You have two years where you have this is a daily budget and we come up with whether your budgeted revenue exceeded your expense on average in 2018. You can see what those daily generated $37. a lot of reasons especially when it general. So in 2026 your original budget came in surplus of 9.69.6 What we were, what I was tasked with was to go and look at some of the things. When that settled this $247% increase in insurance that was not hit last
So I reduced that let's say I cut that% lowered amount for next year. So there was a big one that was originally a little bit better related to what retirement cost. So through no typing on specific accounts, but on our side of our project aggressiveness conservative on some of our expendit $5,53631 down to $787 per day 576 unrestricted general funding deficit of almost half a million now right So that's the situation and now we look at it more outside
just don't continue to do that. Is there something different? We have a negative fun. So this is where we budget came in the right direction. So now it's still got a little bit and that's basically mostly going to be presented with those changes in mind session. Obviously, just wanted to know that creates tax concern that's going to be doing. I did That's another reason why you
also council asked me to do the 51,000 boys and that contract department. So the general admin department 51,000 there's no distribution all that revenues on revenue stream usually show us like each month and how we've gone up and down how on the year we got those numbers in December that will be done when I final That's still there. The first thing on the item of business is the election update with chamber director.

I mean, I can go ahead and say that I've approved the sample ballot for the election. of course he's in charge of all of the committee that's going to help out with promotion of it or the you know public side of it. It'll just condense down to one page our talking points about the tax and then there is a multi-page thing that we will email to you guys. It has all of the accomplishments that we have done in the past years with the tax and it also has the goals that are set for the next 10 years with the tax. So that'll kind of be our common theme that we're all using. Uh, is there do you guys have any thoughts or questions for me or things you want me to be addressing?

we've got the fire department next week uh and then the week after that police department. We does not look like we're going to be able to do the meeting. Uh so the next thing is gets back in. Hopefully tomorrow we'll set the town hall dates, but we'll try to set two town hall dates and a date for senior center. Uh I think that will that's all that we've got on the drawing board right now. Main thing is you know we just want to be positive send you that final revised one sheet. it down to one page was the simpler the better. Uh nobody's going to listen to tell them two or three pages worth. Uh we are also will have probably we'll have it next week which we'll have available. We're going to do some little just cardized handouts that everybody can have and it'll have just you know eight or 10 lines on it just bullet points of here's the points we're making about about the tax.

I think that I have potentially found an avenue that we can use our grant money. Um, and I want to show it to you all so that I can start working through the bureaucracy of AR dot grants and getting them changed. Um this is the idea. So this is up in Canada, but this is the general idea. It's just a little more pretty setting. Um it's a series of floating docks that they use to make bridges. Um, and it to me it's the perfect scenario for our bridge situation. Um, we don't have to do anything with the old iron bridge and this is considerably cheaper.
What location are you talking about, Casey? That's where the bridge is. So, I think
with the grant funding we have, we we would have enough money to build two. So, we would be able to have uh one bridge that runs parallel with the old iron bridge and then we would have a second bridge on the southern portion of the lake. And I'll you we can kind of look at it in a second. This shows you uh this would be the bridge by the old iron bridge. Um there's I I would call it a gang way, but it's metal and you'll see it right there where the mouse is right below it. Um, oh, it is a gang way. Cool. And then the sections that you see to the left of that are all those plastic floating docks. Um, the two black pieces in the middle are kayak launches. So, right now, the way things are, we have no way for anyone using a kayak to get on the north side of the old iron bridge. This gives folks in a kay in a kayak the opportunity to hop on a kayak launch, walk across the bridge four feet and then kayak launch again to the north side of the lake.
And same for the south side too. Does that mean we're getting rid of the iron bridge then? Or the thinking was that we would still have it there but remove one section of iron so you still get on the other side so you can pass. Yep. Ask one question. In the event something does happen that the lake has to be enlarged for water source, can something like this be removed and utilized in another area?
Yeah. So I I think the modular aspect is probably the most appealing. Uh for some reason if it does have the lake does have to be enlarged, you can simply just add more pieces to it. Um we also talked about flooding. Um, if I think most of us remember the large debris that piled on the old iron bridge. These bridges have the capability of whenever we if flooding is starting and that debris is starting to pile up, you can pull one end of the bridge and it just swings into the like
it swings to the other side basically. So, as that water is being sucked towards the dam, it'll pull the bridge with it and it'll be completely out of the way. I was kind of under the impression our last meeting they don't want us on the north side because of safety because of the damies.

