Family, friends, colleagues, and community. Tonight, you will see an important tradition here at Clawer Township PD. One very important to an officer. You will see them take their actual oath of office, which is very important during their journey. where they take the oath is when they swear to themselves, the community uh to the to the law and to the constitution uh as they embark on their journey. It's a very important uh tradition, one that they will carry through the years of service and uh it's we all appreciate everybody coming out here this evening. Anybody can wear a badge, but it's the oath that what makes them a great police officer. So, without further ado, if I could have Detective uh Craig Walls please come forward. With your family, please. With your family. New police officer in the making right there. Look at that. Detective Craig Walsh first began his career in law enforcement with the New Jersey Department of Corrections in December of 2008. He was hired with the Gloucester Township Police Department on March 4th, 2013 and attended the Gloucester County Police Academy basic class number 42 from March 4, 2013 to July 10, 2013. He was first assigned to the operations division patrol bureau as a patrol officer. And on February 2, 2017, he was assigned for his high performance to the operations response unit or RUB. On January 19th, 2015, he was assigned as a member of the Special Response Team. He serves as a member of the Glo Police Department honor guard unit from 2017 to 2023. on April 2nd, 2023, was assigned as an investigations bureau detective and

served in the special investigations unit. Detective Walsh was named assistant team leader of the special response team on 2000 uh September 3rd, 2024. He was promoted to the rank of sergeant on January 11, 2026 and currently serves as the operations division patrol bureau as a deputy platoon commander for the third platoon. Detective Walsh has been awarded the following departmental awards. An award for bravery, three for merit, one for life saving, nine distinguished unit citations, and a police service citation. And he has numerous outstanding police work letters in his file. He was also nominated for police officer of the year in 2022. He is joined tonight by his wife Sherry and his boys Karen and Callahan along with his mother Patty and his father Steven. Mayor Mayor Council President Marcato, I respectfully request that you swear in Detective Craig Walls as sergeant of police for the Gloucester Township Police Department. If you could please uh raise your right hand and place your left hand on the Bible. There you go. Good job. If you could please repeat after me. SIR, if I could ask uh patrolman Tyler Schrader and patrolman William Fron to the front, please with your families. Patrolman Schrader graduated from the Camden County Technical School, class of 2022. He first began serving our community as a volunteer firefighter with the Blackwood Fire Company in 2019 and is currently serving. He then began his career in law enforcement as a class one special law enforcement officer in Gloucester Township September of 2022. He was hired as a full-time Gloucester Township Police Officer July 7, 2025 and graduated from the Camden County Police Academy number 92 on December 4, 2025. Patrolman Trader is currently assigned as the Operation Division Patrol Bureau Second Platoon as a patrol officer. His platoon commander, Lieutenant Bernard Dockerty, said, "Trowman Shrader continues to demonstrate genuine enthusiasm and a strong eagerness to learn. He takes great pride in carrying carrying on his family's tradition of public service, and that pride is evident in both his dedication and his performance." As field training officer, Patrolman Yakub, said, "Prolman Shrader reports to work daily with a positive attitude, quickly adapts to adverse situations, and demonstrates a strong eagerness to learn all aspects of police work." He represents our community, the GTPD, and his peers with professionalism. Patrolman Trader is joined tonight by his father, William, his mother, Andrea, his siblings, Alyssa and Logan, along with his girlfriend, Paige. Holding the Bible tonight will be his mother, and pinning the badge will be his father.

Next, we have Patrolman William Fran, badge number 352. Patrolman Fran graduated from Triton Regional High School, class of 2022. He first began his career in law enforcement as a Gloucester Township class one special law enforcement officer from May 23 to July 25. During that time, he was awarded a distinguished unit citation for his response to the Gloucester Township Day incident and also a life-saving award for saving the life of a motorist that had overdosed behind the wheel of a vehicle. He was then hired as a full-time Gloucester Township Police Officer on July 7, 2025 and graduated from the Camden County Police Academy class number 92 on December 4, 2025. He's currently assigned to the Operation Division Patrol Bureau as a patrol officer on the second platoon. His platoon commander, Lieutenant Evan Thistle, said patrolman Fron consistently shows up to work with enthusiasm, is empathetic with the community, and eager to learn new skills. He shows patience with the public, builds connections with the community, and wears the badge with pride. He shows respect to his superior supervisors and peers. Joined tonight by his mother, Patricia, his father, William, his brothers, Ryan, and Gloucester Township Police Sergeant Shane Fron, along with his girlfriend, Cassidy. Pinning the badge this evening will be his brother, Shane Fr, and holding the Bible will be be his girlfriend uh Cassidy. Uh, and I know you will have a long and happy career here with the Gloucester Township Police Department, the finest police department I feel in the entire nation. And so you have a you have great mentors uh in this department that will teach you along the way uh and and uh you will then pass that down uh to future uh generations of police officers. Um, I'm following up with the last meeting regarding the um, Haidider Road acquisition of 16 acres. I wanted to provide you some information that um, will go along with my comments regarding this purchase. Thank you. So you folks know that there's probably no stronger advocate in cost determinance than me for open space. And I support the idea of the hider lane being preserved. That's not an issue. But the resolution tonight that you guys are going to be voting on says that the the township can spend up to 2.8 million. 2.8 million for 16 acres. Now, I'm a muscle car fan, and my dream muscle car is a 68 convertible Olds 442, and I know that car goes ballpark about 100 grand. Would I ever pay 500 grand for it? Not in a million years. No matter how much I want that car, I'm not spending 500 grand. So the parallel here is 2.8 million respectively for 16 acres. On the other hand, I just gave you a handout. This property is currently for sale right

