In conducting this evening's meeting, we expect that all participants will act in a respectful manual manner consistent with these principles. Thank you. There is no uh workshop report. We didn't have a workshop on Monday evening, so there won't be any of that. Next item up is the public comments. So, if there's anybody in town in at the meeting that or on Zoom that would have a public comment, uh, please let me know. Not hearing any, we will move on. We have no public hearings. We have no old business tonight. We'll go right on to the new business. Uh first we have Carl Buyers with Bolton and Mink for to present the CA stack cast task order for the AVG gas fuel farm. Carl,

I'm bringing tonight we have uh prepared and forwarded to Ron a task order. Um we have a a multi-year uh agree major um primary agreement with the FA for all FA work. So each job that comes up is a task order and so we put together the scope of work, a cost estimate and forward it and then you get an independent fee estimate. And uh tonight I'm presenting the contract is for um re rebuilding or removing the old fuel tanks. Um actually the jet one is up right up next to the hanger. So that will stay in place and be abandoned in place. But the agas will be pulled out because what was it last summer? There were some reports of some hydrocarbons that showed up in some uh soils reports. Now, nothing has happened yet, but uh that's not a good sign and it's time that when they're to a certain age that you replace them. So, we have federal funding uh for uh replacing and the decision was made. We had conversations with Ron and with airport management uh that you don't sell enough jet fuel to install a jet tank at least at this time. We are design we are planning and designing so that there would be room if you ever changed your mind to add another jet tank back. But right now, we're just uh uh taking the old ones, abandon taking the old AG gas tank out, abandoning the old jet fuel tank because it's right next to the foundations for a hanger and then constructing a new above ground tank that's doublewalled um with new equipment uh using your current card reader. And so this contract is for two phases. The first phase is for design and bidding phase uh and then the second phase would be the construction phase services. uh for the design and bidding phase, our our contract or the for this uh task order was a lump sum of $78,000. And then for the construction engineering, that's on a hourly not to exceed. So hopefully, you know, depending on how the project goes, hopefully you can come in that it's a not to exceed, but you only get

bill for the time actually spent on the construction phase. And so I'm bringing it to your consideration to uh approve our contract so we can keep moving forward and um meet the FA schedule to get the grant then. And again, everything our fees this contract as well as all the construction are all eligible at 95% federally funded. All right. Any colors or questions? Mr. The tank you're going to abandon. Are you going to fill that with bentonite or some kind of Yeah, we'll fill it with something that's in or I mean we'll go through we have environmental people that I haven't asked them that's not my ba wick but I'll ask one of our experts on the best way to fill that in. But yes, it will be we'll remove everything above ground. We'll fill it in with something in earth that like a bentonite type is um and um and then the the concern was if we tried to actually pull it out of the ground. It's right up next to the hanger foundation and we didn't want to undermine that or have a hanger start sagging or anything like that. So, we're just going to abandon it in place. Cap it with cement or anything? Um, right now I don't think the plan is was to cap it or anything. We'll just abandon it and um, you know, plug it and everything and then cover it

up to and just seed over top of it. right now the AG gas tank we are going to pull that completely out uh and then and then fill that back up and then um that also is close to where the new tank in concrete pad are going to go and like I said right now we're it's not a real big tank it's only going to be about 4,000 gallons um um typically go quite a bit bigger than that but with the amount of fuel we sell we didn't want the variability of price we didn't want to go too large so after talking to airport management I think four is a happy medium where it gives you some flexibility when they go to order fuel where you're not always every thousand 2,000 gallons you don't have to order another truckload and pay the delivery fee but yet it's not too big that fuel would sit there too for a terrible amount of time also

right I have a couple questions um like how deep is the tank in other words how much soil will there be between the top and then the tank and then do you put any kind of signage or anything there so that let's say way down the code that it's not a surprise that they find. Yeah, it will be in asbelt drawings that will be on record, but I don't think we'd planned on any, but that's something I again removal and abandoning tanks in place isn't my specialty. We have people that do that. Uh, and I don't have any asbelt drawings to show how deep it is. Once we get to if it's too close to the surface, it might make sense to come back and revisit whether we cap it with something else or not.

I didn't know if there were any specific requirements or you know in that you're asking one portion of the project that I haven't I'm not that's fine haven't done but I apologize for it but that's fine that's fine any questions Mr. homes. And um I'm wondering is that going to be you said it's a freestanding structure, but as far as containment in case of a spill, is there anything that would capture that spillage?

