question. M said it had only been about six years since the previous inspection. Actually, that's when it was repair revamp whatever the wording was at that time. So when an inspection is actually done at that time, all the work right here September 17th. Okay. Six years ago is when it was completely revamped. It was we redid it all. Okay. So they rehab. It just wasn't an inspection. Yeah. Okay.
Other than that, I'll make a motion we go ahead and approve those. With that changed,
I'll have to type that in it then.
Okay. This one increase Then you got the budget um appropriation report, fund report and the revenue report. I only have a couple questions on this minus 48,000 here on parks and services. Is that the SS4A that is paid out and then it goes back in
that is most of that is common. I say it says 48. Okay. And then I'll ask then while I'm asking that like on the water I mean the wastewater where you have a 17,000 plus is that money that needs to be transferred to that account or is that actual you say some of that gets deposited into the wastewater from commonwealth money. Okay. Doesn't it get deposited in the sewer department and then you have to transfer to the SS4A? Yes. Okay. That transfer has been made here. This has been made and this is the actual wastewater money. Yes. Yes. Yes. So that has been added into this and updated. Yes.
Okay. So we really minus 48,000 so far we've only paid about 8,400. I mean we've paid it out but it's been reimbursed. Okay. Yes. So Okay. I don't I mean I guess I don't understand the minus 48,000. Okay. Yeah. have to make some adjustments there. Yeah, because I'm sure that that money gets deposited back into parks and services or does it get put somewhere else? That should be back in there. The Commonwealth, it should be put back in there, right? Right. Yes. Because we always pay the full amount and then they reimbursees 80%. Right.
And that reimbursement happens a lot of times in the sewer department, but then it actually should be transferred over. Okay. So you check that that number out there because I think that's okay. Anybody have any other questions on the budget revenue and funds? I don't have anything. No, I don't have anything. Make a motion that we accept the budget as presented with the exception of looking over that goods and services in general fund.

Hi. Okay. the vouchers. Uh if you notice Blush Brothers equipment, the backho cylinder is divided up between all of the department's um cylinder went out and we bought a new one. It was $1,600 and we sent the other one to get it repaired, but Bob took it out and then he replaced it, which was a whole lot cheaper than having somebody else do it, but it was divided up because we all use it. Makes sense. Yeah.
And the shelter house rentals, if you see on the second page, 214 town of Holland Park, uh, parks and services, we transferred the shelter house rentals to the donation fund. They wait until last year, then those rentals go into the donation fund. Anybody have any questions on that?

Yeah. This was the date and time advertised as the public hearing for the 2026 budget. It has been advertised online. Um and I did put a notice in the post board outside Katrina put it out there for me. So I guess public knowledge. Um I think you give a report that shows each of the different funds. Now we don't have the utilities on there because we're not building those accounts. I did have this budget form here. Um I said I was going to work within the budget. So, if we adopt this budget, I have a few things that I'd like to change.

Um, one of them is on the general budget. Um, I think that we can take $400 from um the uh volunteer fire department holding because we don't use that much. And we can take 3 2,000 from building remodeling because that silver is 2,000 3,000 and machinery. I want it at 2,000. So we take 3,000 out of it and we'll take a,000 out of the equipment like furniture, furniture and fixtures. So it's at 1500. So that gives us 4500 there plus 400 and then on and I'd like to see that put into attorney.
Okay. Cuz that's not legitimate enough for attorney. Okay. So that would give us 4,400 plus uh 2,000 out of the MH um street materials. That was still 8,000. It'll be 10 bucks. Yeah. Which one? MBH um street materials. There's 10,000 aotted there. Okay. We don't need that much. We don't even use the eight all the time. So, I'd like to take that to you and move it to the attorney also.
So, that should be 3,000 and then 1,500 400 and then 2,000. Okay. And that would be I will I got it here. I'll give it a copy of it. Okay. But it's all working within the budget, right? Since it is a uh we don't have a line item for attorney and then the hi will move that 2000 into setup attorney. Yeah. Yeah. Because we don't it'll have to stay within the MVH. But but it can be set up 2004 attorney. Yes. I'm just trying to cover all the attorney costs for the year which is around 8600 and that instead of 2500 that would come up to about 8,600.
