multi-purpose improvement district number from 26 to 75. You may begin this hearing and call forward those who wish to speak. Very good. We can now begin the hearing. Is there anyone in the audience who wishes to speak on this matter? Please come forward. Tell me your name, address and district. I remind you again, there is a time limit of 3 minutes. That will be enough.
I am Angela Sain. I live at 133.
Madam, can you move the mic down?
How is this? It's good.
Okay, I am Angela Sain. I live at 133 Birchwood Bay. That is district 4. Since the beginning of this Kali Ridge development, there have been incidents that have misled us in many ways. Initially, it was said to be like a sub-division to the forest, but now it is clear that it will not be so. We were told that the Malina water will not be taken to the Fox station. Later, when the details were needed, it was found that it was going from Harkwary to Foxwood and from there to the treatment plant. We all know about the problem of Maliniyam moving directly to Tadatham in Foxwood. In the beginning, boards used to set up boards to give information about yoga. There are no such boards now. If anyone is interested, go online and check it out. I don't know if this is another way to keep the public in the dark. If no one knows about this, things can be done easily. For this development, they have allowed their own traffic and drainage systems to run. So it is certain that they will establish themselves that they are all right. It is like asking a child to mark in his progress report. If the new bill hasn't arrived yet, it doesn't cost much. Even if it's long to read, it means that the developer or their friends can change anything whenever they want. Then what is the need for this? I have some questions about this. We first heard about this improvement tax in the last meeting. I want to know from Rega if it is only from the landmines on this high-lying ridge. If so, instead of calling it the Hot Springs Municipality, why not call it the Cali Ridge Improvement District? If I think this is a sustainable method, the majority of the money should be given to those who live there, i.e. $600 a year for 20 years. Do you know why? Is it because the developer is not interested in spending more money? Or is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money?
Is it because the developer is not interested in spending more money? Is it because the developer is not interested in spending more money? Is it Thank you. We are still in a public discussion. Is anyone else interested in coming? Please come and say your name and address. Hello. Good evening. My name is Young. I am an interpreter from Benton. 30 minutes after 12 o'clock in the afternoon, Ferguson Drive, Jensen, England. I represent a global developer. There is a major question raised there. I think you will work with a plenary group, and I will be happy to answer any questions you may have. But the thing I wanted to talk about earlier is whether this incident will affect others. The answer to that is neither clear nor clear. This was only discussed in the region of Nirdishta Bhoomishashtra. According to the request, it is only Kali Ridge. In its official name, it is called Kali Ridge Estates Subdivision. If you don't have any questions, I will sit down. Do you have any questions? I know that you will be back here immediately. Thank you. Is there anyone else who would like to talk about this issue in public? No one else wants to come forward. No, Mayor. I don't have anything to add as an action item in this regard. I have nothing else to say officially.
That's why we are ending the public discussion at this time. Thank you.
We are moving on to the new business. We need to read Pramayam R26-150. Pramayam R26-150. Pramayam R26-150. Pramayam R26-150. Pramayam R26-150.
Let it be so.
Director Du Smith, Director Webb, and our staff report city engineer, Mr. Gary Carnahan, welcome.
Thank you, Mayor, Directors. We have some good news for you tonight. As you know, due to the overflows of the sewer system, the Gulf of Basin has been affected by a lot of news in the past. Thank you for your leadership. We are working hard to prevent it. So today's good news is that we have completed all the pipelines and pump stations related to the Gulf of Basin. So today I am going to talk about our Interceptor Sewer, that is, a large sewer line with manholes. We have now completed 26,332 feet, i.e., sewer mains with a capacity of 5 miles. With the completion of Gulfhof Pump Station, we have installed 5-mile gravity sewer mains and a 3-mile force main with a capacity of 36 inches from the pump station to the Malinajala plant. Thus, a new pipeline of 8 miles, and also a big pump station. You gave us a fund of $54 million, and we solved the Gulf of Basin SSO-SSO problem. Thank you very much. So, I would like to thank you for making such a huge effort to make this happen.
