Welcome everyone. Oh, there is a good mic here. And welcome to the Planning Commission on August 26, 2026. We are happy to have the MobileGR Commission with us to talk about the mobility blueprint that is about to come to the city. Before we start, we don't have any regular activities today. However, we are doing live broadcasts on Facebook and YouTube. There will be time to give feedback to the public at the end of the yoga session. So, let's introduce ourselves. You can introduce yourself as Planning Commissioner or MobileGR Commissioner or CET Staff. I am Laurel Joseph. I am a Planning Commissioner. Aaron Yoner, Planning Commission.

Jessica Smith, MobileGR, I am Kristen Terkelsen, Planning Director. Okay. We have a lot of people from the Planning Commission, MobileGR Commission, and MobileGR Department. They have all helped make this possible. Thank you all. If you need any help today, we will be happy to help Jessica and Max. So, we would like to make a statement about the Mobility Blueprint today. I think that the MobileGR Commission will know more about this than the Planning Commission. We would like to know what this project is, what its schedule, deadlines, responsibilities are, and what the ongoing temporary acceptance process will be. That part is very important. That is why we are here today. When Jessica and I are working on this project, the aim is to make at least one part of the mobility blueprint a part of the community master plan. The CET Commission should be given the responsibility of how to accept the community master plan. This is accepted as a community master plan. Jessica and I have the same opinion that it will act as a guide for the city regarding our mobility needs and future plans. It is just like how we use the community master plan as a guide for environmental decisions and zoning ordinances. For example, it is a guide for the growth and development of the city. So that is today's main intention. Mobile GRE is taking a step forward. So if there are no other restrictions, we can switch to GES.
Hello everyone. I would like to thank the Planning Commission and the MobileGR Commissioners for taking time out of their busy schedules to participate in this month's meeting. My name is Jessica Smith. I am the MobileGR Director. I would like to introduce you to Marks Gillis, who has a lot to talk to you about. You often see him in between. I know that there will be a lot of discussion here today. Marks is the Mobility Blueprint Project Manager of MobileGR. He handles all the activities planned and planned. Also, along with our Prime Consultant Tyle Linn, Eric Hans is also here. Then, under the project team, other consultants are also included in this project team. Thank you very much to all those who served as representatives in the RFP Selection Committee. Now you can see them in person. Marks is the leader of the selected team. He will take the lead for today's election. After that, we will have time to discuss. This is our plan for today. Shall we start? Okay.
Thank you. As Jessica pointed out, I am the strategic initiatives manager of the LGR department and also the project manager of Mobility Blueprint. Also, I think that the discussion we are going to bring here today is a very important part of the discussion. So, I am very eager to go through this process, but please ask questions. There will be plenty of time at the end. You can wait until then if you want. But I am going to explain this. I would like to give the best advice and discussion on this. Okay, let's go to the first slide. I don't know if I should be the one to control the slides. Should I have decided that earlier?
Yes, I have a clicker. Yes, good.
Okay, thank you. Okay, that's easy. So, what is Mobility Blueprint? Mobility Blueprint is a long-term, long-term method of building a road map that leads to immediate security, justice, and sustainability in the city. There are various aspects in this presentation that we are going to discuss, but I would like to make it clear in this regard. The project is based on prehistoric archaeological excavations and prehistoric excavations in Grand Rapids. In addition, we are also exploring ways to make those views visible through a clear path. So, there are a lot of methods in place. We are going to show them right away. This does not change the things we have done so far. This is based on what is in place, and we are making a clear path for other activities regarding the security of the site. This brings us to the question of why. This is done in line with the mobility guidelines mentioned in the Community Master Plan and other standards. I would like to say this in a nutshell. Make sure to design and maintain safe streets for all users. Make sure to follow the guidelines that provide access to and meet the needs of community members. And make sure to ensure that the land use and land use decisions are in line. So, this is the only way to make it legal and acceptable. We are hoping that this will pass through the Community Master Plan, said Christian earlier. We would like to make it clear first that mobility, multimodal access, and gender equality in the Community Master Plan are being prioritized. This is about how we can make those projects work and how we can make them happen. Therefore, it is very important for us to ensure that this is in line with SEMBIU. Therefore, it is necessary to ensure that the mobility blueprint adopted by SEMBIU is in line with our Gathakadha Asutranam Bhooviniyog Tantrams and that it helps to see both the necessary aspects in the future. Therefore, it is necessary to know how to make it work, how to provide support, how to do Asutranam, and how to design it. According to the Michigan Planning Enabling Act, the mobility blueprint will be legally available under the CMP Act. This is a matter in the hands of the people as far as we are concerned. When the methods and measures in the higher-ups are determined and implemented, there are often misunderstandings with the society. This process will help to ensure that when construction activities are carried out, the environment is in good condition. This authority helps in this. In the approval process for this to be added to CMB, the Planning Commission accepts it as CET Commission Mobility Blueprint CMB. That is why the approval process we have prepared can be seen here. In the first phase, the members who are related to your intention to prepare the planning commission CMP will be informed. The second phase is the planning commission. According to the needs of the CMP Commission, a mobility blueprint is prepared. The third phase is a legal review. The planning commission submits the planning commission to the CET Commission as a review. Those who receive information in the first phase are given the right to submit it to the CET Commission. The fourth phase is a general hearing. After 42 days of approval period, the planning