Okay. I'm just trying to work within the budget so that we don't have any monies. Right. Yeah. If you can make a copy. Yes, I will. And I had some things changes on the park. Okay.
Also In case you have your department uh the park um the money that you were adding to the um part-time you added a th00and I'd like to keep it at 6,500 and put that thousand towards the pro fund because we're really getting hammered on the fun this year. Okay.
Seasonal employment. Yes. Seasonal employment says 75 and like that it's 65 which is what it was before. Okay. Cuz we're losing 2,000 here. Okay. And we're losing like 9,000 on the improvement fun. And that's not really hammerous. Electric also. I mean the water you can swim out of the water. So you can either put that thousand in the water fund or you can put it in whichever one we will use 7,000. Okay. We do every year. Okay. So I'll give you a copy of that too. It's just those are just working within the budget. I just want to make sure we don't have a minus. Okay. And that's confirmed. Okay.
Okay. So it has been advertised. Does anybody have any comments in here about the budget that was advertised online? The adoption date is 29 for the 29. Yeah. No, 28. I'm sorry. It's a Tuesday. Well, I had 28 down and I had the 29. So, I didn't know which one was 28 on a Tuesday. 28. That's 6 p.m. I asked John that too and he couldn't remember either. Yeah. I had I had it in my calendar. I had both of them written down and I couldn't remember which one was what. It is Tuesday, October 20th.
If there are no comments and we'll move on anything else on that taken care of. Um I have Wiper Corporation. The only reason why I have it on there that was the trailer that is on Meridian Street that was owned by the bulk of Vaton. It was sold supposedly but it's still in their name and they did not mow it. So they paid for the ming. They actually closed on that last. Okay. So from now on, whoever bought it is going to be mowing it. But we did mow it one more time. So going to make sure that we got paid for it. And they did pay for it. That's a trailer up there on that on that corner
right across from Lincoln Manor. Yes. So that one should be taken care of from now on. What street is it? White. It's on Meridian Street. Meridian and what is that? Ohio is it Scott? Is that Ohio? It goes up from Lincoln that wiper. Correct. It's okay. It's Meridian and Ohio. I always get Ohio and Indiana mixed up. All right.
So, that's taken care of. The Pittsburgh tank update. I have sent them numerous inquiries as to when we would get a date set and I still haven't got one yet, but I have bugged him every week to get me a date. So, she said she was going to send it to she I this is what I said just wondering if there was an update on time frame for the ROA inspection. We are waiting the inspection to decide on other water projects. She said I've copied Leah Arnut on this response. She will be able to give you a better idea of timeline on scheduling. You still haven't heard anything at all?
No. I send her the same email about once a week, but I don't have anything. I mean, that's that's the response I get. They haven't reached out to you, Scott.
Is the audit for compensation package done for the fire department? you know the um audit for the volunteer fire department. I don't know what you're talking about. That's it. I assume we just have to look it over and make sure that it is what we pay for. Oh, okay. And it just tells you how to do that. No, that's the first I've seen of that. Okay. What is that, Melanie?
That's a compensation package for uh comp their insurance company wants a audit of what they get paid from the town. See that? Yeah. Yeah. I haven't heard of it either. Yeah. I just copy off stuff when it comes in. And that's I That's first I've seen I've not seen that. It's because that was October six. It's just been two days ago. Yeah.
It's just us auditing the package from the insurance company and making sure that everything is covered on it. It says how to do it. Oh my. This is a Ray thing. Yeah. Okay. It's not that we've changed insurance companies. No, we haven't. They just do that annually. Yeah. They just want an audit filled out and it goes step by step which you have to do to do that.
And the National Opioid Settlement is that done? the one from the government has been little reports have been completed but this is something new it's through Purdue University and I just saw that last week on so I have not had time to respond okay we did finish emptying out the opioid settlement even in in what they g but it was after the date so it's at you know it's going to be added on to next year but I think everything that we had from 25 was taken care of yes but there was still a final a balance of $2,300. It needed to be used yet, but we went ahead. She went ahead and ordered it all, right? So, it's all taken care of.