It was a big problem, and it required a lot of hard work. That's why we completed it. Malini is now flowing through new pipelines, through a new pipeline that is 8 miles long. That's why I would like to talk to you about our change orders tonight. We have more than $200,000 in our cards. But when we made the calculations for the new bond issue in 2024, I would like to explain that we calculated $34.7 billion for these pipelines for a new $68 billion bond. Now that they have been completed, it is a good thing that these pipelines have been completed. One, we solved the problem. Another, we now know what their actual cost is, because we have been working to reduce the number of attempts. But now, even if we include these many change orders, the cost of those four lines that I am about to discuss is $30.5 billion. Therefore, the total cost is $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total cost of $4.1 billion less than the total So, when you talk about the high cost, if you keep that in mind, things will be a little easier. Medicine will help you eat less sweets. Okay, so... Let me move on to this special item on your agenda, that is, the change order of $5,13,672 for the Clay Company. This is one of our biggest pipes. It goes up one mile from the Gulf of Pampu station. It has a 42-inch diameter. It has a borehole at the bottom of the Malvin highway for five steps. It was a very challenging stage near the bridge. After completing that process, we are very happy. In the engineering estimate, the amount of concrete encasement was less than the actual amount. That is why we now have to add more money to the quarry. We cannot change the alignment of the gravity-sever main easements, paths, roads, highways, and so on. This had to be maintained at the same level. This is completely in a minimum grade. This had to be built at the necessary level for the pipes to pass through. In the old pipeline systems, the pipes had to pass through themselves. That was not good. So now we are definitely below the pipes. So we had to make our trench more dense. The cost of breaking the wall was even more than what we calculated. So what is our current situation? The actual amount of the bond was 9.2 billion. I am saying the exact numbers here because the Currens Court doesn't like these kind of unions. They are the ones who look after the money. But it was 9.2 billion. Now we have included the changes that we agreed to reduce earlier. Now we are adding 5,13,000 back. The final cost of this project, after all these changes and additions, is 9,2,59,400. This is $2,35,000 less than the budget budget in 2024. So, I think you will accept this change order. Very good. Any questions for Gauri? Director Webb. Thank you, Mayor. Mr. Gauri, was that a final count? Are both the change orders approved? Yes, sir. Okay. Thank you. Do you have more questions? He's not going far, so we can ask later. I'll be right here. Has anyone given a name to speak? No, sir. Is there any discussion in the director's market? I don't think so. Please conduct the vote.
Director Holliday. Yes. Beard. Yes. Dobsmith. Yes. Webb.
Yes.
Garcia. Yes. Mayor McCabe.
Yes. Proposal passed. Proposal R26-151 is passed. I request the CET Attorney to read the headline. Proposal R26-151. Proposal to approve the second change order of the Lower Gulf Gravity Seaver Capacity Improvement Schedule II Belt Construction Incorporated. The hearing is complete. Mayor, if you allow this, I propose to approve. Director Dobu Smith, Director Garsha Pindangannu, Mr. Gari Karnahan, City Engineer, welcome back to the podium. Thank you, sir. This is the place where the Carrar was completed. This Carrar starts from here. The change order I asked for is three times larger than the Carrar, but the pipeline project itself is three times longer. It is about 3 miles long. Clay Carrar was about 1 mile long. This is the same rock from the past. This is the same rock from the past. This is the worst rock you have ever seen. I think we have some photos on hand. Our project manager Joey Stadler is here with me tonight. He made this package. I think you can see some pictures in this that show how hard rock mining was. So, let me first make it clear that the initial amount of this project was $15.7 billion. Now, with the additional $1.8 billion added to this change, the total amount is $150,60,740. In other words, when this project is completed, it will cost you $77,000 less than what was invested in this project. So, I expect that you will accept this change before the end of this project. Do you have any questions regarding this? Everything was explained very well. Thank you. Thank you for your forgiveness. This was a long and difficult journey. I would like to thank Joey Stadler in front of all of you. Because he has been focusing on this for months and has been talking about this every week. Gary, look at this rock. We are happy that this has ended. Thank you all very much. Has anyone registered their name? No? Sir? Directors are talking in Tamil. If there is no discussion, please call Haajar.
Director Beard. Yes. Director Smith. Yes. Web.
Yes.
Garcia. Yes. Holiday. Yes. Mayor McCabe. Yes. Proposals have been accepted. Proposals range from 26 to 152. The CET attorney needs to read it out loud.
Proposition R2-R-152. Proposition R2-R-152. Proposition R2-R-152. Proposition R2-R-152. Our staff report will be presented by our Neighbourhood Services Manager, Mr. James Hardedge. Welcome. Thank you, Mr. Mayor. Thank you to everyone on the board for letting us come here tonight. We thank you for all the hard work and efforts you have made over the past week. Houghton Springs, a single-family residential complex located on 417 East Grand, is expected to be demolished. This was a single-family building. This was in District 2. This year, in the January fire, the building was damaged. According to the county regulations, it was owned by R.J. and Lona Moses. This building was closed until last Thursday. In mid-January 2015, the Ayalpaka Service Department sent us a number of notices relating to the damage caused to the outer and inner parts of this building. We needed to remove useless vehicles that had been kept in the building to make the building safe and clean, and to remove useless vehicles that had been kept in the building. After the fire in January, Ms. Kara Turner and Ms. Patricia Davis, who were members of the Moses family, submitted a letter of consent to the Planning and Development Department in March, which was approved by the Department of Planning and Development. It is not seen that the right of residence has been changed in the investigation. However, on June 9, we needed to send the file to the editor-in-chief. All the information about these activities was handled by the Crawford Law Firm Office. In addition, we posted more details on the city's Facebook page. The only response received from the public was that Mr. and Mrs. R.J. and Lavina Moses were the owners of the item. This item was found to be unsafe due to major damage caused by the fire and fire. The difficulty of the family members to deal with the destruction of the damage, and the difficulty of the family members to carry out all the work, and their desire to eliminate the disaster that is needed, are being counted. For this need, we are doing a continuation of the project. Very good. Do you have any questions for Mr. Hardidge? Then, does the family have a problem with this?
