City Council - Special Meeting

we're going to call this uh special city council meeting to order uh can I have a roll call please mayor Bon here vice mayor Jord here coun here councelor Ellis here councelor day here councelor Stokes here councelor H here you have a COR okay uh at this time is there a motion to allow counselors Harris Holloway and Stokes to participate remotely so Mo second all right motion's been made by councelor day and seconded by vice mayor Joiner uh at this time uh can you all U State for the record uh where you're conducting the meeting from and the reason you're asking to participate remotely and we'll start with Council Harris I'm from home from medical reason okay uh councelor Stokes at my home and medical reasons okay and councel Holloway can y'all hear me yeah we can hear you now I'm on Route just finish uh work yeah did you say that you're in route yes okay all right is there any discussion seeing none uh roll call please coun councelor Ellis yes councelor hallway I don't know if we can vote but yes oh yeah you're right sorry uh vice mayor Joiner yes mayor Parton yes councelor day yes motion passes four to zero okay at this time is there a motion

to go into close meeting pursuant to Virginia code section 2.2 3711 A1 and 8 to discuss and consider Personnel matters and to consult with legal council regarding specific legal matters direct appointments of city council I D you direct what happened to the verage that I thought it says something about employees and all that uh Mr betet never saw that the I mean the that's that's in the motion as far as the particular reason there's the there's the exemption and the the description of the exemption on the one hand that that's about employees and and whatnot but the specific matter that city council is was taking up tonight it's it its own direct appointments okay you said is what direct appointments of city council the appoint appointments of city oh the appointment because I I wanted to make sure that the matter of the uh Clerk's contract was able to enter into the meeting as I discussed last night the contract yeah I believe the so the the the relevant topic of conversation would be all three of the direct appointments of City Council City attorney the city clerk and the city manager yeah okay okay roll call please councelor sto I didn't understand the question it was just this is the motion to go into close session councel Holloway was just conf confirming what the motion was the motion is to go into close session and mayor Parton read the motion Britney can you send me the ID of the meeting to join by Zoom yes I'm going to do that as soon as you guys go on to close it's going to be a phone number that you can dial in with I want to get on my computer okay you want to do that right

[Laughter] okay all right do I have a motion to hereby terminate the employment of Dr conetta maner without call pursuant to her employment agreement effective immediately the city will pay her Severance payout of 6 months of pay plus certain benefits as outlined in section 10 of her agreement is there a second I'll second it any discussion uh councelor Hollow this has probably been the longest night um have dealt with in uh and coming to the conclusion of of of something and the decision to run the city forward uh with his administration and so forth uh to the place council is coming to decisions with many um people on all sides I guess of the matter uh but but I will say with with uh with one thing in particular coming to address this matter is even in deciding personally for myself I I still feel like there were separate um decisions made and brought up and discussed before coming to this council meeting uh that Those portions I'm not pleased with but uh in the spirit of moving uh things forward I'll call for the vote I see no other discussion roll call
