This proclamation recognizes April as keep Henrico Beautiful Month and urges all Henrico residents to show the environmental stewardship by recycling and not littering and encourages the public to celebrate our clean community by joining efforts of the Keep Henrico Beautiful Committee who are here. And our Tuckahoe supervisor Jody Rogich is going to present the proclamation to Nicole Bridge Chairperson Lynn Jurczak Vice Chair Mark Deutsch, Hunman Kapila, Gwen Miller, and Brian Montgomery. Mister chair, members of the board, I I would like to highlight proclamation is green along with the green vest. So we did this specially, so thank you. This is the proclamation of the board of supervisors of Henrico County for the keep Henrico beautiful month of April 2026. Whereas littering is unlawful, unsightly, and hazardous to health, and whereas the Keep Henrico Beautiful program and Keep Henrico Beautiful committee of appointed volunteers were established in 1980 to develop and lead educational litter prevention activities and encourage participation of all Henrico County residents in litter prevention and recycling. And whereas for the past forty six years, members of the Keep Henrico Beautiful Committee have dedicated their time, talent, and energy to the successful direction of anti litter educational programs.

And whereas, the Keep Henrico Beautiful Committee disseminates educational materials and sponsored programs, special events, and workshops to foster public awareness of the environment, including the Land Lover series in partnership with Henrico County Public Libraries. And whereas the Keep Henrico Beautiful program annually recognizes five residents one business with the Land Lover and Clean Business Awards, honoring their commitment to sustainable yard practices and providing these individuals the opportunity to share their passion for environmentally conscious practices with the entire county. And whereas, in response to the needs and passionate interest of our residents in native plants, the Keep in Raiko Beautiful program, in collaboration with recreation and parks and local organizations, now co organizes one of the largest festivals in Virginia, offering a wide array of native plants and the education necessary to support their growth and sustainability benefiting the entire region. Now, therefore, be it proclaimed that the Board supervisors of Henrico County, Virginia hereby recognizes April 2026 as keep Henrico beautiful month urges all Henrico residents to show their environmental stewardship by recycling and not littering and encourage the public to celebrate our clean community by joining the efforts of the Keep Henrico Beautiful Committee. This board paper approves the issuance of bonds in the amount not to exceed $7,500,000 by the Economic Development Authority for the benefit of Carter Woods four LLC, an affiliate of the Better Housing Coalition, a non for profit Virginia nonstop corporation.

Carter Woods four LLC will use the proceeds to finance a portion of the cost to develop a 53 unit multifamily residential housing facility with a community center near the intersection of 9 Mile And Dabs House Road. There's already an existing Carter Woods facility there. The authority serves as a conduit for the bonds. Approval of the board paper and issuance of the bonds does not create a financial obligation for either the county or the authority. This has already proceeded public hearings at the last EDA board meeting. The executive director of the Economic Development Authority recommends approval of the board paper, and the county manager concurs. Happy to answer any questions.

This Board paper would award contracts to Oregon Construction Company to provide construction manager at risk services for the construction of the new Department of Social Services building. In June 2025, the board authorized the construction management project delivery method for the construction of the new Department of Social Services building, staff conducted the procurement process and according to the county's procedures for construction management contracts as adopted by the board in Oregon selected as the top ranked firm.

This board paper would award annual contracts to DeWerry Engineers Inc, Gordon USA LLC, and Vanice Hagen Bruceland Inc to provide professional architectural and engineering services for sports and facility improvement projects across the county, including restroom and shelter facilities, sports fields, trail system improvements, parking lot improvements, landscape architectural the terms. The project's fees fees for for each each contract contract shall not exceed 2,500,000 for any single project and 10,000,000 in any one year term. The director of recreation and parks and purchasing director recommend approval of the board paper and the accounting manager concurs. I'd like to add that we had 13 firms submit proposals for consideration.

This board paper awards a unit price contract for $6,484,000 to Cygrys Construction Corporation for the Fall On Trail Villa Park project. The project consists of construction of approximately a 1.1 mile long 12 foot wide shared use path extending from the intersection of Lakeside Avenue and Brook Road to East Parham Road and Villa Park Drive. It also includes ADA compliant ramps within the project limits and new storm, storm sewer and stormwater management facilities.

The county received two bids, and based upon a review of those bids, Cygrys Construction Corporation is the lowest responsive and responsible bidder.