Yes, some members of the family are here to discuss this. Thank you.
I have no questions for Mr. Hardidge. Is there anyone registered here? Yes, sir. Oh, excuse me. Brittany Turner. Miss Brittany Turner, please come forward and explain your name, address and district.
Namaskaram, Brittani Turner. I live on 402 Aas Street. I am in District 4, but I am speaking here for District 2, 417. Now that he has told us everything that we need to know, we can understand things. As a family, we thought that we could connect with the municipality to know what we need to do. They had nine children, so we are trying to find all the names of the children. That way, we can change the names of those who are still alive. That is our next step, and that is what we are trying to do. So, we think we can work together with you. Thank you. If this is accepted today, there won't be any marches for 30 days.
That's why you have a little time to find them. If anyone can find them... We have found most of them. We don't know where his daughter is.
So we are trying to find them. If we can't find them, are we responsible for the city council?
Is that right? After this is broken, I will tell Brian about it. Yes, once this is condemned, the city council has the right to break the bond. If there is any compensation for it, it will become the responsibility of the owner. Finally, whoever owns that property will also have that responsibility.
How much time do we have to close that shop?
That will be a responsibility for 10 years. That's why... Okay. Okay. Thank you. Thank you. I have a question. Go ahead and ask. I have a question for Director Dobsmith's Brittany. I have only one question for you.
How long has this place been buried? How long has it been since it was buried? It must have been since 2015.
I think it will be from 2013 to 2014. Less than 10 years. Yes, yes.
We had bought all the contracts in 2016. It was handed over to the lawyer. Then they said they would get another relative. So, even if we are honest, we are doing things. Thank you. May I ask you one more thing?
Madam, if you succeed in transferring your right of residence to the family banks, Do you still want it to be abolished? Or do you still want the Municipal Assembly to do it? We want it to be abolished.
But we don't want to have a responsibility on our own. We are struggling to close it. As you said, we have closed it on Wednesday or Thursday. So we are trying to find a company that is ready to help us. A company won't do anything in the name of a dead employee. That's why. Okay.
Do you have any other questions, Brittany? Thank you. Thank you. Is there anyone else? No one else has given a name. Directors are talking in Tamil. I can't hear anything. Nothing.
Call names. Director Dobsmith. Yes. Web.
Garcia. Yes. Holiday. Me. Beard. No. Mayor McCabe.
I have approved the permits. Permits are from 26 to 153. I request the CET attorney to read this out loud. Article R2-R-153 of the Hottest Prince Accord, Title 17, states that an incident on Combs Road, 1001, was reported as a crime and that it was perpetrated. I request the Mayor and Deva to submit a statement to approve it. The statement to approve is submitted by Director Webb and Director Doe Smith. Once again, Our Neighbourhood Services Manager, James Hardich, will give a staff report. Mayor, I would like to give an update to the board on this matter. Last week, in your agenda meeting, you heard a little about this. After that, a party has come forward to take over the ownership rights of this property. So, if that happens, the city can take it without spending money on it. With that in mind, James is here. He will give you the full report again. But I suggest you to postpone it till October 6th. Since the notice has been given and all the legal procedures have been followed, this has to continue in your agenda itself. We don't have to go back to the beginning. But if we can postpone this until October 6th, I am sure that we will get a permit for the removal of the name of the new employee and the removal of the requirements. Director Garcia. I intend to postpone this until October 6th.
I will postpone it. There is a person who will postpone it.
I will postpone it. Aha. Those who approve, say yes. Yes. Oppose. The same amount. Due to the violation of the laws a few years ago, we have moved this matter. So, we cannot take action on this matter now. However, some people have registered to speak. I want Caleb Conrad. Caleb, please tell us your name, address and district. Also, tell us a little about your identity. Caleb Conrad. I am at 1407 Corns Road, District 4. I buy places and buildings that are hidden in this area. I have 11 acres of land near Cones. It's all like a city, but that trailer is right there. So we want to make it our own trailer, and build a new house there. Oh, very good. I have closed the case. In addition, Mr. Albright and I are also helping Mr. Albright to complete the legal work. I have tied a child who has the right to live in Oklahoma. He is the last son of the deceased woman. He has no interest in this property. So it is very easy for me to own this property. If I get the property, I will be able to remove the property there. Very good. Board members, do you have any questions for Mr. Conrad? We are here for you. We appreciate your efforts in that field. Mayor, I am happy to come here and work in the community. As a young man, I am happy to come here and work in the community. As a young man, I am happy to come here and work in the community. As a young man, I am happy to come here and work in the community. One of the problems I have seen in the city is that we have a shortage of goods. As you know, we have a shortage of goods. One of the things I have seen in the city is that some people have 25, 50, 100 parcels in their hands. They do not donate, they do not sell, they do not give for rent, they do not sell. They are stuck to sell for more profit. Does this reduce the number of houses in the airport? i.e. anyone who decides on which property to rent will be able to pay rent. So, it is one of my goals to take these hidden places and build new houses. So, it is something that we can discuss later. So, definitely, I can speak for the board. We definitely appreciate your efforts in this matter. The houses that can be given and the houses that are owned by the workers are our priority. I didn't know you were doing all this there. So, thank you very much. Sir, thank you to the Mayor and the Board. Thank you to everyone. Mr. Albright is amazing. I have worked with him on four or five properties. So, I will continue to help you. I will try to bring in people from old houses who use weapons. So, thank you. Let us know the details. Thank you. Thank you. So, we voted to change it. We gave him the opportunity to speak. So, let us proceed to the last day of the day. Let us start with Ordinance Poojam 2-6-3-3. Now, I am going to read a Pramayam and Pindunayam for the time being. So, I got it.
