I guess we'll do the proclamation first. this is something that a couple of other cities in the area do and I think it's something that could grow and develop and be something that we could really build on bike safety bike awareness bicycle training different things but for tonight We'd like to establish this proclamation, whereas the League of American Bicyclists have sponsored National Bike Month since 1956, long and foremost because you guys up here were born, to showcase the many benefits of bicycling, encouraging more people to give riding a try, and whereas bicycles provide affordable, accessible, environmentally sound transportation is an excellent source of physical and animal recreation, whereas riding a bike reduces traffic congestion, lowers carbon emissions, promotes more connected and vibrant communities, whereas the City of Goddard is actively expanding its bicycle infrastructure to ensure safe routes for all cyclists, And whereas thousands of communities across the nation celebrate this month with events such as National Ride a Bike Day, Bike to Work Week, Bike to School Day, now therefore I, Mayor George W. Lee, do hereby proclaim the month of May as National Bike Month in Goddard, Kansas. I urge all residents to recognize that the bicycle is a valuable alternative mode of transportation and a fun method of recreation. Witnesses here today, I will sign this thing as of May 4th, 2026.

Honorable Mayor and City Council, Craig Crossett, your City Manager. Got a bit of a surprise recognition here before we get into this agenda. So, as you may recall, we brought in our Community Engagement Director, Dani Newding, here about a year and a half ago. And since then, she has continued to help build bridges in our community with our citizens, our business community, visitors alike. one of the great successes that Danny has had is engaging with our community on social media. A big part of our workplace culture is celebrating one another's successes and we're super excited to do that with the City Council those in attendance this evening as we recognize Danny for ascending past 8,000 followers on the city Facebook page with which she manages. So let's give her a round of applause. We're going to have Danny come up and take a photo with the mayor. He looks like he has a few words to share too.
I was going to say Danny, I'll give you three minutes if you want to say anything. You look a little surprised, but go ahead.
Craig asked me how we should celebrate this win, and the day that I wanted to respond to that, I didn't have... me positive motivation. My initial thought was the night before I had just had crab legs and that was pretty wonderful. So I emailed him, how about we just have crab legs at work one day. And I didn't get a response to that. So here we are with cookies I suppose. Thank you guys so much.
So I have the pleasure of working with Danny pretty regularly.
We meet probably several times a week sometimes. When Danny came on last year, it was not easy. It was pretty bumpy. And at the end of last year, I came and said, like, I think here's what we need to keep going. Like, here's what we need to make it smoother. And without any complaints, but she really pulled through. And she's put in tenfold the work of probably anybody else. And so I just want to say congratulations because this is a huge win. Thank you.

All right, we're going to keep it jovial this evening. So super excited, Honorable Mayor and City Council, to present to you this first item of new business. It's the Paradise Corner, also known as the US 54 and Main Street Commercial Building. We're going to have a public hearing this evening and consider adopting the intent resolution. With me this evening is the developer, landowner group. We have Linda and Dr. Joe Davison that are both with us. And after the next agenda item, I'm going to give Linda an opportunity to come address the council. So just to get started on this item, Paradise Corner has requested issuance by the city of Goddard for some industrial revenue bonds to finance. This project is going to be a commercial strip-center building. You guys know it will be there at 54 and Main Street, just down the road to the north. With connection of the industrial revenue bonds, there is a 10-year property tax abatement and sales tax project exemption based on the cost of construction for the project. You guys have been through these before, so you know the state law requires that we order a cost-benefit analysis. prior to approving the issuance of the industrial revenue bonds. I also have mentioned the intent resolution. This will evidence the city's intent to issue the IRBs and approve the property tax and sales tax abatements for the project. So to comply with the statutory requirements, we scheduled for this meeting the public hearing that was provided in the record of note, the time sent in the newspaper as well as the city webpage. Upon completion of the hearing, you guys may consider adopting the resolution of intent to issue the industrial revenue bonds for the project. Your financial legal considerations to consider, obviously, is that you won't collect out of alarm taxes on the facility for 10 years, with the exception of any areas of the building identified under NAICS sectors 44 and 45, which is mostly retail. State law doesn't allow those to be subject to the abatement. We wouldn't receive the sales tax portion for the cost of the construction. And we do collect a $2,800 fee, which has been paid for the industrial revenue bond application. Our bond council, Kevin Cowan, has constructed this development agreement and approved it into its current form. He apologizes for the meeting conflicts, leaving him unable to be here this evening. We have three recommendations to the council. First would be to move to open the public hearing, then move to close the public hearing. Third, consider adopting the industrial revenue bond intent resolution attached. Again, there'll be another agenda item related to this coming up next. At that time, I'll give the presentation and welcome Ms. London to the microphone as well. So I'd be glad to take any questions before you open the public hearing, should you have any.

