Good evening. I want to welcome everyone to the February 17th, 2026 regular town council meeting called for 6 p.m. It's 6.04 p.m. Meeting officially called to order. If town clerk could call roll, please.

Okay, once again, I want to welcome everybody. And if everyone could please stand. And Captain Lila Perez, can you lead us in the Pledge of Allegiance, please?

Thank you. And once again, thank everybody. Today we have two presentations. First presentation, honored to welcome our Dade County Commissioner, Mickey Steinberg, who we love and appreciate. She has something to present to the town of Golden Beach. So if you could please come and present, it would be appreciated.

Thank you. Thank you for having me. It's an honor to be here today. And I like the new chambers. Congratulations. So mayor, vice mayor, council members, thank you for having me. On behalf of the county of my district, I want to present you all with a $25,000 check, which you all actually identified a need, which is the Reimagine Tweedle Park project. And so we're happy to support this endeavor that you all are taking on. And anything we can do to continue being a good partner, we like to do.

Mickey is our Dade County Commissioner and always looks after Golden Beach, has done a phenomenal job. Whatever we needed, whenever we needed, we've asked her, and she's always come through. So we can't ask for a better representation than you. And I know I speak for the council. We really appreciate everything you do. You do a great job, and thank you. Is that in cash?

No, it's a ceremonial check. You've already cleared the check, though.

Mayor, as we get ready to take the picture, and I'd like for the council to maybe join us on the floor here, that way we can all be at the same level. I will tell you, 19 years as your manager, and Mayor, you know this better than I, it's the first time that an elected official, either from the state or from the county, actually says, is there something I can help you with? And can you identify something that I can help you with? That didn't happen under the previous County Commissioner and it hasn't happened before that. So Commissioner Steinberg, I know that you are giving us credit, but we owe you all the credit. You reached out to the mayor and I and said, how can I help you? I don't have a lot, but whatever I can help. And so we greatly appreciate just thinking about Golden Beach because often we're forgotten about because of our size and our location. So thank you, Commissioner.

And Mayor, Mayor, can I just say one other thing real quickly? Mickey is is too modest to tell you this, but she's qualified again for her office. And I know that everybody here in our community is going to give her strong support.

That's a very pleasant surprise and we will see that check go to good use by the end of the year for our Totlock and Reimagine Twiddle Park. Our next award is honored to present retiring of Golden Beach Police K-9, Tyson. Today, we're honored to the remarkable service of K-9 Tyson and his unwavering dedication to the residents of Golden Beach. If Sergeant Soiker could come up here. Lieutenant Soiker. Lieutenant, excuse me. I'm pleased to have the K-9 handler, Julio Soca, approach this dais. K-9 Tyson was acquired by his handler at the time, Lieutenant Julio Soca, when he was just a year and a half old. Tyson was highly skilled Dutch Shepherd, which was trained in both apprehension and narcotic detection. Four and a half years, Lieutenant Sojka and Tyson worked side by side, forming not only an exceptional professional partnership, but an extraordinary bond. Their connection extended beyond the badge. Tyson became part of the family, sharing in his daily life at home as well as the challenges in duty. Most notable, Tyson stood faithfully alongside Lieutenant Sojka during a police-involved shooting incident, a testament of his courage and loyalty. Together, they faced every challenge, united as partners in every sense of the world. This plaque is dedicated to K-9 Tyson, service of bravery, devotion, which left a lasting legacy. He will be deeply missed each and every day, but his impact on this community and those who had the privilege to serve with him will never be forgotten. And I'm honored to present you this plaque, and I'd love to read it. For those who never saw Tyson, he was always in, obviously, the back of his police car. He was probably one of the most fierce-looking dogs I've ever seen. I mean, my dogs would go up, and they'd see him, and they'd literally run the other way. He was that intimidating. So tonight, I'm presenting you K-9 Tyson, proudly served with Lieutenant Julio Sojka, protecting the community with loyalty, strength, and heart. Through his watch has ended, though his watch has ended, his legacy lives on in the lives he protected and the bond he shared with his handler. Put to rest December 2025, faithful partner and courageous guardian. Beautiful plaque. You come up first. He's a great dog.