commission conducts a general hearing. Fifth, the Planning Commission's approval. The Planning Commission approves the proposal. Two out of three majority votes are needed for this. Sixth, the CET Commission's approval. The Planning Commission approves the proposal and the CET Commission must take action within 63 days. Therefore, I would like to talk about the efforts of my team and the cooperation with Tyleen. This is very important to us. We have spoken to the community and to the organizations. We do not want to ignore any of the important religious activities that have taken place in the past. That is why we want to highlight this. These are the plans and directions and guidelines. We are working on these plans as a base. That is why we are working below them. I think it is very important to show that. So these are the local plans that are in GVMC and Rapid Transit Master Planning efforts. These are the urban plans. This is not complete, but these are the main things that are in our urban planning and community master plan anyway. Our own financial development is a strategic plan. Our CAP, CAP, Bicycle Action Plan is a security plan for safe roads. There are so many such measures included in it. There are also measures that are only for our region. This has spent a lot of energy and energy, so we do not want to ignore this. But in my view, they had a great interest in a vision of the Gathakadu in Grand Rapids. We do not want to review it again. We don't think there is any uncertainty here. If there is any uncertainty, it is in making it happen. How do we find funds for this? How do we decide what to do first when we make it happen? We believe that the Mobility Blueprint is the only way to increase these methods. Again, this is a combination of those views. However, as I said, I feel that they are in harmony with each other. However, we want to ensure that these views are harmonized with the right processes, with the right recommendations, and with the right goals. Thus, we can ensure that we are doing this responsibly. This is a very important part of this method. We can talk a little about it. Then, of course, the method of mutual understanding is a big part of it. That is why we are very excited about these events, but again, all the methods that we have shown before are the same. That is why we are focusing more on this than on any other event. So, we are very interested in our CET Plan Alignment, Regional Plan Alignment, Area Specific Plan Alignment. So, we will move forward with the implementation of these comprehensive community initiatives. Also, we will make sure that it has been implemented in our activities in Bavi. In addition, we are aware of the humanitarian activities that are taking place internationally. Therefore, we would like to work with them. We are also preparing their master plan for the G.R.Ford plan and the Parks and Rec. So, we would like to work with them and other plans. Because we have the obligation to work together. As many mobile GR officers know, the community idabedal was my predecessor responsibility in the department. Even now, I am in charge of it. So this is very important to me. But it's different here. Because we don't want to ask people again what they want about their accommodation and travel opportunities. We think that we have asked and received a clear answer to that question. However, we want to make sure that we are in control of how it happens. So idabedal is a major part of this. Especially in the case of the CMP division, However, when they approach the community, they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of their previous actions and they will be very conscious of We wanted our people to be in the forefront. We would have been here. So we wanted to be ahead of this trend. As I mentioned earlier, one of the main objectives of this model is to provide a way to advance the costs and benefits of basic necessities. I think it is a very important factor for the discussions that are going to take place today. Because it is more important for our society to develop that way. That is, how we decide and decide all this will depend on many decisions in the future. But if there is a law or a methodology that we are working on, only then will we get a lot of funding from the funding fund, and not only that, but we will also be able to make our vision a reality. So, we would like to tell you the most important thing here. We can explain the engagement plan and steering committee in more detail. So, a steering committee will be used. MobileGR will be in charge of this. In addition, there will be a panel of executive offices of various departments. In this, influential and influential stakeholders will be included. So, we would like to say that from the planning commission and from the mobileGR commission, you will get access to this steering committee. This not only helps with the engagement plan I mentioned, but also helps with all aspects of this plan. Again, this plan is to ensure that the plan is fully and harmoniously executed. Therefore, the steering committee is very important in that process. Through a live SharePoint site, they will receive updates from the project team. When we update, they will be able to check it. Also, they will receive announcements of the three-month updates we are promoting. This will allow them to obtain information related to the plan. We will also have meetings prior to this. As mentioned earlier, it is very important for us that the CET staff stand on the front lines of this project. Mobile GR planning and office communication will be in line with the planned community engagement. Consultants will help the staff by preparing the necessary materials. It is our luck that the consultants and their subcontractors have a good experience in community engagement activities. So it will be very helpful for them to learn and gain knowledge from them. As Jessica pointed out, I know that MobileGR commissioners are very aware of this, but I would like to quickly talk about the activities that were done before Mobility Blueprint. About a year ago, on September 25, we announced the Mobility Blueprint at the MobileGR Commission. FY26 Work Plan was submitted, and a notice was submitted about the beginning of discussions on FY27 Work Plan. In November 2025, we discussed this issue at the Municipal Art Gallery of the Mobile GR Commission and the Municipal Art Gallery of the Municipal Commission. In February of the same month, a statement was made before the Deputy City Manager CET Commission about the Mobility Blueprint and the viewpoints we had. In March, we made a statement at the Mobile GR Commission in search of answers about the security measures adopted. In May, 2026, we included this in our plan. Then, it was approved by the city budget. From May, 2025 to July, 2026, we held a number of internal meetings with other departments such as DJRI, DJRI, GVMC, and