We are right at 7 p.m. We're going to begin our meeting as we typically do. That's with a prayer and the pledge. And tonight providing our prayer is Larry Cusson. He's a youth director at Godw. Uh Pastor Cus, we very much appreciate uh you and uh what God has been doing for more than 40 years, I think, at this point.

Public comment shall be limited to five minutes per person, which time is not transferable to other speakers. All comments are to be directed to the presiding officer, that's me, not to alderman, city staff, or other members of the public. Comments must address issues not individuals or personalities. Personal attacks shall not be tolerated. Comments may support or oppose particular issues or measures, but the motives of those with differing views shall not be questioned or attacked. Malicious comments will not be allowed. Speeches for or against particular candidates running for public office shall not be allowed. Uh, Robert Little, Raindrop Lane. Robert Little, 314 Rinduff Lane. First, I want to thank everyone in the public who requested copies of the emails I read at the last moment meeting pertaining to Alderman Robinson Evans and Mayor Clary. The residents of Clickwood subdivision have been requesting traffic caling measures for years. On August 26, 2022, the public works committee met regarding our neighborhood. Traffic data showed the 86 percentile speeds exceeding the posted speed limit on Creekwood Lane. Director of public works, Mrs. Flock recommend longitudinal pavement markings to improve safety. Alderman Robinson moved to postpone the safety meeting for 90 days and did not contact me or anyone in Creekwood subdivisions for their input. On June 16th, 2025, I met with Mayor Alman Robson Evans and Director Lock to address the lack of action. At that meeting, Director Lock stated that bicycle facilities typically require more space than was ultimately provided on Creek with lanes. new striping.

Nothing had was implemented after that meeting despite claims of progress. Residents were asked for input from director lock. I submitted a 9- foot lane designed with additional space for pedestrians and bicycles. Alman Robson instead proposed a 10-ft lane, ignoring that request. The traffic and parking committee approved a 10-ft lane with only three foot of pedestrian bicycle space on each side. That motion was passed unanimously. The city traffic study found approximately 86% of vehicles were exceeding the posted speed limit on Creekwood Lane. Yet no meaningful traffic calming or separation was included in the final design. After the vote, Alman Robson public posted the support for striping on the social media. Ricker Lane was paved in March of 2026 with 10-ft lanes that Alderman Robinson had advocated for, leaving only three-foot space for pedestrians and children riding bicycles. This is why I stated publicly that Creekwood subdivision has been treated as a stepchild of Hendersonville. It also supports emails are presented at the last BMA meeting that showing Alderman Robinson, Alman Evans, and Mayor Clary have taken little meaningful action to our subdivision. The result does not provide safe, usable pedestrian space. Residents, including families, children, people with mobility challenges, left with narrow walking and biking areas alongside moving traffic. Creekwood Lane is currently a dead end, but city plans to make it a thorough street connecting to a new shopping center on stop 30, which will increase traffic and significantly more more traffic. Without sidewalks, residents must walk along the roadway, creating a clear safety risk. Even for bicycle guidance calls for more space than what was provided. According to manual uniform traffic control devices, white edge lines are for vehicle guidance and do not create pedestrian facilities. Transportation

guidance, including the American Association of State Highway and Transportation Officials recognize the need for additional space next to traffic. Under Tennessee law, drivers are only required to yield to pedestrians in marked crosswalks or intersection without unmarked crosswalks. A single line white line is not a crosswalk under the manual uniform traffic control devices. Is a lane or edge line used for traffic guidance. Res are left with three-foot pedestrian buffer immediately adjacent to active roadway. This does not provide a safe and useful pedestrian or biking environment under currented conditions. The Americans with Disabilities Establishes minimum accessessible standards for those standards do not address higher speeds of vehicles and lack of separation from traffic. This directly affects residents in wheelchairs, parents with strollers, and children using roadway edge for bicycles. Creekwood Lane will always be carrying increasing traffic as development occurs, making this long-term safety issue not a temporary one. I'm asking that this board take corrective action to make this quarter safe and usable. Paint and striping alone does not provide safe separation from traffic. This presentation begins a 30-day review period before formal demand under Tennessee law. Also, every Alamoon, attorney, and public recorder received the packet what I just covered. Thank you,

I think it'd be u important just to rehash this uh what this uh ordinance does for the city uh the mechanics of the city. I understand that's all it is. Can you cover that for us please?

Sure. Uh right now in order to cancel a meeting of the board may alderman the border mayor and alderman have to come and have a meeting. Uh and so when we had situation during COVID the board may alderman gave me temporary authority to cancel meetings or to put or to hold those meetings electronically. Uh, and then when we had uh the ice storm a couple weeks ago, um, I just had to send y'all an email and saying, "I don't think it's safe to show up." Uh, and so nobody showed up. That's how our meeting was canceled. I couldn't technically cancel it. Uh, and so since then, we've talked about some ideas. Alderman Skidmore has weighed in and been very helpful. And I think several of you all had some ideas. Um, that, and I'm fine with this, that it shouldn't just be the mayor that gets to decide that, but we also have the vice mayor who is elected by all of us here. And we also have the the capital projects chairman who is elected about all of us here. And so this would mean that uh the three of us would have to come to agreement to uh the people in those three positions would have to come to agreement to decide with cause uh to cancel a meeting. Um, but very often we cancel a couple meetings in the summer that allows and encourages our staff to take vacation time. It also uh lets everybody know sort of the uh flow of uh resolutions and ordinances that that we need to uh consider and make decisions on. Um in June, we're going to have um we will probably be working on our budget a lot in June with se with several meetings. Um hopefully we don't need more than two Bulma meetings to pass it. However, we do have a fifth Tuesday in there. By no mean do do I rec do do I recommend uh passing a second reading of a budget the last day of the fiscal year. Um but I anticipate that we're going to have some some possibly some extra meetings in June. So I'm suggesting that we cancel the first meeting in July which would be July 14th and then four weeks later August 11th. I am very open to any other suggestions, but what's most important is that we make a decision sooner so our staff and so we can make plans uh is is to to make sure that we're ready for the meetings that we will be here.