I'll make one comment. With the updated cost-to-benefit ratio, the original one, I believe, in the first five years or so, only showed just over one on the ratio benefit, which anything over one is good. With the update that we've got for this, it actually shows even just in the first five years, we're already exceeding two all the way up to six. a ratio which is pretty, so just wanted to make that point.

Okay related to the same business item here we have the development agreements for the Paradise Corner project. Staff have been actively working to respond to repeated feedback from our community that governing bodies more aggressively recruit additional restaurant and retail development within Goddard. Believe it or not, we do see the comments on Facebook. Citizens have been very vocal in expressing desire for more dining and restaurant options and expanded commercial choices. The development agreement that was attached to your agenda packet outlines our direct response to this policy direction from our community and the governing body. In that agreement, Paradise Corner proposes to develop property at Main Street and US 54. It's nearly 20,000 square foot worth of commercial strip center, which is intended to support additional retail and revenue activity in the community. Now for the fun parts. Here you'll see the rendering of the building is provided by their architect, SPT. So you can see it actually, there's a bit of it that faces US 54 as well as a west-facing side to Main Street. You can see there'll be several tenants there, really beautiful high-end finishes on the facade. I should note that the Planning Commission will have a site plan on their agenda a week from this evening. Sorry, my clicker is betraying me right now. Going to the dark side. There we go. I believe this look is facing Main Street.

The agreement requires the developer to commence construction on or before August 1st, 2026 and complete the project on or before May 1st of next year. And it also provides the city with a bit of oversight through the normal planning, zoning, permitting, and inspection process as we typically have with any project. One of the key policy features of this in response to the feedback we've received from the community and the governing body was that the incentive delivery is conditioned upon the project including a fast casual, casual, or fine dining restaurant operating with the project by December 31st of 2027. If that condition is not met, the city at its option could terminate the agreement and the incentives under it. It's important that we are tying these development incentives with the call from our community and the direction from the governing body. Here we outline the incentives, the industrial revenue bonds, which provides the 10-year property tax abatement, the sales tax exemption on construction costs. We have a waiver of the city's water and sewer tap fees for the project, a rebate of the building permit fees in the city's portion, an opportunity for the developer to petition the city for special assessment financing, and then the creation of up to three cents of add-on reflux sales tax via the community improvement district and the transportation development district. Financial and legal considerations, the estimated private investment of the project is over $5 million. From a fiscal policy standpoint, the site is currently an undeveloped parcel with no economic outputs. The city may utilize incentives to help convert the dormant site into a revenue-producing asset. As you guys know, we've talked about this before, economic development literature commonly evaluates incentives against the baseline condition in the but-for test. That is, whether the project would likely occur in a similar form and timeframe without the incentives. Property tax abatements are best understood as a form of foregone future revenue on new value created by the project, not a loss of revenue from improvements that already exist. This development will create an immediate and broader fiscal return through channels exclusive of the property tax. Once constructed and occupied, the project can begin generating taxable retail and restaurant sales tax revenue, utility consumption, employment, spillover commercial traffic, and of course long-term enhancement to the value of the land. We like to evaluate these projects on overall taxpayer return rather than just property taxes alone. Councilman Durr mentioned it. 6.05 benefit ratio over 20 years is absolutely phenomenal. That change from the original version of the benefit analysis is attributed to input of jobs. We didn't have that in the first version. Just inputting jobs from a couple of the enterprises that we believe will be located in this facility is what helped get the number up to 6.05. So we're super happy with that. And of course that means the benefit Public benefit outweighs the public cost by, I believe, over 600% based on that figure. Legal considerations, approved as informed. Again, Kevin Cowan with Fillmore and Bell have put together the development agreements. And at this time, I want to offer the opportunity to Linda to come and address the council to discuss the project. That's great.
I don't have a lot to say, but I just wanted to express my appreciation for bringing this incentive to us. We've owned this for about seven years. Put it for sale, never could sell it, and we did sell part of it to Scooters, but worked with KDOT for right-of-way stuff, and of course we moved the tanks, tear down the gas station. So it's been a process, but And then we decided to try and build something on ourselves on it in 2023. And we got bids and schematic designs and all this stuff. And it just rolled them up because it did not make economic sense for us to build it. So it is because, and Craig came back to us in 24. And we're just now getting to this point through various different things. But I just want to thank the city. My gratitude to Craig, the administrative staff, and the council for this because it does make a difference. So I look forward to a great project here that we're going to do. I wish we had at least, we're getting there. We have quite a few. We do have the restaurant, but I can't say it. And I don't know about the bank. So a lot of interest.
well thank you so much We have said over the last couple of years that we can have nice things here in Gallaudet. And this is just one of those things that would be a beautiful addition to the community. And really kind of an anchor in the north end of Main Street.