GVMC. This helped to integrate the methods we introduced into practice, because they are enjoying these activities. At that time, we would like to say that we have conducted internal discussions with our own people and foreign partners. Then, from May to June 2026, there is another slide that talks about this in more detail next to me. The foreign partners and representatives of the mobile GR commissioners in RFP, RFP, and Avalokanam took part. Their response was very important in choosing the last candidate. So, let's take a quick look at the project team on the inside. We have two project sponsors. They are Mobile JR Director Jessica Smith and Planning Director Kristen Turkelson. They will definitely contribute a lot in helping us to overcome the obstacles, obstacles, and obstacles in the executive office. We have a steering committee. As mentioned earlier, internal and internal partners will be involved in this. They represent the social and social aspects of Sangadana Baramayathu and when the project team moves forward, they provide valuable guidance and feedback. Our executive sponsor is MobileJR's Assistant Director Ariyana Jassi. They will help us to provide the necessary technical assistance and to provide the proper guidance in all the technical aspects. They are very helpful engineers. I am also the project manager, so I supervise the daily project operations. We will ensure that we are handling the scope and schedule properly, that we are in the budget, and that we will act as the main person to unite all the teams. I will also manage our consultant team. James Reeve is our assistant project manager who takes care of the rules and regulations. He helps me with project administration, track deliverables, stakeholder information, scheduling, and new applications. Our other assistant project manager, Trey Reinhart, who handles the technical aspects. He helps in planning and transportation planning. He also helps to develop instructions on how to increase the price of permanent mobility facilities. Then there are our internal partners, MobileGR, Planning, Engineering, Economic Development, Water Utilities, Public Works, Office of Equity Engagement, Office of Communications, etc. There are various events in the city, and even if this is not a complete festival, they are very important. Even if I don't take everyone personally, I know that the internal efforts of everyone involved in this project are very important for the success of this project. As I said earlier about the selection of the consultant team, that is also a major part of this project. This year in May, we held a proposal campaign for consulting services. This sent 666 vendors and received nine proposals from them. Proposals from MobileJR, Purchasing Department and Rega were evaluated, and various presentations were held in virtual events conducted by the remaining three companies that were selected continuously. In terms of experience, projects, work plan, schedule and expenses, Ittivailin International Great Lakes Incorporated was selected as the best. This is an important announcement. We have prepared a more detailed version of this. I am happy to share this with everyone. This is a summary of our project schedule. Yes, I am not getting into the details here. But when we talk, I am happy to talk more clearly about any one of them. But we are focusing on our first task. You can see that many of them are going on at the same time. Therefore, we have a view that if this first phase is completed, we will not be able to move on to the second phase, but we will be able to make sure that the methods that are in place are being used accordingly. This process will continue in this process for the benefit of the public and its members. Therefore, it is important to start the rehabilitation efforts early and to ensure how to handle the urban mobility at the cost of money. It is also important to understand the current situation at the cost of money before going to rehabilitation. After the first two dhouthis, the munganana methods and procedures will begin. Therefore, I repeat how important the munganana is. Therefore, it will be discussed here, along with the prices of the main paths. They examine the rising economic growth, urban mobility programs, methods and main procedures of munganana. There are certainly a lot of things in it. Continuous planning, planning, planning, planning, planning, planning, planning, planning, planning So, the approval fee for this car is $4,999,916. This is provided through the parking services fund of the Mobile JR department. The fund of consultants will be calculated as shown below. So, it is clear here how the seven entities mentioned and how they will be spent in business times. So, as I said earlier, even though I like to speak and give presentations, this is a discussion. So, we expect that we will be able to talk about this to know your opinions. And we especially have the interest to talk about some things, that is, we want to talk about the steering committee rules here. And, as I said earlier, we want the Mobile JR Planning Commission to be present in that steering committee. Also, we are happy to talk to you. As Eric introduced himself, his project manager Tyle is also joining us. We are happy to talk about our initial stages of the project kick-off. Also, we know that there will be great interest in community events. So, we are happy to talk about it. But, we can talk about the schedule and our views. Thank you very much for your efforts. Now, I am opening this meeting to everyone. So, let me start with a big shout. So, thank you very much. I am very happy that we are doing this. But I think it is important to investigate the explanation when we investigate something. I ask myself what we are avoiding. So, I would like to shout out a few things to think about. 1. You started in a very intelligent language. The things we did in the past continue in the same way. Okay, that makes me a little uncomfortable. 