I'll call the 3M session of the July 22nd, 2025 meeting of the Henry County Board of Supervisors to order. Like to welcome all of our visitors. Uh remind you that if you want to address the board, you must sign up 7 days in advance of any of our regular meetings to be put on the agenda. The county administrator's office is the contact person for the board. However, the public may address the board under the agenda item matters presented by the public that will take up later in the meeting uh as agenda item number 18 this evening. Again, welcome everyone. Thank you for coming out and uh participating in your county government. Uh it'll be noted that uh Mr. Wagner uh uh is in another meeting uh and should join us before we finish this session. Uh we think but uh I wanted to note that our first business item of consideration is items of consent. Um board members uh what is the pleasure of the board?

I do, Mr. Chairman. This is a resolution of the Henry County Board of Supervisors. Whereas Matt Tatum has dedicated more than two decades of distinguished service to the citizens of Henry County through his unwavering commitment to public safety, emergency preparedness, and community resilience. And whereas Mr. Tatum began his career with Henry County on September the 16th, 2002 as EMS training coordinator. later advancing to EMS coordinator, deputy director, and ultimately director of public safety on June 1st, 2015. And whereas Mr. Tatum led the department through a major transition as declining volunteer part participation necessitated a shift toward county staffed emergency response, resulting in the department taking a greater lead in answering EMS and fire calls while maintaining strong partnerships with the local volunteer agencies. And whereas he recommended and implemented a dispatch protocol prioritizing the closest available ambulance regardless of district, thereby reducing response times and improving patient outcome for residents. And whereas Mr. Tatum played a central role in expanding educational opportunities in the EMS field, including helping Patrick and Henry Community College gain accreditation to teach EMS courses and reestablish a career and technical training program in partnership with local high schools to strengthen the pipeline of future EMS

And whereas Mr. Tatum was instrumental in founding the Blue Ridge Fire and EMS Academy and provided effective leadership during the coid9 pandemic, ensuring the continuity and safety of emergency services. And whereas his career has been marked by professionalism, foresight, and a commitment to collaboration leaving a lasting impact on Henry County's public safety program. Now therefore, be it resolved that the Henry County Board of Supervisors hereby extends its deepest appreciation to Matt Tatum for his exceptional service and leadership and wishes him all the best in his well-earned retirement effective July the 31st, 2025. And this is signed by Jim Adams, chairman, Henry County Board of Supervisors. Mr. Chairman, I move that the board adopt this resolution.

Well, thank you, board. And uh I've been thinking about what to say because I knew this was coming, but uh it it's been truly a pleasure to work with each and every one of you. Um as Mr. Adams already noted, I didn't invite my family to join me today. And uh the the reason I wanted to do that is a few weeks ago uh I was asked what was one of the proud moments over my career. And as you all know uh each month the county does a employee newsletter called the connection and we try to highlight an employee and uh the way they identify that employees they asked the department managers they rotated from the departments and asked us to identify an employee and and that uh was on this particular month. with them several years ago and I sent the survey of questions out to a particular employee and sometimes this employee could be a little colorful with some of their responses. So when he sent his responses back, I wanted to proofread it to make sure that it was professional before uh I sent it to be submitted. And one of the questions is what is one of the things you enjoy the most about your job? And what made me so proud was his answer was family atmosphere and uh that's what Henry County had been to me. I mean this is my family. You guys have been my family for 22 years as well. and I want to thank you for giving me the opportunity to serve you and serve the citizens of Henry County and uh and thank you for being my family.

Thanks, Mr. Matt. Likewise, Henry County considers you part of the family. And with that, sometimes there are the good times and sometimes there are the times that hurt. I know that uh a number of years ago on or around the Christmas holidays, you you came upon an accident that was devastating to the horse pasture community uh and really hard to respond to something when you know someone so personal uh such as Charlie Bradshaw and his uh wife and you're at a loss for words uh during those times. And uh we expect uh a lot out of a lot of different agencies, but there's nothing in this world like the community is your family and you come upon an accident of sort and you realize you make a difference between what may occur in that family's life and uh uh the longevity of a person. Thank you so much for your service and your commitment. It it doesn't go unnoticed and you're leaving a legacy that will last for generations as far as uh the service uh that you've committed yourself to and the example that you've given to others to do likewise.