Mayor Leib, if you would allow me, I just want to also extend my gratitude to Linda and her husband Joe. They've been phenomenal to work with. Linda and I particularly have been working on this project for several months now and so many details go into it and lots of phone calls and just super appreciate their due diligence and their interest in continuing to invest and gather. They've been here already and they see the value in our community and we're just super thankful that they're putting their hard earned dollars here and improving the quality of life for our community by giving them some options that will keep them from driving east which is always a habit that we have because we don't have the opportunities here that we would like this project delivers on just those opportunities so thank you linda and joe we appreciate you guys thank you i make a motion to approve the development agreement for the project between the city of goddard and paradise corner llc and authorize the mayor to execute the agreement my second

Yes, we're moving quick. Sorry you had to hear from me so much this evening, but I'm up here again guys. So this agenda item relates to Legacy Bank Park. That's right. We've got a new name for our amazing park that is coming along quick. It relates to the construction inspection services and I've combined an item related to the dog park in here as well. So as you guys know from lots of time and effort, we're finally preparing to move into construction of the Legacy Bank Park. So as we transition from all the design work and the bidding that's going on to get into construction, we know that we're going to need a construction inspection during the build out of the project. So we have a proposal from Garbert for a full-time construction observation during the anticipated 210 calendar day period. They're going to do progress reporting, photo documentation, payouts, change order review, final inspection assistance, punch list, preparations, record drawings, and then they'll provide GIS as built GPS capture. So we've also had some conversations with them about just being more particular about the pond amenity as well. So the general contractor will be responsible for providing quality control testing. We'll have a testing company that comes out and does all those things and will give the reports to us. We're going to do a little quality assurance through some extra investment with Garber just to make really sure that that pond is built the way we'd like it to be. So it's kind of the crown jewel of the park, if you will. We also were combined, a somewhat unrelated item, it is in the park, but it relates to turf at the off-leash dog park area. I've been hearing from a lot of in the community that are pretty excited about this sub-immunity with the park. So originally this park was designed to have grass. Through the last few months, especially as budgets become more clear, we've been hopeful that we would be able to do canine specific turf instead because the grass is very difficult. to maintain takes time and money and effort and often times it may be closed at some point so the grass could be restored because the dogs could be pretty rough on it as well as the waste that comes from having dogs in that area. So we're unable to do turf on the entirety of the dog park because a section of it is within the floodway. So the section that's not in the floodway, I believe it's about 5,000 square feet, and it's that of which is closest to the entrance. The dog people tell me that the dogs like to congregate most near the entrance. It's where they may do the most of their business. Some dogs are a little more timid. They're not going to go run out into the other area. So what our thought was is that if we could do turf, let's do it to that area where we think the dogs would congregate the most. And hopefully that would allow the other area that's further away from the entrance a little less traffic and hopefully easier to maintain. So we received two bids for the cost of the canine turf. One was from Forever Lawn and the other was from Sin Lawn. Sin Lawn was the low bid at $48,631. As it relates to Garver's inspection services, it was a cost not to exceed $186,258. We'd like to utilize Garver as a sole source purchase because of continuity on our city projects or familiarity with their expectations. They've got a large and experienced inspection team, and we just prefer their process over the others. So with that, my recommendation to you guys is that you consider approving the construction phase. This thing's really giving me great design qualities. Approve the construction phase services proposal with garter attached and the quote with send long for canine turf also attached. I'd be glad to take any questions that you have about this.
I hadn't thought about this until now, but years ago I was on a committee when they put turf on the ball fields and they said the useful life of the turf was 12 years and 8 years later they replaced it. So what's the expectation for the useful life for this particular type of turf?
Mayor, I'm not going to speculate. I don't have that answer and I wish I did. And if you'd like that answer before voting tonight, I can go grab that and bring it back to you here in a couple weeks. I'm not sure.
I don't think it's really... I'm just more curious than anything. I don't know how to decide on that. I just, it's important to know that there'll be a process and a cost going forward to do this. Plus, if you've got grass there, you have ongoing cost and expense. The length of the use of the light does make a difference on the break-even of the cost as it relates to grass over the turf.
well i've been able to use it and just we're building this beautiful park um and so having a dog park area with no grass because we didn't choke it when we could it kind of takes away from the look of it but also just knowing again we're pretty under budget on this park so it's nice to be able to do just some nice little things any other comments