The you're not I mean you're not required to go beyond the dual walled tank and when you feed into the um aircraft, you're not required to have that. Um you can um I have on the past uh added containment for the where the tank sits. We don't have it planned on this one right now because it's not required, but if it's something that the city felt strongly about, we could I can add it to the details.

yeah. Yeah, right now I mean the concern was the underground stuff. Uh we have leak monitoring detection on the tank. So if you have any sort of leak you can if it leaks from the inner tank you can see it. Um there are monitors that show that it's leaking into the interstitial space between the inner and the outer tank. Um, again, if if there's a concern, we I could um put a a dyke type of thing around it. Um, it's it that's just more money. It's not required. And so, typically, we won't do we won't do that unless somebody really wants that. Um, but okay. If if the city wants that, I mean, now's the time to say it because we're uh trying

the only time that you're required to have that that dyke in addition to the dual wall tank is if you had fuel trucks of your own that you filled up and then you went out and fueled aircraft all over the apron. You would should I know there's a lot of air airports around the state that don't, but you should have a a dyke type of thing around it. So, if there was a spill transferring from the tank into the trucks that that would be contained. The spill from a delivery truck into the tanks is the responsibility of the delivering company and they're supposed to have like the the soap things that soak them up and everything. Now, whether they always put those in place before they transfer, I I would bet that often they don't, but they're supposed to,

right? Um, but we can make it as we can make it as safe in terms of spill as you want. It's just everything we add that's not required is added cost. Mr. Lamos, I got two more questions. Will there be ballards around that to protect it? Yes. I think we got like some every there'll be four feet on center all the way around this. It probably it's not in your realm, but uh do they keep a spill kit near that thing? They I don't think know many airports that do. I mean, it wouldn't be a bad idea, but you're not required to. Well, ours is in the wellhead protection area, so that's what's bringing this whole thing up,

Okay. They're they're not hard to construct. And uh like I said, the only reason we don't do it is if they're not required. It adds cost and you know, budgets on everybody's mind, too. Yep. Right. I think that's kind of what where we're at is trying to be proactive as well. So that's probably a good idea to take a look at in front of it where you're going to be refueling aircraft. The there's a the slab is going to include the tanks as well as the pumps, your card reader, and everything. So, um, in the front, uh, we wouldn't have, you know, you're not going to have a round, excuse me, where you're actually refueling the aircraft once they pull the hose out. You know, there's I mean, we're not going to probably uh rebuild the whole portion of the apron, but we can do it where uh at least if the the tank leaks or one of the the pumps has a leak or something that it could catch that.

Thank you, Mayor, Council. Um, quick update first on the water plant. All work that can be done has been done to this point. Um, up until last week, the air release valves that were needed that were approved back in November, last week those valves showed up. So, Henkle is now able to resume work on this on the project. So, a quick reminder at your November 24th meeting, we went through several items that we had come up with working with city staff um that needed to be addressed. All these items were discovered during the construction. The majority of these items were addressed with change order number one that was approved at that November meeting. Few of the items that were previously identified were not addressed as part of that change order and since then we've been working through those. Um, which is what change order number two is is here to consider this evening. Uh, the recycle pump automation was one of the items that was addressed as well as the filter room exhaust automation. Um, filter backwash rinsing. Couple other items. The control room ventilation and painting were also discussed. I don't quite have those here tonight, but I can give you updates on those. So, the change order that you should have in your packets is for automating the recycle pump. Um, as your filters backwash, there's no sanitary sewer out there. So, it goes into a tank, sits in the tank, uh, many of the solids settle out, and then there's a pump there that pumps it back in back through the system, and that water's reused. Also, uh staff we learned has been manually turning on the filter room or the process area, the ventilation system every time they go to backwash. So, if this plant's going to be fully automated to keep that um fresh air in there, that fan's going to have to automatically start up and run. So, we got the pricing from Hanko Construction, primarily their

subcontractors. Total additional cost $9,15255. Um, I will note that this change order also includes a completion date extension. We were proposing July 31st rather than April 30th. Um, there's a little bit of lead time on a couple of the electrical items, but I'll say that for the most part, there's been a lot of back and forth with us um, Hankle and their subcontractors as far as getting this resolved and getting the most or the best price for the city on this. So, it did take a little extra time there. So, that's change order number two. Um, other potential change orders that we're aware of at this time, just throw it out there. Control room or the electrical room, we've talked through the dehumidification in there. Had several several conversations with Andy on that. The both of us are in agreement now. It's not humidity. It's the corrosive environment, the offging, the chlorine gases that are causing most of the damage in there. So, we put together a plan to create positive pressure in there. Um, I've sent that to Hankle. It's very simple plan, so I'm hoping the cost is relatively low. Um, and I'm hoping to receive pricing on that relatively soon. We're going to pull fresh air in from the outside and exhaust air from the room at the same time at a slower rate just to create the positive pressure so these gases aren't getting into the room. Um, and then the other change order item that I know of right now is it was requested to get a price to paint all of the piping in the water plant. The contract included Hank or required Hankle to paint all the new piping, the new filter valves, etc. But nothing was in there for the existing piping. So talking to staff, they asked if we can get a price at least to see what it would cost to have all the piping in there coated at the same time. So it's all done. and we don't have to