Um, I mean, it's a family that serves the community and proud of the rest of

As um we move to the next agenda item, it's agenda item number seven. We'll have a monthly report on delinquent tax collection efforts. We have with us county treasurer Scott Grindstaff. Scott, welcome. Thank you.

This is a report for end of June, June 30th, 2025. The personal property collection, we have collected 89.1% of the 24 personal property taxes. During the month, we collected 213,366. Real estate collection. As of June 30th, we collected 94.62% of the 24 real estate taxes. During the month, we collected $79,874. Since January 1st, TACS has collected $635,362. And debt set off during the month of July, we collected $12,000 for the year total. That makes it $365,696. And so far in July, we have 123 DMV stops collected. And on July 9th, we had a sale here at the boardroom with uh I think 15 judicial properties and 19 non-judicials and all them sold. Waiting for the confirmation hearing with the courthouse to confirm all the judicial sales. It was very successful sale. All right. Anyone have any uh questions of Mr. Grind staff at this time? I live in Collinsville. Everyone has been very welcoming. Uh, you have a beautiful community here. Um, so we are filming here starting uh this coming Monday. Uh, so we've been deep in preparation. Um, and I have a few things to share. Um, and there's a few things a few asks of of the community. Some people are aware of this as we've been out and about talking to people. Um here is a little film about our um movies for some more information. Question that people keep asking about the film. Is it autobiographical? And I keep saying no. But this part of it that's like truly the heart center of it is of course real.

All right. Here we go. We're on our way to trumpet in the woods in it. My name is Lexi and we are the filmmakers behind the political comedy drama Yoyos. This film is about two liberal sisters, Diana and Abby, who are strange from their conservative parents. They get a call from their mother saying that their dad is dying to come home to Virginia where they grew up. They return and when they get there, their dad walks out and he's perfectly fine. But he says, "Look, I'm I'm not dying, but for the last 10 years, we've been running a survivalist camp in order to inherit our fortune. We would like you to run one successful survivalist camp. And if you don't do it, then we'll just don't." Hi, my name is and I'm really excited to be directing a film that feels so it will hopefully start the conversation about how we can move forward tremendously strikes and but it's independent films like this that will be the same with you film explores our complexities how I read relationships, community.

Am I willing to face the inevitable bitterness and loneliness of such a choice? That is death. I choose life.

All right. So, that's a little bit about our film. Um, that is Lex's dad who he would be very How do I go to the next? There we go. Who would be very um happy to know that he was up there? He arrived in um Henry County today. So, he's actually here to help out with the film. Um, and so, just like we talk about in the film, we uh are really encouraging families to come together um no matter their differences. And we're representing that on our film. Several of my family members are here to work on the film. McCall's husband is cooking for everyone. um 70 people on the our biggest day of shooting

and um we have Patrick Duffy um of Dallas if you've seen it um and and um Linda Pearl of Fony's girlfriend um are coming into town to play the parents in the movie as well as Virginia local Maddox Mitchell. He's playing the character of Michael and then we have a little Tik Tok star Tate who's playing a character as well

coming in from Australia. And um then of course us and Linda. Linda's been staying here uh preparing as well and has been making friends all over town. Um and uh let's see who else. Uh Rachel Legget uh Leget who is from Ohio is here. We have many Richmondface crew members. Um several of whom arrived today uh looking at uh our locations and and getting ready. Um and we are supported by the Virginia Film Office. Um, so a couple members from the Virginia Film Office will be coming out during production to support us. Um, and they're encouraging us for all of our Virginia spend um, to give us incentive. So we are trying to spend as much locally to, um, support the economic um, development of the area. Um, so you already saw a little bit about what the film's about. Um, it is a featurelength film. U, we do plan to submit to festivals because we are supported um, by one of our producers at the Richmond International Film Festival. No matter what, we will have a Richmond screening. Um, and we do hope to have a screening eventually right here in Henry County. So, everyone who helps out in the film can come view it. Um, and it is already in full swing. As I said, many people arrive today. Um, and principal photography will run from the 29th through August 12th. Um, with all of that happening, um, we have over 50 people coming into town, um, at various times. And we are um filming uh in Collinsville at Patrick and Henry Community College at a private home and farm in the Rangely community and also Scott Vernon's property um which is in Ridgeway um near Horbster.

