26-136 Deferred Compensation Plan Update – 457(b) Recordkeeper Transition, Establishment of a 401(a) Defined Contribution Retirement Plan, Plan Administrator Designation, Indemnification, and Ongoing Fiduciary Advisory Services
Recommendation: A. Approve the transition of the City's 457(b) Deferred Compensation Plan recordkeeping from MissionSquare Retirement to Empower Retirement; and B. Adopt Resolution No. 26-__ entitled, "A Resolution of the City Council of the City of Goleta, California, Appointing the Finance Director as the Plan Administrator for the Prudent Management of the City of Goleta's 457(b) Deferred Compensation Plan Administration and Investment Portfolio; and C. Adopt Resolution No. 26-__, entitled, "A Resolution of the City Council of the City of Goleta, California, Approving the Establishment of a 401(a) Defined Contribution Retirement Plan for City Employees, and Appointing the Finance Director as Plan Administrator, and Authorizing the Finance Director to Execute All Necessary Documents to Establish Such Plan"; and D. Adopt Resolution No. 26-__ entitled, "A Resolution of the City Council of the City of Goleta, California, Indemnifying the City Council, Plan Administrator and their Designees, While Acting in their Official Capacities in the Administration of the 457(b) Deferred Compensation Plan and the 401(a) Defined Contribution Retirement Plan"; and E. Authorize the Finance Director, as Plan Administrator, to Execute a Professional Services Agreement with SageView Advisory Group, LLC for ongoing fiduciary investment advisory services (3(21) co-fiduciary model), in substantially the form attached, in an amount not to exceed annually of 0.25% of Plan assets, subject to final approval as to form by the City Attorney.
26-185 Second Reading of an Ordinance to Amend Requirements and Procedures for Encroachment Permits
Recommendation: A. Conduct second reading (by title only) and adopt Ordinance No. 26-_entitled, “An Ordinance of the City Council of the City of Goleta, California, Replacing Chapter 12.02, Title 12, of the Goleta Municipal Code Regarding Encroachments on Public Property; and Finding the Regulations Exempt from the California Environmental Quality Act.” B. Direct staff to file a Notice of Exemption
26-167 Public Works Professional Services Amendments with West Coast Arborists, Inc. for Tree Trimming and Tree Maintenance Services for Parkway Strips and Facilities
Recommendation: Approve and authorize the City Manager to execute Amendment No. 2 to General Services Agreement No. 2022-059 with West Coast Arborists, Inc. for Tree Trimming and Tree Maintenance Services for Parkway Strips and Facilities, increasing the agreement amount by $400,000 for a total not-to-exceed amount of $2,200,000, and extending the termination date to June 30, 2027.
26-183 Adoption of a Zoning Map Ordinance Amendment for Property Located at 421, 425, & 445 Pine Avenue; Case No. 25-0004-ORD
Recommendation: Conduct the second reading (by title only) and waive further reading and adopt Ordinance No. 26-___, entitled “An Ordinance of the City Council of the City of Goleta, California, Adopting an Ordinance Amendment to Zoning Map from General Commercial (CG) to Business Park (BP) and Adopting the Notice of Exemption on a 3.4-acre site located at 421, 425, & 445 Pine Avenue known as Goleta Business Park (APN 071-130-048); Case No. 25-0004-ORD”.

26-175 Jonny D. Wallis Neighborhood Park Splash Pad Operations Update and Amendment to Agreement for Janitorial Services
Recommendation: A. Receive a presentation on the proposed splash pad operations, schedule, and estimated costs; and B. Authorize the City Manager to execute Amendment No. 2 to General Services Agreement No. 2022-112 with Rich and Famous, Inc. DBA Big Green Cleaning Company, for Janitorial Services for Parks and Open Space, increasing the agreement amount by $45,000 for a total not-to-exceed amount of $1,466,213.33 and a termination date of June 30, 2027.

Recommendation: Receive an update on the Hollister Avenue Old Town Interim Striping Project performance.

Recommendation: Discuss work priorities and adopt the Annual Work Program for Fiscal Year 2026-27 for the Public Works Department.

Recommendation: A. Introduce and conduct first reading (by title only) and waive further reading of Ordinance No. 26-_, entitled “An Ordinance of the City Council of the City of Goleta, California, Amending Chapter 5.08 (Short-Term Vacation Rentals) of the Goleta Municipal Code and Finding the Action to be Statutorily Exempt from the California Environmental Quality Act under CEQA Guidelines §§ 15060, 15061, and 15378 (Case No. 25-0006-ORD).” B. Provide feedback to staff on proposed administrative changes.
