Then the Globe Miami Farmer's Market is again this Saturday. from 8 to 11, and that's going to run all the way through September this year. So again, if you can make it, it's an awesome event. Miami Hostetler Pool and the Cobra Valley Rec Center Pool. And you can call their numbers for any details. I know we had a little mishap yesterday in our pool with the storm, I guess. I've been with PHI Cares for three years. And so our message today is for the community, for the residents of Globe to be aware of what's available to them right now and the importance of the timeliness of it. We are membership-based, and we offer a emergency air ambulance membership for the City of Globe residents. And between now, today, and August 12th, we have the ability to offer the nationwide benefit for the residents at a $65 discount for only $30 to cover an entire household. That is a nationwide plan. On August 13th, that price will then change to $95 if you're under the age of 60 or $75 if you're 60 or above. So at this moment in time, The City of Globe is the only location in the entire state of Arizona that has a $30 rate available. So because of that timeliness, we wanted to make sure that we were able to share that message and I do have brochures available that I can leave and we wanna make sure that the community has the ability to capture that and contact us if they're interested.

OK. Good evening, mayor and council. I'm happy and sad today. We are very happy that we have had Linda Virgo as an employee for the past five years. Linda Bergo is an asset to Globe Public Library. She joined the library team on May 12, 2021. She wanted to work in the library because she failed the first time at retiring. That's her words, not mine. She always is a cheerleader for the people in her department, encouraging people to take on new and exciting things. She helps our community grow. Besides being active at the library by running our very popular chair aerobics class and the Kids Corner program that she just finished, She is active in her church and our community. She is well loved by our library customers. Many times they come in looking just for her. We are sad to say that Linda has tried or has decided to try her hand at retiring again. So May 29, 2026 will be her last day. She leaves very big shoes to fill, and we will miss her. Wow. Linda? Do you want to say anything?

Well, we'll wait and see then. So we got item D is a presentation of one of the Arizona Creative Excellent Award, the 2026 ONAC Award presented to Love Where You Live. And we have Thea Wilshire here that's gonna talk about the award.

