Interim City Manager Contract Amendment #1
Request to Rezone from R-7 to HC (Highway Commercial) and Amend the Future Land Use Map - 94 Belltown Road
Catch One Investments Group, LLC is requesting to rezone the 0.34 acre parcel at 94 Belltown Road to HC (Highway Commercial) (Exhibit #1A.1). The property is currently zoned R-7 Medium Density Residential and located in the APZ-I and Noise Contour 75. It is also classified as Medium Density Residential on the City's Future Land Use Map. A copy of the application is included in Exhibit 1A.1. The Planning Board heard this request at the March 3, 2026 meeting and recommended approval of the rezoning and the request to amend the Future Land Use Map to Neighborhood Mixed Use for consistency, depicted in the minutes (Exhibit #1A.2). To meet the established legal requirements, the public hearing was advertised and abutting property owners and MCAS Cherry Point were notified (Exhibit #1A.3).
UDO Text Amendment - Minor Subdivisions
The current minor subdivision ordinance applies only to residential properties that front existing roads and have access to existing utilities, allowing up to ten (10) lots on a street. These subdivisions may be administratively approved by the Planning Director following review by the Technical Review Committee. There is a recognized need to expand this process to include non-residential properties. Currently, any non-residential subdivision, even one that creates a single lot, must go through the major subdivision process, which involves review by the Technical Review Committee, the Planning Board, and the Board of Commissioners for preliminary approval and then proceed to final plat preparation. The proposed expansion of the Minor Subdivision process to include non-residential properties is intended to improve efficiency while still ensuring public health and safety. Under this proposal, up to five lots may be created from an original tract of no more than five acres. The amendment reduces the allowable number of lots for minor subdivisions from ten to five or fewer, while providing broader consideration for developments that meet specific criteria. The goal is to expedite the development process for all projects that meet the criteria of existing infrastructure.
Craven County Metropolitan Planning Organization (MPO)
The New Bern Area Metropolitan Planning Organization staff (MPO) has met with the Board of Commissioners and City staff to discuss the consideration of the City joining the MPO. At this meeting, the Board will consider joining that MPO, soon to become the Craven County MPO. The MPO staff has also presented this opportunity to other potential joining municipalities in Craven County, as the Craven County Metropolitan Planning Area will be the New Bern Urbanized Area as defined by the United States Department of Commerce, Bureau of the Census, including that area beyond the existing urbanized area boundary that is expected to become urban within a twenty (20) year planning period. To become a formal member, the City must approve the Memorandum of Understanding (MOU) and adopt the provided resolution.
Monthly Financial Presentation: February 2026 Report
Finance Director Kimberly Walters shall appear before the Board of Commissioners this evening to present the February 2026 monthly financial report (Exhibit #3A). The Finance Director as of this writing does not have any items on the watch list. The Board's questions and comments on the report are solicited and welcomed.
