Same sign. None. Communications from the audience. Not on items not listed as a public hearing on the agenda. None. New business. Election of officers, chair, vice chair, and secretary. I nominate Brooke to stay out of chair. Second, discussion. Discussion. I move we close nominations for chair. Okay, that was fast.

3:45 – 4:26Speaker 1

We still have to vote. Yes. Do Do we have to do roll call or is that not We can do voice. I think that's fine. Sure. Just the all together. All those in favor say I. I. Opposed. Okay. Sounds good. Vice chair. I nominate Nate Bosch as vice chair. Support. All those in favor say I. I. I. Opposed. None. Secretary. It's a very important job. Wait a second. That changed. Did I I thought it was what?

4:23 – 5:05Speaker 1

I nominate Dave Block as secretary. Was Jennifer was it before Owens? Do we dare do that in her absence? No. No. I'm [laughter] not I'm not saying that. Oh, I'm willing. Sure. Sure. Okay. I'll support. Dave is willing. There's a support. All those in favor say I. I. I. Opposed. None. I did. Okay. Nate did. Yes. Bylaw review. Are you doing that for us, Steve? I can try to help. So help. We review our bylaws every February. So I know you have all of the bylaws in there.

5:03 – 6:45Speaker 1

Um I wasn't going to go through them all. We certainly can spend as much time as you want. I do like to highlight two particular sections that I think are important. Um conflict of interest and the exparte communication. So conflict of interest. I think we do a pretty good job at this and um I think what our practice has been to uh whoever has a conflict, they've removed themselves from the room. So I think that's a great practice. I I think we're doing really well. I do point out number three on there um just because you know that's an interesting interesting sentence, right? The reasonable appearance of conflict of interest. So, um, you know, that one is a little bit hard to always figure out, but I think it dovetales really well into the exparte communications. This is another one that I like to try to remind us all the time. So, this is the one that I say, I know you get bugged at the grocery store and other places for what's going on. And if this is a helpful way that you can tell people, hey, look at we really try to keep all of our conversation and the discussion all in the in the chamber room so everybody can hear it. Um, so if that helps you kind of uh remove yourself from some of those and then of course this has some guidance in there that if you do get into a conversation, you know, how you report back to the planning commission and I guess I segue that back so that you don't have that u reasonable appearance of a conflict of interest. So um they're just a couple of the sections that I I like to remind ourselves to use um throughout the year. So, I wasn't recommending any approval or any changes. Um, so unless you guys want to get into something

6:42Speaker 1

and all of this information is on the city website as well.

6:47 – 7:31Speaker 1

Um, I I don't know if we have all of our bylaws either. Yes, we do. Yes, I'm being told yes it [laughter] is. And and I I just want to vote a big exclamation point on on article six and remind um everybody on the commission of open meetings act and open meetings act requirements that all all decision-m all discussion has to happen by law in an open meeting and for all boards, committees and commissions. Absolutely 100% and very very easy to remind members of the public of that that nope can't have that conversation here. bylaw, not allowed to do that. Um, super super super important to be able to do that.

7:29 – 7:51Speaker 1

Great. Does anybody have any questions about the bylaws or anything? I also think we've done really well with removing ourselves when there is a conflict of interest. I know Nate's had to do that before and mayor's had to do that as well. So, yeah. No questions. Moving on to the work plan.

7:49 – 9:04Speaker 1

All right. So, it is that time of the year again. So, you've got the big spreadsheet in front of you. Um, this should look very similar to the one we talked about at study session. Although, I will say based on that conversation, I did add um I think four of those items that we talked about. So, they are reflected on here again highlighted in yellow as sort of our our work plan items for the year. Uh the memo has those 12 items. Uh and again just uh maybe a reminder from that conversation took a lot of guidance coming up with that recommendation based on the city council's strategic plan to try to you know align some of those things where we could. So um and then um indicating in on here where we've had some of our previous work plan items. So you can kind of see how we're checking through the the the big list here of items we've been working on. So our recommendation, my recommendation are those 12 items from the memo, the 12 items that are highlighted on this spreadsheet to be our work plan items for the year.

9:02 – 9:43Speaker 1

Thanks, Steve. Anybody have any questions? and you need a vote or just a recommendation from the planning commission in general. I would like a up or down vote. That would be great. Should we all give you a thumbs up or [laughter] I I recommend we approve the work plan for 2026. Support. All those in favor say I. I opposed. None. Good work, Steve. Thank you and planning commission for coming up with these and having some good discussion on that. Anything else on that, Steve? Nothing else on that.

9:42 – 10:08Speaker 1

All right. Communications and petitions, scheduling of public hearings. There are none communications from commission members. Nope. Communications from staff. Uh just your last reminder for the joint meeting on the 24th, February 24. 4 o'clock. Four o'clock here. Okay. Motion for adjournment. So move. Support. All those in favor say goodbye. Byebye. Goodbye.