Um and uh we have people staying in Airbnbs and VBOs, a couple cabins at Vary Stone Park. Um, if anyone has a rental property that's not listed on one of those sites or has an empty house, we are still looking to secure a few more rooms for a few of our crew members. Um, and we really believe that like the time is now for a film like this because I mean obviously it's very deeply personal to me. It is loosely my as you can tell my father and I are not estranged but is loosely um based on our own disagreements. Um, and we um truly believe that everyone has some version of this, whatever that disagreement is in your family, whether it be religious or political or anything. Um, we can all relate to being estranged from someone that we love or having these deep arguments. And we believe that we are better together. And uh, so we use the innocence of children. There are seven children in our film and the great equalizer of nature to drive that point home. We are we are going to be out in the woods for a lot of the film. Um, so there's some items big and small that we still need. Um, we are in talks with some people, but a few things that aren't secured yet. Um, we need an RV that has air conditioning so that when we are in the woods, we can prevent the children and the crew members from heat exhaustion. Um, and a generator for that RV. Um, we need a few more plastic tables uh for our meals. Uh, some cooler, some extra coolers for keeping beverages cool. Igloo water coolers, pop-up tents. Um, we do need for as um set pieces for one scene. Um, ideally three matching, but they don't have to be picnic tables. I know I've seen them around town. I just can't really go take them without anyone's permission. So, if anyone knows where we could borrow them, it's just for one day of filming on July 31st. Um, we again are in talks with a few people, but still nothing confirmed yet for a box truck and a cargo van. Um, and they did tell me at Nelson Ford that

many cargo vans were recalled by Ford, so they're really hard to find right now. Um, so again, if anyone knows anyone that might be able to lend or uh rent it to us, um, an ATV for bringing cast and crew around the big farm locations that we're on. And if any local businesses uh to promote themselves or just to support and donate, want to donate a meal or coffee, coffee beans or ice cream, shaved ice, uh anything like that for us while we're on set during those two weeks. Um and then I'm also trying to put some welcome bags together for people. So if anyone has like coupons to their business or any little crafts or baked goods from a bakery or candy shop or anything that they want to supply, um tick pics. I keep being told how bad of tick season we're in. So, um, anything like that that might help our casting crew, um, feel free to reach out. Um, we did secure a lifeguard today, but we still need a set medic. Um, and it was recommended to us to get a firefighter, maybe a volunteer firefighter that has a paramedic certification. Um, because we do have several scenes with a campfire. Um, and you will and will not see the fire in some of those scenes. Um, but we'd love for someone who has experienced in both. Um, and then we all do just need a few more assistance. Um, if there's any college students that are hanging around that want to come and help out, um, we have some paid positions and some stipens. And then, uh, if any of those things are things you might be able to assist with, this is our email, calling my phone numbers. Um, and we're pretty easy to get a hold of. Uh, yo-yos the film. Uh, yo-yos does not refer to this kind of yo-yo. It actually is a survivalist term that means you're on your own, which is a bit of an ironic title because we really kind of proved at the film that no one is on their own. Agenda item number nine. Um um Mr. Panel uh you uh formally introduced the West Pedmont uh health district director, please. Yes, sir. Uh Penny Hall of the West Pedmont Health District has requested time on the agenda to stop by and just to do introductions with the board of supervisors and director Hall was recently hired as the district's health director. I'll welcome her to the podium to introduce herself.

