okay we're on huh y okay welcome tonight to the Village of Holly's um Parks Commission meeting uh Wednesday April 2nd at 6m in the council chambers I call this meeting to order I Stand For The Pledge please alce to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible liberty and justice for all uh before we start tonight um in honor of Debbie biger we would like to um we would like to um have a moment of silence in her memory and um send our condolences to her family so can we have a moment of silence please okay thank you very much roll call please KY here Pelton and here mckenny here Hutchins yes Hamilton here Taylor here and Tessa here moving on to approval of the agenda is there any additions or deletions from the agenda as submitted if not I would entertain a motion to accept the agenda as presented uh I'd like to add some discussion about the Shia wasi River Trails Coalition I can't remember all the names in there yeah uh just a little briefing on my meeting with um last week and we'll move that to um
new business to um is there a support for that motion support uh roll call please Taylor yes ponin yes mckenny y Dessa yes Hamilton yes KY yes Hutchins yes okay so move a public comment not related to the agenda members of the public can address the commission once recognized by the chairperson comments are limited to four minutes and if you want more time we have to have a motion and give you four more minutes uh prior to addressing the commission members of the public have to State their name and address for the record is there any public comment not related to the agenda seeing none hearing none moving on oh I always miss that approval for minutes backing up approval of the minutes for uh March 6 20125 I'll make a motion to approve the minutes as they are support roll call please doesa yes but it's it's uh am I looking at this wrong March did you say fifth or sixth I thought you said six fifth I heard you say six I apologize I support uh the approval of minutes for March 5th thank
you Pelton in yes mccanny yes KY yes Hamilton yes Taylor yes Hutchin yes now we can move on to Old business item one April 12th 2025 Parks walkth through that's going to be at 9:00 a.m. is it where do we meet Waterworks generally yeah usually we meet at Waterworks I guess n yeah 9 to 12 F hope it's not this is no good luck it's freezing out there yeah that's mainly on here on the agenda as a reminder um they will be um also posted by uh Chris it is posted okay Mr chair as the new one of the new members what exactly will we be doing at this meeting just be walking around usually we walk through all of our parks and discuss it helps our budgetary uh event because we walk through all parts and see where we want to spend of our money or what needs to be repaired we write it down then we we uh submited at the next meeting I can prioritize our efforts based on what we see it's also really good to just get that visual every year things change see how bad everything made it through the winter okay if it's still there and stuff like that but yeah that way we can prioritize like we you know the kazeebo use use right now is number one the bridge at Water Works repair that's number two and you know a lot of safety concerns out there so that's our walkthroughs to see what needs to be
touched up or what needs to be done excellent okay I will be there we just go through we usually start at Water Works our work Ro to crpo work our way around through sometimes you have to wear a lot of winter clothes it's a tough one I wear my mugs yeah okay moving on to Old business number two is sorry next we moving on to um item two April 26 uh spring cleanup at start as Waterworks it starts at 9:00 a.m. and we have the people till 3 p.m. so um we'll be bringing tools and bodies and do we bring our own tools if we yeah just make sure you mark them or keep an eye on them and um Township parks will let them you I'll bring the tools from Township parks so we have enough tools out of the DPW and then usually in kind service they do the same for us if we do um an event like we're going to rake the beach this spring with the same people did you get that front loader working yep you're bringing it nope we don't have chips to move we have debris to move to dumpsters I'll see how the old boogers do I've been using it lately to clear out some land out there yeah um do we want to talk about too because I know last year we did like shifts yes where we had like morning shifts afternoon um I can do more the afternoon we have a budget study session for Council that morning so I'll do afternoon yeah usually we have day shift in afternoon shift yeah makes it easier on everybody because you spend the whole day out there it's tough especially if the weather is bad I can I do the morning I'll be there the before it starts to make to receive the workers
but I will not be able to stay for long I have a conflict on that day now um but I will work to try to get as many tools arrive there is possible and then um I'll receive the community service workers make sure they get checked in yeah are we going to do donuts again this year I put in the request yep we I know a couple days before or like the day before um I was gonna also suggest that we Tred to get some food sponsored for um volunteers that come how many how many um ASP workers did we request 20 is what they're to say okay we as for talk to maybe Little Caesars and get some cotton or something I can sponsor yeah that'd be cool and um Waters is good to have on hand um we have some work gloves left over from previous donations I'll bring those so that we can provide that for anybody that needs them did you make a did you make a listing of that in the in the request that they should dress appro this has become this this has become a pretty Flawless operation yeah yeah if you have a if you have a significant allergy to poison ivy I would definitely familiarize yourself with what the plant looks like at this time of the year because it looks different throughout the year um and know ahead of time what it looks like you spot it for others too because we may have ASP workers that show up that may have an allergy and it's important to try to keep people out
