At the next RDC meeting, I've gone through all the our planned expenditures and everything. You'll see in front of you is anou that uh they wanted to bring it to you guys first so that they could say they presented it to you. You don't have to sign anything here today. This is what uh I had programmed in our fiscal expenditures for the RDC budget. Um it basically has $750,000. It's over the next three years that the RDC is agreeing to um pay Buck Creek Fire a certain amount for their operational and other expenditures. And it also has $200,000 for a parking lot replacement I believe in year 2027. So they're I'm not asking for a signature or anything, but they're looking that you have seen it. And if you have no objections, then they can go back to the RDC and say the commissioners had no issues with that. But that is all planned within the fiscal spreadsheets that I take care of. It is fis it is within the fiscally constrained project. So it's it's safe to do as we have been doing. So
the numbers look okay to they do a motion to send it on with the recommended to RDC. Is that what
you can make a motion to Gary can advise the RDC that the commissioners take no exception to this memorandum of understanding? I move that uh we send to the RDC the Buck Creek Township memorandum of understanding between Buck Creek Township and Hancock County Redevelopment Commission regarding fire protection funding for 2027 through 2029 in the amounts that will be uh 750,000 in 2780,000 in 28 811,229 to Buck Creek Township from the HRDC C. Additionally, $2,000 parking lot project slated for 2028. 200,000. $200,000 parking lot project.

Okay. Um other business. Let's move on to Jack and Sons. Uh they have until June 26th to accept the offer. Uh we're not making changes on it. Um the prosecutor I I know that Bill and Gary are working on uh finishing up the old jail. The prosecutor's office is finished in the old jail. At some point, we're going have to circle back around to talk about if we're going to do future projects there, how we're going to prosecute, how we're going to chase those projects. Um HCSS will need to be talked about at some point, whether we're going to extend the uh microransit program with HCSS. Indiana trails program grant has been submitted. Miriam has sent in. Try to figure out what our motion is on that or if they're gonna have any news on that at some point. Did we ever get any news on that? Miriam, I thought
you talking about HCSS. No, no, no. I've switched on to the trail is not respond.
They're not responding. Okay. Uh still working on the solar ars. I talked about the last thing, but we are saving money on our power bill. Bridges 300 South and 400 South are closed. We're probably going to modify the barriers out there on 300 South a little bit. Buy things. We have to give it a good week to see how it goes. I think we can probably spread them out a little bit more. Now that everybody's got the hint that it's closed, we can probably just spread them out and ease the traffic a little bit. So, uh, Ryan and Mike Rollz are heading out there to [clears throat] make sure that is reset safely so people can move through there a little bit easier during the school hour. Rest most of the day it's just fine, but school hour gets a little crunchy in there between the cars trying to weave through those and pass each other at the same time because it's kind of an intense moment for about 15 20 minutes while Zion is coming in and out of there. So, they're modifying those uh barriers today. If anybody calls and asks about that, they should be uh working on that this morning and trying to get that tweaked. Um you might if you get a chance, you might want to look at the Journ video I put on there. Someone had some questions about that. Um we did do the a quick AR on snow. Um we're going to leave the policy as it is right now. We might need to add a little more education on the industrial areas. Um, I had one of the most of the neighborhoods get it like, "You're going to have to plow your own snow, but we'll come out and help if we can." We had one industrial partner like, "When are you going to come plow our snow for an industrial area?" I'm like, "Dude, you're going to plow your own snow. You're making a profit there, and it's it's your work area. You're going to pl we're not going to send county trucks in there. All we'll get is sued complaints. We'll damage something." And um, we are still working on a new safety plan. I'm trying to figure out what how I want to approach that. So, we're working on that, but that's something I want to keep in house. I'm not hiring that out. That's one of our primary objectives is safety. So, we're not going to push that out. Um Gary, you or I or Bill or Janine, we need to talk to the mayor. I know they've got brownfield money. We probably need to have the final sit down because eventually Jack's going to
decide what he wants to do. We need to sit down and make sure that we are protected. Probably Scott too, to an extent. Make sure we are protected legally if we purchase that land that we are okay. I have already met with the mayor on that and I've talked with the planning director and they do have some brownfield monies. So my primary concern is that if we buy it, I don't want to I don't want to buy a bunch of liability. I don't want to buy it and immediately have Greenfield on us about stuff. I will talk to him about that. Just like are you guys going to leave us alone if we buy this? Right. I think we don't want a repeat of what we experienced with our last projects. So yeah, we just want some assurances up ahead. Okay. because we're doing them a favor there and we're doing them we're doing Hancock County a solid. Like it's good for Hancock County, but it's it's in their backyard. So, yes, it is.