Love him to the show. So I'm here tonight to ask for approval of the reward to your person back home. So, we're looking for approval for the water moving project from Person Back Oaks, who's going to do that project. This was something that has an impact on PTC through a large study and designed by a partner with CED. We had a big opening on April 16th. The first macro was a little bit. They have loan reviews whenever we call five to six of their references. Obviously they've worked with, had many good things to say about them. So we're feeling pretty confident on the quality of the work that they can do. The second part of this is also the construction inspection services by Garver to support that proper installation. The documentation and of course the GIS waypoints for this as well and the quality assurance during this part of the project. So the video of me, like I said, was on April 16th with the person back home. They came in at 3,053,274 dollars and 26 cents, well below the original fiduciary estimates. So it's leaving us with a fair amount of money there for potentially getting another project that we may be preparing to cancel in the near future. They were able to come down to the original price of $280-ish. I can't remember off the top of my head. Then the $244,334. Um, these are all, all these costs are associated with our leaking, uh, project. Temporary note, anticipated budget is an approved project budget. Um, uh, including all the damage to approval and parks at $1.9 billion, a lot of proceeds will be, will remain. A community of the project is snipped, but under budget, um, as we've seen. So at this point, if anybody has any questions.
I'm sure that everybody who lives south of Harbor Creek in the new addition will be happy that we get this done, so when they turn their faucets on, they don't have to walk.
Yes, good work. We've got all these new developments to flush their windows and such. So at that point then, it is recommended by the city to authorize the acceptance of the low bid for the person back row. As you can see, we've got the $3 million mark. $244,000 for Barbara to do the construction inspections.