Pinduna.
I got the permission and permission to read the rules temporarily. Those who approve, say yes. Those who oppose, the same sign. Council, please read it carefully. Ordinance Poojam 2633, Garland County, Arkansas, Kelly Ridge Estate Subdivision, Hortus Springs Municipal Property Owners, Multipurpose Improvement District No. 26-75. Director Smith's request was answered. PINDUNA Director HOLIDAY Our CET attorney, Mr. Brian Hogbride, will present our staff report. Thank you, Mayor. According to Section 149.4.1.5 of the Arkansas Code, according to the requirements of the Recording Title of the Recording Title of the Recording Title of the Recording Title of the Recording Title of the Recording Title of the Recording Title of the Recording Title of the Recording Are the facilities provided for the construction of public utilities, electric or telephone distribution systems, sanitary water pipes, streets, highways, curbs and gutters, etc., It is the duty of the Department of Education to change the area described in the application for equal acceptance, construction and management as an improvement district. Food paths, facilities related to the above mentioned, or those for one or more of their needs. 2. Name the three people in the application as the commissioners of the district. If these names are mentioned in the application, if the property is owned by a broker, a corporation, a shareholder, a trust or any other legal entity, then any officer, director, trustee, resident or any other legal entity is allowed to be a Commissioner. All districts must also have a proper number and the names chosen during the application. If the Board does not act quickly to ensure the development and operation of the district, or the development of the district, or the development of the district, or the development of the district, or the development of the district, or the development of the district, or the development of the district, or the development of the district, or the development of the district, However, if the Board has decided that all items in the area have been submitted, the Board has to establish this district according to the ordinance. In the office of the CET Clerk, we have received an application submitted by HAVENS for Development LLC. It was on July 26, 2028. A general hearing was scheduled at your last meeting. It was held in advance at your meeting tonight. This is the action item related to the event. I know Mr. Perry is here. I can talk to him about the developers' intentions related to the event. In this event, I will try to answer any questions you may have about what your share is. Very good. Mr. Young, would you like to come forward and give us an introduction? Thank you very much for inviting me again. As you know, I represent the Havans Development, a developer of the Kelly Ridge Estates subdivision. There will be 106 plots in it. There is a need for it. As with many subdivisions, there is a need for development financing. In this incident, $50,000 has been deducted for the reconstruction of Fort Springs. There are other benefits to the city, including property tax. The 1.5% tax received by the city and county during construction is a direct result of the improvement of the district tax. Each year, the county collector is charged with 3% of the total amount of waste collected in reality. This allows for the construction of a slum. That's one thing. In the case of a slum that costs between $170 to $175 per square meter, this is usually counted as an entry level. There was a guest who spoke to you a few minutes ago about the difficulty of renting a house. This is allowed to own the house, and it is available at the starting price for those who buy the house for the first time. The cost of renting a house is about $10,000. It can be returned within 20 years, but this is available to more people. This is something that is done regularly in other counties. I have given Mr. Albright a number of examples. There has been no accident. There has been no accident in the visit. This was only part of a business. Lama has written this directly in our letter. If we are to talk about Lama, According to the law, Melvin National Bank, which has a profit of 10% or more, was willing to receive a notice from both of them. They received a notice from both of them. Both of them wrote back that they no longer need any official information and that they have not reached here. They have actually spoken to me. They have told us that they do not intend to enter the land that they are interested in. They see that this is very interesting for the farmers and the last generation of farmers. This allows the farmers to buy things at an affordable price. I don't know what else to say about this. But if there are any questions, I am happy to answer them. Do you have any questions for Mr. Young? Director Garcia.
Thank you, Mayor. Mr. Young, how long have the landowners owned this property? You told us about the Lennar and Mount National Bank loans, right? So, are these loans for sale or is this LLC owned by itself? No, no, no.
This LLC has been owned for more than two years by Havens Development. If you go there now, you can see some D-9 and D-11 vehicles operating on the rocks. Let me tell you one thing. When they started working, there was a price tag of around $2,50,000 for the unidentified rocks. But they used to sell the land in bulk. You may have heard about Lennar, the descendant of Rouse Coleman. Then, what is this? This is not to solve the problem. This is intended to pay the rest of the people until the development is completed. But the amount is about 3 billion dollars. This is about 1 billion dollars in funds. In addition, the purchase price of the item is included in this.