I want to thank Mr. Mayor, you and members of the council and the staff for allowing me to come forward and share an award that the community has won. This is about partnerships and collaboration. It recognizes some on public art, but really it's about communities that come together to enact positive change. So this is an award for all of us. It's different than any I've seen, because each award was individually made by an artist. That's why I'm having you kind of take a look at it more up close. But Mr. Mayor, thank you for nominating us. You and Councilman Shipley came all the way down to Scottsdale, finalists with some spectacular programs around the state. I'm sorry, 29 applicants, four finalists, and then we were selected. That is part of why I'm here. And because I'm standing here, I thought I would also give you a quick update on Love Where You Live and what we've been doing in 2026 so far. 2026, we decided to shift from just two-dimensional to more interactive, three-dimensional art. collaborating more with the San Carlos Apache Tribe as one of our Copper Corridor partners, and hopefully bringing in some trees. So this is one of our recent things is we had a booth at the health fair and could encourage people on ways they can help in the community. We also have helped sponsor a street art and skateboard festival in San Carlos. We have Found at the metal recycling event, this great old newspaper container. And thank you to Raelle and to the Kathy-Kanya Sanchez family for helping partner with us to bring a toy exchange so kids can take a toy and leave a toy. And it's over by the library. We also were able to work with Globe Public Works to bring volunteers in to work on some of the eroded trails at Round Mountain. We thought this would be three weekends of work. We had so many community members show up that we got it all done in one day, what we had planned. So it's, yeah, it's tremendously impressive to me how hard people worked. And a lot of us older ones carrying granite was impressive. A number of community members have come to us about missing this old ad across from Safeway. And we got permission to put it back up temporarily because this building is going to be painted. But this, knowing it was temporary, gave us a chance to try a new technology, which is virtual reality glasses. And that's Rob... Otero, nope, I think I'm blanking on the name. That's right, at the hospital. If you haven't seen it, it's pretty impressive. The grant we got allowed us to do three professional and to try and launch three local creatives. So those were the applicants we got and three of those won. We then got another grant and we took the next two that were winning. So we have five local creatives from Globe Miami Superior who are creating these pieces. This is the path, and we now have a total of nine. Four are in. Three will go in on Friday, and two more hopefully by the end of June. That piece was donated by Lynnae Spencer and her husband. They bought it. I told them I had grant money, and they said, we want to give this to GLOBE. Because we got that piece, that was a memorial piece from the Arboretum's 100-year anniversary. Resolution said, hey, we bid on one of those, and this is a great place to put ours, so they gave us theirs. The middle is a piece by Alex Havari, and she was so supportive of what we're doing in Globe, she sold us a $25,000 piece for $7,500, because that's what we had in our grant. The one on the left is an installation that's happened from Amanda Ray over in Miami. This is a piece that was finished yesterday at the front of the Miami library. And now we're continuing. I told you these are some of the ones that are coming to the sculpture bath. Stan with the heart. And Amy on the far right will go in Friday morning about seven if you're out walking. And then the middle piece is by Daryl Yurkovich and it should hopefully be in by the end of the week, end of the month. I'm on cold medicine so I apologize. But it is an unbelievable piece and if you don't know Daryl, he's just finished working for SpaceX. He's amazing at the engineering aspects, and it's going to be solar-powered and motion-activated, and it's amazing. Where's that going? That's going to go in the very middle of the crossover path at the Sculpture Garden. We have continued to offer stairs on a trail tours for outsiders. These folks came down from Pinetop just to walk the stairs on a trail. And we continue to offer Heal the Monster activity books to any kids that can show they found 12 with selfies. So there were 20. We lost one in the flood. So of the 19, we'll give this to them for free or you can buy it. If you're interested in this with your kids or grandkids, we only have out of 1,000, we have, I think, about a dozen left. So chase me, chase me down for those last ones. They're pretty cool. And that was created by kids locally who helped us design it and then teens who helped us with some of the art in it. These are old pictures as far as the trees. This was when the Arboretum partnered with us to bring trees to the dog park. But we are actively looking at grants for trees and collaborating with Public Works We also have been adding into our grants benches, not these in particular, these are just images, but we want to start bringing some more creative benches along the places that people are walking where they're identifying that they need to rest. With the Apache Language Preservation Department, we're helping them create some preschool picture books in Apache and English, and We are also planning in September now, because of the heat, to help coordinate with the community of Miami for the community to paint the back of the library. There's a series of steps and walkways. So this is the current plan.

The good things happen here would have applied then as well then. This is the one we lost. We're hoping to put that one back. The new building owner has given us permission to bring it back, the kitten one. And then we've got some other businesses that are working with us to potentially bring some more Gila Monsters. We originally wrote that grant to have 30, so we right now are at 19. And then we are writing into our grants, trying still to get a life-size bronze of George W.P. Hunt for downtown. This is very expensive, but this particular statue was created by Rusty Bowers that you might remember from the state legislature. And this is a piece that Kip wanted to see as a sculpture. which is part of why I've been pursuing it for about 10 years now. So if we can just get some seed money, I think I can work other people to come in and partner for us. So that's in the hopper if we get the funding.

What's the size and the cost of that?

Pre all the prices going up, it was $125,000. Now, I'm not sure, I'm working with Mr. Bowers on that, and the size, life size bronzes are 125% of what the person was, and he was short, he was five foot six, so it's about six feet, and we hope to put it on a pedestal, raise it a little bit. This is our last, the plans for our last staircase. We have three grant applications out. This is the most ambitious of any project we've undertaken, It is huge. It's a mosaic. This is a design Kate Stewart came up with with Regina. And we are waiting to hear. This would be the staircase, the upper part of the staircase by the bus barn. That's the last of the nine staircases. And we've been working on graffiti abatement around town, doing just some cleanups. But we've also proposed to you, and I wanted to finish with this, that we are willing to organize a citizen-led, volunteer-driven graffiti abatement group. And this is not a new concept. There are communities all over the world that do this. Globe did this about 10 years ago, but we can get the policy and procedures, the waivers, the permission form, all of that, the personal protective equipment. So we've researched it. We are willing, but we need your blessing. So that is my update. And I just wanted to share the award because it's for all of us. And thank you.