Mayor, so we're going to have two plaques. One will hang perpetually in the police station. And of course, this one is for Julio to take to his home to have a memoriam of Tyson and his service. As you know, Mayor, I believe you brought the canine program to Golden Beach when you first became mayor. And we've tried to keep a canine. Let me get a picture first.

The program, even though Tyson was retired a couple years ago, he recently passed away. And so we wanted to make sure that we honor his service. I'm going to give you a chance to say a few words. But we continue the program. So as you know, we have K9 Lyra, who's with us, and our newly acquired, somebody help me, K9. Judo, who's currently in training with Officer Rivacoba. And so we'll have two canine. One is a dog bomb, and the other one is going to be a drug apprehension. Apprehension means that they'll actually look for people, which we needed last night, and we'll talk about last night a little bit later. So Julio, if you want to say just a few words.

I just want to say thank you.

I was not expecting this. Super nice of you guys.

I know most of us both are different.

Thank you for your hard work and dedication. Julio, Tyson's legacy will live on forever because we're going to have the plaque permanently placed.

A plaque, not that one. That one's yours. We need another one. Permanently placed in the building so every officer moving forward will know who it is. Thank you. And thank you guys for being here.

And I don't know if you know it, but GB and Prince will be the new canine dogs of Golden Beach.

Okay. Moving on? Good. Mayor's report, I'll keep it short. I'm happy to announce that Golden Beach started towel service this weekend. and it was a big success and I think it's a huge amenity for the residents of Golden Beach. I know myself and fellow council members heard great praises about it and we're very, very excited and it's just another amenity for our residents of Golden Beach that set us aside from any other community. I want to thank Mickey Steinberg again for her donation to Golden Beach. That will go a long way for our new park. And Officer Soyka, again, sorry for your loss. We really loved Tyson. He was a great dog. And the plaque only says a little bit of how much we'll miss him and care for him. So very, very happy. The Wellness Center is making tremendous progress. And all you have to do is go by there, and you could see it looks like it will be ready in the next few weeks. But just kidding, it will be ready. Our goal is by the end of the year, and we're very, very excited about it. It's making tremendous progress. I want to thank the Wellness Center Committee for their meeting. I know they have some excellent suggestions and recommendations. I know they have another meeting. But I have to just point out something, because I know that was a little confusing. You know, it's a committee that's going to make suggestions and recommendations to the town council. Then the town council will look at those recommendations and review those and then the council will make the final decision and everything but we really appreciate everyone's hard work and the time they're putting into the committees because it gives us a great guidance and a great map to what the residents need for the golden beach for the wellness center One last thing, Councilman Einstein, Councilman Bernstein, myself, and the town manager went up last Monday, Tuesday, and Wednesday for days. We were very successful. We had multiple meetings with from the head of the Finance Committee to many of the House representatives to the Senate representatives. And we're asking for $900,000 for a pump funds. pump project for our water issues, and I think we have a good shot at getting them. There's a long road ahead of us, but we made tremendous progress up in Tallahassee. It was very productive, and I can't thank Councilman Einstein, Councilman Bernstein, and town manager, put all the meetings and our lobbyists, David Caserta, who did a phenomenal job. I mean, he really did. He set up the meetings. He preempt them and stated our case. And the town manager and the council, we went through and explained why we needed these funds for our stormwater project. And it was very productive. And it was great use of three days of in cold Tallahassee. But it was great. With that, I'm going to change it over to council comments. I'll start with Councilman Einstein. Any comments?

