good evening ladies and gentlemen. I am here on behalf of the county to ask for the formal approval of an urban renewal joint agreement. If you're not aware, the courthouse is undergoing um several different rehabilitation programs and with that obviously comes with a price tag. And what we are seeking to do is create an urban renewal area that is just this courthouse square. Um and that allows us to do a reverse referendum to bond for the $1.3 million that we need to execute our tuck pointing of the entire courthouse and an electrical upgrade of the courthouse. An electrical upgrade has not been done since the 70s when the courthouse was renovated. And as you can imagine, um, with the technology changes, we're a little underserved or a lot underserved. Um, because the county urban renewal area of the courthouse would lie within the city limits of Hampton, we have to have uh a joint agreement. There is no financial impact to the city or the county as the county obviously doesn't already we already don't pay property taxes. So, there is no financial impact. It's just you guys acknowledging that um and and agreeing that we can establish this urban renewal area.

thank you, Mayor. Um, so we have a nomination from city hall to uh award February 2026 Image of Pride Award to Jared Wert for his property at located at 1023rd Street Northwest. You have pictures of it in your packet. Um, uh, this property uh, has had a lot of improvements. Uh there there was a nuisance property next door for a number of years and uh Jared purchased that property and demolished it and hauled it away and uh really revitalized that portion of the block. And as you can see in the picture, he installed a nice white fence. Um did some uh improvements to the a couple garages out back and uh fresh paint on the house, new shingles on the house. So just an overall uh improvement to his property as well as the neighborhood. So [snorts] thank you, Jared.

Um, and we just need council approval to start that process and we will get it to the chronicle and have it published within the time frame. Any questions? Next up, we got Mor Mark Crawford with Crawford Engineering to present the program over year overview of the fiscal year 27 HMA street improvements. [snorts] Okay. Thank you, Mr. Mayor.

Yeah. Um, I'm here tonight to uh update you on the project for this summer, the HH HMA street rehabilitation program. Um, following uh some past meetings we've had, um, we received some comments from city council on some different bid packages to put together, some segments of street to include in the program. Um I think what we have here on this uh exhibit is a good um good solution to move forward with. I'll quickly go over the exhibit. Um this is similar to what you've seen in the past. Uh the only change that I've made is I've colorcoded the different bid packages based on what we heard from council at the past couple meetings uh as to what streets to include um as the base bid or bid alternates. So the items in green that you see here will be part of the base bid project. Um, those include 7th Street Southwest from 5th Avenue to 8th Avenue, 2nd Avenue Southwest from Fifth Street to Third Street, 3rd Avenue Northeast from Federal to Fourth Street, the repair of the intake at the Hardies Corner. Uh, Progress Parking lot repair that is just off the screen to the north. I apologize, I didn't make it uh into my view very well. uh and the airport intersection. So all of those items will be included in what we are going to call the base bid project. Then we went through and identified a series of bid alternates. These will also be included in the bid package and included in the contractor's bid price. And as the bids are received and we

evaluate those bids based on the city's available budget, uh we will award any or all of the bid alternates as we've got it set up now. The bid alternate number one are the two alley projects that were mentioned. That's the Napa alley and the alley behind Getand Go. And those items are represented by blue um lines on the on the map. Bid alter number two is Federal Street South from 2nd Avenue to 3rd Avenue and First Street Southeast from Fifth Avenue to the south end. And those items are represented by the red lines on the map. Bid alternate number three are the two curbon gutter only projects that were mentioned. Those are Third Street Northeast from 1st Avenue to Second Avenue and First Avenue Southeast from Third Street to 4th Street. And again, we are taking the approach with those as we've done with several of the past projects where we go in and repair the curb and gutter as much as needed. And then the following year, that project would be part of a asphalt mill and overlay. So, as I was mentioning, um, city staff and myself feel this is a good solution uh to move forward with. It addresses the concerns that we've talked about at past meetings. Um, and it allows a city quite a bit of flexibility from a bidding uh, and contract award perspective. We have a series of alternates that could be awarded based on their prices and how they fit with the overall budget for the project.

Mr. OS and your in your legend. Could you uh you know the the base bid and alternate one, two, and three. Can you tell us what the price is for each one of those?

Sure. So, the base bid as we've got it laid out um has a estimated cost of just under 588,000. Bid alternate one, the alley projects, those are approximately [snorts] $40,000. Bid alternate number two is approximately $246,500 and bid alternate number three is approximately $90,000. Those are the preliminary cost opinions based on past pricing trends um and the type of work that Hampton's been accomplishing.

Is South Federal just a milling overlay? Is the curb okay there?

Um majority of the curb is in good condition. However, one thing we need to take a look at during design, the detailed design portion is the grade of the roadway. We're approaching the top of the hill as we move south on Federal. Um it might be that block or it might be the next block where the road starts to slope more aggressively to the south. As you may recall, the block north of this one, we had to um alter the curb in order to sink some intakes and get some better drainage along that block. I'm I can't tell you for sure if that will or won't be the case with this particular section, but as we get into detailed design, we'll be able to identify that.