of that yeah protected um also I was going to follow up with Danny on D from the some of the DDA work he does he was trying to get some landscape companies that are going in out and doing this project of the adopta garden projects to come during pars clean up and bring tools and bring Crews so I'll follow up with DNA later about that and then um ouses Tim we usually have Brian make sure that those ouses have been delivered before our Park clean up so otherwise there's nowhere to go to the bathroom not such a big deal for us but ASP workers that is and apartment closes down at I think 1 so you can't get in there to use theirs half the day do we know if we ordered them Danny okay and we still have one at the at Lakeside Park this usable so if we go to Lakeside we have a b the port John is still there okay just to we have had instances where they don't arrive on time so and that's a really big deal for that event you have 20 people in no bathroom not well and there's some kind of safety thing too where like they like they can't just drive off and go to the bathroom like they've got to have a supervisor right that was all I had for that event okay any questions or comments hearing none SE then let's move on to itm three play equipment forgot um I haven't had a chance to um discuss the spring toys
yet with Brian claw to make sure that they're viable to use and I haven't talked we find that out then I'll I'll I'll um present it to Township parts to see what they want to do with them because we're not going to put them at the beach as far as I know and I know Brian emailed me back about the play equipment um he had tried to Source it from our local people and it was a lot higher priced from our local companies yeah also bran was supposed to bring us some information about that portable pickle ball court too prices on that and some pictures of it or whatever else did you get any information from Township parks about do they want to sell those spring toys or would they be donating them well that's what I gotta clear with Brian first to find out if the old style are uh there's a liability with those but we have two brand new ones with the handguards on them and stuff so first I got to find out if it's something that Village Parks could use and I have to present it to Township parks to find out I know they wanted to sell them they got to come up with a price or if they whatever they want to do with them they'll be I think the consensus last month was that we wanted to have them put into the parks yeah well that's why I got to clear with Brian to find out the liabilities because we have U three used ones and two brand new ones so I want to take them down to the beach or in the storage at the beach I'll have them say are these what you guys are looking for and are these not what you guys are looking for isn't that a question asked this commission that's what we're I think he's talking about in terms of like pinch Point like safety stuff are they up to the safety standards yeah because we have three old style but you have new ones we have two new ones so you know if we can we got to find out what we're going to do with all of it but like if
if the other ones pass or can be retrofitted you guys could end up with more or less you know on our Park walk through when we go to Lakeside can we look at them if they're stored in that yeah building yeah I got keys that y they're in the back storage unit I checked out them here about a week or two ago but like I say they have to pass the liability that's why we got rid of our merry go around that everybody loved because everybody was spinning people kids off shs that was half the fun so you gotta look at your everywhere the little kids went farther than the big kids kids back to yeah we all we all live through it we're fine well that's why we PE all that big money for that that special we we paid that big money for all that special wood chip so the kids could fall and not hurt themselves yeah okay is there any more questions about um playground equipment uh playground equipment no okay like I say if we go to Lakeside and you guys want to just walk over a drive over where I can show you what we have there then I can present to the next board meeting at uh Township parks see what they want to do it's all they're just doing sitting there and we're not going to put them in yeah so we already took the old mounts out of the ground because we couldn't use the mounts either okay moving on to budget discussion so the playground equipment
was high on our priority list last month we wanted to have more young child um activities more toddler stuff currently we don't have I think we have the sandbox and we have the swing that we added that's it so yeah I think that and then we know we need to do the repairs to the um bridge at water we have um assistance being worked out there is um funding available through the kuas for making some of the updates to the Gazebo they're interested in doing that and I believe that the funding was already brought in is that correct Danny do you know that it was is it enough to do all of the updates to the Gazebo or is there more funding needed for that who's doing the the work who's doing the labor I'm asking because I have a a person in my neighborhood that wants to he's kind of a maintenance person he wants to work on it with his crew so I know that uh there was some gentleman the guy that owns the battle alley Brewing um he's got a few friends that were also uh interested in helping with volunteering as well as the Kanas um so I know that there are plenty of people that are want to see something happen with it so I think we wouldn't have a problem with finding the people to to get this done per se we just need to make sure that the funding is there to get it scraped and painted and and
some ahead the people that are interested are they looking at just labor or are they looking at Labor and funding they're looking at just material cost that's that's all they want to see they just want to see paint and they have volunteers we have volunteers ready to get it done so so if this person wants to help who should he contact your person I would say probably Brian Clawson and then and then because then we can then we can coordinate everything that way yep yep any other questions so the last update I got I was just pulling it up on my email is DDA already has the funding in their possession provided by the Kanas for the supplies to do some of the repairs and repaint the current gazebo um they want to see it done ASAP as soon as weather can cooperate and um DDA is taking the lead on organizing that project of getting the Gazebo updated for us so I'm on the DDA design committee so is Danny so you can have him call me is that Paul you're talking about no um um okay I think okay yeah good good it's nice to see people being interested you know okay any other questions or comments on that item let's move on to um old business urban community forestry program Grant application we keep this on as a reminder of that deadline coming
