Start free trialPRESENTATION OF SUSTAINED PROFESSIONAL PURCHASING AWARD: GUILFORD COUNTY PURCHASING DIVISION OF FINANCE AND RECOGNIZE PURCHASING MANAGER FRAN CAMERON UPON RECEIVING THE HALL-WICKER AWARD
During the North Carolina Association of Governmental Purchasers (NCAGP) spring conference, the Guilford County Purchasing Division of Finance was awarded the Sustained Professional Purchasing Award for accomplishments in procurement and for demonstrating sustained excellence in purchasing standards. The NCAGP Sustained Professional Purchasing Award (SPPA) is an annual award by the North Carolina Association of Governmental Purchasing that recognizes member agencies for excellence in procurement. The award honors agencies that demonstrate high standards in areas such as technology use, policy, and staff training. This was the fourth year Guilford County Purchasing has won this award. Purchasing received the award along with eighteen (18) other NC agencies for dedication to professional development and continuous improvement to serving both external and internal customers. Additionally, Purchasing Manager Fran Cameron won the prestigious Hall-Wicker award, which is the first time a Guilford County purchasing professional has won the award since it was established. The award was established by the North Carolina Association of Governmental Purchasing (NCAGP) in 1996 to recognize outstanding contributions and service to the cause and advancement of the purchasing profession and to jointly honor the late Warren "Jake" Wicker who was instrumental in the founding of NCAGP and in the development of a substantial curriculum in purchasing at the Institute of Government for North Carolina public officials, and the late W.T. "Tom" Hall, Jr., who was a tireless innovator, directing his energy toward new ways to make purchasing more efficient and effective. Requested Action: Recognize the Guilford County Purchasing Division of Finance on their receipt of the Sustained Professional Purchasing Award and offer Special Recognition to the Guilford County Purchasing Manager on the receipt of the Hall-Wicker Award. RECOGNIZE GUILFORD COUNTY FINANCE STAFF MEMBERS FOR OBTAINING THE NORTH CAROLINA LOCAL GOVERNMENT FINANCE OFFICER CERTIFICATION
Four members of the Guilford County Finance Department have completed the requirements for the North Carolina Certified Local Government Finance Officer program and have received their certifications. - Kim Slusher - Deputy Finance Director - John Barfield - Deputy Finance Director - Auriel Cowan - Accounting Manager - Brittany Hoke - Sr. Financial Analyst This is a big accomplishment for the team and brings the total number of staff in the Finance Department that have their certifications up to seven. To become certified, individuals must meet certain experience requirements and successfully complete four of the five core courses through the UNC School of Government curriculum and pass four comprehensive exams. The five core courses are: - Introduction to Local Government Finance - Governmental Accounting and Financial Reporting - Budgeting and Financial Planning (two courses but counted collectively as one requirement) - Budgeting in Local Government - Capital Financing in Local Government - Cash Management and Investment of Public Funds - Effective Supervisory Management Program There are four exams that must be successfully completed (i.e., pass with a grade of 70% or higher). There are no waivers for the exams. The four exams are as follows: - Governmental Accounting and Financial Reporting - Cash Management and Investment of Public Funds - Budgeting and Financial Planning - Financial and Supervisory Management (tied to the Effective Supervisory Management Program) Requested Action: Recognize Kim Slusher, John Barfield, Auriel Cowan and Brittany Hoke for becoming Certified Local Government Finance Officers. COMMUNITY PROJECT FUNDING GRANT FOR "ONE PLACE" SERVICES