I think the alternate three, the the uh First Avenue Southeast curb and gutter, I think there's going to be a lot of problems there because it's there's no it's all flat. Yep. But it's good to have it at the last so Yep. we can work on later. Correct. Thank you. All right, Mr. D,

Mark. Um, if let's say the bids the low bid comes in, gives us some cushion uh [snorts] the some room over the base bid so we can afford to do the base bid and then consider an alternate or two. Um, are we required by contract to choose in order that we have to go with alternate number one first or can we say now we're going to go with alternate number three?

Good question. The specifications will be set up so that the city can award the base bid and any alternate in combination with each other. So one, one and two, one, two and three, one and three, two and three. Okay. So, but what we couldn't do, it sounds like, is we couldn't uh let's say award the base bid and then award uh in bid alternate number two, award the Federal Street South one, but not the first street southeast of alternate 2. You have to do the entire alternate. Correct. That is correct. If you group them together as alternates, then okay,

that's how the contractor will submit their price. They'll submit a price for the base bid. They'll submit a price for bid alternate number one in its entirety, bid alternate number two in its entirety, etc. So, that would be what the city would be uh evaluating for potential award. Um, under bid alternate number two, the second item, First Street Southeast from Fifth Avenue to the south end. That's in red on the map. $100,000. That is a mill and overlay of that portion of uh that block area that we've had some disputes with uh residents in the area. the condition of that street. Uh I think that a lot of the um history, the recent history with that is is more related to not being able to identify the rightway lines. Um more so that than the condition of the actual travel portion of the roadway. I don't anybody disagree with that? I think some of the problems there we've had, we just there's no curb and we've got people parking willy-nilly in there. And so we've done some things. We've had the engineer survey it and and found some stakes in so we know where a curb would go um to keep control of the parking situation down there. But I was just wondering about, you know, ridability of that street by paving this. I don't know that we'd be doing anything that would go very far towards uh that issue, that side issue we have of, you know, maybe the new pavement where that stops, that would be identified as, you know, what could be a

curb or I don't know. So, I'm I'm wondering if we should reconsider that as part of bid alternate number two. Just throwing that out there. I I think we would be doing an injustice to other hightra areas of the town because there's there's no traffic there. No, we would be That's right. It'd [clears throat] be foolish to do that when we got worse streets.

I agree. And that's and by including it in this bid, I don't know. I think I just think that we should reconsider that particular one and maybe next year put in for curb and gutter there as a starting point for that block to help with the issue that we have down there. [snorts]

I would I would agree with you uh Ron and and Barry. Um I don't know that that is a higher priority u that we need to get done. I think there's other options that we might have for that as well. So um I' I'd be for removing that from the bid bid two if possible. So would you I'm sorry. Would you remove it or just make it a separate bid? So there'd be five. That's an option. Um, how does that how do how do potential biders

see that when they see four alternates? Would it really impact them or they don't care?

Um, I don't think they necessarily care because it's all similar work. I think as you increase your number of alternates, the likelihood of getting to those, you know, three, four are is very unlikely. Um what I might offer is that if there is um rightaway identification challenges in this area to possibly just strike the project for now and if um a licensed land surveyor needs to come and reestablish those lot corners to to define them.

We have the our county engineer assisted so we have the corners and he put stakes in the ground flush. So, but you know to drive by it and look, you know, you don't see a stake in the ground because they're flush. So, correct. Yeah. Yep. Okay. Um, yeah, I would say if you're if you're hesitant at all, I would I would strike it and address it at a later in a later program. Um because like I said, if you add it as another alternate, it's it the likelihood of it being part of the actual project is is slim. Right. Right. Mr. L,

that's similar to South Federal. It all falls to the south and I think we're going to have an issue with water. Where are we going to drain it to? Uh [snorts] I don't know if it's worth putting curb and gutter in there.

Yeah. And if if and when this project were to come back up, this particular one, you know, that would be obviously something that we'd have to look at during design. Is it is it more suited for a rural section without curbon gutter or is there the ability to drain it somewhere that the water being caught by the curb gutter? Some of the some communities instead of having a curb, they have, you know, cement, but it's just a little swale. What would they call that? Yeah. Where it lets the water out of the roadway. Yeah. I mean, each side would be like a curb, but there's no curb to it.