1. The world is changing, so I believe that there are big changes and changes in the world of mobility. In 1940 and a few years ago, cars and public transport were the same. But now, cars without drivers, and things that were not available before the start of these bikes, are coming. Therefore, I believe that the government is making more progress to look at the past than the future. Another thing is that we should pay attention to the fact that this community is not looking out for the best. There is a lot of talk about this in the world, but we have to be careful not to spread it. I understand. When you talk about how we use about 30% of the land in the Grand Rapids to travel, that's what you're talking about. So I think we need to have a discussion about how we travel before we talk about how we travel. Of course, this is a topic of discussion in America, but it is also discussed in the United States. Streets are actually a property. It is a part of a property. It should not always be used as it used to be. For example, some of the places that used to be in New York before Gadagat have now been turned into parks and town squares. You can see a variety of places that have changed in such street uses in Amsterdam. Just as we are worried about safety, I want these discussions to be a basis for how humans can use this place. So I think we need to discuss these issues with a wider audience. That's what I have to say. I would like to include a large amount of information in this, apart from the things you have discussed. But thank you. Yes. I am wondering if the subcommittee will have the opportunity to make such efforts. I have one more question. What you meant by the steering committee is correct. I believe that the steering committee will ensure that the members of the steering committee are doing their part and that they are taking care of them. The steering committee will be in charge of the opinions of the residents and the members from outside. Yes, it is correct. Yes, I am asking this because CMP, CMP, CAP, CAT, EDMSP, EDMSP are the ones who have tested it. The first two lines are the concerns of the community about bus services. We are doing a lot of activities in the city's mobility field. Even when there are a lot of activities like micro mobility, EV car sharing, etc., there are more complaints about bus services from the community. I know that Dash Dash is a big thing. Many people did not like that change so much. So I was passing through the plans quickly. I was looking for strong suggestions on how to do anything related to buses. I can't see it in CMP and CMP. It can be in B, C, or Safety Toolkit CMP, 4B4, 4C3, or 4C7, but that is not enough. In CAP, it is clearly in the control of this department. However, I still see EDSB and EDSB-2.1 operating rapidly and EDSB-2.3 delivering services. So what can we do here to make this plan more powerful? I am thinking about how this is different from EDSB and EDSB.
First of all, I would like to point out that the main focus of the long-term transit system is underground facilities. You are also looking at how to secure underground facilities in it. The second thing to remember is that it is actually the authority of the regional transit authority that we have. They can make such decisions, right? I know you all know these things. The regional transit authority's master planning is to ensure that the regional transit authority's master planning is in line with the regional transit authority's master planning. Yes, I know that that is not the complete answer to the question, but that's where it ends. So make sure that we have two experiments and do as much as possible to take it together. So, in a plan like this, we need to find more opportunities to respond to the community's question of how to protect ourselves in transit. That is, we need to continue discussions on how we can protect ourselves in transit-based facilities. That's why we are continuing our partnership with RAPID. This plan can contribute to that. How do we plan it? How do we add it to our network? I think that's a very good answer. Your team and Max know very well that this is a message.
Then I hear that this is within the scope of RAPID. I know that. But I want to know if there is any other way. Otherwise, I think it should be implemented in this plan through a workgroup or through some kind of route that works in a rapid manner. People will be able to understand what I'm saying. That is, it's not part of this project. It's somewhere else. It's right here. Or they will come and say, this is just a plan. I can't see any changes. I can't see a rapid change. Double quote. You and we all, they're bringing this up. The public is making a mistake. This is difficult for us. Because we have to investigate and take samples from hundreds of pages. So I don't expect ordinary people to do this. So, I think it will help to reduce the number of homeless people in Tamil I think it will help to reduce the number of homeless people in Tamil Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that we are paying attention to them Instead of blaming our friends in Rappin, they should know that
Can we quickly go back? Can you explain those abbreviations?
Yes, sure. CMP, CMP is Community Master Plan. CAP, CAP can help me a little. Community Action then. Yes, it is here. That is, Climate Action and Adaptation Plan, then EDMP, EDMP. That is Equitable Economic Development and Mobility Strategy Plan. Thank you. I also want to say something quickly. We often want to make people aware of how we accept opinions. I want to give everyone the opportunity to talk as much as they need. In my view, I have no objection to saying that this is a very free discussion. So, we have two chairpersons in the room. This is a planning commission service. So, I'll tell you something that helps you understand where this body stands as a mobile GR, GR commission. There are people here to correct my mistakes. We are very interested in a few things. First, we are interested in how we can move away from overpopulating vehicles that travel alone. I think this mobility plan is an opportunity to think about how we can combine various travel routes, like the view of Mayor LRN's Bavi. It is important to pay attention to the diversity of travel facilities, how to connect them to the public transport system, and how to ensure safety. You will find many of the best possibilities of micro mobility in you. There is a possibility that you will get angry at some of them. It is a good opportunity to think about how to connect such long-term paths using mobility blueprints, whether it is walking or being used carelessly. At this time, it is possible to understand what people are thinking from the discussions that have taken place so far. I would like to remind you that the funding for MobileGR is mainly from the parking lot. Our financial fund has been allocated in such a way. It would be right to say that the financial fund of MobileGR is allocated in such a way. That is why it is important for us to pay attention to that. Can I make a small clarification? This is in line with the pre-plans like the Vital Streets Plan, and it is a method adopted by voters along with the local government funding that has been completed over the past few years. Can you tell me one thing about the differences between them? Is the Vital Streets Plan part of the Master Plan? Is it legal as we are now predicting? What happens when this method is included in the master plan? The master plan is a big picture. After that comes the very accurate text, which is made according to the instructions of the master plan. So, will this be a very accurate one like an area specific plan? Or is it not necessary to be more clear? Or does this help to make changes in the ordinance that was a general thing? I will start from the last part.