Guilford County submitted a request to former Congresswoman Kathy Manning's office in 2023 for Congressionally-directed funding for a "One Place" program that would provide group living and services for high risk / vulnerable housing insecure adults and emergency shelter and services for families with children to add needed capacity within our community. The total funding request included $8.2 million for property acquisition for living / shelter space and $4.8 million for start up and other operational costs. In total, the County was awarded $0.5 million in Federal FY 2024, effective in March 2024. The funds must be spent by August 31, 2032. Due to the actual award amount and other recent efforts around homelessness and use of Opioid Settlement fund dollars, staff have determined that the current use of the One Place funds that best aligns with the original application purpose is to support operating costs associated with long-term beds added at the Guilford County Prince Edward Graves Recovery and Treatment Center. Funds would be utilized over County FYs 2026 and 2027 (present through June 30, 2027). Requested Action: Approve the receipt of the 2024 Community Project Funding (CPF) "One Place" grant in the amount of $500,000 and adopt a "CPF One Place" grant project ordinance in the amount of $500,000 with $500,000 in Federal / State Funds. HHS-PUBLIC HEALTH: DELTA DENTAL SMILES FOR KIDS GRANT - PROJECT ACCESS DENTAL PROGRAM (PAD) $5,000
The Guilford County Department of Health and Human Services, Division of Public Health, has been awarded a $5,000 grant from Delta Dental to support the Smile for Kids, Project Access Dental (PAD) Program. Grant funds will be used to provide emergency dental services to school-aged children who are uninsured or unable to obtain dental coverage. Eligible services include exams, x-rays, fillings, extractions, pulp therapy, crowns, and space maintenance. The program also supports referral coordination by School Health nurses to the Chandler Dental Clinic, improving access to timely care. Outcomes include improved health, reduced pain, and enhanced school attendance and performance. Since 2015, the program has been fully grant-funded and has served 85 uninsured children. With an average cost of $250-$500 per child, the current award is projected to serve approximately fifteen (15) children. Requested Action: Approve a budget amendment to increase the appropriation to Health and Human Services - Public Heath by $5,000 with $5,000 in Other Revenues. HHS- PUBLIC HEALTH DELTA DENTAL GRANT - SMILES IN THE CLASSROOM ($5,000)
Guilford County Division of Public Health's School Health program has provided oral health screens in Guilford County schools since 2014, through a Dental Hygienist. Delta Dental has awarded the School Health Program $5,000 in Grant funding since 2023 to implement the Smiles in the Classroom program. This project provides oral health supplies such as a toothbrush, brushing timer, and/or toothpaste to Guilford County Public School (GCS) kindergarten students at the time of their kindergarten dental screening. Over the last three years we have been able to grow the program, allowing us to provide toothbrushes to small groups of 1st and 3rd grade students when their class participates in oral health education classes. These classes are designed specifically to celebrate Children’s Dental Health Month during the month of February. Additionally, oral health kits (toothbrushes, brushing timer and/or toothpaste along with an insert on general good oral health recommendations) are provided, upon school nurse request, to some of our high-risk (diabetic, pregnant, and/or housing insecure) older students. Good oral health is essential to good overall all health and many students do not have the basic supplies needed to be successful with achieving good oral health. This program provides students with the necessary tools so that they can work towards and/or maintain good oral health. Funds will be used to purchase toothbrushes, brushing timers, and toothpaste samples. Guilford County Public Health-School Health Division is the only entity in the county that has a MOA that allows for the School Health Dental Hygienist to provide kindergarten dental screenings to GCS students. That same MOA also allows the School Health Dental Hygienist to screen any enrolled student grade K-12 that has an urgent dental need. During the 2024-2025 school year 4,034 dental screenings were completed. Also, during that time, 4,528 toothbrushes along with 4,278 brushing timers and toothpaste samples were distributed to GCS students. Funding from this grant will allow the Smiles In the Classroom program, managed by Public Health, to continue. Requested Action: Approve a budget amendment to increase the appropriation to Health and Human Services - Public Health by $5,000 with $5,000 in Other Revenues. BUDGET AMENDMENT AND PURCHASES: EQUIPMENT AND SPECIALTY EQUIPMENT FOR SHERIFF'S OFFICE UTILIZING FEDERAL FORFEITURE FUNDS