Yeah, I'm just going to buttress what you said, Mayor, and in terms of going up to Tallahassee with you and Ken Bernstein, Dave Katsura, and the town manager, I can't. explain enough to the people of this town that the impact that the manager and your mayor have when we went up there with all of these legislators. I think we had nine meetings that day with different representatives and the respect, the command of the information that the town manager had for each one of the elements and his ability to answer all the questions that came up along with the mayor and the appreciation of the representatives and the legislators to see us physically there in showing interest is some of the means by which we are able, as a non-commercial community, to access monies, potentially. And, you know, $900,000 to a town like us is a lot of money. Hopefully, it won't meet a governor's veto down the road, and it'll get through recession. But it was very productive. And once again, you know, tribute to you, the mayor and Dave Concerta, who who had organized everything and kept us moving from place to place to place and meeting different people. And again, the respect that these people had for you, the town manager and the mayor was something to behold.

Just briefly. Sidewalks. I've noticed there have been a lot of people parking on the sidewalks. And last week, I was walking along Golden Beach Drive. It was a construction site. But there were cars pulled perpendicular into the driveway. And then at the end of the driveway, there was one car right at the end of the driveway. So it was one, two, three. And then at the threshold, There was another one that was parked horizontally. So there was no access to the street. What happened was a young child on a bike came riding through, couldn't get through because the horizontal car was even on the threshold. He went around and another car was coming towards him and he couldn't see it. So... It reminded me in terms of a little bit what we worry about at the gate. So I personally think that doesn't even deserve a warning. That deserves a ticket right off. It should be towed right away. I don't know how anyone could not realize that. So that's an issue. And along with that, I've gotten a couple of emails from a place called Radar Sign, RRS. I think you may have gotten them too. I was looking it over. Maybe there's something there that we could utilize at the front gate to make that right turn or left turn a little bit easier for us and not feel so threatened. I'm not sure it's possible, but that's two things that I was really concerned about, especially the sidewalk. Last, the Golden Beach Youth Leadership Group. One event that we have coming up, is one of the students, Alex Armand Blumberg is an avid reader. We advertised it in the newsletter. He's gonna do a Zoom book club and it's a book by, and then there were none by Agatha Christie. So I think that's really gonna be a wonderful program. He's gonna moderate it. So we'll send out a flyer about it and we hope to get a nice turnout for that. And thank you, that's it for me.

Thank you, fellow council members. Moving on to town manager's report.

Mr. Mayor, members of the council, I'll try to keep my report brief. So on the issue of parking, at no time should there ever be a car parked on the sidewalk. So I'll direct the police staff who are present and those who are watching, no warning, tow if we can't find the owner. There should never be a car on the sidewalk. So I apologize that that may have happened. We'll get it right. Last night, we had an incident in town that was pretty active on the group chat today. So just want to touch what's going on here in South Florida and in general. As you know, mental health has become an issue and is an ever growing issue. So last night in the 500 block of Ocean Boulevard, a naked person with mental health history and trespassing history was walking through our town after our cameras picked after after one of our officers saw it. and gave chase. Our cameras were able to track the person. We looked for him for four hours and finally this morning at 7 a.m. as we were clearing people's properties to locate the person. By the way, when we clear properties, we do draw our guns. I say we because I'm certified. We draw our guns to make sure that we're safe and to keep you safe. Heaven forbid the person that we're looking for has a dangerous item them I know that that may scare some of our residents and make make them feel uncomfortable but we conduct searches with our weapons drawn to keep you safe primarily we apprehended the individual and he was transported to to be processed I bring this up today because we're seeing more and more vagrants walking through town They have the right to walk through our community. The good news is that our cameras are working. Our officers are being extra vigilant. But we're going to see more of these type of activities. As our sidewalks are public, our beach is legally allowed to be traversed. So just be mindful of that. So residents, when you see our police conducting police activities, try to stay out of their way and stay indoors until the activity is cleared. Day Days was extremely successful. For us as a city who have been able to get over 50, and it would have been 51 if the governor didn't veto it, over $50 million in free funds to our city over the last 19 years is remarkable. And so I don't know of any other small city with only 380 homes to get 50 million worth of free money. And more importantly for me, the fact that we were able to walk into the chairperson of appropriations in the house and to the chairperson of appropriations in the Senate not have to wait outside like a little person begging. We were greeted right in. They welcomed us. They assured us that we would get something in the budget. And I was surprised that we had $450,000 in the House, $900,000 in the Senate. When they conference, it's all said and done. It'll be somewhere in between or hopefully all of it. And let's hope the governor doesn't veto it. So if you have any type of influence with the governor, please let them know how grateful we are for his support. This year, we did not have Valentine's Day event. We're trying to scale back all the events that don't work. Every year since I became your manager, we try to leave you something sweet at your door that you know how much we appreciate you as a resident. I know that there was some residents that were a little bit disappointed in what we provided. It's a gesture. It's not supposed to win anyone over. It's a small gesture. And I think we're probably the only city in the country that does something like that. But just know that we try our best. On Monday, we'll be hosting the Golden Knights here in Golden Beach at noon. Monday at noon, if you wish to have pictures taken with the Golden Knights and join us for our Black History Luncheon. Where's the poster board that I asked to be in here? If you're interested in joining us for our bot history luncheon, we're going to be hosting the Golden Knights who are going to be doing five practice jumps in our town.