Um, and when we're done, I would like to do an AR with Corey. Um, probably Gary and Bill or whoever wants to do the or whoever wants to do the active, we probably need to do an AR about um the prosecutors. I every every big project I like to do an after action review what we can do better next time. Every project has friction. Um, but we can we can always try to get a little bit better in each one. So, I'll I'll let you know when that will be. Okay. We'll probably have it out my office informally and just talk about what we can do differently or better next time. Well, it definitely was a learning curve. I think anything we do in the future is going to have an environmental study attached to it that would have helped us avoid a little bit of things, but it's all those things you learn that it it makes sense to have an act after action on just about everything we do.
Yeah. Any big operation we should do should we should look in the mirror and see how we can do it better.
We're not going to pretend to be perfect. the people might expect that, but that's unrealistic, but we do need to try to improve a little bit each time. Um, on the back side, I don't know if I show this. I show this to the the council. On the right side, you can see our from 20 to 2024. That's the last date I had. Um, I was doing a safety data, but all this other stuff's in there at the same time. Hanok County's average household income's coming out at 21%. The national average in that time period has been 10%. So I think uh the people of Hancock County and the politicians too have done a good job. I mean we've we're 10% we're double what the rest of the nation is on what people bring home in pay. That's good.
That's good.
Um our accidents are still low. Um but we'll keep working on it. Um it's interesting when I was really looking at it. The thing that saved us a lot of accidents was and I I'll take my hat off to Joe Copeland on this because you kind of started it was the um changing all the speed limits to the right speed limits like using US 52 for the speed limits and it's it's counterintuitive. We raised most of the speed limits and most people would say well you're going to kill a bunch of people. No, it it it cut 30% of the accidents because when you have too over speed limit people drive the speed they want anyway. We have people have head-on accidents. Well, you're people have head-on accidents and rear end accidents because now we have people driving all these different speeds. So, I was surprised when I was looked at that had a pretty big impact. The other things that were big impacts were uh the roundabouts, obviously, edgeline painting. Um, and we're trying to find the next thing. We're we're searching for where our next thing is to do, but we're going to stay on top of those things. Our rumble strips, the simple things, edge lines, um, doing the speed limits by science, doing stop signs by science. Um, we're down to, we had one fatality last year, unfortunately, the young man on the motorcycle, but they've come, you can see this, our population has grown a lot and our accidents have gone down a lot and that's good. And our injuries have too. Uh, they climb back up as the population goes back up, but um,
we should feel good about that. I'd be happy when we have a zero year, but okay. Oh, I put the, uh, efficiency of government on there, too. So we spend the average county in Indiana spends between 2 and 7% of the GDP of the county. So the total money spent in the county, the average county is spending between 2 and 7%. Obviously we want to be as low as we can. That means we're efficient. We are at 3%. Um so that's good. Um so we're being somewhat I think we're being efficient with the money. It's not our money. So it's good to make sure it's hidden and and getting things done. We're not perfect either. That's why we do ARS, but that's in there. So I just threw that in there. I had the information. which I thought it might be useful to you.