up that oh um I guess that's mean the Grant application is coming out in May but we need to have some discussion on it um I need to I need a lot of information from Brian like if there's trees Street trees in the village that he wants replaced I need to know how many and what kind and uh there's part of part of our meeting with Sue uh Sue from the headat trails the other day was at Waterworks Park I guess I'm just going to do this now it was at Waterworks Park and she was talking about getting some lands and things put in the park to prevent people from going down to launch their canoes without going through the correct route so some of that needs to be included in this grant too because that Grant will cover Street trees and any landcaping that we do um at at this point I guess we had a pretty good day out there Tim and and Sue and I talking about some of the things that she wants done in that par one of the things is replacing some of the gravel in there that goes down to the boat lodge because it's getting narrower and narrower and then we also took a trip out to that piece of property that we own it that they want an easement so that you know nobody can put anything on it we went out there it's wonderful it's that already is a um Council already voted to have that be a conservation easement so that's done wa and I don't know what she wants to do out there but which part which piece of property are you talking about it's across from the wastewater treatment plant talk from the river then from and
Waterworks no no it's a completely separate property it's the one that she approached us about last year yes yeah it goes through where the new houses are going in back there and it butts it butts right up to the back Delan Academy property and put the paths in there yeah path in there because it's a real Narrow Path CU kids ride their bikes back in there but it's it's wonderful um Point part part of the point of this is is she would like to have some sort of joint meeting with us and the the her group the headwaters Trails group so she wants to come would come to our meeting but their meetings are on the same night as our meeting so maybe she would like to have next week a Wednesday night or some other arranged time that we can all get together and talk about this is there any idea when you might like to do that well it would have to be a meeting speci we're all there trying to pardon me if we're making any decisions yeah do we have a time restriction on how fast we can put that together don't we have to make it public knowledge she she has a time restriction on needing to spend this money she's got she she needs a survey of the property and they've got it all lined up but she's got to hear our input so she's got only like a window of maybe a month did she say yeah I I but I believe what Sarah's asking as far as our timeline as far as I think as long as we post it within 18 hours that you know that we'd be able to um yeah I knew that's what she was asking but I also yeah she she has time considerations I think by the end of the month she needed to um have something submitted so we
can't wait until our next meeting it's got to be some sort of special meeting or to orient you to the property that we were talking about um so here's uh Holly Academy here here is the uh wastewater treatment plant shasi and this is the uh the area that is being redeveloped correct currently so in 2002 when uh Silverman uh had the agreement with the village to do um water and sewer lines part of that agreement was to give over some parcels to the village and those uh came over the village in 2007 I believe um interestingly enough so we have three Parcels one of them is this area right here and then there's another one up here and then this parcel right here now interestingly enough this right here is the Village Township Line Village over here the township to the West so this parcel that we own is actually in the township tricky yeah and so one of the things that we would like to see if the township uh those that are on the Township parks I think we have a couple here as well so this uh area here I'm going to see if I can zoom in a little bit um so this is the only because uh to the South this is the rail the railroad there is no other real access to this besides for this Trail and Bridge system here and the bridge has like some big stones in front of it so you can't take a car across um however it's dependent on maintaining this trail that goes across here uh looking at the development they actually the curb go straight across um I think the plans can have
this being a pocket park with the trail with the trail going through however looking at how the developers are currently doing it um it does not I mean they might be doing that but the curb cut does not indicate that they're planning to keep that uh path going through so um we the Township parks uh might want to um you know just verify that that's occurring still interesting uh some input on that years ago when Silverman brought it to to Parks uh Township parks we didn't like the Wood Bridge because we said somebody burn it down well they burn it down they put it in a metal bridge but we looked at is just North of that bridge is a parking area so people could use that area that was the biggest thing I wondering is can you park a car and walk yes some that's that's parkable ground up there so we wanted to incorporate a parking area maybe 12 cars or whatever because there's a small parcel across there and we also looked at Crossing uh sda's uh the live railroad tracks that was the South entrance our insurance company said no we're not going to allow people to walk across live tracks so that's why we turned down the area no parking we bridge and we can't cross the tracks live tracks so that took the South entrance yeah so that's the that was the three things why we turned it down at Township parks all right that was a lot of years ago I will say that if they are if they were going to do any kind of parking or if they were doing there like I said there are is no indication of any curb Cuts or anything in there um this is just a straight road right now uh on on the development side so unless they're doing something else that isn't indicative of what's being presented there um it doesn't look like they're
