RESOLUTION AUTHORIZING THE 2026 SALARY AGREEMENT WITH RUTGERS COOPERATIVE EXTENSION DIVISION, FROM JANUARY 1, 2026 TO DECEMBER 31, 2026, IN AN AMOUNT NOT TO EXCEED $125,869.00.

This Resolution will authorize execution of the 2026 annual salary agreement that outlines what the County shall provide for Rutgers University, and what Rutgers shall provide for the County in terms of salary and programs from January 1, 2026 to December 31, 2026, in an amount not to exceed $125,869.00. This is an annual agreement that has supported the work of the Cooperative Extension in the County since 1918, in providing educational programs in the areas of 4H Youth Development, natural resource management and other related matters, pursuant to the Smith-Lever Act and NJ enabling legislation.

RESOLUTION AUTHORIZING A SHARED SERVICES AGREEMENT WITH GLOUCESTER COUNTY IMPROVEMENT AUTHORITY.

This Resolution authorizes a Shared Services Agreement with the Gloucester County Improvement Authority to accept Acceptable Waste at its landfill located in South Harrison Township, from January 1, 2026 to December 31, 2035.

RESOLUTION AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS RELATED TO THE RELEASE OF THE FINAL DISTRIBUTION AMOUNT AND ACCEPTANCE OF FUNDS TO THE GLOUCESTER COUNTY ANIMAL SHELTER FROM THE ESTATE OF RICHARD BORKOWSKI.

This Resolution authorizes the execution of any and all documents related to the final distribution amount and acceptance of funds to the Gloucester County Animal Shelter from the Estate of Richard Borkowski.

RESOLUTION AUTHORIZING AND CONFIRMING SETTLEMENT OF STATE TAX COURT TAX APPEALS.

The Plaintiff, RE SO LANDCO, LLC v. Township of West Deptford, Docket Numbers 006982-2019 & 000026-2020, represented by Daniel J. Pollak, Esquire, filed a state tax appeal contesting the assessment on the subject property known as Block 350.04, Lot 35.03 & 35.03 Qual. QFARM and the parties through legal counsel and assessors and/or certified real estate appraisers engaged by the tax payer and County have reached a resolution of the complaints, settling outstanding claims pursuant to N.J.S.A. 54:1-99, N.J.A.C. 18:17A-8.1.

RESOLUTION AUTHORIZING INSERTION OF SPECIAL ITEMS OF REVENUE INTO THE 2026 COUNTY BUDGET PURSUANT TO N.J.S.A. 40A:4-87

This Resolution authorizes and provides for inserts into the 2026 County Budget as follows: 1) 2026 STATE SNAP OVERTIME FUNDING - $54,615. These funds will be used to provide administrative relief to the County Social Service Agencies (CSSA) for the additional costs incurred due to increased SNAP caseloads, to improve timeliness, and to reduce the payment error rate. The use of this funding is for staff overtime costs incurred for work directly related to SNAP applications, certifications, and/ or recertification processing. 2) FTA SMALL URBAN AND RURAL AREA PUBLIC TRANSPORTATION (SECTION 5311) - $158,807.00. These funds will be used to provide transportation to rural residents of Gloucester County by supporting the administrative and operational functions of the DTS program. 3) SENIOR CITIZENS AND DISABLED RESIDENT TRANSPORTATION ASSISTANCE PROGRAM (SCDRTAP) - $236,090.00. These funds will be used to provide non-emergency transportation for eligible senior citizens and disabled residents in the County of Gloucester. 4) SPECIAL CHILD HEALTH SERVICES CASE MANAGEMENT (SCHSCM) #323 - $2,106.00. These funds will allow the Special Child Health Unit pf the County's Division of Health Services to provide Case Management services for children from birth to age 21 who have special health and developmental needs. 5) SUSTAINING LOCAL PUBLIC HEALTH INFRASTRUCTURE - $60,000.00. Additional funds have been provided by the New Jersey Department of Health, to the New Jersey Association of County and City Health Officials and are broadly intended to provide critical support of a wide range of COVID-19/SARS-CoV-2 testing and epidemiologic surveillance related activities. These funds will be used to create long-term infrastructure improvements while planning for health equity, diversity, inclusion, and accessibility. 6) ENHANCING LOCAL PUBLIC HEALTH INFRASTRUCTURE (ELPHI) - $705,000.00. As part of COVID-19 relief efforts, the Centers for Disease Control and Prevention (CDC) has provided funds to the New Jersey Department of Health through ELC cooperative agreement that are broadly intended to provide critical resources to state, local, and territorial health departments in support of a wide range of COVID-19/SARS-CoV-2 testing and epidemiologic surveillance related activities. 7) 2026 AREA PLAN GRANT - $10,918.00. This is the first Amendment to the 2026 Area Plan Contract. This grant provides a broad range of programs and services for the elderly population residing in Gloucester County. This Amendment increases the grant by $10,918.00.

DEPARTMENT OF HEALTH & HUMAN SERVICESItem B-1

RESOLUTION AMENDING THE 2026 SENIOR CITIZENS AND DISABLED RESIDENTS TRANSPORTATION ASSISTANT PROGRAM GRANT AGREEMENT.

This Resolution authorizes an amendment to the Senior Citizens and Disabled Residents Transportation Assistant Program (SCDRTAP) Grant Agreement to increase the funding amount for SCDRTAP by $236,090.00, which is a closeout balance from a previous agreement, for a total amount of $1,540,501.50.

DEPARTMENT OF HEALTH & HUMAN SERVICESItem B-2

RESOLUTION AUTHORIZING A CONTRACT WITH FRANCHISE SSC, LLC, TO DEVELOP AND IMPLEMENT A SUMMER SPORTS SKILLS CAMP PROGRAM AT ATKINSON PARK FROM MAY 8, 2026 TO MAY 7, 2027 AT NO COST TO THE COUNTY.

This Resolution authorizes a contract with Franchise SSC, LLC to develop and implement a summer sports skills camp program at James G. Atkinson Park from May 8, 2026 to May 7, 2027 pursuant to RFP 26-017, at no cost to the County. The program with expose children to the fundamentals of various sports, such as baseball, soccer and basketball, and/or focus on improving basic skills in older participants. Franchise SSC, LLC will enroll and collect fees directly from registrants. Cost per week: Children aged 5 through 10 years old is $180.00, per camper. (Families and multiple children will pay $160.00 per week per additional child). Children ages 3 to 4 years old will pay $90.00 per camper, per week.