I think it's pretty efficient for the first or second fastest growing county in the state of Indiana. I mean, when you look at the overall, we we got real efficient when we had the big crunch, like when we about didn't make payroll. Remember that, Deborah? We got real efficient after that. We starved. And when you starve, you get skinny. [laughter] So, and we haven't gotten fat. So, we're always working against that. We have things we can always get better at, but I think you should feel good about we should celebrate the few things we get right. Right. So, all right, that's all I got. Thanks. Thank you, Gary. Okay, Corey Taylor. All right. First thing I've got for you is the for PDF mechanical to replace the boiler um water heaters for the domestic water in community corrections. Um this is for PDF to provide and install um two lock bar AWN201 95% efficiency um boilers and the piping and backnet needed to power those for a material total of 41,520 subs 700 890 labor 21,700 for a total of $71,110. I just need an approval. This was the emergency situation for them to this wasn't in the scope to replace during the remodel. Uh but this is going to hold them occupying that space until this is complete. So, Deb, do we have this in his [snorts] facility any maintenance budget or anything?
This was going to be This is all part of the Oh, it's part of the re renovation. [clears throat] That was the 724,000 that we had. Yes.

I do water testing at at my church and there's a hot water heater that's been in there since the 1950s that's still coming on strong. So you probably will not have to worry about this. We won't have to in our lifetimes after the replacement. So that's what we actually just put in this building a year ago. So So yes, give that a yes vote. What was the brand name?

This is for uh clearing snow at the annex, the 911 center, Purdue Extension, Community Corrections, Memorial Building, County Courthouse, Sidewalks, and utilization of Gator with the Vblade for a total of $5,650. Make a motion that we approve invoice number 125

Um, this quote is for resurgent elevator to go in and start resolving some of those issues. Um, basically we discussed if we're going to do it, we're going to go and replace potential failures. Um, how in depth do you want me to go on that Scott? Read everything.
Well, I think the way I reviewed that was that's a safety issue need to be addressed on a pretty urgent basis. another emergency, right? And the the one thing that we'll have to discuss with the courts is it's going to be an extended extended period of time um that we won't be able to utilize the elevator, which is not ideal. Um but it's the only way we can get this work done unfortunately. Um, the one thing I noticed on here, Scott, um, they did ask for the 50% uh, initial, which I think I talked to you about, Deborah. Um,
yeah, we don't we don't advance. We can, so we can, um, this is the law that we had looked up. We can do 50%, but it takes council's [clears throat] approval. So, I think Cory, I don't know if you talked to council about it yet. No, I have not. You made them aware though, didn't you, Gary? Uh, let me thank. Yes, I talked to Jim. Okay, [clears throat] I can
I I would. And if you guys want to go ahead and make a motion that you're agreeable to that, then be ahead of that portion. That is a kind of a break though in the practice that typically follow. Yeah, we typically don't do that. So, but emergency situations or if there's a huge huge piece of equipment that's going to require that that's the process and that's backed by law.
That makes that makes a little more sense in this situation here. I Well, Corey, have they said how long they think that might take? everything is in except for everything is available in the United States except for one part they're having a hard time finding. Um they're still working on that to let me know. Um the one thing that he did tell me is that we also need to be aware of unforeseen conditions. So we may need to expedite something. We may have additional cost with sourcing it elsewhere. Um but he wanted to make sure we were aware of that. But what I'm asking though is from the point that they actually start doing the work.
He's working on a timeline for me right now. Um cuz that's the judges are going to ask. Oh, absolutely. Yeah, they're they're still working on that. Um hopefully I'll have something the next day or two on a timeline. My plan is to once I have that to have a sit down with you and even maybe some of the the staff over there just so they're aware, right? And let us know what their estimated uh additional cost is. I know it says in here expedited material time can be available at 8 to 12 weeks but at an additional cost. So what they think their additional costs
them? The hard thing with this one is it's just so complex. There's so many components and parts to this that have to be replaced that it's it's hard nailing down each part and when it's going to be here. Um, but he is he's working on that. So, I'll let you know. Can you find out too if we have to do if we do replace that whole elevator if there are any of those parts that are reusable in that or I can ask him. Okay. Um, most of the parts that are being repaired and replaced are circuit boards, controls. Um, there are a few buttons within the cab of the elevator, some some signage. Uh, I think the indicator for floor level, uh, but most of most of it is is boards that are replaced. And we've already replaced two of them.