gonna be doing anything else the areas that you indicated they um made village property as part of the agreement Is it feasible to put parking there is that something no there is no there's no Road access to it so um actually right next to the trail going back there there's um Stakes for houses put up really close to and that's what we looked at is Township Parks was to access that property we needed some parking spaces because it ain't going to be W that was before the development got bigger nobody's going to walk all that ways to use it because people like to drive and get out of their car and use it so is that subdivision in the township side or the Village Township side the only connection that the village has to it is that we provide uh water sewer yeah to it so so exactly just for my sake because I'm on the the township so I I would just I would ask uh on behalf of the shasi uh River uh Trail Coalition they wanted to maintain that we'd have some kind of access point through here if they put a house right here um like in this in this spot then there there would be no way to access that bridge or uh any way to the shasi there so that would be more actually the township for don't you think yeah yeah unless I wasn't sure if it was a park because they talked about putting a pocket park there um I didn't know if that was actually like a um if it was part of the uh agreement like or if it's gonna be a Township Park or if it was going to be just a part for the uh development I'm not sure how that agreement went through but and they're they're still coming before the board right now aren't they for getting
approval isn't that one of the things that's coming to the Planning Commission for Township um I'm not sure what level they're at of the township I know that like they're going to come to us uh they're coming to us on the village side to uh because some of their the Silverman property that was sold off to Trilogy Health Services they're looking to do um additional Taps for like 300 additional Reus over there now one comment before this is developed is to put in a 35 foot driveway easement into that parking lot you can either go 35 foot wide for a driveway or you can go 66 foot for a road easement so before they put houses in the way if you want access to that you have to come up with one of there too well and I I'd be interested to see what it looks like right now because they're already developing it they have Stakes down for houses and they're already right planning it out so uh I'd be interested to see because this Trail because there's a a trail that goes here here and it goes all the way coming south and it used to go all the way across and it looks like they just contined the road again these these images are two years old so it doesn't show the actual roads and all the development that's been put in already when we were out there see where your cursor or the arrow is right now when we were out there it looks like it was St pretty close to that path for a house but on the other side of that path it looks like there's a couple of that hadn't been sted for any um building at all how did you guys get out there we just parked on the road we parked on the road there's I mean again just walkable from the road it is currently but again it's undeveloped okay so it's just dirt right now so I don't know what the name of that
street is back there you it's Fairfield or something like that can I use a can I point one thing out absolutely here's what we looked at when Silverman one here's the bridge right and we looked at this area in here for a parking lot and the only way to come in is off this road here now they're developing it so this is the wastewater treatment plan but anyhow we looked at some a small parking area right here so that's what we looked at the ground was feasible for parking whose property is that Township that you were just pointing out or is that Silverman's property well see the town sh oops I can probably I'm trying to actually look if I can figure it out this doesn't like uh the the multiple screens I can I'll try to pull up the partial dat see owns it actually might cuz if Silverman owns where you're pointing at possibly putting a parking lot it's a harder The Village The Village property line goes up through here yeah this would be Village here's the wastewater treatment plant there AC so that up to the river yeah do they I don't know well it's potential that if Silverman gave us these pockets of land that they potentially gave the township pockets of land to he just said they said Township parks turned it down still might be in the to yeah that's true yep because that's what we wanted was we didn't want the bridge Wood Bridge we couldn't go across the
tracks we had have parking drive before we leave this so Tim you're just uh I guess you'll have to follow up with the township yeah I wasn't sure if the Township Park knew about it and we can I can follow up with Karen at the township just to see if she has any data and I I if you need anything on the other side let me know all right I appreciate it thank you to get back to your request Rea I'm available on Wednesday the 9th thanks I was gonna just interrupt here I am I mean I'm not but I am that's next to Wednesday yeah I'm not available on Wednesday I got Village or Township parks meeting on Wednesdays and and so does Janee doesn't have to be Wednesday it can be Thursday it can be any other night she just wants us all to get all of us I could be available on on Tuesday I could not be available Tuesday is Count Thursday Tuesday's Council so can we do th is anybody Thursday available I'm not on that Thursday well we can do it do it without it it doesn't have to be next we but it can't wait a month well why we how how about next Thursday the the the 17th no the 10th he's talking about 10th yeah that's the day I can't do I can do the 17th the following Thursday or that went the following Wednesday the 15th we can do the Wednesday I'm not available Wednesday the 15th it would be the 16th Wednesday doing taxes we Monday is still a day of the week we have that's true I'm I'm good