Our mayor and city council, getting here for me again, surprised. The clicker betrayed Jason, I don't think you saw it, but we did have the bid tab on there, so there was four bid in that project, and wanted to just quickly highlight, you know, Harlan is designing and engineering this project from point A to now, and helped us get a project well under budget, and helped advertise those to a multitude of firms, and so really happy with his work, and that we're able to get this project done that costs quite a bit less than we were anticipating which could potentially allow us to further invest in the health and welfare of our community via improving our water utility it's very important so appreciate Carlin's effort on that too and look forward to seeing our leadership built that project over the next couple weeks so I know a couple people that live in that area be ready to have your door knocked on and we'll leave a flyer on the knob if you're not home because it's going to be orange over there pretty quick and it will be for the next four to six months as we build new water lines and new roads kind of starting over there on the tree streets between the park and third and so With that, I want to share a few updates on city operations projects and future agenda items. Please make a special note of your calendar. We have a joint meeting with the Planning Commission on Monday, May 11, 2026 at 7 p.m. we're going to be discussing a topic called duplexes and r2 single r2 family zoning so it seems to be a hot topic around town if it's something of interest to you i would highly encourage you to make it out to that meeting and learn about the types of things that we've been putting together to try to address some of the concerns as it relates to duplexes and twin homes and just r2 two family zoning districts as a whole so Super happy to share our recent appointment of Gina Campbell to Human Resources Director. Gina comes to us from Jackson County, Missouri, probably one of the biggest counties in the Midwest. She has been there for the last six years, serving as their Deputy Director of Human Resources, and the last 11 months as the Interim Human Resources Director. She comes to us with a wealth of experience and qualifications, She's certified as both a SPHR and a SHRN SCP. There will be a test later on what those stand for. Today was her second full day and we're integrating her well into the team. Sarah and other administrative staff did a great job bringing her along. We're super excited to have her leading our human resources department. I already mentioned the joint meeting coming up on the 11th. We've got the Legacy Bank Park groundbreaking. It's going to be a really fun time, Thursday, May 28th, 11.30 a.m. to 1 p.m. at Legacy Bank Park. We've got a flyer prepared that we'll start marketing here in the next few days. The TriGov meeting. So this is supposed to be annual. I don't know how we missed it last year. Maybe there was some reason we did and I slept a lot since then so I can't recall why but we had one in 2024. We missed 25. Now we're back at it like we never left in 2026. So we'll have members from Goddard USD 265 here. with the city council and the planning commission during our regularly scheduled May 18th, excuse me, city council meeting. We're going to be discussing items that are of importance to the community and the broader school district. So we have the community emergency response team training. It's coming up in June. It's a 20-hour course over the weekend. I saw some videos, I think it was maybe May's that had the most recent one, and that thing was sold out. There's like 30 or 40 people there, so I don't know how we're going to top that, but I hope we can. So please help us spread the word. I would assume the communities that are equipped with a roster of CERT folks living there are probably better equipped. when disaster happens, and so it's important that we help advertise that so we can get as many people there to that training as possible. The Villas at Pleasant Ridge Creek project, we're getting really close to the tail end of that one. I won't go into further detail, you can see it there. Same goes for Green Green Maple phase two. County Police Department, we made a very critical hire recently for that department, but we've got a few vacancies still. 167th Street West and 23rd Street South additions, they're pretty much just doing some cleanup now and getting really close there. Hawkins Lane, if they haven't completed the electric infrastructure already, they're very close, the irrigation system. will be installed I believe starting tomorrow. I thought maybe it could be even today. Next week all the landscaping will go in and the entryway monument sign must be in by June 5th. Public Works Facility, Public Works crew are finishing up the water service this week. While crews from Hutton begin working on the footings for the building. We've got our Galleria project. We have lots of issues out there with the final product on the concrete. So Pearson is out there this week replacing several panels of concrete. So this kind of worked through the punch list and Harlan's team and our city staff will be out there just making sure that that thing is built and the issues are fixed before we issue final payment and sign off on the project. So really appreciate the communication and the leadership from both Arlen's team and our staff on just making sure that that thing is fixed. So the emergency operations plan developments, We've completed the initial outlines for the EOP and the continuity of operations plan. The individual chapters are coming together. Those are going to be coming to staff in tranches. We're also working on refining the framework and identifying the essential functions in the continuity of operation plan, the updated water resiliency plan. We're kind of transitioning from outline development into more detailed content review. And there will be a point of opportunity where there will be both staff work sessions and public outreach that will occur this summer to make sure we're getting the community's input on that. And then a few upcoming agenda items. There will be some more sprinkled in here. This seems kind of light, so either that or the next meeting will be pretty quick. We've got some in-house supplies that need to be purchased for waterline relocation and replacements. I mentioned our two multifamily restricted covenant. We've got a handful of personnel manual updates. And we've got the Rachelburg Estates Community Improvement District public hearing and ordinance. Everybody said it. I'm excited. I can't wait for all the things that are happening in Waterloo. new restaurants and things. So it's just an exciting time. Thank you for all the work that you guys have done over here sitting in the Thank you. I know that this was a lot of work that you guys put in. It sounds like Craig Light. You've been working with Lyndon and Joe for years on this project and I know that takes a lot of persistence and so thank you for continuing to work so hard for Goddard. I know it takes a village so thank you to all of you because I know that you put in a lot of time to do that.
First, I want to say that I took some time today and I threw out the Tanganyika. What a difference. The light poles are up. They are working on the electrical. I didn't ask to stop or bother to slow them down. Just, you know, to go from a washboard road that kicked up dust to having an entry to a nationally recognized attraction in zoo. It's really a great change. Second thing I wanted to talk about briefly was just the The CERT process, I know we have four or five people in the community that have been through the training. We could use 10 times that probably. And that ties in with the emergency operations plan that we've been working on. It's never a problem until it's a problem. And heaven forbid we have to go through a situation like out at Greensburg or anything and have a tornado roll through town and have that type of disaster. And then I know that we kind of fall under the county's emergency preparedness. So we have an obligation to do what we can do here. Because if there's a big disaster, it might take them a day or two for them to get out here to us. So I would just encourage anyone that has an interest in and serving their community at a point when there's some type of disaster. And it not only qualifies you to help here in Goddard, but if something would happen in Garden Plain or Cheney, the resources that the county pulls together in these people are a significant part of emergency preparedness helping in an emergency so never been anything ever happens that I know this is something that's all those things that we've working on for the year so it just takes time but I appreciate everyone's efforts on that with that I want to take a motion to close the meeting I make a motion to close the meeting second the meeting has been dismissed you're dismissed
