The Haysville City Council recognized several employees for their years of service, approved the minutes from a previous meeting, and administered the oath of office to new and returning council members. The council also discussed and approved a budget amendment, an agreement with KDOT and Sedgwick County for a street and trail project, and a new biosolids disposal agreement.

Council, first of all, uh personal thank you, Mr. Mayor, council members, department heads, police officers for your service for another year to our community. uh thought about what to pray tonight and the Lord said go in a couple of verses of this song. So, thank you for that indulgence. My wife said it was okay. [laughter] This song is born out of a time of anxiety, chaos. Most people don't know that. And this time of year brings a lot of anxiety for some people. old memories, grief, but it's a beautiful song with a beautiful message. I'm just going to do two verses. Councilman Brewster is going to sing a solo, [clears throat] but if you know it, uh, sing along with me and I'll have a short prayer afterwards. All right. Next, we have a special order of business tonight. We have a special employee service recognition uh awards to give out. So, as I say your name, uh please um join the department head at the uh podium. First one is uh Tracy Ringer. Sergeant, five years. So, Tracy began working with the city of Hayesville Police Department on November 30th, 2020 after 25 years working in the aircraft industry. While working in the aircraft, he also worked for over 18 years in law enforcement to include 12 years as a sheriff reserve, a part-time officer in Andel, and three years in the Sedick County Sheriff detention facility. Since beginning uh here, Tracy has served in the position of police officer, school resource officer, master police officer, and most recently as a sergeant supervising the night shift. Sergeant Renegger is married to his wife Sherry and has four kids. Thank you. [applause] Next we have Eugene Satderfield, wastewater operator, class one, 5 years. Tonight we are recognizing two utility operators. I want to acknowledge that these positions require responding to afterhour emergencies 247, 365 days a year. This work often takes them away from family time, holidays, and important moments. We are grateful not only for the dedic dedication of our operators, but also for the families who support them. Eugene began his employment with the city of Pesville on July 12th, 2020. He is a highly uh detail-oriented member [music] of our wastewater team, consistently taking great [snorts] pride in the quality of his work and the operation of our system. We thank Eugene for his five YEARS OF SERVICE.

SIERRA LEECH, PROGRAM SUPERVISOR, five years. Sierra currently serves as a program supervisor for the recreation department and has been with the city since June 5th, 2020. She began her career as a program coordinator before being promoted to program supervisor in June 2024. her role or in her role, Sierra oversees the planning and execution of large community events including DaddyDaughter night, party 06o, 5K races, fall festival, mom prom, and a variety of holiday celebrations such as Halloween spectacular, Easter hunt, and the Fourth of July celebration. And her personal favorite, a night with Santa, which is coming up this Saturday, right? Uh she enjoys looking for fun new ideas to bring to the community and creative ways to make existing events even more exciting and memorable. Sarah also manages youth programs such as summer elements, spring break camp, and SOS days held at the Hazville Activity Center for K through 5th grade students. She is always willing to step in and support her co-workers with their events whenever needed. Outside of work, Sarah loves spending time outdoors, playing softball, and coaching her daughter in both softball and volleyball, especially when the weather is warm and sunny. [applause] So, uh, Nathan Cabaro, uh, he's not here tonight. I will, uh, go ahead and read this. So, Nathan joined the city on March 2nd, 2020, shortly after graduating high school. Over the past several years, we have watched him grow and mature professionally, becoming a reliable and dedicated member of our water team. Nathan also keeps the rest of us old folks up to date on the newest lingo, and we are grateful for his five

Not here. All right. She is the uh record supervisor for uh 10 years. So, Lydia has uh been employed with the Hazville Police Department since October 5th, 2015. She was hired as a community resource specialist and was promoted to CRS supervisor on July 1st, 2018. She supervises the record section and trains newly hired record specialist. She also serves as the city safety committee as well as the records committee. She currently resides in Hazesville with her husband Steven and their dogs. So congratulations, Lydia. [applause] Aaron Watkins, master police officer, 10 years. [clears throat] So Aaron was hired by the city of Hazville Police Department in September of 2015. He came to Hazville after working with the Newton police off uh department where he spent four years as a reserve police officer. Since coming to our department, he has held the rank of police officer and master police officer. He has served the citizens of Hazville and the patrol section as well as being a school resource officer, most recently assigned to campus high school. He enjoys doing community policing projects and has taken over the department's car seat technician program after being a certified technician for the last seven years. CONGRATULATIONS. [applause] Also have Kenny Stark, crew leader, 10 years. Kenny has been with the city since May 17th, 2015. His strong technical knowledge of turf management and irrigation systems play a vital role in the success of our parks. Kenny takes great pride in the appearance and condition of our park system and it shows in the quality of the spaces our residents enjoy every day. He's also known around public works as a diehard Kansas City Chiefs fan, even today, right this season. Uh something he proudly