This is um this is actually close to us. This is Lake Louma and Van Beern. So, if anyone wanted to take a tour to see what these look like, I thought that they were going to be and I think we had talked to Chad. I talked to Chad the day. I was going to look at them, Gwyn's husband, and we kind of talked about them being sha uh shaky or shifty. And these are pretty rock solid. Um, there's a little bit of give, but it's just because you're walking on floating plastic pretty much. Um, there's a map in here that will show you. This is Boom. This is a place in Booneville. Uh, rehab hospital maybe. I'm not familiar. I think the next slide is the Yep.
is all of this is handicap accessible. Absolutely. Yep. So the yellow line up top, that's just that's paralleling the bridge to the north. And the yellow line on the bottom, uh, we would have a connection to the south loop and get us to the other side of the lake. What is the lifespan? We haven't talked about lifespan. Um, that's not something that I've gotten into yet, but I can research. What's the name of the company that produces?
This is from Easy Do. Um, I actually saw these. We uh we toured the playground facility in Monet, Missouri, and got to see how all of this uh injected plastic, molded plastic works. And they manufacture these in the same uh facility that all of our playgrounds are made in. Will we have access to walk on that road that it goes to or is that going to be all blocked off for the gun club or sheriff's shooting range I guess?
Yeah, that's our police shooting range and that's some we actually got to walk around out there with the police. Yeah, they're working on So, the idea is that the water folks are going to dredge the lake in the semidear future. They're going to take all the spoil from that dredging and basically build a mound around the shooting range. Okay. And that's going to add extra security for that shooting range. And then probably we'll add some fencing to it just so we can keep the honest people honest. Sounds good.
This is the cost structure of it. Uh it shows that the bridge Those two bridges uh are 329,000 and then we have about $391,000 of grant funding available.
How does it go with the new with our Boy Scouts connecting all that stuff that's kind of going all that?
Yep. So Rod's original idea was to his first idea was to try to start developing that land uh that would have been to the left of the iron bridge just to get it ready for a bridge crossing one day. Um I think that he had also talked about trying to work south of the water plant to get to a crossing below the current dam and all of those areas would just be connecting that upper left hand uh or all of those trails would be connecting to that upper leftand area in this picture.
So the bridge will be the north side of the iron bridge or the south side
the north side of it. Yeah. And so my thinking behind that is if for some reason we ever we ever do have a flooding event or a large rain event and that debris starts piling up, you want to release the bridge to where it's moving towards the dam. And if we put it on the south side, it's going to run into that old iron bridge. So it's just going to add to a larger debris pile up. So the cost you're showing is that just for the bridges or is that also including
that's turn key. Does that mean turn key means only? Yep. So, just curious, you said that. Okay. So, around 330,000 for the bridge, but then our grant money is 391. So, we have still 61,000. What are the stipulations on using that? Could we we find they have to be trail related? Okay.
And I would prefer to figure a way to beef these bridges up or install some trail around the lake.
I mean the that bridge company, you can do just about anything you want to those sections of bridges. You can install lights on them. They have really nice solar lights that, you know, create walk walkway lights. Um, any multitude of benches. Um, you can put floating docks that run out the side of the bridge kind of like that. Yep. So, do you have that in the plan, the floating docks and the lights, or do you just have the bridge?
The bridge and kayak launches. There's some wiggle room there. Yeah. And you said these are made at Mon. They are. Yep. And there's a company out of Texas. We fall into their territory. So they would come out of Texas to install them. It would look like something like that. Just like that. Yep. I think it's a cool opportunity for us to be able to make some really neat loops around the lake and it's been a long time coming. Yeah,
I think we still need to try to figure out ways to draw people to the lake. I just don't think utilize very very much. And I think doing stuff like this is going to help making it cooler. Yeah,
making it cooler. Um, but if you know, I know we've talked about having a trail that connects from downtown over to I mean that's kind of a long trail, but doing stuff like that to connect people. We've also, or maybe it was just my idea, but having um like the little sailboat Sunfish um out there that people could rent and and figuring out ways to do that, having activities that you know, if you don't have a boat or if you don't have a kayak, other ways to utilize it. And so I love that you're talking about adding the peers to this. I think that's going to be really nice. We have a fishing pier though. Sure.