I am not sure that there will be any practical changes in the zoning ordinance review. When we talk about our community master plan in a traditional way, there are many ways to implement it. Certainly, the zoning ordinance is the biggest advantage we need. This special mobility blueprint will not be implemented through zoning, but will be implemented through a capital improvement plan. Therefore, we are trying to make the vision of our travel needs clear. We need to be a little more clear. We need to have the ability to decide which needs to be prioritized and why the fund should be provided first. It will lead directly to the development of the capital improvement plan. Therefore, I think there will be about two courses in Mobility Blueprint. Even if we don't call them courses, it will be either two courses or two classes. One will be the Asutrana Rega and the other will be the Capital Improvement Plan. There is nothing that can be adopted in that regard, because it is not suitable for it. Therefore, I do not intend to accept it as part of the second Rega Community Master Plan with the Capital Improvement Plan. It is only an auxiliary Rega.
Yes, that's right. This is approved by law. Okay, mobility plan.
Yes. That particular part, i.e. the second chapter, will be useful for Jessica and her team to prepare a capital improvement plan for the engineering department.
Okay, that's helpful. Yes, for now. Thank you.
I appreciate more detailed questions like this. The city has not had a long-term plan so far. So you are studying. This is difficult to implement. This morning I was thinking about this. How can we talk about something we haven't seen so far? So I know it's hard. I thank you for joining us. You spoke to answer your other question. It is about the Vital Streets Master Plan. Therefore, you will notice that we have a Community Master Plan and another method called the Vital Streets Master Plan. Both have the word Master Plan. This can cause a little trouble in the field of basic housing. There are a variety of methods. There are also some housing processes with specific standards in the field of agriculture. Master Plan is used in many places in the Gathakatha tradition, but it has different meanings in different communities. In this community, the Vital Streets Master Plan is actually called an agricultural typology document. One typology document is combined with the one called the Autonomous Highway Plan. These two things are also accepted methods. For the last 10 to 15 years, the city has been doing these procedures to show what kind of facilities are required in a certain part of a corridor and what the conditions are. So, the Vital Streets Master Plan shows you where to do it. What you said is right. What you said about the roads and other things was very correct. But at that time, it is not completely clear how or how to proceed. They had a discussion about how to proceed. Therefore, all the things to be done to proceed were taken into account and made into a small plan. There were about 17 things in it. When there are so many things, the funds needed to make them all happen are often not obtained. So, the decision was to give priority to fund management and asset management. That's what you've seen so far in Vital Streets. This period ends in 2030. It's a very long time. Can you tell me why I'm trying to complete this plan in 2027? Does everyone have the same opinion on this matter? Before this new question arises, we would like to make an effort to conduct a more comprehensive consultation on the issue of poverty, because we have to make sure that this is a proper plan by conducting social discussions. Therefore, I am very happy that you have understood it properly and connected these two things to each other. But when we go to the voters, when we need to make money through their income or millage, this is what we really need. We need a good way for them to understand what we mean. Then the most important thing is to know their opinion, right? That's why this campaign is very important for the city of Grand Rapids at this time. Did you get the answer to all your questions? Yes, I would like to know in detail what are the problems that are related to this as a community master plan and what are the problems that are related to it as a legal regia. I understand that it will help me not to be related to budget matters by avoiding the three major problems. But what are the big things that we can achieve in terms of the Bawil Planning Commission? If a specific road has been thoroughly examined in this way, is it possible to negatively affect environmental decisions? I understand. Yes, I have not included the two things you mentioned. The first is the Community Master Plan, and I discussed with Kristen and myself about how to implement it according to the Michigan Planning Enabling Act. Our professional opinion is that this is the best and most appropriate way to implement such a large plan. Then, Christian has clearly said about avoiding the full approval plan of the three-day plan. There are very practical reasons for that. We have a busy budget process in the city, so it is not practical to open and approve a three-day plan, which is linked to a large planning regime, every time. This is a little different from how the Metropolitan Planning Organization of the Grand Valley Metro Council, which works in Laurel, works. When they make any changes, if what I say is wrong, you can correct it. When they make any changes in their financial plan, if it is part of their basic plans, they have to get permission from the board again. Okay, it will happen in an MBO. Because they have many meetings and their activities are going on. The CET Commission does not accept planning plans again in such a profitable manner. Therefore, to meet your economic needs, we will look at things within 5 years and each year the CET Commission will accept funding within that financial year. Therefore, this is just a small difference to make it more useful for this particular community. As I said earlier, the importance of such a method is to prepare an infrastructure plan in advance. Communities always need more than funds. So, we need to decide what is most important and how to evaluate it as a community. We need to decide what is the