Are the three commissioners who have been involved in the paperwork residents of Haute Springs? Not them.
They are people who are related to the developer. In addition to this, the law and constitution states that one of them must go out every two years. We believe that it will be a great advantage when the fact that it is a ministerial role is established. The main objective of this is to ensure that the trustee bond holders have been paid properly and to prepare an appropriate report. The decision to accept lien, lien or foreclosure payments in the event of a breach of the agreement is also included in this.
Are these three commissioners related to each other? Yes, they are. Why did you choose this procedure instead of discussing the cost of infrastructure for each plot and property? This is for each plot and property. But it is not done at once. It is done periodically. But... Then what is the reason behind this?
Again, this reduces the initial price. You...
But they are closing it. You said it will reduce by 10,000. So they are closing it by 10,000. In 20 years? 20 years. Then... Are they closing it with interest or only with interest? Okay, interest. All fees have been included in interest.
It is included in their property tax. Yes, Madam. Thank you. Do you have more questions to ask Mr. Young? Director Webb. Thank you, Mayor. Mr. Young, when you came last, I asked a lot of questions. So, I won't repeat them. I asked many questions about the co-director on my right and about me. And, So, let me start from here. If this is a multi-purpose improvement district pass, how will the plot coming into this subdivision or the buyers know about this? Will there be any temporary information for them? For example, before buying this plot or video, how do they know that there is a multi-purpose improvement district here and that these things are included in it? There are three main ways to do this. 1. The basis is that everyone has access to public buildings. 2. It may take a little time to inspect it, but it is a public building. Secondly, in the disclosure forms given by all sellers, i.e. when the offer is accepted, there are 44 questions with 13 pages, and there will always be room to include details related to the property. It is always reported that the item is affected by any improvement district special assessments or subcontracts. In addition, any title company will find it during the closing time. So, even if their real estate agent doesn't get property disclosure, or if they don't know the truth about it, by the time the person who bought it submits the cheque, they will know about it. And, before submitting the cheque for buying a house, how much is the possibility of someone not paying attention to it? I don't think I can give an answer to that, but I can tell you what I know. In the last three years, 110 to 115 plots have been sold in Hurricane Thadak. That is my personal experience. One or two people have complained about POA, FOA, Kudishika. But I don't know if anyone has complained about Special Improvement Districts. That is... If this Multi-Purpose Improvement District is not there, what can happen to the development of this subdivision? That is, can you go any further? You said that you need about 3 billion dollars to complete the work in this area. This multi-purpose district will cover about 1 billion dollars. Is that right? Is that what you said? Then, the total 3 billion is spent on 106 plots with a cost of 3 billion. The ones that are in the ground. Right. As soon as we found that rock, it is now 33 lakhs. But don't forget the cost of 3.1% of the 3.5 lakhs. If we calculate it as 1.5 lakhs, the total cost is about 4.1% or 20% less. So, to answer your question, more houses will be more expensive and the demand will be reduced. There is a small possibility. I am not saying that it is a big deal. But there is a small possibility that the people of that project might not be able to stay. The reason why I am asking these questions is because I know that there are many improvement districts here, but most of the money they use is for household items and furniture. It is my wish to put those expenses on people who cannot decide how to repay those expenses. What is their opinion on not buying in that subdivision, sir? That is their opinion. We think this is more interesting for the investors. We also think this is more interesting for the investors. The person who buys according to the contract also thinks so. What is needed to win this subdivision, the three most interested in this are saying. And you. It is a multi-purpose. So, can you share with us what it means? You have the districts that use tap water, the districts that use water, and the districts that use roads. This special subdivision, okay, that's what I'm saying. Multi-purpose. Tap water. Okay. And can you complete it? Please forgive me. You said tap water. Then what else? Water, roads, grading, clearing. Is it tap water, rainwater, or sewage? Storm Grading and we have all the municipal services. We are importing 106 houses to Malinachala for hot springs utilities. Thank you. Director Holliday Thank you.
I think this question can be asked to the CET attorney, but we need to make it more clear during this meeting. According to the packet, it is our duty to use the district if there are no material resistance in the hearing. That's right. In this case, if you decide that it is an obligation that all landowners in the land in accordance with the lawful system will fulfill the primary needs of a landowner, and in this case it is an obligation, then you must accept it. Okay. Secondly, we have discussed the Malwaran National Bank. Is it because it is not available in the pocket or because it has been left in attachments, or is it another institution that participates in this? Since they are not here, do you have any evidence to ensure that they know about this and that they have decided not to come here?
Yes, I think we have received it.
Yes, we have received it. We received it after the packet was posted. But we have the emails that Mr. Yankumai and Ashiya Vinumai sent us. They have also made it clear that they did not intend to receive the notice. So, okay, she is with me. She couldn't hide it in her pocket due to lack of time. Forgive me. Okay, no problem. I just wanted to make sure that we are making a decision. I wanted to make sure that it is not forgotten. So, based on my understanding of this, it is clear that no one is against it, whether they accept it or not. All the people and organizations that we should consult. So, thank you for that information. Certainly.