The Fiscal Year 2026 Adopted Budget included $1,125,000 to invest in public safety specialty equipment that has reached the end of its useful life. This investment includes a SERT support vehicle, a Mobile Command Center, and additional equipment and technology. This agenda item authorizes the purchase of this equipment, amends the budget based on final costs, and approves the use of federal forfeiture funds for additional equipment. This item does not require additional County funds. The SERT vehicle and Mobile Command Center support the Sheriff's Office in carrying out law enforcement duties. As public safety needs continue to evolve, so must the tools used to deter crime, protect the community, and support successful prosecutions. This equipment includes: - SERT Support Vehicle: The Sheriff's Office is in the process of purchasing a specialized SERT (Sheriff's Emergency Response Team) support vehicle. The prior SERT Vehicle was a converted ambulance that had reached end of its useful life. This new vehicle will transport tactical gear and equipment used during high-risk operations. It will also provide secure storage and transport for explosive ordnance and related materials used by bomb technicians, with reinforced compartments and controlled access to meet Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) guidelines. These requirements ensure that explosive materials, detonators, and related devices are safely secured, properly separated, and transported in a manner that protects personnel, the public, and ongoing investigations. An approved bid waiver (Group Purchasing Program exemption) and proposed contract with Matthews Specialty Vehicles in the amount of $438,478.00 is included with this agenda item along with contract attachments reflecting the vehicle specifications and warranty. Matthews is a local business on American Avenue in Greensboro. - Mobile Command Center: The Guilford County Sheriff’s Office Mobile Command Center is a specialized vehicle designed to provide a centralized location for command staff to coordinate operations during major incidents and emergency responses. It includes integrated communications systems, data connectivity, mapping capabilities, and workspace for incident commanders to manage personnel, resources, and real-time information during critical events such as large-scale investigations, natural disasters, and multi-agency operations. By bringing command and coordination capabilities directly to the scene, the Mobile Command Center enables leadership to maintain operational control and efficiently direct responding units in rapidly evolving situations. An approved bid waiver (Group Purchasing Program exemption) and proposed contract with Matthews Specialty Vehicles in the amount of $773,925.00 is included with this agenda item along with contract attachments reflecting the vehicle specifications and warranty. Based on final costs and upfitting requirements for these two essential law enforcement assets, the total final cost for both vehicles is $1,212,403.00 which exceeds the FY26 budgeted amount by $87,403.00. As such, the Sheriff’s Office is seeking BOCC permission to use $88,000 in Federal Forfeiture Funds to complete the purchases. Additionally, the Sheriff’s Office is requesting: - $90,840 for gas masks for frontline deputies to enhance officer safety during crowd control and hazardous situations; and - $110,158 for additional Real Time Crime Center cameras to strengthen monitoring, support investigations, and improve real-time response capabilities. The Sheriff’s Office is also requesting the BOCC’s authority to fund these necessary purchases using Federal Forfeiture Funds. Prior to approval of this action, the available balance of these federal forfeiture funds is $808,032, and the balance will be $519,034 if the items are approved. Requested Action: 1. Amend the General Fund budget ordinance to increase Law Enforcement's budget by $288,998, with $288,998 in Appropriated Fund Balance; 2. Approve purchase of 150 gas masks and accessories, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $90,840 from Dana Safety Supply through NC Sheriff's Association Cooperative Contract 26-03-0521; 3. Approve purchase of one SERT Support vehicle, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $438,478 from Matthews Specialty Vehicles through NC Sheriff's Association Cooperative Contract 25-05-0521R; 4. Approve purchase of one Mobile Command vehicle, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $773,925 from Matthews Specialty Vehicles through NC Sheriff's Association Cooperative Contract 25-05-0521R; 5. Approve purchase of 5 Plate Ranger Pro cameras, as authorized by the cooperative purchasing exemption of G.S. 143-129(e)(3) for a total cost of $41,955 from Sound Thinking, Inc. through Sourcewell Cooperative Contract 030425-SND; 6.
