the city major search process is going. Uh I just wanted to to to speak to you about the process and give you my perspective as someone who went through part of it as a candidate. Um, this is a big decision for Greenville and no matter what direction the council decides to take it from here, I believe the town, the citizens, all the candidates involved going forward deserve the process that's clearly laid out, well communicated, and handled with respect. My concern is not about one person or one outcome. Uh it's really about the process and how the candidates are told what to expect, how they're evaluated, how they're communicated with along the way, and how the public is kept informed. I mean, I think the candidates should know what's the steps are in the process, what the council's priorities are, um how they're going to be evaluated, and whether or not they're be they're going to be given an opportunity to present ideas and respond to questions. about those and about the needs and challenges of the town. Uh for a position this important, I really feel like the selection process itself should reflect the same level of clarity, accountability, and professionalism the town expects from the person who's going to fill this role. Um that matters. It matters to the candidates. It matters to their families. Uh it matters to everybody in town. And this is also a really unique kind of hiring process because it's so public. It's not like a private industry job where you can quietly test the waters if you want to explore a new opportunity. Uh this is very public. It's in the news. People are talking about it everywhere. The candidates's family, their neighbors, current employer all know they're seeking another job. That puts an enormous

amount of stress on the candidates and their families. And that is exactly why the process really needs to have a well-defined path forward with frequent communication with the candidates. I think the town deserves that and the public needs to know what's going on, but they don't need to know every little detail. They deserve to understand the path forward, the major steps in the process and what and when the council expects to move from phase to phase. No matter what direction you all take as council, I believe the candidates, their families, and the town deserve a final selection process that reflects the seriousness of this position and is clear and well communicated to everyone from beginning to end. Item 6.3 is consideration of hiring a consulting firm to assist with the city manager recruitment process. I'm going to start with this one. The the comments that Andy had. I I've kind of I follow those along. I I um I think what I expected from a consultant to come in is to look at the candidates, talk with them, uh give them information about our town, give them information about what the job is, give us some ideas on who needs to be talked to. And maybe that's because of my lack of knowledge of a um a public search like this, but there there wasn't good in discussion. And shame on me for allowing me to come to a meeting on Saturday morning 30 minutes before the interviews were going to take place and have me told how we're going to do it. And then when people were walked in, they were not given real good information either. Um, I've reached out to a couple of search firms, executive search firms. There will be a cost for that. It's somewhere between 20 and $40,000. Um there we could consider opening the search up for with MTAS and see if we can get some more candidates in. Um but whatever happens, it needs to be a different process. And I I apologize to everybody that came and and interviewed because I it I'm embar I'm embarrassed. And

We can go out and do an RF Q for an outside service. we can reach out to MTAS and I'll be happy to work with Kathy and what we need to do, but I truly believe we've got to we've got to see if there's anything else out or something that we can do better to improve improve this process. One other thing is I was talking with u the water commission. And when I asked how they had gotten Laura to come to work for them, I was told that they hired an executive search conso confir concern. And they had advertised it already, my understanding. She hadn't seen it. So the the recruiter reached out to her and asked if she might be interested and look who we've got and how fortunate we are that she's leading our group down there. So I'll stop there and let y'all talk. So if we go if we go the consulted route, are we going to Would you say an RFQ or bid essentially?

Thank you. Anyone else? I would just like to add that if we do decide to go that route with a consulting firm outside, um it's like with anything, you know, garbage in, garbage out. If we don't specify and clarify what our expectations are and find some type of metric to quantify that, it doesn't matter. We can say we want this or we want that. Uh but if we don't have something that we can stand on ourselves when we're evaluating candidates, I feel like we're going to end up in the same quagmire that we found ourselves in in this position. Um because one of my concerns I brought up originally was that I felt like we didn't have a good understanding of an evaluation of all the applicants originally. um and and how we came to terms with those nine or those 10 that we interviewed. And um that is the power of making sure that we are being clear with what our expectations, what our wants are, what we aspire for this person to do. Uh, I just think that whoever we choose, there needs to be some hard conversations had with the search firm, the consulting firm to make sure that we build out something that can be used to effectively and appropriately evaluate candidates. Um, because I felt like that was missing in this particular search that we just went through. Personally,