down the street from here, right down here, and it abrupts the uh Timber Creek dog park. So it could become part of the Timber Creek dog park. And if you look at it's it's eight acres for 590,000. Eight acres. So if you double that, you know what? We looking at one a little bit over a million for 16 acres if you break it down to cost per acre. And my question is, can't we do or purchase a lot more land open space with that 2.8 8 million than 16 acres. So, I'm running out of time. So, my questions are number one, are there any threatened or endangered species on the Haidider Lane property? Question two, is the site a natural heritage site? Question three, is there anything that is particularly unique about the property to justify the purchase price? And finally, number four, wouldn't it be better to use the funding to buy much more acreage using the same money throughout the township?

What it was zoned for. So, uh, one of the unique characteristics of the property is that it would become a three-story 60unit apartment. And I don't think that the people that live in that area would agree with Mr. earns as far as whether or not the priority should be to use Green Acres funds, which were already approved for $2 million, and we've applied for another 205,000 to use Green Acres money to acquire the property. And we used two approved Green Acres appraisers, which is required by law. We followed all the law uh from from the uh uh Department of Environmental Protection, Green Acres. And so that value is in fact the value based on the approvals that that property has. So that's the unique characteristic of that property and why we're looking to acquire it. Before we uh started our meeting, the solicitor and I were talking about he showed me what Mr. Burns had provided him and um I think Dan and I were the only ones on the count council at the time. Oh, no. Michael, I think you were there, but there was a property, I think, on the other side of of this uh property there on Cho Landing Road and uh that sold for multiple million dollars that was approved for housing uh high density housing uh in that particular area. Uh I don't know what the acres were or do you do you recall that Mr. Hutchinson, but it was a million, a couple million dollars, I believe, the transaction. Absolutely.

yes. Next is ordinance 0-26-05, ordinance of the township of Gloucester replacing repealing and replacing chapter 500, article 9, section 902, affordable housing fees and procedures. This is going to be a long summary so bear with me. Okay. Uh this uh addresses chapter 500 article 9 section 902 affordable housing fees and procedures of the general legislation township of Gloucester that it has to be repealed and replace in its entirety to comply with the fair housing act that was amended in 2024 and the newly adopted uniform housing affordability controls regulations and the newly adopted NJAC 599-1. So this establishes standards for the collection, maintenance and expenditure of development fees that are consistent with the regulations that are set forth. The fees that are collected are pursuant uh shall be used for the sole purpose of providing very low low and moderate income housing in accordance with a court approved spending plan. Uh there are standards that are set forth. Uh and let me just uh had some highlights here uh with and just talk about residential development fees imposed fees that residential developers except for developers of types of development specifically exempted below shall pay a fee of 1 and a half% of the equalized assessed value for residential development provided there's no increased densities permitted with non-residential development fees uh with all zoning districts non-residential developers except for developers of types of developments specifically exempted shall pay a fee equal to 2 and a.5% of the equalized assessed value of the land and improvements for all non excuse me for all new non-residential construction on improved lot or lots uh with collection procedures that there should be a granting of preliminary final or other applicable approval for a development that the uh approving

authority shall direct its staff to notify the construction official responsible for the issuance of a building permit and that there is an affordable housing trust fund that that should be maintained by the CFO of our municipality for the purpose of depositing development fees uh collected from residential non-residential developers and proceeds from the sale of the units with extinguish extinguishable controls and that the use of funds uh should be used for activities uh that are not limited to the uh there should be a grant or revolving loan program and activities not limited to the preservation or purchase of housing. for the purpose of maintaining or implementing affordability controls. Housing rehabilitation, new construction or or of affordable housing units and related costs, accessory apartments, market to affordable program, conversion of existing non-residential buildings to create new affordable units and green building strategies to be saved and costsaving. Uh there is a monitoring where on or before the February 15th of each year, the the municipality should provide annual electronic data reporting to the AHMS reporting system from January 1st to December 3 uh 1st of each year and that's what I have. Next is ordinance 0-26-06, an ordinance of the township of Gloucester County of Kansas State, New Jersey, repealing and replacing chapter 500, article 10, affordable housing procedural and eligibility requirements. Uh, this bear with me. Uh there's a long explanation on this. It's uh what it does is chapter 500 article 10 of the affordable housing procedural and eligibility requirements of the township of glosser has to be repealed and replace in its entirety to comply with the fair housing act that was amended in 2024. The newly adopted uniform housing affordability controls and the newly adopted NJAC 599-1 at seg. So, this establishes the townshipwide regulations and standards to govern the development of very low, low, and moderate income affordable units for sale and rental residential developments that may be approved by the township or the township's planning board. And it's designed to regulate these very low and low and moderate income units in a manner consistent with uh FHA, UHAC, NJAC 599-1 at SEC and applicable uh New Jersey Council on affordable housing COA regulations. So this section sets forth regulations regarding very low and low and moderate income housing units in our township. uh that's outlined in chapter two in the amended fair housing act as well as the department of community affairs division local planning services that upheld existing regulations on on the now defunct COA uh regulations the uniform housing affordability controls at NJACF excuse me 580-26.1 at se and as reflected as the adopted municipal fourth round housing element and fair share plan. So this ordinance again is intended to ensure that very low and low and moderate income units are created with controls on affordability over time and that very