The real difference between this type of irrigation and the one that can be used later is this. This is 100% necessary. Other irrigation districts, for example, in a region with low growth, they need water. They have to connect it with the municipal government. They are looking at how the infrastructure can be set up. Because the city is not paying for it. They are doing it on land. They will use a irrigation district or a river irrigation district. It requires a large part of the land to be approved. So, you can become a landowner because you lost a vote in a district or a district that you are not interested in. That doesn't happen here. Okay, Director Garcia. I conducted a follow-up with the CET attorney and the CET clerk.
Will we get the answers to those messages? I don't understand what they said. They just said they wouldn't be here. They got the information. They got the information. They wouldn't be here. But did they say anything good about this or anything about it? No, they got information about the public opinion and that this was happening. They will understand their roles. But what I meant was that they agreed that they got the information. If you have any doubts, we can take the time to print it out. Okay, I wish I had connections here. So I understood it. Because it was one of the questions I had about their shop. Then I have another wish. You said that only one person is a slave. Three commissioners are relatives. That gives me a small wish.
Yes, only one slave. Commissioners, tell me if this is true. If a corporation, partnership, trust or other legal entity is in charge of land or debt, any officer, director, trustee, resident or other legal entity in that institution can be declared a Commissioner. Are they related to LLC, LLC etc.? Yes. So what does that mean?
So they can become Commissioners. So, is there any possibility of violence there?
So, if you don't have a share in it, you can't become a commissioner. You should be a land owner. Land owner. But only one person is the owner there. The other two are relatives. If the property owner is a shopkeeper or a corporation, shareholder, trustee, or other legal entity, then any employee, director, trustee, resident, or legal representative of that entity is allowed to become a commissioner.
What rights do these commissioners have?
In this case, only the legal rights that have a constitutional and constitutional nature. They have to run and run every year. Also, reports have to be submitted to the Secretary of State and the tax collector.
So it will all be public.
Yes, yes, as mentioned earlier, yes Madam, yes Madam, Director Garcia, this is being published online every year. That is their main concern. That's where you mentioned about the 250 improvement districts mentioned in the link in your pocket. Yes, I read some of them.
I've never experienced anything like this before in Horton Springs. So I'm a little cautious. The only improvement district we talked about is Royal.
Believe it or not, by the end of this year, all your debts will be settled. That's a big deal. That's what I think will happen. In that improvement district, there was a surcharge for every meter. So that's different. This is also a little different. However, this helps to collect some basic facilities required for subdivisions. We need roads, drainage, sidewalks. We need water and sewage systems. This is one.
This is a way to help the developer. Yes, I think it will help to reduce the cost in the beginning itself. In the initial stage.
But when you say that this is a cost that can be paid more or less, how much do you add? 600 property tax per year. Yes, Madam.
If they have taken a loan out of this property tax, will it be included in their monthly return? It will be included.
That's the reason.
If they have an escrow account, right? Yes.
The reason is that one person said about another property last night that it is difficult for them to close it. So, when I look at things in detail, I plan everything. I want more houses here. I remember it when the zoning was changed. So, it will become a development. How long will it stay that way? If this is passed, will this help to move these development activities forward? Yes, definitely.
Then, the Directors have used the phrase, shall be mandatory, in the law passed by the Legislative Assembly. We were careful to inform these people. Tonight, they are not present here, is the responsibility of the Legislative Assembly, because this is the only opportunity to give your opinion on this matter. I am interested in this matter. I think this is a bad intention. I can tell you why. This is an opportunity to say. Their injustice is very important to the Legislative Assembly. Otherwise, if they had said that they would send it back and we would take care of it, that would be one thing. I have one in my hand. It says that. Melvin National, I have not even sent it to the CET clerk. The reason is, again, that their injustice is legally important. Still, I can send it to the CET clerk right now.
Anyway, I want it to be accepted. That is not a problem.
I am the only one. Director web.
Yes, thank you Mayor. Yes, I also support it. I also want to see it on the roads. So far, two directors have supported it. But secondly, why do we need this yoga? The basis of this yoga is to vote. You have to do two things. You have to conduct a general public hearing. Those who are interested in it should take the opportunity. There were some who were interested in this place. They don't own this place. They are not Udamashtra or Motiji. Therefore, any Udamashtra or Motiji in this world should have the opportunity to speak. No one was here. That's right. In that matter. That's right. Then how will you measure whether their injustice is good or bad? There was an announcement about the general election. There was nothing written about it. The announcement has been announced. If you take a vote, we can send you emails.
You can send it to us. That's after the vote, right?
But you just said that we have to vote. You can take a vote to get the rest of the details. Okay.
Now you don't know that they are against this. So you have to realize that they are not against this. There is nothing wrong with that. Okay.