Yes, sir. At almost $20,000. Yes, sir. So, rather than to keep throwing money at it, we best just get it redone and be done with it. Okay. Do you want the price to approve the 50% or no? Uh they wanted to take some of the cell doors off, just [snorts] remove them. Um a little bit of paint and some flooring around $100,000 and change orders, specifically community corrections.
Several couple thousand square feet of useful space. Um, it's not actually it's not actually going into any other new space. It's just the conference room that's there, which was the outdoor wreck. The echoes in there are bad. Uh, they'd like to make that put drop ceiling lights. Sprinklers will have to move down. Seems rational. That can go under the bond. Yes, that that amount is $178,238 total. No. Like those are good improvements. We walked it. We need them. We have room in the bottom. Yes, we got 700 and something in there.

Morning. All right. First, legal services agreement. Um, so as you guys know, I the plan commission and BCA have worked with uh the uh legal firm of Brandon Morlock for um as long as I've been here. [clears throat] Um they've served as well. um this year's legal agreement um I believe is in your packet and uh gives the the rate charged um and the basically what all our attorneys agree to do [clears throat] in that Greg Morlock is the contact for this um the plan commission gave me the go-ahhead to present this to you um and since it is a contract um it needs your signature so I make a motion that we approve the legal services agreement with Brandon Morlock, attorneys at Law Greenfield, Indiana. Uh that is set forth above with the price tag of $250 per hour. That's it.
And that is for the legal services for the area BCA areawide planning commission. Oh, you want me to put them all in one? Well, he just did, I think. Can we do it all in in one? Good morning, Commissioner. Good morning, Frank.
Thank you, ladies and gentlemen, for the time today. Uh my name is Michael Scott and my wife Nicole and I did purchase uh 2.7 acres in Manship Estates just south of Fort Bill. Uh we're building with Joiner Homes here in Greenfield. And through the long learning process of building a home, we have learned uh that on our corner lot, we have two driveway easements. Now, this lot is a very long lot. It's 563 feet. We've learned that the driveway easements as recorded are on the far south end and on the far north end of the property. By the time we put in the septics, the home, and a a barn that we'd like to put in, we've discovered that everything would have been shoved to the far north end of the property, really cluttering everything. So, aesthetically, it wasn't pleasing. Uh the only alternative was to have a very long, extensive, and expensive driveway coming from the south leading all the way to the home. it it really was very cumbersome in that research. So, what we're asking for and and through my vast conversations with uh Cayla Brooks, with uh Mike Rollers and the highway department, trying to educate myself as much as I could, we really don't see a reason that we couldn't ask for permission to move that south driveway easement north, placing it more in the middle of the lot to be more aesthetically pleasing um and keeping with the natural landscape of the property.
Okay. The green right here. Is that correct? It's green. Correct. Kayla, how how does plan commission stand on this?
Really have no thoughts on it. As long as driveway cuts are limited, which was the goal of the non-access easement that surrounds Scott's lot. All right. With the with us. Um the non-access easement as it is shown was part of the plat but it was not something that was a specific condition of the platting as far as we can tell. Okay. And Mike Rollz, have you talked with him? It sounds like you have and he's they have no issue. The highway department has no issue with moving these driveway accesses. Correct.