any day except for Wednesday I can do the 14th I couldn't do the Sunday for uh I'm sorry the sth for Monday but I could do the 14th we're talking about the evening right yes yeah talking about time fine with me I don't know some people work I are not good how about April 14th does that work for everybody that's a Monday 6 PM okay I'll tell her does that work for is that a problem for anyone so Monday 6m Monday the 14 to meet with Sue Julian about our input on on this project that she's doing would we meet here no we can we can meet here there's something else going on or they meet in the what used to be the old council chambers me in the police station Yeah Tim do you know if this room would be available on Monday that's what we were just looking at um it is no dda's meeting tomorrow here um zba was scheduled canell so do not believe there's any so here the 14 okay oh the 14th oh I'm sorry I thought you thought we were talking about next Monday Monday no because Sarah can't do next Monday but she can do the Monday after you got doctor yeah it is it is DDA on on the 14th in here at six at six can we use the conference room um I'm sure yeah is that open on the 14th so we're looking at April 14th at 6 o'clock here at the in the conference room okay everybody
set for that um six o' six o'clock is that good for everybody work okay April 14th 6 o'clock conference room Village offices hopefully that works for soon yeah I hope it works for soon this property right here on the map is the by the township according to property Gateway so this okay so that's good yeah here's our partials and these are all Township pars okay so and also just you wanted to that's why that's not staked out on that side yeah they don't know so the on the on Earth Day so the day before your cleanup on Friday I believe that the their Coalition is doing a cleanup of this area so if anyone was interested okay great update that's exciting get a new park this year and when we're doing the parks walk through we have to keep this this grant in mind to know we can get for the trees trees the trees and Shrubbery because we could delineate that access to the boat launch with Shrubbery that would be wonderful yeah this we going to have to remember to water them though okay is there any more questions on uh on this item for U the U what we've been discussing uh 12 items in one discuss here okay let's move on to General business um sisma review to council everybody has that packet with them
okay so um Joe and Jim and Danny rbur and I met uh Joe andon being representatives of Park and Danny rasur and I being representatives of DDA design and we discussed an overview of of what all of our notes of the workshop that we had and then how to put all this in the writing of what what our proposed plan is and so then this is the result of that is a fiveyear plan it's um the the plan for this is a plan for ganta Park and it is to eliminate the invasive species get the get the park evaluated to see if what previously was a Fen is still present is that still a viable F or not if it is a viable um it's even more imperative that we work to preserve the area and and conserve what is there and it's also very likely that we could qualify for additional funding support if it were a viable fund the major um issues there are the um invasive Cattail species that's growing at the water and the Rose was there were three main invasive species that were identified right away that we should really try to focus on getting rid of um we want to utilize um assistance from or apply for assistance from sisma Oakland County sisma and there's also a few other
grants that sisma has pointed Us in the direction that I think we should try to apply for as well those are all listed in here and then um we would like to make some pretty major improvements to that partk of having the opportunity to to get out and view the water and also to view the Aquatic Life better than what we can now now you can barely see the water because of the invasive species but if we can get the invasive species cut back and then adding in um a peer a viewing peer for people to be able to actually walk through that that Fen area that's like a it's like a Wetlands bog area and be able to see up close all of the different um forms of life that are happening in there and in addition to that um putting in a new uh gazebo and this would be a little bit bigger and it would be AA compliant the one that we have currently um is a lovely gazebo but it is actually falls short on some of the requirements for the Ada compliancy which we we really ought to address and that that aligns with our fiveyear our master plan um in trying to bring our Parks up and offering as much Ada accessibility as we can and back in the 90s that was the big thing with the DNR about the F was was the was the boardwalk going out there so people could view that because that was a big hot item was the fin I know I remember we didn't have that many invasives back then we couldn't do anything with it back then because of the then right isn't that what happened said the DNR said no no the DNR said yes oh Council turned it down oh I
just remember it we had the funding was there everything was a go and it didn't they didn't buy Joe Joe was on there let's ask we'll have a cup of tea and discuss that oh yeah okay okay couple of hours does anybody have any disagreement with me just reading this into the minutes the or so that we all are very informed because I would like for you guys to give us your feedback if you want to make any changes and then we can present this on to councel oh sorry no I think you you guys have done a fabulous job honestly so I'm gonna I'm gonna just read through um read is that okay or do you guys want to read it to yourself point out the second to last uh Point yeah under execuive uh it's instead of species there spices there's a type of okay thank you I see that I have a a comment yeah did you U indicate somehow like uh what priority level you wanted some of these projects which in comes first second third anything like that or is there like a year you execution strategy yes okay so some of those have years not all of them have dates next to them um and I think that was because some of it was a little bit so the execution strategy was um immediately start local promotional campaigns to raise public awareness of invasive and