Katrina has I don't know. You want to get those bags? I think they're pretty cool. You get them? Yeah, the bags for the opioid stuff. Yeah, this is something new. So, do you want me to look it up? I've got email. Okay. I just want I need Yeah, I need to sign something. The the deadline has been extended to the end of October. Okay. This is what we give to the schools
and you kind of talk about drug overdoses and stuff like that. There's water bottles. Open it up. We got X-rays in here. Oh, they're not. And then they have little sunglasses. Yeah. Got some stuffed animal. Little stuffed animal. So the kids get that everyone at the school at school. So you rank them all up then they look like they got run over by a truck. Can't take the boy out of the country.
Yeah. Well, we get we only got $95 and I think 11 cents this year. That's finishing up the opioid settlement. Um but we had a balance in there and instead of giving it to Honeyburg Elementary for them to do it with their ROC officers, we tried to do it ourselves. Yeah. So that finishes out the budget. We have a school. We got to do that. Yeah. Um paving update. I did call Rudolph again. He said the weekend the week of October 27th. Although I didn't know they marked all over everything now, so it's all marked. So locates are complete. They'll be in locates are done. Yeah,
they called in locates and they also did all the pink markings and Scott's got everything marked. So that's all I know about that. He's going to give us an update as soon as possible. We're hoping to get them in here earlier to do the patches, but I don't know. Yeah, that'd be good in here before it gets too cool. Yeah. Right.
So, that's what I've got on the paving update. Um, the RLF loan application. This is another one that I'm a total pain in the butt. I send them an email every week to see where we're at on the ro. Uh, this last one is um I asked her if there was anything else that she needed and she said no. And do I need to review the application? She said no. I report on household members, sir. So that's the reason I get this information. I will get all documents and applications ready to send to the loan committee. I'm not sure what their schedule is, but hopefully they will look at the files and have a meeting soon. I will let you know as soon as I found out the decision on the loan application got that September 30th meeting. Like I said, I I email them every week, so I'm sure that they're probably tired of hearing from me, but I can't help it.
I do have on this a love excavation. Do you want to give an update on everything that's done and what we will do yet with our money? I've got the amounts here. Oh. Um, so obviously we got Seventh Street finished, complete, Ohio Street is completed back on. I think the only with the money we have left, I think the only thing we can do is the Hubster. Yeah, we've already paid $61,724. We had this much of it left. And this is about the only one that'll get within that we can finish yet with the money we allotted here.
But honestly, we'll have most of them done that. I mean, we're doing really well. Are we replacing one or adding one back there? Replacing. Replacing. Okay. These are all replacements. So, what? It doesn't open. Oh, okay. So, I mean, we're doing really well in the budget that we have. Sure. Yeah. So, but there's no indication when this committee is going to grant or deny. Huh. I get nothing. It must be done before winter month, right? Yeah. I Yeah. Yeah. I get it. So, I mean, if we don't get the any notice on the loan, we just, you know, we wait.
So, let's go back to the water tower a minute. So, where were we at on did you ever see the guy that was supposed to come down and do anything or has he even been that far or nothing? Just what you already just emails and that's it. That's it.
That's been two months a June. The loan application was in June. So, but you know, this would be their business getting here, you know. I mean, they actually had a saleserson call me probably three or four weeks ago and he didn't even know that we were working with somebody here. I didn't know. I don't know what else to do about it. Get on a wet suit and dive. I will. I mean, I believe we've, you know, bugged him till their eyeballs are falling out. I don't know what else to do.
I just keep bugging them. The Marshall resolution, Taylor, you want to take
Yeah, I've got an ordinance um creating a new section of the municipal code entitled town marshals. So then we can add to it if we want to, if there's anything else that we want to add from the statute. But I've incorporated um the statute related to town marshals by reference. So it just will all apply to the town code. Um but the only section that I added specifically was just that Trent as town marshall would have the authority to appoint a deputy marshal with the approval of the town. So that needs to be in place so that he has the authority to actually appoint someone. We have to have an ordinance saying that he has the authority to do that.