But just some other things to, you know, drive activity out there. So, if we have other monies left over that we can tie in some Yep. It's great. So, just make sure that if we're able to if we're able to like that. Yep. Will there be more than one bridge or just kind of see what the money is? Yes. Yep.
Do you want this be put on the water commissions? Yeah, it's probably be worth checking with them at least. Are you going to present it? Do you want I guess so. I'll put it on. I don't know how the other bridges were funded, but I asked ARDOT if we could use those grants on these and they've told me yes. Okay. So that's what I was worried about. And the sales seem kind of picky on Yeah. The sales guy in Texas, he said that he had had experience with tap and RTP grants. Okay.
Using them for to fund these two. So nice. Yeah. Yeah. I'll I'll I'll go to water and wastewater and show them the same slides and see if they're okay with it and then come back. So that $200,000 grant that we have that's being used for the trail from the Oaks to Bel Park right now
is unfunded by us unless we can come up with $40,000 and I don't see us being able to squeeze $40,000 out of our budget right now. So this would be one of those longm.
Yes. Yes. Y absolutely sounds good. Any other questions? The next one is the inclusive park project review. I think we talked last meeting about trying to get approval for the design on the park. I have those images back. If you go to the next slide, we'll watch a video. This will actually be a fly through of the park. First little bit is a fly around and then I have several images after this too that we can kind of get into the nuts and bolts of.
It's lovely. So, this is the exact Well, if it's a Yeah.
What's the footprint of the part? Like how big? It's 200 by 200. very big. Yeah, we go to the next one. So, we'll have a parking lot that sits right on uh that street, that road is called Westwood, I believe. Um and then from the parking lot, we'll be into the park. Uh what you see on the upper right hand side, that is an area uh that's devoted for toddlers. We wanted to delineate that. Um, so we use the sidewalk to delineate it.
Um, if for some reason the parent wanted their toddler to be able to go to the main structure, they still have access to get to the other structure across that sidewalk. Um, what you're seeing closest to you on the lower left hand side is a zip line for um, capable children and disabled children. Um, a parent would be able to take their ch child out of a wheelchair and put them in that chair and they would be able to use the zipline just like um the person using it on the left hand side.
We added more swings to this design and I think you'll see it in a second. Um but we added another three swings and one with just a different type of um accessibility swing. Go to the next. This is that. Yeah, you can go to the next one again. This is just a zoomed in uh picture of the toddler area. Kind of gives you a better glimpse. Will you go back to the other one? also wanted to have plenty of shaded area. So, there's um five shade structures. So, that big shade structure has picnic tables under it. And the shade structures on the Yep. That that one and then to the right down below. Sorry, down below on the right
between the two trees. There you go. Yeah, right. Those those have picnic tables under them, too. Um, so if somebody wanted to host a party, they would be able to do it under those shade structures. And then also, uh, there's benches under the smaller structures as well. Are there water water faucets or water access or anything? Uh, we could uh we will have money left over to install water fountain. Will those picnic areas be reservable and cost to reserve?
Haven't got there yet. I think it's going to be um the goal would be to one day have them like the areas in Bell Park to where you could reserve them. Um just haven't cross that bridge yet. It's fun. Awesome. Um, so there's a the weird TP looking thing that's has netting on it. The left that's called a zoom twist. Um, it's for climber kiddos. Uh, it also spins.
So, it's a really cool feature. next to it. I'm sure we'll see another picture in a second, but it's a merry girl round that's basically on ground level, which is makes it very um very awesome for kids in wheelchairs. They're able to actually wheel their chair onto that surface spinner and then like spin like they're on America around. The slide that you see closest to us is specifically made for kids with coclar implants. A lot of times whenever a kid goes down a slide, just like a trai traditional slide, there's a ton of static
and those kids with colear implants cannot do that um because it messes with their ears and uh very painful. There are tons of climbers. There's stepping pods. You can step all the way on those green stepping pods in the middle from one side of the structure to the other. Um, let's see what the next one looks like. So, this has some of the aspects of parallel play that we wanted. Um, you can't see it too great, but there's a section of ramping here, and then there's also so someone could wheel across in a wheelchair. section of ramping and then on the inside of it there's a beam that a child could walk across right next to some a child in a wheelchair. And that was one of the key components that we wanted is for kids um to be able to play right next to each other of all abilities. You can see the surface spinner on this one. And then in the corner, we added another roller slide. And that's the same thing for kids with colear implants. And uh we're using natural terrain to ramp up to that. So all of that that entire corner will basically be a mound. Doesn't look like this. The picture doesn't do a good job depicting it, but there won't be any hard sides there. It will all be um ramped pretty much. How does Astro do?