Native species in the Parks then spring 20125 schedule inspection by ocp Fisheries to determine the condition of the natural F ecosystem this would be free of charge to us and then utilize o Oakland County sisma for project planning assistance including permits coordinating with Required licensing agencies Etc um there's not a date on that because I was open-ended do you think we should put a date on that I think we should put a date on everything or or maybe just prioritize and say these are our our top priorities I mean just develop it like a plan like these are top priorities you say it's a fiveyear plan yeah and that's the last page or no the right before execution strategy there I I did add that in okay did you see that on um timeline yeah there's a nice timeline in here that's an addition since that I I I last over with you J okay so that's oh this is the new one okay we we looked at I looked at this and we talked about time so I um and just to be transparent I conferred with Jane about putting this together and I also conferred with um Amy hman she's our s of Representatives about putting this together trying to make sure we weren't forgetting anything I've also um taken this to the DDA design board and make sure that they didn't have anything that they wanted to change a group this this has been a group effort not just Mak um what do you think about that is that satisfy what you were concerned about or do you think it needs to be more specific I think even if we were just to uh again establish priorities one two three four five whatever and then even
if it's uh if it's something that uh that will be done throughout all five years because sometimes that happens you know maybe like a a small table or something and say year one this is it here it is I think I think uh this will be okay but uh but I think we need to give them some direction in terms of what what we would like to see done and maybe this is perhaps a little a little too General I think we should just can you can you do me a favor can you maybe draft up some you're thinking of and we can just add that in yeah I will any other questions or comments yeah I I'd like to comment um I think this is a lot this is a lot of good work and I mentioned that already uh to Sarah when I when I first took a look at it so thank you Sarah very good and even if we don't add these things I don't know what kind of timeline you're on right now um but I think it would be it would be good it's the first attempt and I know sisma is going to be working you know with us so they'll give us some guidance as well yeah so we're ahead of schedule currently so let's make all the changes we want to make and then send it to councel yeah we are are first made we need to have this done and have Council approval before we can apply for the sysma grants in July so we're ahead of schedule right now so let's that's the point let's make the changes we want to make and the permits right so yeah we want to and that's one of the things we want to use utilize with sisma is they've already got a lot of the permits p and we can use piggy back off of those
instead of trying to pay for our own and Sarah so you know the parks Township group we're looking at this too of course different different uh areas of of the parks but we are looking and we'll be working with Patrick as well Joey you're aware of that Danny do you have any comments or additions or deletions or any yeah go ahead thanks yes so the reason for the five year was that the permits available through sisma are good for five years so we wanted so with this plan it's basically a wish list and when we met with Patrick uh during the ssma workshop he informed us that basically make a wish list of everything that we want to see of course everything that we have planned we want to see done with this park so therefore we want to have it in the plan if these things don't get funded and they don't happen it's not a big deal but if we can get them funded and we can get them done they're already on the permits they're already on the plans we don't have to go to siso again and redo everything again therefore the five the fiveyear plan and the big wish list of items because there are they are they're going to be expensive they're going to be cool but we have to find the right funding and we have to find the right way to present it to the public and Council so that everybody understands what we're trying to do and that's what Patrick said wish for the Sun and settle for the moon put put everything on it that we want to see yeah everything so so Dan do you have uh and if that I mean I agree but uh so then on this wish list in terms of the time frame um is that something that maybe I'd be happy to work with you on it but you abely we could we could work together on the timeline so that it's it follows because you you don't want to do a blah blah blah we don't want to rush

constraints of the permits is the five years right okay good point that yeah okay okay any other comments or anything else we know where we're going on this one right okay do we need we don't need a motion on this do we because we're still working on this doc if you're not you're Notting any kind of action you don't need to do yeah that's what we're yeah so we all understand where we're at we got to work together okay so much for the sisma and we got item number two under General business Raca than you but uh about the river with right um so I went to the uh shyi Headwaters Trails River Coalition meeting last week and I know you got all this from CHR before but I was really impressed with these people they this is this is the headwaters they've got this cleared and people all the way to Chelsea yeah pulling things together from different groups and organizations to make sure that that's going to be a clear water path for people to be able to use and there were people that came to this meeting there was one woman from the Sierra Club in Lake neing which is out by lir I mean there's a huge amount people that are interested in making this water we work it's phenomenal and this all started like 30 years ago with Sue got this little bitty idea of cleaning it up around here putting some stuff into this town and she's pulled in so many organizations to work with her she's phenomenal that's great well 30 years ago the Michigan proo canoe Racers used to race up to Radley Lake and back