So we'll need to pass that ordinance before deputy marshall would be able to be approved by the town and appointed by Trent. So it's not a resolution, it's an ordinance. I do have a resolution as well. Yeah.
And we don't have to do the resolution first. This one can go first. do the we have to do the ordinance first. Okay. Yep. And then the resolution here. I can give that to you too.
That would be if we decide to approve Tren's appointment, then that resolution lays out that it's been approved by the town. Okay. So, but yeah, the resolution has to be done after the ordinance is introduced and adopted. What would be the number on this ordinance right uh 2 202507.
And then what about resolution number? Do we put same with an A or B? We had a couple of resolutions this year. Yeah, we we just go on with the same number and do do a Okay. Does anybody have any comments on the ordinance creating the No, it makes sense to me. I make a motion we accept this ordinance to be advertised. Well, we can make a motion to suspend the rules tonight. Okay. Um and then adopt it today because it doesn't need to be advertised. It doesn't impose a fine so we could make a motion to suspend the rules and then adopt it if you want to.

I then the resolution the resolution says that now that the ordinance has been adopted that Trent has the authority to appoint a deputy marshal um that he's recommended that Christopher Wise be appointed as deputy town marshal. Um and then it says that the town recognizes the need for additional law enforcement personnel. um and now finds it to be in the best interest of the town to approve the appointment. So um and then the sections down here say that the town has approved the appointment of deputy wise um and that he'll serve under the supervision of Trent as town marshall and he he'll have all the powers and duties prescribed by the statute. Um and that compensation benefits and other terms of his service will just be established by the town council just like any other employee of the town. So this would be the resolution would be in full force as soon as it's passed.
Okay. This is the ordinance here already. and then you can have discussion resolution. We'll make a motion to accept the resolution. Any discussion on the resolution? No, you don't have to. I don't have any. Then all in favor?

Taylor? While he's doing that, on to the dumpster update. I did call Donald Leak again about the dumpster. Um I said asked him, "Do you have an update on the dumpster location yet? Just curious. Thanks." And he said, "No, we do not have a location for the new site yet. I know you offered a le to lease a piece of ground down by the settlement ponds, but we feel like that would not be the proper place for a site with the gate. We would have to go through for your fence plus the gate for ours with all the people going past the maintenance double might be a safety issue with some people. We are still looking but no luck yet. Please let me know if you happen to find anything else. That's what I got from
the the land over by the the bank. Apparently, it must be to I heard and that's why I sent him another email. I heard that they had discussed it and looked at it. I know they were there looking at apparently and like I told you before I thought it was going to be an awful lot of excavating and stuff to get it level enough to get in there. So apparently that was an issue. Then I had heard that Lars had maybe was considering selling them some more land out there by where Dollar General is and they would put it out there. That was why I sent him another note thinking because I had heard that but he didn't respond to that. That's not I just read you his response. Yeah.
So, we really don't have that much property or any place in town that we can put some. No. And he had asked Kevin um down here at Blushes. He wanted across the road from them and and he's negotiating with Bruce to buy that and stuff. He said, "I don't want it. I don't want it there." So, that's that's a solid. So, I mean, like I said, all I all I can do is just keep asking. I mean, they're on a timeline. They don't have to Well, they know that. Yeah, cuz they still have dumpsters still up there. Oh, yeah. They had six months, I think. Something like that.
Six months to get it off. Yeah. Could we could we temporarily put it out there at lagoons so that towns could town residents have if they don't find anything else we may be their only option. I know we don't want it out there if I'm the same. Oh, I I I have no problem with it out there. He's saying he doesn't want to have to go through the gate to go through their gate and then it would be that's what he's saying, not me. That was his response. Who owns that across the creek that has that little shackle or whatever that is? Is that owns that? Mhm. What is that? Is that pump? Is that an active pump? Yeah, it's a pump. It is a pump station. It's active.