So, this is a little bit different. What you walk on on the football fields is like is very high piled and it has that rubber stuffed into it. This is putting green surface, so it's very slim. Uh, and it has a little bit of cushion for fall protection, but it the most important part is that it does not have those beads in it. The beads is where you get stuck like indoor outdoor carpet kind of y we put what's the what's the share life the life of that kind of carpet is it have to be replaced every 10 years
what I remember right off it right off hand was 25 years I think it has a 25 year warranty on it
perhaps And then we wound up with we didn't think it was too much green space in the middle, but we wanted to use some difference in elevation. So we you're using covert um for just simple little tunnels, something kids can climb on and through. And that will have uh field turf through the middle of them as well. The turf. How big is that? Is that something a kid with wheelchair can go through or 48 in big? Awesome. Good job.
Lights. Yeah, that's a good question. Lights at this time. Haven't got the lights yet. So, it'll be closed at dusk. Oh, yeah. Okay. Yeah. to keep our same park hours. If we approve, we can order. When we order, we're expecting to have it here. everything here by March. And I always ask this question within our budget. Within our budget, yes. But from March to when would we be able to open? I would be really surprised if it took us longer than four weeks to put this thing together. So, we're looking mid April, maybe 1 of May. Okay. How large is the parking lot? How many cars can you park in that?
I don't know. I I don't know specifically about cars because I haven't got the walkout spaces yet, but we set the parking lot at 150 by 75. We actually went out there and staked it the other day. The very large parking lot. All the Yeah. So everything that sets on the that fence bordering bordering the park, those will all be uh handicapped. Handicapped. All the all the dirt work and all that will be done ready to receive it, right? Yep. I just So our guys are going to do bad weather. Sorry.
Calculating bad weather. Well, that's what I talked to Jeff Turner about today. the guys from the street department are going to do the dirt work for us. Um, and I I'm trying to set a hard date. He wants to get past the winter weather first. I'm hoping to have dirt work done by the middle of February.
That's a pretty heavy clock. They could I think that something like this they could get done in a week. Oh, the dirt work. They just have to get it flat. Take all them trees out and then Yeah. And then cut out a little bit where the parking lot is. They have They need about 8 inches of cut. And all the parking for that thing on the south side, you know, where the new road is, the new road that ties into that road. Is it there's a creek there? That's the major creek. Is it going to be split or I mean, which side of the creek is it? We got the most land. The north side of the creek. And that that was that five acres the fire department gave us. I can't remember what the exact acreage is, but it there's more than enough space to put this park.
Okay. You have a satellite view where this is gonna be at exactly. Uh I could pull it up on Google Earth. You want me to do that? Yeah, if you don't mind. Also, do we have trees and stuff like that? All that All that money is available. We're not going to have to I'm not going to get snowballled.

They'll get to it when they can. So, our our team has been instructed or asked to get in those woods right now and start clearing the underbrush. That's kind of what we're trying to do. Um, and I've I want to have the underbush cleared back to the back, the very back, so that it doesn't just look like I Where does the very back? Do you see that kind of clearing? Yes. On to the right. I think that's a highline wire or some type of electric uh utility ease in it.

Uh along the same lines, I have worked with a friend um he's a videographer and my goal is to walk around to each of these park sites and do a very conclusive video, something that's well put together, um and talk about how we've used city sales and use tax and then briefly touched on what we're going to do in the future. Um, it's a different medium than what Bob and those guys are doing. Um, handouts and flyers are cool, but I think where we're going to get the most traction is using social media and a a nice well put together video like that is going to give us the most bang for our buck.
Um, just in reference to that, is there any way that you can make a presentation at the schools or something? Would that be a possibility to just highlight all the parks that are available to the children, let them see the Is that crazy idea? I don't mind at all. It would have to be approved by administrators. Oh, I'm sure it would. But I just wondered if you thought that might be a a good idea to to present it to the as PSA. Yeah. To the children and and their families and as what's out there and what's available and what we do. Maybe
and then it was provided by tax. Maybe at the town hall we could have stuff playing before town hall starts since that's what our tax dollars go towards. My goal is to have this done by times where you can I mean I know social media but there's still got to be other ways we can get well the other night at this might be an idea too. The other night at the city council meeting, Tim Terry offered free commercials on the Bulldog broadcast. So, he might give it They might be able to put like a commercial spot in or something like that. That'd be huge. That would be very good.

