All right, it's 10 o'clock. Let's call to order the June 10th or 11th? 11th. 11th meeting of the Hancock County Technical Committee. Take a roll call. Dolman?
Auditor? Here. Health? Here. Highway? Here. VHOA?
Lane Commission? Here.
Purdue Extension? Here. Surveyor? Here.
We have two items of minutes. We need to approve our minutes from the May meeting. Has everybody had a chance to review these minutes?
Make a motion to accept the minutes from last month.
Second. I have a motion and a second. All in favor say aye. Aye. Opposed same sign. And we have two minor subdivisions to consider today. First up is the Ferris minor subdivision represented by Mike Gibson. All right.
Did you guys have any comments? No comments here.
Okay.
We talked about it.
All right. This property is located at the southeast corner of Fortville Pike and 375 north as it bends around there. I think it's been in front of planning commission before for a primary plot for multiple lots and now they've went down to a three-lot minor subdivision. There's A tile that's on the property and we have to get some inverts for the health department Maybe it's something that the surveyors office wants to see as well. But I think we'll have to go in front of drainage board for the Size of the tile that's there. It's a six inch tile. So we'll have to get a variance so Be happy to answer any questions Purdue has no comments highway has no comments surveyors office has some I
If you could put the point of commencement and the point of beginning on your plat, and then there's a discrepancy between the plat and the description with that first call. Okay. The way that the center line of Fortville Pike is worded in the plat is misleading.
Okay.
I'll have to talk about that after. Obviously, you need the variance, as you said, and And a tile will need to be installed or bonded before recording.
Thank you. Just a few comments. All right. I went by this property the other day, and there's that big gas line improvement. Isn't that happening?
I'll have to find out. I'm glad you noted that. I haven't been by there in a couple years. 16-inch main gas main. Is it running up parallel with Fortville Pike?
It cuts it cuts behind where it's going to come across 400 north Comes in behind then it crosses under Fortville Pike to go to say it's on the south side of our property.
Yes, yes Owners did not indicate that they've worked out an easement with the gas line, but that doesn't that was with Centerpoint I believe that they Worked out that deal. Okay. I'll find out we'll add that to the there's gotta be an easement already created.
Yeah. And I could be, you know, it might, I don't, I don't know totally what I'm looking at, but I know there's little flags everywhere up there right now. So I just, I think I saw something on that South corner of that parcel. So I just want to be safe.
Okay. They did put that in.
Okay.
And then number two, there is a, as we know, there's a cemetery north, on the north side of 375 North. If you could show that 100-foot buffer, kind of like, hey, if anything's happening in this area, you need to have a development plan filed with the DNR. Okay. I know Philip Going did a note like that on the I'm going to forget the name of that subdivision, but we just did another minor subdivision, and he put a note on it that said the same thing, basically.
Well, we should be okay with a 50-foot building line and a 40-foot half right-of-way, but there again.
Always better safe than sorry.
Because the boundaries of them, that's an interesting point. The boundary of it doesn't go to the center line of the road, right? But do you count it from where that is? furthest headstone is, or the closest headstone. That's a good point to be made.
I think it's generally from the cemetery fence.
From the fence, okay.
On these older pioneer cemeteries.
We'll get that on there, and I'll check with Phillip about that note.
And then one final note, and I'm trying to be a little bit more thorough with review of some of the documents we take for granted. And one of the things that caught my eye on this one is There's three owners and just one signed off on the owner consent. If we could get owner consent forms from all three owners.
All three or a document saying that he's the trustee?
That would be great. Yeah, something official saying everybody's on board.
Okay, yep.
And that was it.
You're done, right? Yeah, I need to invert on two.
Yeah, we discussed it yesterday, and we have one invert where we're tying in, but we need to show design at inverts north. Yep.
That's it.
All right, I have a few things Kind of piggyback off Kayla. I have three owners that are not in a trust so I Would need all three signatures on the plaque Okay, and then just to be nitpicky the nature and purpose of the project says this is a two lot subdivision on five acres Okay Did you have a sign-off sheet that I need to not for that because it was just being nitpicky. I
Okay. Well, that's what these guys do. No, I'm joking.
Good for the next one I do, because it's official.
Yeah.
Heather said if it wasn't official, I didn't.