most important thing in our community and how to evaluate it as a community. We can decide what is the most important thing in our community and how to evaluate it as a community. Then the last thing you asked is, what will you do if there is some kind of negative influence? The rules of the law are generally a guide, aren't they? So this is an opportunity for the Planning Commission. If anything new comes up and this plan does not match it, we can try to solve it by combining it with other plans in place. Our community master plan will help in this. Certainly, things can happen that do not go according to plan. Then you need to talk to a planning commission and resolve those problems. This does not mean that it is not useful for the community. You need a way to serve the community. Yes, I agree with this, especially with the last thing I said. The so-called community master plan is just a plan. It is a plan. It is a direction. It is a view. The law is the zoning ordinance that we use in our case. That's why I don't think there will be any restrictions or restrictions in this. Because this is based on the activities that we have carried out so far. It helps to advance. There should be no restrictions in it. There should be no restrictions in any way. This is the matter of the planning commission. There are some subtle things that you need to think about. When you talk about a project, especially when it comes to technology and community building, the plan helps you make decisions. You are not just standing in the words of the plan. You are only standing in the words of this zoning ordinance.
So, I really appreciate that the Planning Commission and MobileJR have come together for this. I think that the Earth Science is one of the most important ways to achieve good geological facilities. I know that the plan is focused on how to increase the use of geological facilities and other uses. So, I would like to make sure that this is a major part of moving forward. Because it is good to get the right facilities, but without proper land use, first mile and last mile connectivity, it is difficult to use it on the road. So, when this plan moves forward, I encourage and encourage it. For me, there are some things that I was thinking about when I heard the announcement of Marx. When we talk about progress, I think that we are talking about the progress of special projects. But will there be any changes in this plan? Or will there be any guidance on how to move forward in specific projects? Because I know that all our areas in the city are different. We have more than one business district with different needs. So that's the first part. Secondly, I am happy to be part of the community. As part of the steering committee's activities, it would be great if a community engagement plan was specially prepared by business associations, small and medium-sized associations, and corridor improvement authorities. They are clearly interested in this process. My last question is this. When community engagement is a part of this process, what happens if a large part of the community does not know about the current conditions or if they find that the current conditions are of great use to them? Do you have any plans or thoughts on how to implement them?
Very good questions. I will start from your first question about how to proceed. I am looking at Eric. Do I bother you? Eric is in our consulting team. He is helping our staff. He has done such activities everywhere. I need to explain to Eric how you do this in other communities.
In response to the question about the budget, we are thinking about budgets in two areas. One is the budget in the CIP area, which Jessica and Max have described. Not only in terms of asset management, but also in terms of things that have been introduced in the CMB, i.e. things that have started with balanced mobility, which are some of the most important factors that we need to consider. That is the first step, but we cannot determine a scope. We cannot say how much it will cost unless we go down one step. That step is to bring a positive hope not only to all the residents of the city, but also to some of the most important residents. A high-level cross-section would be suitable for a situation like this, but it would be a high-level cross-section that would allow a right-of-way. On the one hand, it should not go to a proper level. Since it is 42 feet from the curb to the curb, I am not telling you that the parking lane should be 7.5 feet or 8 feet. That is, we will not reach that level, but we will stand in the right path and in the right lines at the budget level, and we will make a picture of how that opportunity will be. This will help to lead the capital improvement plan and to use a vision in a way that can make changes according to the opinions or field suggestions in the community at the time of design. This is a simple goal for you to help you define how the CIP-CIP plan is going and how the projects are being implemented. This will help you to indicate how a project in that corridor should be done. We understand that this is something that needs to be done within 16 months. We are not moving towards detailed designs for each corridor, because we need to find and implement such projects through Bawil CIP. So, we are trying to make sure that we have a clear plan for where we need to move. But apart from which projects we need to do, we want to give it a shape. We need to say something about how the projects will be. Then, as Jessica asked, are other communities doing this? Some communities have very strict rules. For example, they have a rule that only cross sections like this are allowed for arterial roads. We are not making such a rule. We believe that it is important that each corridor has a suitable route. So, when we select the corridors that are in favor of CIP, we will try to make a great change by using Vital Streets Design guidelines and investigating each corridor in detail. So, they will act according to the situation, along with the marks and the mobile GR team. Even in the initial stage of that design, the stakeholders will be able to make sure of some of the problems you have described. Also, it will be possible for people to know what we are doing and why we are doing it in the right way. Good.