It is on a private road. It's not on a county road. But even after the conversation, it it makes logical sense to do what we're asking. So, we're not, and I think a lot of that had to do with Judge Culver was the first one to create that drug court long, long time ago, and they didn't work for probation. I'm not saying I'm going to ask for anybody else to go work for probation, but Taba came from that, and it's important for her to keep that status. you um I think Morgan over at community corrections has had that as well but it it will only have bumpups and I gave you that breakdown if you're a member of how it is. Good morning. Eric Glasco with law firm Stevenson Reich here on Gooden. Uh ground maintenance again. Um just to kind of give you a little bit of background. We've been working on this for about five months [laughter] I think. Um, Gooden uh was interested in building a new office building. They're currently operating out of a house that's a ranch style home is where their offices are. They're wanting to build a an office building there to house their offices. Um, they are what's called a legal non-conforming use. So, their le while while their use is allowed, it's not permitted under the current zoning of the the real estate. So, in order for them to get a building permit, they have to get in line with the the zoning. So, um, working with Kayla, they we requested a reszone and then a use variance to allow the outside storage. Uh, we have a positive recommendation from both the plan commission and the BZA, but both expressed concerns with regard to landscaping along the Penzy Trail. Um, we've we've met with um, Commissioner McDaniel, we met with some people from the engineering department to kind of walk it, talk about what some different options are. Um, after the last meeting, we were asked to draft a proposed commitment. We provided that to your legal counsel to with Kayla or to Kayla as well. I believe that's in your packet to review. Um and that's kind of where things stand, but we are um seeking the ability to reszone and get the uh use variance so that we can build the the office structure in that northwestern part of the parcel.
Kayla, are we good? Was all that done on the Mr. Goodton's property then? Okay. Okay. Yeah, the tree Yeah, the trees will be on Mr. Goodton's property. Yes. Okay. I just had one quick question about it. So, you it looks like um you guys are not going to warranty any trees. Uh but you are going to maintain them for a year.
Yeah. The the main concern there is the the ground composition. There's a lot of that railroad ballast and there's a different opinion between I believe the engineering department and Mr. Goodton on the sustainability of the trees if they're going to last. What he doesn't want to get into is where he's replacing trees every four or six months if they die indefinitely. So, he's going to plant the trees as if he would. He's going to clear them out, put in good soil where he where he excavates for the tree, do a fertilizing uh tablet for that. He's going to water it for a season, which I'm not landscaping, but I take that to mean spring through fall. Um, and then anything that's leaning after one year, he will stake to be upright. But yeah, he's not gonna guarantee.
I I saw that. The only thing about that is it may not give the commissioners any heartburn. But since he's not warranting the trees, not a lot of incentive to make sure they live, you know. Yeah. Other than I, you know, I I just kind of want to relate and I know um Mr. Good expressed this to Mr. McDaniel as well. He does he's not opposed to do he's never really been opposed to doing this. He just likes to do things the right way and he wants to make sure they're going to live. So to that extent, he's going to try to keep them to live because they're going to be on his property and he wants them to look nice and he doesn't want them to fall on his fence or his property or fall on the trail or anything like that. So
and if he wants to that barrier to happen, I think yeah, it would be in his best interest to do everything he could to maintain those to get those to what have they to replace them for a year. Is that what the No, I think that don't have a warranty.
Yeah, we're not doing a warranty. And I think another thing to keep in mind here is there's how far is the setback from the trail there to the the property lines? Is it about 25 30 ft from the trail? The the concern and I believe Commissioner McDaniel raised this at the last one was there's some invasive species there, some briars and other stuff that Mr. Gooden had cleaned out. Those are going to come back because they're not removing those. And I did ask him what what his expectation would be for those for that to grow back up. and he thought by the fall of this year it's going to look as if he hadn't removed anything. And that's going to be between the trees and the trail also. So it's he he he knows very clearly not to get on go on co county property and remove any more of the the vegetation. We've talked about that. So yeah.
So this will be behind that growth as well. Y I'm good. I don't have an issue with I move that we um [clears throat] accept a proposed commitment exhibit B regarding Hancock area planning commission and the Hancock County Board of Commissioners uh the consider reszoning for the Gooden ground maintenance property located at 3859 and 3863 West US40 in Greenfield, Indiana. Uh this would uh make the reszone uh the real estate from commercial neighborhoods CN to commercial community CC.