Alex, you want to talk about the. Thursday February 19th. There's a Crime prevention community meeting.

I'm getting there Yeah, so this this this Thursday at 6 p.m. The MVS zoom there'll be a public safety meeting here in the town's chamber The chief of police will be leading that discussion just to bring everyone up to speed as to what's going on And then on one last one last point as the mayor mentioned we did start towel service for our residents this past weekend I'd like to just I love our residents, but our residents need to understand that there are certain things that we won't tolerate. Our staff should not be threatened, talked to, or harassed. If you're going to take advantage of the towel service, you are responsible for bringing them back. Your soiled towels are not something that our staff is going to be dealing with. And you must sign for your towels. If you don't want to leave collateral and you don't want to sign, you won't be provided towels. It's the only way that we can ensure that the towels come back And so we had a great success this weekend with it. We're extremely excited about this new program. We're hoping everyone enjoys it. An ordinance of the Town Council of the Town of Golden Beach, Florida, amending the Town's Code of Ordinances by revising Article 1 in General, Section 66-6, General Construction Requirements within Chapter 66, Zoning, to clarify the construction of perimeter retaining walls, providing for severability, providing for codification, providing for conflicts, and providing an effective date.

I need a motion to approve. I need a second. Perfect. Town manager?

Mr. Mayor, members of the council, this item was before you late last year. What it does, it implements an administrative order that I issued going on 12 years ago that requires that retaining walls on properties that are being redeveloped be installed prior to your house going vertical. As we're seeing more and more redevelopment in town, it's important that these retaining walls go in. What typically happens if we don't require them to come in at the beginning is the, oh, no, I can't do a poured wall. Let me use interlocking pavers or interlocking block. We no longer allow that. So what this ordinance does, it requires that vacant lots who currently don't have a retaining wall next to them, because you can share the retaining wall of adjacent properties to install their retaining walls prior to the house going vertical.

Excellent. Thank you. Item number M, Quadrature Issue Resolution. Item number N, major project update. Town Manager, are you going to go over Reimagine Tweedle Park?

Yeah, we're going to go over that a couple of quick things. So just wanted everyone to know that there is a Kona Silence currently out as we are out to bid for the gym equipment for the Wellness Center. If you haven't visited the Wellness Center site recently, you'll see that we're moving really, really quickly on that project. So the RFP is out. Bids are due back by March 3rd, and there'll be a... a meeting of the Wellness Center Advisory Committee on March 12th to review those proposals, as well as we are currently under the cone of silence for reimagined Twitto Park youth lot equipment. As you know, that RFP that you approved asked for playground manufacturers to design purchase, install and turnkey furniture, site furniture, shades and the like. So once those proposals come in on the third, there'll be a presentation to an advisory committee and those will come before you for your consideration. Reimagine Twitter Park, as you know, includes the paddle ball court and the basketball court. Currently, John Bell, who has a civil contract for that site, is getting his proposals for those two amenities. That was part of this $850,000 free money that we got from the state for our residents. So that's all considered site work. Most of it we're trying to get covered under the grant. So those we're getting proposals. And as a reminder, the way that one works is John Bell is responsible for getting us three of the four proposals. Their lowest we give to John Bell. Something just happened. Something just happened?