Great. Thank you so much. Good afternoon, Chairman Adams, members of the board. Um, I am Penny Hall, the new West Peemont District Health Director, and I've been serving in this capacity since January. And while new to this role, I'm not new to the district. And in many ways, I served previously from 2019 to 2021 as the chief operations officer for the West Pedmont and the Central Virginia Health Districts. Prior to that, I served many years in our state and local social service system. Um, and in some of those capacities was the Pedmont Regional Director where I oversaw 24 of our local agencies. One of those was Henry Martinsville DSS. And prior to returning back to this role at the health department, I served in our Richmond office as the associate division director for our local engagement and support division, which worked with 120 of our local agencies, providing strategic direction and guidance across the Commonwealth. Um, you know, I feel like my experience and diversity really bring a lot to the health district. Um, you know, and for over 28 years working with individuals and families around the social determinance of health, you know, I saw truly how identifying those needs and forming access pathways truly transformed lives in communities. Um, so emerging from the COVID pandemic, you know, we're really trying to focus back on the three, you know, tenants of public health, which is protecting against health threats, ensuring that we're looking at disease prevention, and promoting health and wellness. Um, one of the things I'm happy to announce here is that next month we'll be launching our inaugural West Pedmont District annual report. And this report will provide, you know, a showcase of the programs that we've carried forward in the district um in all of our locality served by the health department. So, I think that will be a good um outlet for the community and certainly um this

board to see some of those efforts. And we know we couldn't accomplish that without our local government support, our community supports, and our stakeholders. Um you know, and it goes without saying, our work is hard. You know, it's never um a dull moment. It's always changing, but it's also richly rewarding. And I feel very honored to be serving in this capacity and just really appreciate your support of this community, all that you all do and this community does um to increase public health outcomes and certainly thank you for your support of the health department and thank you for the time. I just wanted to make some introductions here.

Thank you. That takes us to agenda item number 10 of financial matters. Uh beginning with 10A, an additional appropriation referencing asset forfeite funds for the sheriff's office. Mr. Pal.

Yes. So, Sheriff Wayne Davis is asking the board to approve two appropriations totaling $25,223 from state asset forefeiter funds. The first requested appropriation for $13,223 to purchase departmental uniform patches. Sheriff Davis explained the department is in the process of transitioning to new uniforms and this appropriation will allow for the purchase of the newly designed patch for the uniforms. Sheriff Davis is also requesting an appropriation of $12,000 to support community events sponsored by andor attended by the sheriff's office. The funds will be used to aid in the cost of the various community engagement events and purchases for the events. Harrison's here if board has any questions.

Okay. The board has background material on this. Uh what action would the board uh like to take in regard to this additional appropriation? Mr. Mr. Chairman, I make a motion that we uh approve the request for the $13,223 for the purchase of the part uniform and patches and also the $12,000 is requested for the appropriation to support community events totaling $25,223 from the state access porture funds as requested. Sheriff Wayne Davis is requesting the board to appropriate grant funds in the amount of $30,000 received from the Virginia Department of Criminal Justice Services through its Office of First Responder Wellness Grant Program. Sheriff Davis intends to use the funds to purchase cold plunge tubs and dry saunas to install in the male and female locker rooms at the adult detention center to assist in improving recovery, resilience, and overall well-being among the deputies. And the grant does not require any local matching funds. With this uh additional appropriation, uh what does the board uh desire to do?

Mr. Commonwealth's Attorney Andrew Nester is asking the board to approve an additional appropriation of $23,597 from state asset forfeiture funds. Mr. Nester explains that $23,000 is requested to cover fiscal year 2026 travel expenses for his office and $597 is requested to purchase file storage shelving for his office. In regard to this additional appropriation, um, what's the pleasure of the board?

Mr. Chairman, I make a motion to approve the additional appropriation of $23,597 from the state asset forfeite funds to cover the travel expenses and purchase of a file storage shelving for the Commonwealth Attorney's Office. Uh, Jennifer 10D, an additional appropriation referencing rescue squad assistant fund grant match requirement for public safety. Mr. Powell.

Yes, sir. Public safety director Matt Tatum is requesting the board's consideration on an additional appropriation of $30,797 for the Pil Collinsville Volunteer Rescue Squad to provide funding for a grant match requirement. Director Tatum explains public safety staff assisted Fielddale Collinsville Volunteer Rescue Squad with applying for a grant through the rescue squad assistance fund to assist with purchasing two 12we heart monitors. The total grant awarded was $82,760 which requires a local match of $37,796.85. Mr. Mr. Chairman, following the completion of the board's packet that was sent out uh on July the 15th, the following day, July 16th, we did receive staff received a letter from Field Collinsville Volunteer Rescue Squad Captain Mr. Stewart Bowman. A copy of that letter has been provided to the board today. Um in the letter, Mr. development explains that he that Fieldell Collinsville is actually requesting a different amount which is $35,899 instead of the $3,797 [Music] that was originally posted in your packet. If the additional appropriation is approved by the board, staff recommends appropriating the funds from the board's contingency fund. And we do have Director Tatum that's here to answer any questions you may have. Okay, Mr. Bryant, uh primarily uh this rescue squad uh is in your district, although it serves almost everyone in the room u uh at some point in time. Is there a specific motion that you would like to offer? Well, you know, I I looked at this and uh the the thing is is that the request that we're asking for is

