**RECOMMENDATION:** That the City Council: 1. Request planning staff present the staff report; 2. Open the public hearing; 3. Receive comments from the public; 4. Close the public hearing; 5. 26-019 Authorize the City Manager to amend the Lew Edwards Group contract for an amount not to exceed $75,000 to add the production and communications services related to the Election Opinion Poll Services; and amend the FY 2025-26 Budget to appropriate an additional $75,000 for these associated services from the General Fund Reserve

26-022 Update the City of Hercules Affordable Housing Policy to Increase Maximum Occupancy Levels
**RECOMMENDATION:** Staff recommends that the City Council adopt a Resolution amending the City of Hercules Affordable Housing Policy to increase the maximum occupancy levels to be consistent with occupancy standards for affordable units as set by the California Civil Rights Department (formerly the Department of Fair Employment and Housing) and the federal Department of Housing and Urban Development (HUD). **Attachments:** Staff Report Attach 1 - Resolution Attach 2 - Amended Affordable Housing Policy