So, yeah, that was the Donald Lucas response to Okay, so I'm going throw another curveball out here. What about the old water plant? Tearing it down, placing it out there. If they wanted the expense of tearing it down, that would be fairly large expense. It's got a big wet well there. It's got a big wet well. Yeah. On the outside. Never mind. And there's not really a lot of room on either side, you know, and you have to cross that creek to get on the other side or make a road behind it between the dam and it there's not really a good place there. And you I I wouldn't want it up there by the lake and the dock, you know. Why?
I just don't think the people would appreciate having it up there. And I'm sure Nikki Snder wouldn't. Yeah. Well, yeah, that's true. Yeah. I mean, I wouldn't want it next to my house. I'm just trying to think outside the box where we can put it at. And that's like when they asked about the crearyy, I said, "Please don't sell anything to them until try to find someplace else because there's too many residential areas there." I mean, I would not want it there. I don't know. I mean, it's one thing if you build a house next to a chicken farm, but if you build your house and then a chicken farm comes, I said it. Well, hopefully they continue to look.
Yeah. I mean, apparently they are. I certainly hope so. But I've given him every option I can think of. I mean, that lot next to they won't sell. Um well they said they thought that fire department was going to buy there and then further over then getting to it. You guys going to buy something over there? So I mean I offered to them to look there. I mean it's there's still 10 acres there. Not 10 probably eight that can be sold. How many acres you guys purchasing? Two and a half. About two and a half. Okay.
Anyway, that's the best I can do. I don't know what else to do. I I still think the lagoons is a viable place. I don't think it' be that bad of an idea. No, I don't either. And the gate. I mean, the gate can be gate is open. They they only have to open their gate. All right. So, yeah. Whenever they open it, you know. So, I don't know where they're not. They would be required to put a fence around the coast, right? Yeah. They'd have to put a fence, but they'll have to put a fence anywhere, you know, with the gate because they're only open two days a week.
So, it really, you mean would be no extra expense, you know, than what they'd have to do anyway because it's relatively level there. I don't know. We don't have that much traffic past the water I mean the lagoons building but people taking trash or not trash but but leaves and I mean I I would absolutely say don't ask
my only option is is if we don't have one in Holland and if you're a Holland resident and you use it a lot if that's our only option that's our only option. Oh yeah. So there's not really a viable place anywhere else. Like I said, I talked to Kevin again. Well, maybe not right here in town in town, but you know, are they looking out, you know, a mile this way and that way? And well, that's why seeing what else there is. Kevin, you know, with at blesses, they asked him and he didn't want to sell it. But, you know, like I said, who owns that on the other side of the island plumbing shop? Is that Kevin? That's Kevin. That's Kevin. That's what That's what they were asking about that one.
And he doesn't want to sell that and you know, they're not going to sell behind there where they put their equipment because they just put all that money in right fixing that up. And but like I said, the only thing I did hear was that Lur had considered maybe selling some out there by which would be a good place because the road is right there, you know, not as convenient as being right in town, but it would still be close. He'll still be Yeah. still be close enough just to keep it there. So, I guess he's looking around in that area. I don't know. Okay.
Yeah. I can only only bug him so much, but um uh then I have the self tire thing, but I haven't heard anything more about that. [Music] Uh, we did the response to the IDM. Everybody saw that. Uh, SS4A update. Well, we're moving along. We got 60 64 responses to our survey, which I think that sounds terrible, but everybody tells me that's really good.