You know, I've got a really a great idea. Why don't we just cancel all the meetings until the first November meeting of two 2028 and then uh 2028. That fails for lack of a second. um so we had the reading of resolution 2026-13 also of 2026-14 and the last one was 2026-06 and they're all related to a public hearing uh about annexing certain property at 1402 and 1410 Kingdom Way. Um it's going to require more discussion in my opinion. Uh so on the first one to hold a public meeting we gave a positive recommendation to Bulma. On the second two 202614 and 2026 dealing with the annexing and the reasonzoning uh we sent we're sending that to Bulma with a neutral recommendation. Uh then we had uh uh the ordinance 2026-03 which was to start paying some of the additional board. No, not start paying them, allow us to think about paying some of the additional boards. And we sent that with a neutral recommendation. Also, we also had 2026-10 and rename in a geographic location called Point Amen, which is where if uh Randy Travis recorded some of his best songs and that's uh over where Moby Dickies uh is today. We sent that to Bulma with a positive recommendation. Cool. And then we had resolution um 2026-11 trying to request that we get a representation from representative from Hitterville on the NES board. Um we have none now. Everything by theirs in Davidson County. We sent that to Bulma with a positive recommendation. Again, it's just requesting it. Whether it happens or not is going to be up to them. And then uh last but not least, we had resolution 2026-12 and it's the city uh updating the ADA transition plan to address digital ex accessibility requirements under title two of the Americans disabilities act. We had a discussion about ebikes or electronic bikes. Um, and there is something on the city's website with some information about it so everybody can view that and the police department will also be coming out with something on their website and then we discuss the budget and that concludes my report. Chairman Goodwin, thank you. Uh, Alderman Martin, Planning Commission. U, we had a short meeting um, last Tuesday. Um, we had a Forest Park phase 2 preliminary plat. the owner's uh Gen 2 and it's located at 1685 Saundersville Road. Uh we we passed that unanimously. Uh the same owner had Forest Park phase one section one final plat uh lo located at 1685 Saundersville Road. Uh we passed that unanimously. Uh we had the TBN uh Millennia C uh cottages um the owner's Trilogy Asset Investments and it's located at 645 East Main Street. Um this is the uh former Twitty City location. Uh they brought forth some renderings um and some site plans that we reviewed and we agreed with all of the staff comments related about um the choice of materials and the quantities of of brick and stone as well as a lot of the the landscape. So, we were comfortable uh approving it uh which we did 7 to two um with all staff comments to be addressed and and we'll look forward to to to seeing that. Uh the next project we talked about uh I believe uh was just mentioned um it's the annexation and and reszoning. It's uh the Cornerstone Church, Nashville, and it's located at 1402 and 1410 Kingdom Way.

Um we we reviewed this and um we had a couple of comments and ultimately we decided to send it uh send it to Bulma for review. Uh general committee reviewed it today. Uh and then the first reading will be in our next meeting on April 28th. Uh we approved a resolution recommending acceptance of the completed streets of Durham Farms phase 4 section 35B. Um staff level projects that were approved. Uh Jackson Town Homes phase two located at 670 East Main Street, Maple Row Subdivision located at 105 Maple Row, Milstone entrance sign located at 467 Carriage House Lane, and the Millstone phase 7 section one, lot 158, model home parking lot, that's located at 1413 Arbor Park Lane. staff level projects that uh are pending. CL Powell Edition, lot 17 and 18 um located at 134 Powell, Hendersonville Business Park Lot Three, 100 New Shackle Island Road, Stone Crest Phase 5 section 2 and three uh elevation amendment site plan. U that's located at 1351 Saundersville Road. And then the double uh WA uh chival edition lot lots one, two, and three at 134 Shival Drive. Just a consolidation of those three lots at this point. And the West Main Exon beverage cooler edition site plan located at 1082 West Main Street. And then planning director comments. Um he didn't have much, but he did let us know that uh there's a larger volume of projects that are that are in the pipeline that we'll get to review. Um but nothing that's u contentious. Uh it's commercial because it's in that that zone in between Imperial and Maine. Um, we don't know what they're going to propose, but I my sus suspicion is that it's going to be a board type warehouse uh structure similar to what was built next door. Okay, thank you. All right, we're about to get out of here in record time, so I'm going to go quick. Uh Jesse wanted me to let you know that the Bulma report has an update on page 29 where he took it and is breaking down now the specific approved projects rather than just providing the number just to give you some context and more detail. There are no major changes on the revenue and expenditure trends when you look at that. So that all looks good. Tons of parks activities. This is the time of year when our parks are their busiest. And so if you look at page 30, you'll see a lot of what's going on there in the parks. One thing we wanted to let you know is that the spring paving is underway. We resumed paving this week. So, I know that's always an exciting thing. We'll have the consistent weather. They're back at that. We'll be sharing those roads on the city website and the Facebook page. You can always go to hvilletn.org/paving and you'll get a list of the roads that are upcoming within the next couple weeks. And then, of course, we've had the HUD relocation and project going on in preparation for stop30 Drakes Creek project. We do have that project website that we're keeping updated and we've put some things out on social media as well. There will be some intermittent detours going through Arrowhead and the route map is online as well. That's it.