displays every season. So Kenny, CONGRATULATIONS. [applause] Uh Frank Cortez, uh program supervisor, 10 years. Frank is currently a program supervisor for the recreation department and has been employed with the city since January 28th, 2015. Frank has been instrumental in implementing our group fitness classes, personal training sessions, and overseeing employee and member wellness programming. He insistently uh reminds his co-workers to make good choices when it comes to their personal health. A significant amount of Frank's responsibilities also comes with the supervising uh the front desk concessions, janitorial duties, facility maintenance, and citywide uh faculty rentals. He also helps incorporate new programs and assists other co-workers with their events such as fall fest, partying 06o, holiday events, youth basketball, and various middle school programs. Congratulations, FRANK. [applause] Mark Mullen, Sergeant, 20 years. Mark began working for the city in on [clears throat] December 12th, 2005 as a police officer. Mark came to Hazeville already certified as a police officer since 1996, having spent time uh with the Selen County Sheriff's Department as well as the Concordia Police Department before coming to Hazville. Mark has been assigned to the patrol section with us for the for the time he has been here. He has held the rank of police officer, master police officer, and most recently has been the sergeant assigned to supervised second shift for the department. CONGRATULATIONS, MARK.

BRADY SIMMONS, master police officer, 20 years. Brady began his career with the city of Hazville Police Department on March 14th, 2005 as an animal patrol officer. He later moved to the patrol section into the position of police officer in 2007. Since that time, he has worked on the street as a patrol officer and and as a school resource officer. He's also spent a good amount of time doing work in community policing, including planning and working out all the details of the department's national night out celebrations in August of each year. For the last several years, he has been a master police officer working in the investigation section. He is married to his wife, Deb. Congratulations. [applause] And last but not least, Jeff Woodfield, chief of police, 30 years. That's a long time.

So Jeff began working for the city on November 13th, 1995 as a police dispatcher. He moved to the patrol section in early 1996. During his career, he has spent time as patrol officer, investigator, field training officer, and supervisor. is held the rank of police officer, master police officer, sergeant, and lieutenant. He was promoted to the rank of police chief in June of 2011. In addition to his work in the police department, he also he has also had assignments in the public works department emergency management and has been an honor honorary commander at McConnell Air Force Base for the past several years. is married to his wife Deborah. Married to his wife Deborah. And they have three adult sons and three grandchildren which they enjoy spending time with. Chief, CONGRATULATIONS. [applause]

Okay. Good evening, everyone. Um, my name is Kinley Xaring. I'm the chief deputy for the Sed County Register of Deeds. Your home is your biggest investment and protecting it shouldn't be complicated. We offer two free alerts through the Seduk County Registered Deeds Office. These alerts tell you when your name or notary seal is used on a recorded document. I like to say if you own it, you can enroll it. Uh this me this goes for homeowners. Uh if your home is in a trust, if it's in an LLC, if you have multiple rental properties or businesses, the alert is simple. It gives you the document number, the type of document, and the date that it was filed. And you can instantly see it. So if you know if it's legitimate or not. Fraud can happen anywhere, but early awareness is very powerful. Switch this. Notary fraud alert. It kind of goes um just like the property fraud alert, but this is directed just to the notaries. So if any documents that are filed in our office uh real estate related, the notary gets that same alert like the property fraud and um this can also help protect them. They can also verify their document with their ledger to make sure that it's an accurate document that they recorded. Uh we are the first in Kansas to offer that. So, I I assume the other counties will follow suit, but um we thought this was a good program because a lot of fraud is happening uh on the east and west coast and it's starting to trickle home. the notary fraud um will help the

you know the homeowner not and the notary and if there is fraud that happens we would direct them to the district attorney and law enforcement so that they can make a case and that's pretty much it. Um the next slide just shows where we're located in the RPM building um at Douglas and Broadway. Um I listed our phone number there. If you guys have any questions, I can stand for those or you can call us at the office and we can be happy to answer any questions that you have. So, I know you came out to talk about uh prevention, but I know I know your office also helps uh veterans. We sure do. Dr. say anything about that?

