26-263 Authorization to Purchase New Restroom Building for Stow Grove Park
Recommendation: 1. Authorize the City Manager to execute an Agreement Incorporating Cooperative Purchasing Agreement with Public Restroom Company, for the procurement of a new restroom facility for the Stow Grove Park Project, in an amount not-to-exceed 421,081. 2. Find that the proposed authorization to procure the prefabricated restroom structure is within the scope of the Stow Grove Park Master Plan previously analyzed in the Mitigated Negative Declaration adopted by the City Council on December 19, 2023 (SCH No. 2023080037).
26-285 Amendments to the Provisions of Library Management Services Between the City of Goleta and the Cities of Buellton and Solvang Amending Staffing Positions
Recommendation: A. Authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement No. 2025-072 between the City of Goleta and the City of Solvang for the Provision of Library Management Services for a total not-to-exceed amount of $319,165; and B. Authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement No. 2025-065 between the City of Goleta and the City of Buellton for the Provision of Library Management Services for a total not-to-exceed amount of $323,189; and C. Approve Resolution No. 26-__ entitled “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Schedule of Authorized Positions and Salary Schedule and Classification Plan for Fiscal Year 2026/27”; and D. Approve Budget Appropriations for Solvang for a total Revenue amount of $13,064.35, and an Expense amount of $7,700, and Budget Appropriations for Buellton for a total Revenue amount of $25,788.41, and an Expense amount of $23,500 as described in the Fiscal Impacts section.
26-272 Proposed Capital Improvement Program Grant Opportunities
Recommendation: Receive information on Capital Improvement Program grant applications and upcoming grant opportunities: (1) FY 2027 Local Highway Safety Improvement Program (HSIP), (2) Sustainable Communities Grant Program, (3) Office of Traffic Safety Grant Program (OTS).
26-238 Public Works General Services and Professional Services Amendments with SCA of CA, LLC, Dewberry Engineers, Inc. and Budget Appropriation
Recommendation: A. Authorize the City Manager to execute Amendment No. 1 to General Services Agreement Number 2026-042 with SCA of CA, LLC, for Municipal Street Sweeping Services increasing the contract authority by $75,903 for a total amount not-to-exceed amount of $120,902, and extending the termination date through October 31, 2026; and B. Authorize the City Manager to execute Amendment No. 5 to Professional Design Services Agreement Number 2019-023 with Dewberry Engineers, Inc. for Design Services, for the San Jose Creek Multipurpose Path Project (CIP No.9006), increasing the contract authority by $1,233,465 for a total not-to-exceed amount of $7,463,370; and C. Authorize a budget appropriation in the amount of $383,200 in the Highway Safety Improvements Grant Fund (Fund 417) for the Traffic Signals Upgrade Project (CIP No. 9083), as identified in Table 3 of the Fiscal Impacts section of the staff report.
26-277 Goleta Community Center Skylight Project – Reject All Bids and Authorize New Notice Inviting Bids, and Budget Transfer from Fund 217 to CIP No. 9127
Recommendation: A. Reject all bids and authorize staff to advertise a notice inviting construction bids for the Goleta Community Center Skylight Replacement Project; and B. Authorize a Budget Appropriation Transfer of $201,682 from the Fund 217 Operating Budget to Capital Improvement Project No. 9127 (Goleta Community Center Campus Refresh) for the purchase of replacement chairs and tables and upgrades to the security camera system, as discussed in the Fiscal Impacts Section.
26-271 Resolution Approving Execution of Grant Funds from the California Ocean Protection Council through the Senate Bill 1 Sea Level Rise Adaptation Grant Program
Recommendation: A Adopt Resolution No. 26-__, entitled “A Resolution of the City Council of the City of Goleta, California, Approving the Application for and/or Execution of Grant Funds from the Ocean Protection Council Under the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84), Proposition 68, Environmental License Plate Funds, Once Through Cooling, Greenhouse Gas Reduction Fund, or General Funds”; and B Approve a budget appropriation of $550,000 in both state grant revenue and expenditures in the California Natural Resources Agency Fund (Fund 307) for the California Ocean Protection Council's SB 1 Sea Level Rise Adaptation Grant Program award for Climate Ready Goleta: Sea Level Rise Vulnerability Analysis & Adaptation Plan, as described in the Fiscal Impacts section of this report.

26-129 Public Hearing for a Street Lighting Benefit Assessment for Fiscal Year 2026/27
Recommendation: A. Receive and file the final Engineer's Report for Street Lighting Benefit Assessment District, Fiscal Year 2026/27; and B. Adopt Resolution No. 26-__, entitled "A Resolution of the City Council of the City of Goleta, California, Establishing an Assessment Charge for the City of Goleta Street Lighting Benefit Assessment for Fiscal Year 2026/27"; and C. Authorize the City Manager to enter into an agreement with the County of Santa Barbara, Office of the Auditor-Controller, to Place Direct Charges on the 2026/27 Secured Tax Bills.
26-128 Public Hearing to Establish the Tax Rate for the Goleta Library Special Tax for Fiscal Year 2026/27
Recommendation: A. Adopt Resolution No. 26-__ entitled "A Resolution of the City Council of the City of Goleta, California, Establishing the Goleta Library Special Parcel Tax Rates for Fiscal Year 2026/27"; and B. Authorize the City Manager to enter into an Agreement with the County of Santa Barbara, Office of the Auditor-Controller to Place Direct Charges on the 2026/27 Secured Tax Bills.
26-275 2026 Development Impact Fee Program Update
Recommendation: A. Continue Public Hearing from May 19, 2026; and B. Adopt Council Resolution No. 26-____entitled “A Resolution of the City Council of the City of Goleta, California, Approving the 2026 Development Impact Fee Program Update Report and Updated Development Impact Fees Pursuant to the Mitigation Fee Act and Finding the Resolution to Be Exempt Under the California Environmental Quality Act.”
26-284 Goleta Valley Library Capital Campaign Update with Recognition and Naming Considerations
Recommendation: A. Receive the presentation on the update of the Goleta Valley Library Capital Campaign, “Writing the Next Chapter”; B. Approve the proposed donor recognition design concept acknowledging the contributions towards the interior project and authorize staff to proceed with the final fabrication and installation location consistent with the approved concept and applicable City policies; C. Authorize staff to work with the Mithun Foundation on the naming of the Children’s portion of the Goleta Valley Library in recognition of the significant financial contribution from the John C. Mithun Foundation; D. Approve the revenue and expense budget appropriations and budget appropriation transfers in Fund 101 and Fund 236 of all donated funds received to date from Fiscal Year 2025-2026 and Fiscal Year 2026-2027 through the Library Capital Campaign to be used for contracts and services associated to the interior project as described in the Fiscal Impact section.
26-288 Designation of the City Council Delegates for the Cal Cities Annual Conference
Recommendation: Designate Councilmember Reyes-Martín as the voting delegate and Councilmember Kyriaco as the alternate delegate to represent the City of Goleta at the Cal Cities 2026 General Assembly.
26-289 Appointment of City Councilmember to the Santa Barbara County Continuum of Care Board of Directors
Recommendation: A. Appoint a City Councilmember to the Santa Barbara County Continuum of Care Board for a period of two years; and B. Consider appointing a delegate to the Continuum of Care Board.