It's I still think we have three good candidates from what we hired the experts to do, which didn't cost the taxpayers one dime. That's what MTAS does. Sure. Um a large a large portion was when Tracy Solomon came in and talked about just hiring somebody to hire somebody. It takes it's it's not easy to recruit people. if you just if if I can sit down and put out an applica or put out a job uh ad and get some resumes into tandem to you, but it's as a lead as a as the person that is leading this search, we need somebody that knows people that could call and say, "Hey Kathy, I understand you're looking for an opportunity. you might not want to be in the front of the page paper, but would you be interested in talking about it a little bit because I think there was and I don't know who it was. Someone told me the person that you want to hire is in a job right now and they're afraid to really stick their nose out. And and I believe that because I've I've had opportunities where I was able to work with people and help them understand that it was a good opportunity for them. And so that's where I think we would get a a big plus. Um I I don't disagree with that but this is a specific job that we hired the experts MTAS to do which he has been a city manager himself. He knows how to go out he knows how to put our RFQS RFPs whatever it is this board voted to have MTAS do that ended up being Pete Auger. Pete's been a longtime city manager. He he knows how to go out and find pe people that are

looking to change jobs in towns go to websites like him task. So I really don't know what we're going to spend the taxpayers money and get a different outcome. Well, if there is anybody in this this that sits up here that thinks that was a good search, then I don't know what else to say. When when we left here last time, Mayor, um you said you were going to reach out to some folks in Nashville maybe and see maybe talk to somebody at the development district and see what their process was. I know that when the partnership hires, they have a process. Water commission, they had a process. The school board, they just blew past us and hired us a director of schools. Um, I'm not sure whether 17 applicants for a job of this important was enough and that the recruitment was vigorous enough. But um you know we I think we didn't just embarrass ourselves, we embarrassed some of those candidates, too. So I think we need to be accountable a little bit for that. Um but we're where we are now and we we need to move forward. Particularly there's going to be some changes on this board. We need to we need to move forward. Um, I don't have any objections to paying for a surge. I mean, I don't want to pay 128,000, but this amount um I don't have any reservations about that. I don't think we need to blame MTAS or Mr. Augur, you know. Um it just it was like an experiment almost instead of of instead of a search. So um I was hoping today that when you came you would have some clear recommendations

I think that was what was missing from this search was a recruitment effort. I think we posted the position, it was posted on multiple websites and it was kind of cast the net, see what comes in kind of an approach which sometimes that works, sometimes it doesn't. But I think to your point, mayor, you mentioned, you know, you were looking for maybe someone to call and try to identify people that they might not at first glance be interested in that position, but maybe they will after they get a chance to learn a little bit more specifically what's expected of them in that. So, I think that's the big thing I see and I hear and you correct me if I'm wrong, but bringing a an outside consulting firm to do this, what we're getting the value add in doing that is you get a more uh aggressive recruitment aspect versus just casting a net.

Yes. Well, and another thing that happened to me in in the way this process played out was I got more I got a lot of calls. I don't I assume everybody else did. And I got more calls of people against somebody than were really for somebody. um that I mean I hate to see that which is going on on the federal level coming down to where you it's like people hate other people instead of being for somebody or for something. It's like you're being against it. Uh, you know, these are people just like we are with feelings and get offended and different talents and um, you know, um, I just I wish that the more than just criticism, the community would help us and tell us what they want, what what they need, not what they or who they dislike. and I'll hush.

Well, my suggestion is that we do an RF RFQ. And I don't have a problem with doing RFQS. That costs nothing. Okay. He was at that last solid waste board meeting. The solid waste board, um, just to kind of give everybody an ideal, that board is made up of four county reps and then one Tusklum rep and then, uh, four town reps. And at that meeting at the end of March, um, just to let everybody know, the the four town reps on the board is Matt Hensley serves on that one. uh Jeff Taylor sign um he's on that board and then public works director is on that board and then um the previous the other board member that was serving um his term was up and he asked if he uh he just said he couldn't commit to to serving any longer just due to work obligations which then left a vacancy and so we did um an advertisement in uh local news WGV Greenville Sun and on our website for a couple weeks uh with a description of that board and then three had submitted applications. And that's why we invited those individuals to come to this meeting because as you read through their applications, it lists um a a deal of organizational and leadership skills. Um but as far as I wanted them to come and speak to how serving on um the solid waste board was um their personal background, how it would relate to serving on this board because a lot of that u talked about their leadership and their organizational skills, but it didn't kind of touch on solid waste. So that's why I asked for you all since it's a town seat um for you all to read over those applications since that board um did not make a recommendation based off of the different jurisdictions serving on that one.

I don't know if Scott wants to come up here, but uh just a city council knows and uh most people know because we put it out in the paper last week and on our social media sites, but um Scott Keith has been with us as the assistant public works director since August of 23 and um we have named him the interim public works director at the end of March and uh he will serve in that capacity until we go through the application process in the next coming weeks and then um we will select a public works director possibly in the month of May. But Scott's been serving in this role for quite a while now as assistant and he's done a great job. So it was fitting to to name him interim director.

All right. Item 7.4 is consideration of emergency engine repair and public works front load waste truck number 20. So yes, this is a this is truck number 20. It's primarily our cardboard plastic recycle front load truck, but it also backs up the commercial front load as well. It's the main backup. Uh the Worldwide Mechanics came up a little while back and um to do a service bulletin repair or an update on some software that we didn't have the computers to do and when they pulled the covers off um there was essentially pieces and parts down inside the engine. So, it was literally falling apart in place. And since this is a uh like I say, it's the main backup for our commercial front load. Um we needed to go ahead and do this repair. It is a not while it might not be expected or foreseen, it was we do have uh funds in our operating to cover it. So, it's it's in the budget. Do we have um do we do checkups or look at those every year to make sure that things are doing like they're supposed to do?