and down river River Wass they' have gone farther but there was too many trees and that's what sparked Sue and everybody else to clean the rout to Fenton then they got farther and farther and farther so this was a long time ago the canoe race used to be the first event in the village in the spring that was a big deal and the first race is second weekend in June year it's 82 miles it's 82 miles now and they're doing another one in October the weather y but it's it's a pretty pretty great organization y thanks for going and represen us that was I'm glad I okay any other questions or comments on this item okay we'll move on to reports uh let's go to staff first right uh similarly met with you know the River Coalition um I think they also want to talk about Waterworks Park as well not only the other partial that we were discussing just some of the work that um they're hoping to do there uh also I just give you a heads up that we looks like we're probably going to get approved for um our 2025 uh Community Development block grant of about 17,000 which was allocated for installation of picnic tables refuse receptacles and benches along the existing Pathways in the the park and Lakeside Park and Under The Pavilions all equipment installed will be ADA Compliant whoa yeah so and then all that would be Lakeside Park that's Lake yeah it's really uh defined with those where you have to put it um as well as we have 2024 money that we still need to spend uh I've talked to Brian and hug with everyone for tree planting we have about $177,000 for tree
planting as well so um so he'll coordinate with um the team here um to see you know how that now there are like restrictions about where we have to put it as far as it has to be within um low to moderate income areas we have a whole map um and you know a process of which we have to do that to meet the cdbg requirements now Lakeside Park is in the cdbg and we were always talking about putting some trees around by the playscape right because you sit out in the sun in July so they say well a majority of of uh the village is within that I think there's only just a little portion to the South that is not so what's the name of that grant that we think we be the Community Development block grant CBG we get it every year we get we get some money allocated every year and so that's again $177,000 for the linkside park and then we had 17,000 1,84 for tree planting wow last year so and the and that's the trees in the whole village not just Parks the whole village so wow we have a tree a tree plan or anything like that 1 17 17 for for both both separately they're two different things but yeah 17 and 17 so I would ask you know Danny um as far as I know that we've talked some tree plans and we have like you know approved tree species and I know that he has some that he wants to hit and some ones that we have to replant that have been um that like stumps up in ground um I can't say you know in specificity what that is right now but do you have any more insight know you just start back up yeah we replanted some trees probably about four years ago I think we had a little bit of C CBD money left over we
had it wasn't a whole lot of trees um I think that our tree program works in a way that we're we're we're supposed to be replanting a lot more than we actually have unfortunately and so this would be a great opportunity to really catch up $177,000 could buy us a lot of trees um quite honestly so we don't have to spend it all this year right yeah so I think it's like a oh we could we we could could and but there are tree planting requirements like for our tree City USA USA yes how much we have to plant to to meet the Arbor Day Foundation requirements so we we really do want to uh I've been talking to Brian about looking at updating our tree list you know a lot of um a lot of information has come out regarding invasive non-native everything like that so we are in talks of looking at what our actual ordinances look like so we're not going to be planting anything that is we don't want to to bring your attention especially when we had we went to that meeting with ssma remember they me he mentioned that even the trees that we just planted he misspoke the the the one ones that were planted are um non-invasive trees they may be non-native trees but um we planted ivory silk lilac trees there um he thought they were Bradford peir trees or Cleveland selects they're not yeah um some of the ones that got replanted downtown are yeah and the reason he brought this for attention for yall that didn't attend the meeting was because types of trees that are there when we apply for Grants they look at this and this could this could maybe hurt us when we look for the grant or they could say we'll give you this but you have to replace this so well we're looking to partner with a company who whose Foundation is eliminating and getting rid of invasives so we don't want to be now on the backside planting invasives
exactly and that's why another another reason why it was brought to Brian's attention that we would like to look at our ordinances and just see what we really have and if we need to make changes we will but then so we are going to be you know making sure that we're following sisma guidelines for um non-invasive trees right y yes so we we can definitely look at that i' love to make the list and yeah we're we're have a lot more conversation about this I just wanted to make sure thank you any that's a great report any more on your report does anybody have any questions on the report from the manager no um before we go on to uh our um Commissioners I got to back up uh closing public comment I passed up because I didn't see anybody is there any public comment for closing hearing none seeing none moving on okay reports from Commissioners Amber sure um basically yeah just get me all the stuff that we need for um ganta park or whatever so I can speak eloquently on it to my colleagues there Council I do have a question one um so I know we had seven we have $7,000 that's allocated to us for this playground equipment but it was for this year and I know last year Brian said if we don't get the equipment in hand then we essentially can't take it out of this year's budget is there a way I'm just afraid we're gonna get into