Let's take 5 minutes break. Director Webb. Yes. I don't mind the fact that the Mayor is taking a break. But I don't think he is being careful about this because there is no paperwork. And... That's the thing. That's another thing I'm trying to say. I can't predict how they will help subdivisions and how they will be affected by the lack of development in our city. It is a matter of ignorance. In my opinion, the appropriate vote is to stop our Whether it is the Pankaburibagam, Baranaparam or the Mantralayaparam as mentioned by Brian, if we are following the rules, we don't have much freedom of opinion. It may be right or wrong, but if all the necessary things are fulfilled, we can't say no.
May I ask you a question?
Director Smith.
What happens if we pass this? There are 3 or 4 of them in total. We are passing this. If this continues to happen and if a plot is not sold, if nothing is sold, or if no one else is coming forward to help close this $600 debt every year, then what will happen?
Havens Development accepts the responsibility for this. As part of the cost of construction, their principles are guaranteed as a personal guarantee for the debt they have to pay in advance. Now, when they think about what to do about a lost subdivision, it goes on.
That's why we are not putting pressure on anyone who is not a member of the government. If anyone thinks that my payment is too much because of this $600, they will not buy it. Of course, 100% is right.
That's why we are only affecting the members of the government through this vote.
That's right. Thank you.
I have sent the details of Mr. Albright and Ms. Morris to the lien holders. There is a statement that they agree to the notice that they have received and that they do not need a further notice. Shall we send that? We can take 5 minutes interval. We can come back in about 25 minutes after 7 in the morning. It will take about 8 minutes. NANI?
We have sent a letter to Mr. Periyeng Malvin National Bank and Lennar Homes of Arkansas LLC on July 31. You can see that Mr. Periyeng has sent two letters in front and back. On the following page, there are the testimonies he conducted with those who received the email. They have also made it clear that they received information about the general hearing. Then there is a third page that was written today. It is sent to us by Mr. Young. This is the letter he conducted with the Malware National Bank regarding this general hearing. You can read that letter. It says that no one can participate in the meeting regarding the improvement district. That is the reply of J.S. Roberts of Malware National Bank. Thank you. Certainly. Okay.
Are there any more discussions? Do you have any more questions or discussions with Mr. Yengin? Director Webb, Nani, Mayor, this is a question to be asked to our CET attorney, Brianne. But if this is according to the constitution of this case, if there is only one way to vote, then why is this hearing being held in independent institutions? If there are no objections, then the only thing to be considered is the possibility of conservation, and not the opinions of the people who live here and the CET directors who speak to the residents. Why is this not being handled by the government? I don't know. I'm not in that group. Is that how it should be? I don't have the right to say that. This came from the Legislative Council. Even so, this is a local issue. So, no matter where it comes from, if this is a local issue, why isn't it brought here directly? Or, if the government decides that their law is greater than this local issue, why isn't it brought up? They have given you a law to act upon. There is no way to change it. I often count this as a punishment for some. This is not a new law. When I looked at it, I felt that it was in 2007. Don't hold me to that. But when I examined it a few weeks ago, it has been in place for a long time. Then I... The subject is slightly different. As Mr. Young pointed out earlier, if this passes, this sub-division will receive $600 per year from its members. What will happen if the number does not reach 106? Then the amount to be paid per year will increase from $600. That will depend on the district and its representatives. They are now three people who cannot live in Haute Springs. That's right, commissioners. Are they now part of this development LLC? That's right. Can you talk to me about that? Of course, sir. Tell me. Abolition is a problem for every plot. At that time, they have to decide who owns that plot. So, the assessor has promised that the plots will be sold at a fair price and that the abolition will be counted. It was handed over to the county. If changes need to be made, they can add two plots or build a big house. But if only 25 plots out of 100 are sold, the responsibility of the remaining 75 will be on the developers and their principals. It can't be like that. Only 25 people in the hospital can't approve it. That's right. Thank you. That's not my decision. That's the law. Okay. No more questions from Mr. Young.