Um there is a possibility to be able to replace seals, but typically uh that doesn't work really well. So, what we'd like to do is go ahead and get these cylinders on order and get them here so that we have them since we know there's a pretty good chance this is going to break down and we don't want to lose a front load and have to wait. And uh the committee has recommended to go with one team wellness. um they noted that uh they were going to be able to come on site and be able to do several of the things for us and I think this will work out good for us.

Again, and we discussed uh our additional involvement with the squad, helping them more and more on rescue operations. So, uh, one thing that we have strived to do in the department is, uh, our knowledge, skills, and abilities in those rescue operations. So, we're working on that hard. The equipment, of course, with all equipment is very expensive. So, we're trying to reach out any way we can to get additional funding in to to help that. Um, the monitors that we have are going bad. Uh, some of the sensors are are going bad in them. And these monitors, I think they're about seven, Eric, seven years old.

Hello. I'm gonna speak this little and Laura's probably got a little insight on this, too. Um, this is a project I brought to y'all's attention last time. and I was trying to do some research in between to get more info to bring back to you and T do DOT uh it's been a little difficult. So the after that meeting um that we had here the end of that week of Friday March 27th get an email about 11 o'clock in the morning that says that they needed to know by close of business that day if we were going to proceed or not proceed with this project with no warning. So, I immediately got on all communication I could and sort of appealed that up the chain and I was able to get to in touch with the woman who is the the head honcho for the local programs for statewide and she basically gave us a extension for this. She was not aware that we weren't made aware of this deadline. So, they have extended it out, but they need a decision today after this meeting if we're going to proceed or not proceed because uh they're trying to update their three-year plan for construction and funding going forward. So, but I just wanted to give you a little info on it. So, u our issues before uh the main issues were a couple things. One, um the sidewalk surface that might be incompatible with downtown if we just have to go with plain concrete. Since then, I've got I've had a lot of communication about that. I was able to talk at length with John Fischer, who did the Walter State project, and we feel pretty confident that we've got a lot of uh we've got a lot of calls on our end to be able to to basically to use that design because that T dot approved that design around Walter State and T DOT funded the site work that paid for that design at Walter State. So now I think I think we got a pretty good shot to be able to get them to use this newer design up there. So that was one of the hurdles. We won't know that for sure until they get the design documents done uh if we decide to proceed. The other issue uh was cost. The cost has

escalated and the timeline now it's pushed out to probably 2028 construction. But T dot has up their end of how much they're willing to contribute up to a maximum of $1.8 million. So that if it goes that high, I think Laura, we did the math. That that brings the town's matches 5% anywhere from maybe 60 to $90,000 depending on where it comes in that range. But I looked at those cost estimates in detail and ask for detail. They're very preliminary and one thing stood out to me that's just kind of ridiculous of that. The estimate now is 1.4 million. They think it's going to escalate up more, but $870,000 of the 1.4 four million was for utilities on that one block. So I wanted back I wanted to know what that was. So I asked I couldn't get any answer from T dot other than that's just their estimate. Well, so I talked to the water commission. I talked to the light and power. Talked to everybody who could around. We don't have any issues and they've not talked to anybody locally. I don't know where that numbers come up with. I talked with Eric at the water commission. There is a water line on the General Morgan in side of that street. But even if we had replaced that entire water line and upgrade it, it would only be a couple hundred,000, not $900,000. So, I think the bid is way or the cost estimate is not really representative. And we're getting ready to bid out a project over East View School as a sidewalk project. So, as soon as that goes to bid, we'll have a real concrete number of what it actually costs to do the sidewalk. So, I guess what we're saying is if we want to go forward or not go forward, I don't know if we decide to go forward if it's it's not committing us, my understanding, to actually finish the project. I mean, they're going to get bids and we have to evaluate the bids. Uh the other issue is that we've paid over we've paid $200,000 already and that was to go for environmental assessment and design. And I asked specifically if we don't proceed or if we stop now, can we get the design for the roadway so we would have that for the sidewalk in case we want to do

it later? And at first I was told no. Typical. Well, then after I kept pressing, I basically found out the reason no is they haven't done the design yet. So, if we don't decide to proceed, they're not going to do the design, but we've already paid for the design.

It specifically says it had uh street lighting, street furniture, landscaping in there and now they're telling us that they had removed all that. But we have no documentation. So, I think there's a lot of gray areas here that need to be cleared up that were the things that were really giving me reservations about moving forward with it. But, I think we've got a good opportunity.