Kim not so much just uh with Summer coming up I just would like to uh say I'd hope like we talk more about like yeah we're talking about Playgrounds and all that with smaller kids and I brought up earlier with you know see more for kids like you know try to discuss more like come up with for the older kids you know here the teenagers yeah teenagers pre teens whatnot you know my my kid on their own their his friends all been very vocal on saying that there is a you know lack to do around here one suggestion for me that worked in the past was Street daners downtown like on Friday night night downtown for the teenagers so like come up with some kind of free event I I don't even know what and that's maybe something we can partner with with we have those called holiday and huh we we have events like that yeah for the teams yeah come up with something yeah do even summertime lat nights something for families or even try to do like you know stargazing I don't know could be anything would hope like you know some kind of discussions like that keep up you do families you know things like that that's all I want to say I think that that's those are great ideas stargazing is one that hasn't been talked about bird watching is one that we have talked about um photography clubs in the Parks photography is another one um now a really good Avenue for putting something like that together is creating a club I encourage you to utilize The Village Facebook Park The Village Parks Facebook page throw the idea out there or set up a meet time with public and see who
comes and if you can start a club or the kids can start a club I would strongly suggest it's ad adult supervised but if it's the younger ages but um those are great ideas and that's how things like that can start start absolutely yeah but yeah use that page that we have okay sounds good thank you yes we're also looking at on the township side too you know so maybe there something we could work together on because we're thinking about some some programs like that on the township side to do some more recreational type of of uh projects and on the township side senson park is far better than any of our parks for start watching yeah we used to do it up there years ago years ago y well just anything like I just brought that out because I I actually like that you just off my but it's just you know like just anything for Ames and older kids put it together organize it put it post it out there make a date post a location see who shows up know I haven't I haven't I know Joe's gonna probably mention this but we haven't really finished a lot so we're just in the starting of it but in the Park Township side we are starting a uh a beehive uh program and uh we're looking to make it educational so that uh so that the the kids around here can understand the importance of of honeybees and and their pollen as a matter of fact we're going to be working with the chamber I just mentioned it to the to our Ina manager that they should connect together and while they're selling flowers and things like that they can also connect with the honey beans who are going to pollinate these flowers in order to you know to to grow so uh I love your ideas I think uh be happy to work with you on that but and I think that I think the Township parks as well soron Park is is beautiful I went there I yes I went there to go see the uh Northern Lights I shouldn't be there
but was one of the things of my hasand and I did and it's a beautiful beautiful beautiful place and takes some unbelievable pictures of the northern lights out there so it's great yeah well thank you yeah Raa um no I already said all I had to say I'm good Gil not at this time Sarah Holly Farmers Market is ramping up for their their um outdoor Market which will be back in our Park um they are behind on getting their special event permit in but they are definitely still planning on doing uh what they did last year it'll be the same same footprint same time frames Sundays they are going to participate with Halloween or i'ms sorry holidays and Saturday and Sunday that weekend Holly days is well underway it's got a really nice um active committee and um it's time to start thinking about Halloween so I'll start putting some attention on that before my summer activities get busy and holidays huh and holidays H well holiday has own committee Hol what I mean to let let people know I mean we have the format so let's let's keep reminding people about holidays is coming up the independence thing is coming up is that what we're calling it Independence Day cendence Day celebration I did make us a um an event for our Parks cleanup it's on our Parks page I haven't shared it to the broad public yet or to the local Facebook pages um yet because honestly didn't get it but if you guys get a chance look for
it please and share it on your own personal pages and also help with promoting that um that's our next event we want to make sure that we get a really good turnout if we the more people we have the more we can get accomplished cool that's it for me Chris I missed you on H staff reports do you have anything to report time everything's yep good yeah uh my report yeah yeah when not if the only thing I have to reported is cooperation between parks and Parks like Jane said Township parks we can share events up there co-share events you know do something out there uh we've had I'm right now we're making a spot for the bees and they'll be enclosed in a fence so nobody can out in California right now they're still on beehives they sold stole $3.2 million dollar worth of beehives and it's the bee people stealing from the bee people because who else wants them you know and they pck they got a they should got a picture of a else would Ste so you know this is like losing your candal converter on a car and they show the semi full of ones that they've already got from the from from the Bandidos so now we have B Bandidos so uh they're really in bad shape in California as far as pollination goes so it's going to be really crucial out there for a lot of things you make a tall fence huh yeah it's going to be about a six foot tall fence and it's going to be locked so the nobody can get in and bother the