Sounds good to me. Having five. Well, that's true. Yeah. And if you on this serve, it was online. It's been advertised at the post office and it was at the post office. It's out here. No, it's out here. And we had not anymore. When was it? Because it was done now. It was been on there for a month. And it also was out at the fest. There was one up at the information booth and one at the Hanky Stadium. No big deal. my one vote didn't count in,
but it was, you know, and most of them, 90% of them were residents that responded. Um, and most of them wanted sidewalks and a lot of the responses were North Meridian Street, west side from Maine toward the park. That was their biggest. Of course, we got a few of them that maybe didn't exactly, you know, fix them all. Um, all of the above. Um, got a lot of them that say it just be nice to have more sidewalks in Holland. Uh, fix 161. I don't know what that's have to do with stop signs, you know, people are blowing that kind of thing or some of the responses, but
for the most part it was about um the sidewalks. Sidewalks. Yeah. And they were small. No. Fix. They said fix once whatever that means. You know where the the concrete's coming apart and all that. Yeah. I mean it's not it's not not our concern. Holland is growing. Sidewalks and lighting are safety concerns. Most of it was safety concerns with walking. Um fixed potholes. Well, we already know that. Fix Iowa Street. We already know that, too. It's just an avenue avenue for everybody to
Yeah. opinion. There's nothing wrong with that. There's opinion. I do have four things to bring up on miscellaneous before I go around. Trick or treat hours. Same as last year. 31st is when Huh. Same as last year. 31st is a party of a school. Of course, you know, I ran out of candy in about 45 minutes and I had probably $250 worth of candies. I know. Yeah.
I mean, the only thing we can do there is maybe shorter hours, you know, two hours, that's it. Not three. Um, I don't know. It's a pretty busy night. You get a lot of activity. I mean, I don't know if we necessarily need to limit. I mean, it is a big deal. Well, I know it is, but I mean, I think we need to post hours because otherwise all the day. Yeah. And you know, if people don't end their course right on, you don't go there. Yeah. Well, some chums do, but I really like the ones that come up, knock on my door, and say, "I have a baby in the car." That's their bucket. What you feed your babies? Prove it. Yeah,
those are my favorite. Yeah. So, we always said trick-or- treat ours, so I'm just bringing it up. Well, what did we do last year? Last year. I don't remember. 6 to8. But, you know, then I saw a lot of K people on the road 5:30 or so, you know. So, I mean, it doesn't matter to me on a Thursday, you know. I just keep the same hours be six days. That's and Katrina, you'll post that. And same thing if the porch lights not on. That's Thursday. That's on the 30th. Yeah. 30th. 30th.
Um, also wanted to know are I mean, we always donate to the party. I'm assuming we're going to donate to the Halloween party. And how much? And usually 100 or 15? Usually 100. Yeah. I do have, and this is I just just had somebody ask me about this, so I'm bringing it up because I haven't talked to anybody else. um Stackler, the maintenance guy up at South Westgill Corporation, he came and asked if because I've several times complained about what it looks like up there in the Irene Barnfield and he said, "Would we have a problem, but we don't own it." They do. if they took that building out and took and graded that down and fixed it for so the people could pull in there and take the sign down and all that to parkour in other words to
Well, it would be nice if they pull off the road. Yes. Can I make a suggestion? Yeah. Okay. There's a lot of people every time school I I know it's never happened, but one of these days there's lots of school people up there. somebody is going to have an epileptic seizure when they drop down with a helicopter in front of my house on the pad. It It's hard enough just to get a a a ambulance to Jay's house and then they had to get an extra ambulance that's way bigger and how you going to get through all these people. So why don't half of them they got land over the other side of school. All they have to do is open the doors. Half the people go over here, half the people go over there and and that would that would
Would you like to answer that Trent? cuz we talked to he talked to the principal personally talked to the principal of that school and you're not going to change anything. Well, change the mind. Anyway, does anybody have objections to if they decide to take that down since no one has taken care of the sign or the lights or anything for many years? How many years has been since that that league was even effective? I think it was 2000 is when it was first put up. No, it's past that. But well, I mean that's what's on the side. Yeah. Says 2000. School corporation owns it. They do what they want to do. Well, Irene Bartle, they had a lease and I think it was like a hundredyear lease or whatever to the youth league.
Yeah. and she donated money for that building and for the sign and for them to put that field in. Well, you know, once those people moved on that were running the lake, nobody picked up the ball and ran with it, so it doesn't get used. Now, occasionally you see somebody down there, but there is a large parking problem at the at the school, you know, when their grandparents stay or they have anything. So, and also we did suggest to him that Southwest might want to buy that little house and tear it down and make parking there, too. But just move that house somewhere else.