Yes, what I meant to say is that you had some questions about intercourse. He is handling it. So... Yes, I think both your questions have a good connection in Tamil.
So, I will try to answer both of them at the same time. As I said earlier, when I look at the things you said, I think this is a very appropriate way of sharing. Not only do you have to raise awareness about intercourse in the past, I will also think about things related to that. Because I don't want this to be too much of my pleasure. But when we first talked about this as a community, many asked, we did this earlier, right? Then why are we doing it again? So we want to accept it. At the same time, we are trying to find a way to raise awareness of those who are not involved in this and to conduct that intense discussion. When an area-specific plan was implemented through a right-of-way project, I had the same experience yesterday. People said so. It does not reflect my opinion. So, when we go through such things, it is very common. So, we will work together with the tourism department, VTLN, TLN team and their representatives to ensure that there are strong and successful efforts for this. For your second question, I think this process is very important to the steering committee. We do not only bring a correct engagement plan, it will continue to grow until that project is completed, as you saw in that timeline. I can create a small problem in it, because it was my position, but this is very important for this. If that problem does not succeed, none of this will succeed. So, not only think about how we can implement this mechanism in a sustainable way, but sometimes we need to re-organize it. We also need to conduct awareness-raising. For that, the help from the steering committee will be very essential. So, I am thinking about bringing our Karadu plan and accepting opinions on it. But this will be a plan that is constantly changing. Through this process, we will learn from this. When we start our activities, if we hear that we have to re-investigate some of these things, I am not saying that we have to re-investigate them. All I am saying is that we have to re-investigate them as a community. Therefore, our communication office is fully aware of this project. They will be very helpful. We will use the community engagement system in front of that office. We will work with various organizations and contractors. I am very eager to do that. But I appreciate your questions. Because this will be a gathering and a conversation. The steering committee is very interested in it. Yes, thank you. It helps. I understand what you are saying. The most important thing I get when I talk to people in the community is that sometimes they say, I didn't know anything about this. So, make sure that we are giving people opportunities. At the same time, make sure that you have 10 different opportunities to participate. Make sure that we have the right to say that you will not choose. So,
Yes, yes, I have some opinions on the basis of discussion. One, Vital Streets is returning to the plan. So, I am a member of the Vital Streets Oversight Commission's Mobility JR Commission. So, the fact that we are discussing the project ahead is one thing we are discussing there. So, I really hope that this kind of regulation will make the whole process successful. The project to use Vital Streets Funding in NILAVIL is mainly based on asset management or road conditions. However, there is a need for an oversight commission to include other metrics that we have developed for all micromobility infrastructure networks. Therefore, I expect that this capital improvement plan will increase the progress in the future. When the discussion of the people comes to the attention of a community, you will be able to see the way and methodology of these decisions directly. You will be able to clearly understand why this street was chosen for any project. Then, another thing I would like to say is about community education. Yes, I fully agree. Certainly, this is something that needs to be ensured that people have the opportunity to express their opinions. I have to say one more thing in detail. I don't know if I have said this before, but to be honest, the community master plan education was very good in the view of a person from outside. We were able to include groups from different parts of the city. We were able to include people who did not come for such planning activities or CET commissions. So, I think that we should not forget that we have heard the opinions of various people living in the city. I do not want to reduce the importance of this by a small group of people who do not come to ordinary meetings and who cannot find time for it. Therefore, my opinion is that, as Marx always says, this is to strengthen the groups that are walking backwards rather than one. Okay, I also have some things to say. We can go back to the question of how the Ministry of Land, Infrastructure and Tourism is going to respond to these changes. I fully understand that we are not expecting any major changes in the zoning ordinance related to this. However, I expect that we will investigate how the Ministry of Land, Infrastructure and Tourism will respond to these changes. For example, the policies for transportation demand management or some other developments. Just to say this, can you tell us a little about the difference between the streets in the city's CET and the streets in the trunk line in the MDOT? Can you ask that second part again? Yes. Therefore, I am trying to make clear which projects are controlled by the CMB, the CMP, and the city, and which projects are not controlled by the city, and which projects are located in the front lines of the public and which are not controlled by the city.