Just to be clear, do I need to get a sign-off from her, or should it be added to yours?
We can add it to mine. I'll add that bit about it. Thank you. I missed the part about the two lots on five acres.
I'm going to add that on yours. That way we'll take care of it.
Both plots today, too.
Okay. So we have comments from survey, planning, health. That's it. I didn't do a sign-off sheet. Heather said if... Verbal comments from the auditor were added to planning's comment sheet. Yes.
All right, all in favor? Point of order. Oh, yeah. Did you add her trustees? I mean, the people need to sign, because I just don't want it to be lost. Did you add that to your comment sheet? Free owners? Oh, good. Okay, just checking. Thank you. Can I get a motion? I move that we accept this plat based on the comments and verbal comments from Surveyor Planning, Health, and Oster. Second. Second.
All in favor, say aye.
Aye.
Opposed, same sign. All right. One down, one to go.
I don't have something to add to this. We'll get there.
Mr. Held sold this off because he was originally going to put the barn on that side. I thought originally he was going to do some tile work for the surveyor. Yes. For the surveyor's office? If he was going to develop that land. Oh, yeah.
Yeah. This is probably the best case scenario for it, I think. Probably. Yes.
All right. We have comments from Purdue?
Purdue has no comments. Iowa has no comments.
Survey has four If you put the point of beginning on your plot, okay, please And there's a bunch of different discrepancies between the plot and the legal Okay, you want to go through and we can no that's fine save it for save it for a different time And then that legal drain through there is marked as an open ditch It's actually tile There's an open ditch there, too. Yeah, there is. The tile runs underneath it. So that's the actual regulated part of it. And then your secondary sheet, the site plan here, shows two different proposed residences on lot two.
One up front and then one kind of... Well, it gives them an option to build in two different places. I mean, obviously it would be one house, but our recommendation is to build back there on the hill. But that leads to crossing the ditch and other issues. So we try to give them two options on that one. And that's all.
Yeah, Griffin caught my first comment, which was that the mystery proposed residence back there. And then the second comment was just the one that Sierra had pointed out, the two lots on five acres. Let's make sure it's the correct lot number and acreage.
There are a couple places that it is still reading as three lots like the right-of-way area breakdown the line table If you could just get those updated to match the two lots. We'll do.
Great.
Okay.
All right. So I guess can we get a motion to approve with comments from I move we accept this plot based on the comments from surveyor, planning, and auditor.
Second. Second.
All right, all in favor, say aye.
Aye.
Opposed, same sign.
Thank you.
All right, Mike, we'll see you at Platt. Yeah, do we have anything else to discuss today? I've got a whole bunch of industrial stuff sitting in my office in Gateway. If anybody is curious, please feel free to stop by and check that out. I think we've been communicating pretty well with mainly constant back and forth with survey right now, making sure that we've got everything going right direction. So I think that's it.
You mean for the future stuff?
There's the warehouse build-outs and that kind of thing. There's a lot of that going on right now. And then Hancock Gateway is just busy. Yeah, that's the gateway.
Yep. Yeah, I looked back. Hotel's a good idea for that spot.
Yeah, it is, isn't it?
Mm-hmm.
I look back on the first six months of permits, and Scott's out there, so he can talk about this more if you have any questions. We have already issued $100 million worth of estimated improvements in Hancock County, unincorporated. Like 67 million of that was in Buck Creek Township. But anyway, it's been a busy, busy spring. If you have any questions on where a project is in the process, just stop by.
This month's next month.
Yeah, it's nice What's the bring still doing the end up for the end dot dedicated right away? Mike Gibson had reached out to me and Gary and Gary's not in are they still doing the commissioners sign off on the end dot and
That's my understanding, yeah, is that we are to request it.
Or an email saying that go ahead and have the commissioner sign it.
Okay, well.
Coming to the board on Tuesday to get.
He didn't copy me on that, so. Getting clarification for you in case. Thank you, yeah, yeah.
All right, any comments from the general public?
All in the peanut gallery.
Is that the peanut? Is that what this is?
I think at this point, yes. I would.
All right. Well, I guess I'll accept a motion to adjourn. I move we adjourn. Second? I'll second.
There. Okay. All in favor, say aye.
Aye.