basically not trading in our defibrillators for it. The $7,000 uh that we have allocated in here to be credit towards that $38,799. That would bring your total down to the uh $30,797. But the FC rescue squad, which I'm on the board of directors there, uh we would like to keep those old defibrillators because we're going to put them into use uh for now. Uh, and so that's what we're requesting is just if we could get the funds met for the defibrillators and not trade the units in and keep the units that we have. Now,

Mr. Pal, is it your understanding that the $35,898.95 uh meets uh as they state in their letter meets the criteria as Mr. Bryant just explained?

Yes, it is. Uh, I think there was some discussion speak on Captain Bowman's uh uh letter, but I think there was some clarification that was needed on um when you're purchasing these heart monitors, they do allow a trade in for a unit and they give you credit towards that tradein. I think Mr. Bowman was explaining their intent was to potentially hold those two units and rather than uh trading them in now is potentially trading them in jointly for an additional 12 million monitor down the road. Right. We were unclear if the company would allow that or not. If they will allow you to trade two two for one, if that makes sense.

Mr. Chairman, I I do believe that Mr. Bowman would Well, if not, that's no problem. I I I think the issue before the board is um in regard to an appropriation is the dollar amount. Does a dollar amount and and again I asked the question does a dollar amount suffice to cover what's being requested? Yes, it does. Yes. Okay. And that's what we need the motion for is this this and then can I ask a question to clarify? All right. The difference in the two amounts is they want to keep the two defiills instead of trading those in. And that's why the money is more. They're requesting more money. Yes.

Okay. Yeah. And it it's it's not actually I mean it is requesting more money but the money is the money allocated was the $35,000 $898.95 was the allocation for the the new ads but with the $7,000 credit that would be applied towards that that would bring the cost down to $30,797 but our request is that we would just do the full funding which would be to 35,800 Uh and 98. Yep. It's in the letter. Yeah.

Another question. This is something we really haven't done before. Is that right, Matt? Um historically, we we don't have a capital fund for the volunteer rescue squads. Uh and what we've encouraged the volunteer rescue squads to is to seek these grants. And if they are awarded the grant and they are not able to make the match, then they come back to the board and ask. Uh, Fed Collinsville has done this before and received it. Ridgeway Rescue Squad has done it before, received it. Horse Pash Rescue Squad has done it before and received the additional assistance. Thank you. Okay.

So, Mr. Chairman, I wouldn't make the motion uh that we would provide a matching funds of $35,898.95 uh for the Fielddale Collinsville uh grant for the two 12 lead heart monitors. Second. Uh we're having a big event uh for the community uh August the 2nd. Uh and uh this event is for young people also. It gets these young people involved in things that are uh drugreated and and so forth that a lot of young people get into this anti-drug related. Anti-drugs.

Uh everything that we do there in our fundraising goes for toys for tots at the end of the year. We do we do three to four shows a year, most time three. All the money that we collect in our raffles and so forth like that. Every bit of it goes in a pot and it's presented to the toys at the end of the year. Did you notice a person with tourism lit up when you started naming all the different states that were coming here? Right.

Then you can turn it back in for a free frozen treat. Um, I think it's received a lots of positive remarks so far. Um that campaign has started today actually and this year we decided to do something a little different. Um, and this year's event that we're participating with is the Patrick and Henry Community College Patriot Pantry Food Drive. Um, if you're not familiar with that, the Patrick and Henry Community College has a uh PNHCC patriot pantry which they uh provide hygiene items, paper products, uh some simple food items, pop top can types of meals uh for their students that need need such assistance and it's it's given out on a points basis and on an as needed basis. So this year our employees, we have boxes placed in all of our buildings and the employees are encouraged to voluntarily participate and bring in canned goods and items that are on a specific list and contribute towards this cause.