It just went out. Why are we messing with it? Are we broadcasting?

Okay. So the proposals will come back and that project will move forward. It seems like the building is ahead of schedule, but don't forget we have a project completion date of December. So we're well ahead of that. Tonight in your packet is a discussion for furniture for the inside of the facility. Also, just to keep that, you know, we're still moving forward with the guardhouse project. planning for that i've asked the council to give me a little bit more time to focus on the wellness center before we look at the guardhouse uh but you'll see a little bit of improvements throughout we did some curb and gutter work that we just signed the contract with southeast so the town will continue to move forward we're very pleased with the job the job bell is doing okay thank you items uh two through six on the consent agenda item o2 official minutes of the january 20th 2026 regular town council meeting

Item number 03, resolution of town council authorizing the payment $10,000 to the Women's Breast and Heart Initiative. Item number 04, a resolution Town Council approving proposal from SoFi Windows, Doors, and Roofing for the replacement of the roof at the police station annex and the public works facility. Item 05, resolution of Town Council approving consent agreements for the properties located at 255-495 Ocean Boulevard. And item number 06, a resolution of town council authorizing the mayor and town manager into a consent agreement for the zoning and building violations of the various properties on Ocean Boulevard. Those five items are on the consent agenda. All in favor say aye.

Town Manager?

Mr. Mayor, members of the Council. Okay. Here is what I would like for the council to do. We went out and got proposals from three different interior design companies to give us design proposals for the work inside first floor of the Wellness Center. And then, of course, Eric Dempsey, who designed the building, had, as part of his renderings, a slew of offerings for furniture. After reviewing the three proposals and the quality of the furniture and the price, of course, the mayor and I thought it appropriate to bring forward to you a recommendation without going through advisory committees or even council, because you may like beige, somebody else may like green, but the idea is if you like this selection and this color palette and this price, then we can live with this. I do want to thank Councilman Einstein, who today went out and was able to kind of shop around some prices. And there are some prices for similar like furniture that can possibly yield some savings. And so here's what I like for the council to do, because I always want to respect the desire of all of our council members. I would like for you to approve this item with the furniture and quantities and the budget that it has. And if I can work with the separate vendor to find a very similar, it has to be very similar, it can't be completely different style, right? And yield us additional savings, that's great for us. And so your authority would be, because even the list that we gave you is different vendors within that list. One is Moldavi, the other one is Design Within Reach. So there are some items that I saw very briefly 30 minutes ago that I think can yield us some savings. So give me the authority of the item is very similar and yields us savings. That's a great thing for the city. So what you would do is approve this design, this color palette, this shape furniture, at the amount there and then let me work to see if there's some items that we can get from another vendor that are like in nature. I will tell you what I won't do, though. I won't allow outdoor furniture to be indoor furniture for that savings. If it's not an indoor furniture item, there are things that I won't jeopardize because we don't want it to feel mismatched and put together, right? So it was outdoor furniture, we'll do it the outdoor, because one of the sofas that I saw was an outdoor sofa. I'm not going to put a patio furniture piece inside the space. But there are some round tables that the price difference was almost a couple thousand dollars. So there are some things that I think we can do. But I want to be very clear. I won't jeopardize the integrity of what the furniture design is. So if you'd like to go that route, I could articulate what the motion would be.

But also, Alex, in the proposal, We can go back to Eric Dempsey. For example, he said the two sofas range from $20,000 to $30,000. We can say, hey, we need to see what's for the $20,000.

We don't have to take the highest price of everything.

So I agree with your recommendations and appreciate Councilman Einstein looking at taking the time to go through everything.

So have you allowed me to articulate the motion?

I'm fine with that.

Madam Clerk, the only discussion we have is is my concerns with, unfortunately, I only got to this today and that's why we had the agenda, I don't know when, but these items came up. Staff has been working diligently. The Wellness Center has been pushing ahead and they need to get some definitive answers. And these are pretty big decisions. The budget's about 200, how much? 235. No, it's higher.

