26-170 Draft 2026–2027 Annual Action Plan and Substantial Amendment to the 2025–2029 Consolidated Plan for the Community Development Block Grant (CDBG) Program and Designate the City Manager as the Certifying Officer for Environmental Reviews Pursuant to 24 Code of Federal Regulations (CFR) Part 58

Recommendation: A. Conduct a public hearing to receive public input regarding the Draft 2026-2027 Annual Action Plan and Substantial Amendment to the 2025-2029 Consolidated Plan; and B. Adopt the 2026-2027 Annual Action Plan and Substantial Amendment to the 2025-2029 Consolidated Plan and authorize the City Manager, or designee, to submit the adopted plans to the U.S. Department of Housing and Urban Development (HUD), incorporating all public comments received through the close of the public review period and any revisions requested by Council prior to submission; and C. Authorize the City Manager, or designee, to execute all necessary grant agreements, certifications, and related documents required by HUD for the administration of the Community Development Block Grant (CDBG) 2026-2027 Program Year; and D. Authorize the appropriation of the 2026-2027 CDBG program funds of $302,724 as described in the Fiscal Impacts Section; and E.