Yeah. So, typically those are what they call lip curbs. They're just a little little bit of a lip. You see those a lot. Um, they used to be very popular in residential areas. You see them in commercial areas quite a bit. And it it is a less intrusive driveover curb so that really access can be anywhere along the roadway to the private properties. Um but it still has enough of a rise to it to keep the water that flows in the roadway in the actual gutter. I think that'd be more cost effective also if we did something there. Yep. your um

that way we could establish the width of the road. The width of the road catching the water would would be still be um a challenge and and where that goes that would have to be addressed during the design portion but certainly could be a lip curb in that that particular block. We can we can uh we could do that. I don't know if we if it would if we should though. Um it allows us more flexibility if let's say if you took bid alternate three and then just lumped it in with bid alternate two because it's only 90,000 and you're removing 100. So why couldn't you just put the 90 in there? But by not lumping them together, it allows you more flexibility at at bid letting time to see where the bid comes in. And you may have 160,000 to work with. So you could do alternate two. But if you had that other 90 in there, you wouldn't have enough to do alternate two. You see what I'm saying?

Um, the case that I had will more than likely be dismissed cuz right in the middle of everything and this happens once in a while. So, it's one more reason why things take a while, but the property switched ownership right in the middle of some things. So, now I got to go back to the drawing board and work with the new owner. Um, snow removal prompted uh quite a few notices earlier this week. Um, time those get through the mail. We'll get out and do the checks on those and make sure everybody's in compliance. And those that are not, we'll get some municipal infractions out and some nuisance sidewalk clearing. um cemetery tree removal project continues. They're making really good progress. Uh they've been working some late evenings here or there. Once in a while they have a piece of equipment that might be parked somewhere. Someone sees some of that. So, uh but they're they're working on it. Um stump removal project also is continuing. You know, these winter events and snow kind of interfere with some of that work, but they're trying and making good progress. Um, city staff, they're working on tray removal, snow removal, general maintenance of equipment. Um, working on a gate repair out the wastewater treatment plant. Um, I think if you I can't remember if they're in the claims this week or not. Um, but the garage door openers, we had a couple really ancient ones that that uh we couldn't get parts for, so we replaced those. um compost site. We're working at still trying to eliminate uh and burn some of those excess trees from the removal projects. Um we want to make sure everything's looking ship shape uh for the first part of April when we get things opened up up there. Uh we're also

We're just trying to tidy up some of those that have had reinspections or they've had initial inspections and they've gotten past some deadlines or a few things here or there. Um, I I've recently received a request to join the Iowa Walkability Action Institute team. They state, "Exciting news. Iowa has been selected for the 2026 Walkability Action Institute. Iowa State University Extension is leading this effort alongside Iowa DHSS and Iowa DOT. They are building local teams now. Lily Velesco, the program coordinator and the LEAP specialist, is working with ISU extension and outreach here in Hampton, and she's working under a grant named LEAP, and one of their goals is to improve walkability and bike ability in our county. This [snorts] is a new initiative and they are trying to get more elected officials to participate in the process and they are looking for partners from public health and from transportation, economic development and elected leadership who are ready to help make our community more walkable and connected. Their goal is to create a practical action plan that our community can start using right away. And so I'm looking forward to learning more about that program. So, all right. Right. Thank you. So, uh, first item here is the the the nuisance report that we we used to have on our our uh agenda and and then we re renamed it. Um, but as as some some time ago, we somebody was it was suggested that we put the the nuisance report on our agenda so that we stay up on it [snorts] because there's a lot of stuff going on. Um, so we placed it on the agenda. Uh, Mr. TR and Chief Morrison have continued to provide updates uh on nuisance properties and keep us up to date with any progress that we that is being made. Uh and I might add that they have done an expens expense I can't say it exceptional job keeping up with and mitigating any lighted blighted nuisent project properties in our community. As we all know, uh, it does take time to run some of these properties through the court system and clean up processes. We can't just snap our fender fingers and make them to go away, unfortunately. So, I ask that the council and the residents of the of the community remain per patient as we work through the process of continuing to clean up these items in our community. We ask that everybody keep an a positive attitude um and keep moving forward or as I like to say keep putting one foot in front of the other one. Keep moving forward. Uh we'll be making a couple a change on the how we address this on our sort of workshop agendas. uh we've recently changed how it appre

appeared from nuisent to police department versus and public works uh reports. Uh so in the in the m in the name of positivity, we will be removing both reports from the agenda as both Mr. Tar and Chief Morrison currently provide our their respective reports at the end of each council meeting. So it's kind of redundant. Um and they will keep uh providing updates at that time you know with unneeded reports. Uh rest assured that adjusting addressing nuisance properties in Hampton remains a pro top priority for as far as I know everybody up here for for sure me um and our uh CD city staff. So I have the ep utmost confidence that Mr. Tar and Mie Morrison will continue their diligence in cleaning up our community and making it a better place to live and work. That's all I got on that. The only other thing I put on here, we got our goal goal setting uh session coming up on March 19th. Um there was a questionnaire sent out uh for the um council. I think that's due on like the 8th of March or something. So get your stuff in. Let's uh let's get ready and let's have a good goal setting session because we need it.