There's a $300,000 furniture budget that includes furniture upstairs, site furniture for the park. So we have $300,000 set aside for wellness center site furniture. This proposal came in at $225,000 or $220,000?

$235,000, I thought. I could be wrong. $268,000. I think they added tax by mistake.

Again, this...

In the mid-200s, that's fine.

Correct. And we don't pay taxes. There's stuff like that that we don't pay taxes. And, of course, if I could find a shower bench for $75 versus $350 or $700, we're going to do that.

So my concerns discussed with the town manager this morning were that, you know, in terms of some of this outdoor furniture, what is our warranty on it? You know, is it one year, two years, 15 years? Because there are some companies on the outdoor stuff that will warranty it for longer periods of time. It may cost more. I don't know. You know, I just saw this this morning, discussed it with the manager. Some of my feelings, I think the design space and the location of items, where they're located, I think that gives you a starting point of what type of elements you need as to the type of community we have, the amount of money. I mean, the two couch, it's a group of four couches side by side. There's a price tag on those of $60. $30,000 30,000 each but again, we're gonna I know that is a you know, it's a large amount It's going into a Wellness Center How long will these items last do we want to put that much money into that item or do we want to say? Well, it's gonna last five years. Let's get something nice for that because God bless the people in Golden Beach. Some of them aren't respectful of the property although we like them to be and Um, it would be a shame if you know, some of this gets destroyed. So I'm with you, Alex. The only thing in this proposal, I'm going to hear how you frame it. Does this automatically, are we taking Eric Dempsey temporarily out of the component of it?

So, so what I would, what the motion that I would ask the council is approving, uh, Approving the mayor manager work with various vendors for the selection of furniture Similar to those proposed this evening in an amount not in a total amount not to exceed the budget amount that we put in And also we can go back to Eric Dempsey.

Oh, yeah We don't want to spend that much on the couches. Yeah, it's whatever we can refine it the the attorney I were just sidebar here and

You know, we went to very high end designers, right? Design Within Reach is a very reputable high end, you know, and you have Holly at the design. The idea was we weren't going to buy IKEA, right? We're not going to. We are a community where we're still not going to buy. Correct. So what we're so we're going to work with various vendors to kind of get furniture similar to this that belongs in that setting. Again, like I said earlier, I'm going to put out their furniture indoors to save money. By the way, we have the money, so it's not a money issue, but we could save. So we'll work with you on this. What I don't want to do is postpone this, bring us proposals, show us other stuff. The building is almost built, and we've got to start ordering stuff to get the building ready. And some of this stuff had long lean times.

Are we going to be at all any part of it?

I will work clearly with the members who are interested in showing them what our alternatives are. You can accept that we won't deviate from this design, right?

This is the most we'll spend.

But again, and I'm saying this with a lot of respect, so please don't take this a negative way, and I put my foot in my mouth most of the time, but One may like brown. The other one may like gray. And so that makes my job very difficult because you all have unique tastes. And so respecting this palette is what we're going to be working with.

And you've got to trust us because look at this building. We didn't go to the council with every piece of equipment here. We set a budget. We did a mainframe, like this is what we're looking at. And it came out great. It's not cheap. It wasn't expensive. But I mean, the furniture in this building is spectacular and it's lasted and it's sturdy. So I think we'll make the right decision.

No question about it. I think sometimes, though, you know, a little bit of input may be.

Without a doubt. No, and again, and this would be my last comment on this, but for instance, the proposal that I briefly, briefly, briefly saw, the stackable chairs were at $396. Our stackable chairs are at $240. So there are some things that we're going to say, no, we're not going to go that route because it doesn't make sense to spend more on something. Even, and I'm going to say this as a fact, Even if they give you a 515 year warranty Eric will tell you I've been fighting with manufacturers on stuff that it has warranty and they're like Oh, no, it's your fault then user and that becomes a nightmare. So, you know dollars and cents your warranties two years Right.