Uh, I have blocked off the Edil the Pavilion calendar for March 6, March 20th, April 3rd, and April 24th. And we'll do movies in the park those four dates. What day of week? Fridays as requested. H sorry.

Uh our two big projects this year outside of inclusive park will be to uh resurface the pickle ball courts and I'm starting that process now and then the new uh HVAC unit on the pavilion. Um both of those should be good to go just as soon as the budget's approved and then we will start work on those. Are there any issues of the highway department and that that cut you finally we finally did we finally agree to to leave the the walkway open of this path? I mean
there's a tunnel trail to get under the street. They install the tunnel that we're going to be able to walk under the street then. Absolutely. Y like Okay. I've already done it. I don't know that you're supposed to illegally. He you laid that you laid that Casey. Didn't you lay all that when we put electric lights on that trail? You purposely they say they didn't wasn't in part of the design, but I remember you doing that. You moved the electric wire so that we could have lights on either side of that trail.
Right. Yeah. They they just terminal them out so that the highway construction wouldn't cause any issues. Well, anyway, I'm sure happy with that. I I that would have just destroyed our trail. Yep. For that piece for that part for that part of the city that would have Now, somebody gonna have to explain to me and I'm not asking you to, but okay. That second bridge coming into city hall. Yeah, that might have to be offline. We did discuss one time a trail. It's not out of It wouldn't be out of out of reach, would it? I mean, someday. No, someday. Yeah.
Okay. I just picked dates. Yeah. I mean, while we're throwing dates out, March 20th is the um first Friday of spring break. I also picked dates that weren't already reserved on the calendar, so it's pretty slim pickings in March and April. Yeah. I mean, people are going out of town or not. Yeah, exactly. Come watch a movie. Not everybody Not everybody can go out of town. So fun in Jonesboro. That work out pretty good last year. What's that? Movies in the park.
We did one, I believe, but they've been a hit every time we've done them. They're cool. Well, the weather's always a factor. Yeah. And any any kind of wind up there is it's not worth putting that giant thing up. Speaking of movies in the park, concessions for movies in the park, are you opening it up to different groups for fundraising? Just no concessions. It got too messy with the auditors.
Um and it's a nightmare to ask groups to um buy their own stuff for one night for one night of concessions. So, I think it would be much easier just to have like a snack food truck come up there and help. Okay. Good idea. Okay. Um, I think that's it. Can I ask a question? Sure. So, paving the trail from Oaks to Bell Park, that's completely off the table now. I think that we would be better suited to um take the engineering that we have because they finished the engineering on it and self-fund it. What
you talk about that? trail. Is that the one that goes to Westwood or I mean from from the Oaks to Bel. Okay. The the estimate that we had previous was on the high side $250,000 and after it was engineered and met AROT's standards, they came back with 1.4 million. So, we'd be better suited in two or three years when we have the funding to just hire an asphalt or put it out for bid for an asphalt company to come and pave it and then we wouldn't have to worry about meeting all this extra requirements for the arts.
Are you still going forward with getting the easements in place? I think that that is a great idea. Yeah. Yeah. I have all the for what we already have. Yep. I have all the paperwork. It's just a matter of getting them and that's that's something I would probably by the next meeting I think I should probably have. What's the condition of that trail right now? Have you guys been out there since the incident? The incident? Yeah. Yeah. So, they uh took and basically filled in all the got it flat.
Okay. So everything's flat. And I've been talking to Jeff Turner about taking a roller out there and like asphalt roller and getting it really compacted in. So what was the incident? Someone wrecked they rolled over a wheel like a scooter electric wheelchair. They end up spending the night out there because they couldn't get up apparently because they got hurt. Someone drove an electric wheelchair up through there. Yeah. So, the fire department got called like early the next morning. Someone was Yeah, it must have not been too cold. No, that was
It was November, October, November, and it was still pretty much part of the trail was pretty It's pretty steep and if you I mean, even walking it, you'll slide on the rocks. We got it fixed. Yeah. I guess my main point is like if your guys will just check it like once a month just make sure it's not like that again. Absolutely.
I think the big rain events is what leads to Yeah. issues most of the time. Is it big enough? I'm not asking. Is it big enough to run a vehicle a smaller vehicle over that trailer?