Um, you can come into our office at any time and get five free certified copies to use. Uh, we we highly encourage you to do that to have it in another spot because a lot of um, you know, veterans keep it folded in their wallet and this will just give you another way to, you know, make additional copies for whatever reasons you need. Also, um on the 18th, 5:30 is uh friends of the library board meeting. That same evening at 700 p.m. is a library board meeting. Um December 19th, 11 to 2, um the library will have an open house. Um December 20th, 11 to 4 pm, the Red Cross will be doing um a blood drive. And right now it's a battle of the badges. So Chief, I'm sorry, but uh hopefully you guys will vote for the fire departments. [laughter] Um

So, u mentioned the uh village Christmas. So, you know, I was out there and I know a lot of you were out there too and uh I thought it was a great event, great weather. Uh had a lot of great uh comments, a lot of positive feedback and um also want to recognize the mayor's youth leadership council. Uh there were several of them [clears throat] out there that night at different areas whether it's with the Santa Claus or the library helping people out or the hometown market um community building. So I had several people tell me how much they appreciated them being out there and how much of a help they were. So uh I just want to thank the mayor's youth leadership council for for being out there and uh being recognized. All right. Next we have Cedric County Fire Department station 34 monthly report. All right. Next, we have item B, consideration of agreement with K DOT, secretary of transportation, and Cedric County regarding the meridian street and multi-use trail. Uh, good evening, mayor and council. Uh, we have included an agreement in your packet that is between the city, Cedric County, and KOT. This agreement formalizes the roles and responsibilities for the South Meridian and the 79th Street improvement project. This is a standard agreement for projects that involve federal funding. Uh we are currently funded at 67% but this agreement states it may be up to 80%. Uh city staff will continue to have those conversations with WAMO to try and get the ferally funded portion up to 80%. I stand for any questions you may have.

So there's another agreement in your council packet which outlines a new disposal method for our bioolids that's generated at our wastewater treatment plant. Currently our bio bioolids are treated and placed in a rolloff container and hauled to plum thicket at landfill by waste connections. We have an annual cost with that of just o under 96,000. The new agreement with Vaulted Deep states they will pick up and transport the bioolids for subsurface disposal and underground caverns in the Hutchinson area. This change is estimated to save the city approximately 25,000 per year. Uh also the agreement states that the city may terminate the agreement without cause with 60 days notice. I could stand for any questions. The gentleman from Volta Deep was supposed to be here but was unable to make it at the last minute. There any questions for Tony? [clears throat] [laughter] Um also just wanted to remind everybody with the holidays coming up, a lot of holiday parties and things like that. Don't drink and drive. Um designated driver. Um there is uh some increased enforcement going on under KOT grants. So we will have extra officers around uh New Year's that are out on K grants that pay for the overtime for us. as usual, got a few project updates for you. So, the gravel road project, uh, the contractor has completed the final punch list items. So, that project is 100% complete. And just so you're aware, these projects that we do internally have a two-year warranty with the contractor. Um, update on Sarah Lane. The county is finishing up the excavation of the site. Uh the crane and the last two items in the structures are scheduled to be delivered next week. Uh the county has indicated they can set all the structures in one day. Um at that point, city staff will move in with back filling and then installing the road base and then coordinate with the concrete and asphalt contractors. So knock on wood the near is in sight. The end is in sight. Uh lastly uh most importantly uh this afternoon we discovered the force man in the floodway has had some type of failure. Uh the contractor is currently on site excavating the north section. Um until I until they have it excavated, I'm unable to tell you exactly what's going on. Um we are currently bypassing the lift station again, which means there's no waste water going into the floodway. Um this also means we'll have to conduct new floodway stream samples. Uh so once the repair is made, we'll take the samples and the lab says 24 hours is the earliest we'll have them back. So hopefully have it repaired tomorrow. take the samples if it's not too late in the day and get results back Wednesday would be best case. So, thank you.