Very brave. I think you said it very well. When a city has a CET authority, you only have the right to do what is in your jurisdiction. The city has a jurisdiction over some streets. Laurel Chundi shows that some streets are in the jurisdiction of another institution like Endot and MDOT. We are not able to donate for their needs, but we are able to donate in the form of a donation. We often conduct discussions with them about how to solve problems together. DOD has their own donation processes. They are very legal and have accurate instructions, so they have their own donation processes. But as a part of public education, I think it is important to understand that this is not the method for all roads you see. However, this will be the method for roads in the capital of the city. Another thing, I was thinking about the first part of your opinion. When we go to a big festival with big budgets, we want to put everything we can into it. We want to put all the decorations on the Christmas tree, right? I don't know if you've ever done that. We put all your decorations on the Christmas tree. How is it to see it? Sometimes it doesn't look like what you intended. So, When we conducted discussions at the Steering Committee, MobileGR, MobileGR Commission and Planning Commission, we have to remember what we are paying attention to from the perspective of all these things. I really liked Laurel's opinion that we can do things like ITDM, TDM or Transportation Demand Management. They are often seen in development codes or as part of the municipal code. So, even if all these things are amazing, it is a part of the big picture of the city operating towards the goals set by the City Commission. Other efforts are being made to ensure that such other priorities are met. So, welcome to your comments and questions. But I would like to know your opinion on the fact that these two boards in the steering committee think the most important thing in any way. As a community master plan, I know that a planning commissioner worked in the steering committee. He worked as a bridge between the steering committee and the planning commission. In my opinion, there should be at least one step from the steering committee to the planning commission. This will help to provide a report on the condition of the project. I agree with that.
I really like that method. I know that we have used it before for other activities. So... Have the staff decided on this? Have you decided on the time and date? Not yet.
Therefore, we would like to make it possible for these two bodies to decide what kind of a ritual they want. We have not discussed this with other members. That's right. If we are talking about a proper ritual, we would like to find the most appropriate time to talk to people after receiving those gifts. We believe that there will be about six yogas at this time. Therefore, this is not a big deal. Then, as I said, we would like to bring improvement in project management activities. The participants can participate in as many events as they want. There are only six opportunities to share opinions because there are six events. If anyone wants to know more details, they can contact us through email or phone calls. We are ready for that. That is, a little, okay, I would like to make it clear about this. The reason is that there will be almost six meetings during the project period.
Yes, so if you are ready for the appointment, I suggest you think about it and make a decision. I don't know, keep that in mind. Maybe we can make a decision about it in our next individual meetings.
Yes, I think many people will be interested in mobile JR. So, think about it. We can come back in September and discuss. Then, I want to make one thing clear. I don't think we are fully aware of the fact that only one representative rules. If there are more people in need, we can increase it to two or three. Or is it just one person, or do you want Jessica? That is, I will accept Jessica's advice and choose one person. We will continue with that. How many people do we intend to include in the Steering Committee? Yes, there are a lot of options in this.
I suggest one person. Yes.
These Steering Committee meetings will be excluded from the official reports issued by the Mobile JR Commission and Planning Commission. Yes.
Therefore, we have to discuss its scheduling further. However, the planning department has a clear suggestion to Jessica's team, that is, reports have to be submitted to the major departments. Consultants, city residents, and the planning commission must be able to properly understand and give feedback. Although the distribution of this is certainly different, as we did in the community master plan, Therefore, when you approach you as a public hearing or when you make announcements for the public, you can make sure that you are satisfied with the fact that the procedures have been carried out properly. I would like to add that I would like to inform Mobile JR that Commissioner Pelko, Steering Committee and Mobile JR Commission are part of the project team. So, if you are not in the steering team, it does not mean that you cannot be a part of MobileJR. You will definitely get an opinion. All commissioners in MobileJR will have the opportunity to give continuous opinions. The only thing we will get in the steering committee is an opinion. Another thing MobileJR commissioners should pay attention to is that you have now recruited several working groups. However, similar discussions and issues are taking place at the same time. Therefore, I believe that there will be many opportunities to continue this discussion. You are a very important part of such discussions in terms of the voice of the public. I appreciate your complete and personal events. In addition, I appreciate the activities carried out by you through several working groups to the Vital Streets Oversight Commission and Planning Commission. This is very helpful. I know that it is very difficult to conduct a protest. However, I think it will be very useful. Those who receive the donation will understand that they have a great responsibility to inform their colleagues and to share what they learn from other participants.
Okay, I think the next job is the general opinion time for MobileGR. Is that right or is the presentation over? Yes, I think it is better if there are no more opinions or suggestions for both the commissions.
We both have legal needs. Does the public have any opinion on that? That... You... No, you are right. We only have MobileGR. Yes, yes, forgive me. I was talking about the agenda. Thank you. Okay, okay. Then let's start the public opinion time for MobileGR in this section.
There will be two public opinion times in this section. I will read my script. I will now start the public opinion time. The board wants the public to introduce themselves before saying their opinion. However, it is not mandatory to give names. Does anyone have any comments? Okay, since there is no one else in the audience to discuss the agenda, I will end this general opinion session of the MobileJR Commission. With this, we will end the MobileJR Commission session.
Thank you again for joining us. I am very excited to start this process. Next on the agenda are the planning commission discussions. Whatever the consultant said, I am happy that the planning commission examinations are part of it, just like the Mobile GR Commission examinations and the CET Commission examinations. That's why we can say things in this process. Thanks for that. Do you have anything else to discuss about the planning commission? No? Okay. Then I'm starting the second public opinion section of the union. If anyone here today wants to make a comment, you will have up to three minutes to talk to the commission. Since no one is here, I'm ending the public opinion session. We pray to God that there is no other way. Thank you all.