We have Ms. Angela Sane. Do you want to talk about this? That is, I have a little experience about the improvement districts. But as I said, this subdivision is aimed at the houses that can afford it. That's what we've been hearing from the first day. Many of them will be those who take loans for houses. This is not the same as many houses in Horton Springs. Everyone who comes here with money is paying in cash. When they take loans for those houses, it will be included in their tax bill. Many do not even see their tax bill. It goes directly to the mortgage company. It is kept as part of their escrow. That's what I thought was another interesting thing about this situation. Why did they name it Hot Springs Municipal Multipurpose? Why did they call it Kali Ridge Improvement District? That's why I thought, is this only for them? But if people see your tax bill, they will understand. Because of Mr. Havansumai's actions, they know what it is. But when an ordinary person comes to buy a house, sees Hort Springs, Municipal, etc., he thinks everyone is closing it, and they don't know anything. No, you are the only one who has chosen this. It is because the developer has transferred some expenses from his pocket to you without spending money. You will have to close it for about 20 years until the debt is paid. So, as I said, a lot has happened in this matter. That's what's coming out now. Things are getting longer. Every time we learn new things. If you get all the final approval they need, you have a big surprise waiting for you. Then you will lose your control. They will do what they want. I have seen this happen. I have been in the real estate sector for 20 years. I have seen what happens in places where their development activities are like Rashukolman. Now they have bought Rashukolman itself. I can see what happens in those places. That's why I have so many doubts. Because I don't like to talk in public. You can hear my voice. But I have seen such things in person. I live here on the street. I have a very big desire. If we are talking about the malina water that flows into the dam, we have not been able to use the boat for the past two months because it is stuck in the propeller. As I said, everyone is trying to avoid it. It is being avoided. When we are at home, we may not be able to see it, but we can see it. It is there itself. It has a problem. Then these people who do this. If I move on to another topic, it is because of the two pump stations that flood Tadak. I have pictures of it in my hand. I always see it. The pictures of the rice from Hakpari are also next to me. We know that water will fall in Tadak. It can be seen clearly from November to March. It will be closed for the rest of the time. If not seen in the eye, no one will pay attention. But I am sure that these people and the coli bacteria in the water are coming from there. What will happen to the Hot Springs if Lake Hamilton is not there? You know what will happen, right? I am sure that all hotels and other hotels have been affected by the news about these people. Today people told me that we have decided to go to Tadak in this valley. What do you think about the water? When you hear the news, it will definitely affect the tourism and other things. They don't want to come down in the water and get sick. So, before the 200 houses including Kali Ridge and Vivian Ridge come together, I hope someone will solve this problem. If it is Pasauge, 225 families will be flooded along with the two pump stations that have been affected so far. All of that is going straight to Hamilton. This is a terrible thing. You can come behind my house and look at it whenever you want. When you see it, you will feel sorry. It's so bad. It wasn't always like this. For the past three or four years, this has been worse. So, Bill. Mayor, let me say something. You say there are no problems at the Foxwood Pump Station. We have been there many times.
We have shown that the rainwater coming through that pipe is rainwater. So, when you say such things, I want to make sure. Yes, madam.
I want my board to understand that there is no problem in Foxwood and that we have been there many times. No, there is a problem there. Thank you. The posters that I brought to the meeting last Saturday after Christmas were leaked within 24 hours. It was raining. There was no rain there. There was no rainwater. There was no curfew or anything else. It was not working properly. There was no alarm system to take care of the town hall. After 24 hours, I called them and told them that your Malanazhalam is running out of water. It will continue for 24 hours. Then they ran away in 20 minutes. But no, there are problems there. It is true that they have done a lot of work. Even if it doesn't happen as much as before, it can still happen as I said. We can't see it now, but we can see it clearly from November to March. I am happy to see you. Okay, you can come whenever you want.
Okay. So, we are done with those who have registered to speak about Poojam 2.6.3.3. That is, Do you have the Director Web, the discussion on the Director Market? Yes, I thank you, Mayor. I have one more thing to ask our CET Attorney. Can you explain exactly what we are voting for? Is there any other way for us to vote legally? Yes, there is nothing like that. Let's examine the evidence. The name Municipal Property Owners is rising again and again. That is the name of this law. That law. That. In that, it says that this law is known as Municipal Property Owners' Improvement District Law. That is the name of this law. That is what we need. That is what the Law Commission passed. Then one thing. It was not 2007. It was 1987. I thought it was a 7. Now I can't go back to that old thing. When I clicked on the link, it kicked me out. You are voting to see if you agree with all the requirements of the Constitutional Act. This is about 25.4 acres of land that has been given as an exhibit. If so, you should ask if there is any mortgage requirement that is more than 10% of the property. Who is against it? There is no one here after the hearing notice was announced. You will also have to come along. I have received an email from the General Council representing only one mortgage owner. They have announced that they have no objections and that they do not have to come here. So, if that is the case, then it is gone. I can't take that. But 14941 Poojam 6, that can be 105, or 106. I understood it like this. In that, it says, If the district or any other department of the district that you are in is interested in this department, you can make it compulsory through mandamus. Why? Because of Manda muscle. When a government official is defeated in a matter of action, this is a way for anyone to act according to the law. So, I don't know if they will do it. But I think we will be there in Chennai. If I try to say that they didn't do anything wrong, I won't be able to do it. So, this is going to happen for the first time. In this process, we will have to pay their speech fees. Are there any more discussions? I hear nothing. Please call the name.
Director Webb. Excuse me, you were next.
I have a question for you. Mayor, please continue. I want to ask this question to the CET attorney. What does abstain mean in this case? This is not an acceptable vote. So there is no problem. I will abstain. Thank you.
Your vote is to abstain.
Garsha, yes. Holiday, yes. Beard, no. Smith. Yes. Mayor McCabe. Yes.
The ordinance has been approved. Today's proceedings end here. We can move on to the discussion of the Board of Directors. Is there anything to discuss? Are you listening? Nothing. Director Garcia.
If you don't have any objections, I suggest that you vote.
I will vote. I have received my vote and I will vote for it. Those who agree, say yes. Yes. Those who oppose, say yes.
