Request approval of budget amendment - DSS - $20,700 - to accept and appropriate funds from NCDSS to support eligible foster care youth and young adults in achieving self-sufficiency

Request approval of budget amendment - Social Services, Meals on Wheels - $20,008 - to accept and appropriate grant funds from Haywood Health Foundation to provide meals to eligible recipients who cannot afford the cost of meals

Request approval of budget amendment - Social Services - $265,530 - to accept and appropriate the allocation of H.R.1 County Supplemental Funds from NC DHHS to support counties with increased administrative costs of compliance with frequency of eligibility redeterminations requirements in the Medicaid program.

Funds will be used to provide ongoing temporary staffing services to maintain operational capacity and service levels during the recruitment and training period for new and current employees and to meet increased workload demands for Medicaid eligibility determinations.

Request approval of budget amendment - Social Services, Maple Leaf Adult Respite - $20,500 - to accept and appropriate grant funds from United Way to cover the cost of attendance for 1 eligible citizen from the waiting list for the Adult Day Care/Adult Day Health program as well as purchases of food and informational materials

Request approval of budget amendment - Public Health, Dental Clinic - $30,000 - to accept and appropriate grant funds from Haywood Health Foundation to provide dental care to indigent patients at a minimal cost

Request approval of budget amendment - Public Health, Healthy Communities - $24,000 - to accept and appropriate grant funds from Haywood Health Foundation for a mental health awareness campaign focusing on how, where, and why to seek help, mostly promoting the 988 Suicide and Crisis Lifeline (988 Lifeline)

Request approval of budget amendment - Public Health - $692,417 - to accept and appropriate Medicaid Cost Settlement funds from NC DHHS Division of Medical Assistance in the Public Health programs that earned these funds to purchase program, clinic, and lab supplies; office supplies and non-expendable supplies; cover repair & maintenance expenses for dental equipment; and cover salaries for existing full time and part time staff working in the programs.

Request approval of budget amendment - Public Health - $174,187 - to accept and appropriate federal funds from NC Division of Public Health - Local and Community Support Branch - to support the foundational capabilities and the local health department workforce needed to support service areas to better serve the community.

These funds will be used for salary reimbursement of current staff, purchasing needed supplies for public health operations, and to provide training to staff.

Request approval of budget amendment - Public Health - $15,414 - to accept and appropriate funds for Agreement Addendum 121 ARPA TSF (Temporary Savings Fund) Public Health Services from NC Division of Public Health for salary reimbursement of existing Public Health staff, training including car seat installation certification, purchase of car seats for Public Health patients in need, and to provide medications to Public Health patients who cannot afford them.

Request approval of budget amendment - Public Health - $534,988 - to accept and appropriate funds for Agreement Addendum 122 Hurricane Helene Essential Functions Support from NC DHHS Division of Public Health, Local Technical Assistance and Training branch to purchase items to restore essential functions and address the post-disaster needs of the local public health system during recovery.

Items to be purchased include Starlink equipment and service for satellite internet to ensure communication is readily available and services can be provided to the community, oxygen concentrators and other durable medical equipment and supplies to better serve the public including during emergency responses and the emergency shelter and may also be utilized in deployment of mobile vaccine clinics.

Request approval of budget amendment - Master Gardener's Program - $9,233 - to appropriate revenues received through the Master Gardener's Program

Request approval of budget amendment - HHSA $636,798 - to appropriate fund balance for unspent FY26 HHSA revenues or grant funding that needs to be rolled forward to FY27 - Finance Director Kristian Owen