low low and moderate income households shall occupy these units pursuant to statutory requirements. Uh so the planning board adopted the housing element and fair share plan pursuant to the municipal land use law and that addresses how as a municipality we address uh very low low and moderate income housing as approved by the spirit court and documented in the housing element. So this shall apply to all affordable housing developments and housing units. Uh the ordinance shall also apply to any unanticipated future developments that'll provide very low low and moderate income housing units. Bear with me. Uh we should provide elect the municipality shall provide electronic monitoring data uh with the department pursuant to chapter 2 NJAC 599 through the affordable housing monitoring system and that is uh provided and made public by the FHA on or before February 15th of each year we shall provide annual reporting to the affordable housing trust fund activity to the department of AHMS portal. Uh it requires there's a man municipalitywide mandatory set aside. It's required at 20% of affordable housing set aside where the affordable units are provided for sale and 15% where the affordable units are provided for rental whenever any residential development takes place including the residential portion of a mixeduse project if it consists of five or more new residential units at a density of greater than five units per acre. Uh let me see if I have any more that I want to highlight. Lastly, uh we as a municipality should also adopt uh a by resolution an affirmative marketing plan which is one of our resolutions at the end of our

consent agenda. Uh this is subject to approval of the spirit court complying with NJAC 580-26.16 and can be amended and supplemented. And this marketing plan is a regional marketing strategy to design to create attract to attract buyers or renters of all majority and minority groups regardless of race, creed, color, national origin, ancestry, marital, familiar status, gender, affectional, sexual orientation, disability age or number of children. the housing units which are being marketed by a developer sponsor or owner of the affordable housing. And in our uh packets there was received a there's a comprehensive affordable marking plan and lists all the resources and agencies that will be notified of this. We now open up the public hearing. Uh the location is amended uh on Coventry Place to the location of 1601 Coventry Place. Uh the Department of Works will provide install handicap parking signage and pavement markings uh with the Glosser Township Police Department having enforcement authority over handicap parking. yes. Next is ordinance 0-26-08 is the first reading and introduction. We will have a hearing at its second reading. Uh, this is a bond ordinance authorizing the completion of various capital improvements and the acquisition of various pieces of capital equipment in and for the township of Gloucester, county of Camden, New Jersey, appropriating a sum of 10,941,714. Therefore authorizing the issuance of general obligation bonds or bond anticipation notes of the township of Gloucester County of Camden, New Jersey in the aggregate principal amount of up to 10,420,680 making certain determinations and covenants and authorizing certain related actions in connections with the foregoing. This is our annual uh capital budget that has been submitted to us by the administration. We spoke briefly about it during our workshop. This was provided to council uh this past Thursday. Uh this capital and budget includes the reconstruction and repaving of various sidewalks and curbs throughout the township, various drainage improvements through the township, improvements and upgrades to various parks, playgrounds, and recreational facilities. Days like this when it's a sunny day in March and that park was jam-packed. You couldn't find any parking getting in here. Mr. Softy was out there already. Um, I had a question which was not addressed regarding the Haidider Lane, which was the fourth question, which was wouldn't it be better a better use of green acres funding to take that 2 to 2.8 8 million and buy a lot more acreage throughout the township as opposed to buying a 16 acre property. Um, and the other question was, would council entertain the purchase of the choose landing property? I plan to reach out to the property owner to see if they're interested in the green acres program, but I don't want to do that unless council shows an interest in the purchase of this property. Okay, it's 8 acres. The price is pretty darn good and is directly adjacent to the Timber Creek dog park, which could become part of the dog park, but I don't want to, you know, spend my time and energy reaching out to homeowners as council doesn't want to entertain this. Uh but it's not an official capacity when you do that. Now if someone approaches Mr. Burns and say, "Hey, Mr. Burns, I'm interested. I know you help folks do this. I think that's that's satisfactory, but I I think that when you approach someone, you know, you don't have the authority. You're a concerned resident and you care about sharing it. But that that's just my initial thoughts because if you're knocking on someone's door saying, "Hey, I'm would you like to sell it to the town?" Um you don't have that authority. Uh that authority lies with the township. But um I guess working closely uh with our administration if that's something you wanted to move forward with, we're always willing to entertain that. But I would just be hesitant in having those conversations um when you don't have the authority to