go back in two years and touch up some of the older coatings. So, that's a quick review of the change order. We would recommend approval of change order number two and I will open it up for any questions. All right. Any questions? So, you don't have a price on the painting yet? No, I don't. Is that a special paint? Yes, it is a higher quality paint that they're using. And like anything, it's going to be the prep work for painting that's probably going to add up. Thank you. How will these possible um future change orders impact the ending date? The HVAC work would be um by a different subcontractor. So, I don't see that change in the completion date. The painting would be the only item. It's going to be dependent on humidity. So whether we paint it all or just some of it, regardless the painting is going to be a and we can deal with that at the time, too. The plant can be operational at that time. Thank you. Right. All right, moving on. Uh, got Mr. Crawford. Mark Crawford from Crawford Engineering uh for the 26 27 ADMA HMA street rehab program. Thank you, Mr. Mayor. Um first off, I'd like to thank the council for all the past meetings we've had to discuss this year's uh HMA street rehab program. I thought our discussion was very good. We've got some street segments uh added that the council thought were priorities and and some other areas. So, uh, I appreciate that discussion and, um, the ability to put this program together. The item you have is our engineering services agreement for the 2627 HMA street rehab program. Uh, quickly give you just a reminder, we've broken that into a base bid and three bid alternates. Um, the base bid is 7th Street Southwest from Fifth Avenue to 8th Avenue, 2nd Avenue Southwest from 3rd Street to Fifth Street, 3rd Avenue Northeast from Federal to 4th, um, the intake repair near the Hardies parking lot that is starting to cause problems with Highway 3. Parking lot repair at Progress Park and the entrance to the airport uh, on Olive Avenue Southwest. That's all the base bid project. Bid alternate number one uh are the two alley rehabs. The alley behind the Napa building and the alley behind getand go. Bid alternate number two is uh the continuation of improvements on Federal Street. So this one is Federal Street South from 2 to 3. And bid alternate number three uh are the two curbon gutter sections. That's Third Street Northeast from 1 to 2 and 1 Avenue Southeast from 3rd to 4th. Again, those are just curb and gutter only at

I don't with the uh fluctuation in the barrel of oil, do you think that's going to affect our our the bids that the bid we get? So my conversation with the asphalt contractors and some of the people in the asphalt industry is generally those cont the contractors are looking at this year's project. They've already purchased their materials. Um sometimes those conversations are you know what are you anticipating for work and I'll say well you know the cities I'm working in have this type of project coming up and it's approximately this this many tons of asphalt. So they will have bought their material already. um the later we get in the year where they have maybe used up all of their pre-bought material and are starting to buy new material, that's when you'll start to see the the um price increase. But for the most part, the contractors I've talked to have bought their material for this year already.

Perfect. Thank you, Mayor and Council. Um, a little bit of an overview of the resolution in front of you and a status on the on the project at 4 and 6 First Street Northwest. Um, the environmental work's been complete. The work with the uh DNR and Mel Pins on the uh support from the state on the um asbestous removal was complete. And u I thought this was a nice note to see from Mel. if you don't mind, I'd share share that note. Um talked about the receiving the dispersements and making the payments and says, "Uh, I'm pleased to see the progress your city is making with these two buildings. Keep me posted on your further rehabilitation and improvements as you are a great example of how to implement not only my program resources, but how a city government can take a lead to make a difference and not just with the property, but for the betterment of the entire community." So, I thought that was a nice note for Mel to share

um on the work done to date. So, the resolution that you have in front of you um last fall um you took some steps to secure financing to be able to continue to support the work done to stabilize these buildings. And um as part of that and since the city has taken control of the buildings, we've been discussing the emergency catalyst grant. And what you have in front of you is a resolution uh um noting and uh confirming the support of council to pursue that grant. So we have a package of information that will go to the EDA and um with that they require the letter of support or the the motion of support from council the resolution. So um in there once this goes this is the informal submitt for the emergency catalyst to show all the work that's been done to date the work that's being planned to do and also to demonstrate the need for the additional funds from the state. So um after we get through the informal process then you'll move to the formal application and um the getting through the informal process doesn't completely solidify things but it takes you almost all the way there. So, um, we do we've had lots of discussions with the state on this project and as you're, uh, aware more than most, it's been a long process to get control of the building and to go through all the work that's been done to date. As such, um, there was some challenges with the emergency catalyst grant and um, its designation as emergency and with the amount of time that's passed. However, um we've put in a lot of work with staff and the work that you've done and the support that you've shown, uh we believe with a high level of confidence that this will be a successful grant application and look forward to seeing things continue to move forward. So, this resolution is simply uh affirming the work you've done to date and uh continuing that commitment to pursue the funding through the state and we feel very positive

