NORTH CAROLINA RAILWAY UPDATE
Background: The North Carolina Railroad Company, in partnership with Norfolk Southern, is replacing up to 69 miles of aging rail between Greensboro and Raleigh as part of the Carolinian Piedmont Passenger and Freight Improvements project. Work is expected to reach Guilford County in September and will require temporary closures of multiple railroad crossings, with the greatest local impacts currently anticipated during the mid to late September. Staff will provide an overview of the project and the County's coordination with public safety agencies, local governments, and other partners to address emergency response, access, and resident communications during the closures. Requested Action: Receive an update on the NC Railway project.
EMPLOYEE BENEFITS PLAN
Background: Staff will review the financial condition of the County's employee and retiree benefit plans and present recommendations for the 2027 plan year. Requested Action: Receive a report from staff and consider policy recommendations for plan year 2027.
COMMUNITY-BASED ORGANIZATION (CBO) FUNDING PROCESS
Background: Following adoption of Senate Bill 257, County staff reviewed the Community Based Organization funding process to ensure compliance with changes in State law governing the expenditure of public funds. The County Manager's Office, County Attorney, and Budget Department have developed revisions to the CBO regulation, application, and funding agreement, including updated public-purpose requirements and a non-discrimination commitment. Staff will review the revised process and timeline, with the application portal scheduled to reopen September 4, and request Board adoption of the amended CBO Regulation. Requested Action: Receive a report from staff and consider policy recommendations.
COUNTY SPACE PLANNING / CAPITAL IMPROVEMENT PLAN UPDATE
Background: Staff will provide an update on the County's long-term space planning efforts, including strategies to stabilize operations within existing downtown facilities and address the future space needs of Probation and Parole. The presentation will review implementation of the County's capital plan, including development of a five-year project timeline and upcoming funding actions for County and GTCC capital projects. Requested Action: Receive a report from staff.