Um, we I just like to bring it to y'all's attention for having a lot of water a drainage uh problem at my business. A lot of water coming off Justice Martin um highway up through there which been upgraded in the last 30 years, but the the storm drains hasn't been upgraded. I've got some pictures here, uh, two or three different sets of pictures I've already st together. So, if y'all do look at them, but I'm going to start with them first before I send them up and tell you some little things about them. Um, the water coming off of Joseph Martin, I'm on the end down there across from the speedway and the water's coming off Joseph Martin road down through there. Well, like I said, they developed that over the last 30 years, but they hadn't updated the drain system on which I have been here before about three or four years ago about this same situation. Um, it's a lot of trash. People walks up and down that road. Uh, it's a lot of trash that gets throwed over in the ditch and the water comes down the ditch. It don't come down no pipe or nothing. It just comes down. There's four lots up above my lot that I'm on. and the water just runs down through the main ditch. And I I called the governor's office a couple years ago and complained about them cleaning out the ditch. And they did come over and clean the ditch out a little bit. Uh some of the big logs that was in there. They did do a little bit and brought some big rocks up there. Um but it still needs to be upgraded. And I got pictures here of

I've been there for seven years and this has been going on ever since I've been there. And you know, after a while it gets old. U men go, I have to pay this board to keep this ditch cleaned out. The drain for the for all this is on my side behind my shop. And what happens all that trash up the road and debris and like I said some a lot of people walks up up that road up and down that road to the speedway all the time and they throw their trash over in there and that don't help them either. But I got pictures showing you of the trash and stuff and how the water's getting high behind my shop. And um and another thing is is these drain what drain systems that they do have there. Um they've got one right here. The second page here is a picture of the drain uh across the road, the SPCA drain. I've got pictures of it here showing their water drains. It comes under the road under Joseph Martin Highway. They got a drain under the road that routes the

So, there's two different drain systems that's transferring water from the right side of the road over to the left side of the road. And all this water is ending up down on my lot flooding me out. And these people that signed this petition yesterday, some of these people that lives in apartments, I was talking to them and and they said uh two weeks ago whenever it flooded me like that, that the water, you can see the ditches up through there, how bad they need to be cleaned out. You got big logs and different things, trash and and uh you know, it messes up the flow. So therefore, that's why Johnny Johnny and and Mr. Walter Davis, they've had to

He got some of the trustees to come back there and pick it up. Uh then I went back and got the bags up and I posted some pictures and another resident had seen the pictures and brought something else to my attention and um he is uh uh Brandon Minnik and he's and his address is in Saddle Saddle Ridge Road. So I'm not sure whose district that would be in. It's up here near the uh Red Maze. and uh he had sent me some pictures from the storm Saturday where the uh the water had ran over the drive over the road main road there. I got pictures at top of Frog Hollow Road. The cover was completely covered up. I had to dig it out and then it was still filled with water. I got some other ones on Frog Hollow Road, too, that is just you can't see the the cover at all. I spent several hours cleaning that out. And uh mostly and I thought it was going to be a lot of trash in there that I was going to see in there, but it's not. It's debris. And the debris is coming from when they go by with the bush hog and just bush hog the tree limbs. So you've got these limbs and sticks that get clog up the pipe and then the leaves clog it up and stuff and then this get gets backed up. But the most alarming one was on Crest Ridge Road at the uh uh just past Frog Hollow. So, I went up there and looked. I started digging that out. I finally got it digged out. And the issue is not it was some trash there, some cans there, but it was a great big root ball that I had to get out. So, it had roots growing up over it. Completely covered it up. So, I finally got all that cleared out. Cleared out some of the debris out of there. Then I went on the far side to where it drains out. And you can see where it flooded over and it's eroding away on the roadside. Then I got to looking at the pipe itself and I realized that the pipe is rusted. The bottom is rusted out of the pipe, out of the cover and and it's eroding underneath the road itself. And this is I think this is a very serious matter because this is part of our infrastructure. If this continues to erode, the uh the drive with the road would just collapse in. And you know, in light of all the other recent floods in areas and stuff, uh I think that that just really needs to be addressed on there. And um thank you for your time.