about the the potential award for that grant. Um with that we also believe there is the potential to pursue in the next phase of work um after the buildings are stabilized the partial demolition's complete with the um the 60s7s additions uh to go after a traditional catalyst grant and potentially secure a second catalyst grant for the next phase of the work. So, in that final um assuming we get to the final application, there'll be some work to align the first grant with one building such that the second grant could go to a different building. Um so, we believe this potential still exists to catch a second catalyst grant. It will just be through the traditional cycle, not through the emergency cycle, and it'll need to fall in a different calendar year. Um some next steps. So, we're currently in the design process of preparing the plans, specifications for the work to be proposed and um we expect to be back in front of you in April to work on setting some dates and uh in May uh tenative bid opening in May and uh approval of the the plans and specs at your May meeting with work commencing uh early June and right now we're planning a com a completion date in November. So things are progressing and uh we're working through now that the environmental work's been done, we're able to scan the building, develop some documents, and we're working through the uh design of that uh that remedy work.

I think we have a very good chance on getting the grants and that second catalyst grant, too. And I think we just need to sort of keep in good communication with like the state main street program because it's all under the state umbrella.

I think the the communication just the action right there's been so much work taken place but a lot of that work isn't um overly public to go secure the building to repair the roof to do the environmental work. Um then we also had court on uh six nuisances today which resulted in four court order cleanups. Um we'll get with Doug and the street department to get those on the schedule for the coming week or two. So that's all I've got.

Um, there's a lot of false allegations and different things that have gone out on the social media about some of this stuff and um people are going to say what they're going to say, but uh I will I will be more than happy to uh express some of those things. One thing I do want to say is um the work that the chief and I have done the past couple years in our community um really hit home during this process and uh we're doing it better than most. That's all I can really put out there. But uh anyway, at some point, like I said, I I'll explain more when I can, but right now I'm kind of tongue tied. But anyway, um thank you all. um my wife and I really appreciate it. Um other than that, of course, I haven't been here a whole lot. I can tell you that staff has been super busy. Um and spring's just right around the corner. You wouldn't know but that by the forecast, but uh we're getting close. It keeps teasing us a little bit. Um but uh anyway, we got a lot going on. We'll get those cleanups done that Mark got the court orders for. We'll be working diligently to get that done. Yes, I attended the tourism board meeting prior to this meeting and um just wanted to let the council know Alyssa Van Wart, the director of the Chamber Main Street and which is also uh involved with the tourism. She's planning on getting on the agenda to give us an update on what's going on over at the Chamber Main Street tourism. I'm not sure the date, but she'll be in contact with Ron to get on the agenda. I'd like to thank uh the city employees uh who put up the tennis nets even though I think we might get some snow this weekend. But the boys tennis practice starts on officially March 16th. The girls had fall tennis this year. It used to be both boys and girls in spring, but it's just boys this year. And then I also want to just give an update on the portable band shell benches. The design committee's been working on that. That the metal parts of the benches have been uh sandlasted and and powder coated. And I think the the lumber that's going to be going on is in the process of being painted. And I'm not sure exactly when it it'll be done, but we and again thank the city for their participation in that because they've done a lot of work with that, too. But we hope to have them done. You know, I'm maybe shooting for uh before like the Tuesday on the town in June, but I certainly hope it's going to be before that. But I think it's pretty close to being done. So excited about that. Well, I had a I had a good experience this weekend. Um, Saturday afternoon, I had a blowout. It was the first one I've had in 71 years and it was on Highway 65 coming home from Mason City late in the just before evening on Saturday evening. Tire blowout. And it wasn't long after I had parked my vehicle that a young man from Dumont pulled up in front of me and walked up and asked if he could help me. He happened to be an auto mechanic in that area and he went right to work and fixed my tire. And I was so worried about him that um because he was right on the highway and busy traffic time and I was walking back to try to flag down the oncoming traffic to make sure they didn't miss him sitting out there working on this car. Just as soon as I got there to flag the traffic, here comes the highway patrol and they stopped and they kept their lights flashing the whole time to block the traffic. So, what could have been a terrible experience turned out to be a very nice experience and I so grateful for this young man in Dumont to take the trouble to stop and help an old guy out. So,
