2026-329 LEGISLATIVE AGENDA AND LOBBYING FRAMEWORK
Background: A legislative agenda establishes the County's priorities for proposed changes to state and federal laws, funding, and policies that affect county operations. It provides direction to the Board of Commissioners, County staff, and legislative delegation when considering or advocating for legislation. The North Carolina Association of County Commissioners (NCACC) develops a statewide legislative agenda before each legislative biennium through a member-driven process. Counties may submit proposals approved by their boards of commissioners, after which the proposals are reviewed through NCACC's steering committees and membership process. The final agenda is adopted by county delegates at the NCACC Legislative Goals Conference and guides the Association's advocacy on behalf of North Carolina's 100 counties. Requested Action: Direct staff to submit identified legislative priorities to the North Carolina Association of County Commissioners and schedule a meeting with the local delegation prior to the start of long session by the North Carolina General Assembly.
2026-330 ECONOMIC INCENTIVE GUIDELINES
Background: Economic development incentive regulations establish a consistent framework for evaluating requests for County financial participation in business recruitment and expansion projects. Staff will provide a presentation on updated regulations and share information on next steps to participate in the state's C-PACE program. Requested Action: Receive a presentation on updated economic development regulations and direct staff to bring forward a resolution of intent to support the C-PACE Resolution.
2026-333 STATE BUDGET (SB 257) OVERVIEW
Background: On July 7, 2026, Governor Stein signed Senate Bill 257, now Session Law 2026-41, into law, establishing a North Carolina State Budget and passing various state policy changes. The purpose of this presentation is to review the impact of this bill on our organization and community and highlight upcoming next steps and necessary action to ensure compliance with the current statutory landscape. Requested Action: Receive an update from staff on the state budget.