Any other questions or comments? Yeah, I just wanted to say, yeah, I was fortunate to go down to Scottsdale and for that awards assembly for this ONAG award. And you said there's 29 finalists. And during that award assembly, they showed the final four. And there was a lot of competition. There were some good projects throughout Arizona on the final four. So it was a tough decision. And I was glad to see that you guys were awarded that award. through that organization. The other thing is a lot of people have asked, and I think another project as you look in the future is if we can ever get back the murals that we had from the Silver King building back on the new building, if we can work a deal with the owner and the city owns the land, it'd be nice. We still got the teepee project that we'd love to see move forward. So maybe some more suggestions in the future, some meetings that we can take.

Okay. I'm sorry. So, Mr. Mayor, members of council, as you know, we have been using PHI both for our employees and for the residents of Globe. But this year, because of budget restraints, we are limiting this just to employees. but we do believe that it's a really important piece. It's part of our benefit package and a benefit to all employees. And so if you just would like to recap the coverage and how this works and see if there was any questions from council. But I know that you were happy to come forward and just kind of share what you provide to the city and to the city staff.

Absolutely, so the membership is national, so it's not just limited to Globe, which is really important because people travel around the state and that's quite important if you're going to Safford or into Maricopa County, but it also is, it stretches amongst all of our current 82 air bases throughout the U.S. And as we continue to find and open new bases, they automatically get added onto that membership free of charge. So there's no additional cost, and we're looking to open a 12th base in Arizona on the west side this year, and We have opened two others in the state of Texas, amongst other areas that they are aggressively out there looking and trying to find the need and the demand in order to put in new air bases. So that would be the PHI Air Medical is currently under the membership program. However, we do have some affiliates throughout the US that are part of the membership plan, others are not. So we list on our website all the locations that this coverage applies, which is great. There is a 200 aeronautical mile radius, and we do have a map of that that I can send to Pam if need be, which shows the counties and the stretching of where we actually fly to in order to pick up a member. You know, if EMS, fire, police, 911 approves the call, right, for air ambulance flights. if somebody is flown within the household of the employee, right? So you have the employee, but then you have the household family. If they are flown, there is no out-of-pocket expense. So that's very important. If they do have insurance, we will work with their insurance in order to be able to collect what we can, which may be some, all, or none, but that is no worry to the member because there will be no out-of-pocket expense deemed for that individual flown. So it does take away any cost associated with this distance and what is performed on the aircraft. And if you would like to maybe speak on top of that.

So with getting, if they have private insurance and getting the all something or nothing from the insurance, they won't receive a bill from PHI, but they could receive a bill from their insurance for a deductible?

No, and yes, it is a little tricky. So we accept all insurance. excluding Medicaid because Medicaid is access, okay? And we accept no insurance as payment, only if you're a member being flown, okay? When it comes to insurance, what we've experienced today with all the changes that have occurred is that They may approve it, they may approve all of it, they may disapprove all of it, or they may pay a portion that is capped. But whatever happens with the insurance, PHI Health works directly with the insurance company to collect what we collect. and then the bill is considered satisfied. So there are no co-pays out of pocket for the person flown, there is no deductible, there's no co-insurance, and there's no balance billing. But that's a great question.

So Mr. Mayor, members, council, we've been working for, Pam was it six years now, five years? Yes, and a very successful program. I can't get into any numbers, but I can tell you that the staff believes that this is well utilized and a benefit. You know, there's HR concerns, but it's something that we do take advantage of and important and affordable. for the city staff. And so it's something I think if you see city vehicles and they have the PHI sticker on the back window, that just helps out so anybody knows that they do have that coverage. And like I say, this council's decision was to stick with this, at least for employees in the budget. And when we come back for final, it'll be part of that budget. And then we do have a system for going through and making sure that we document everyone that's on staff and have that available. And we have a variety. Not everybody has city insurance. There's different insurances that we have, and some people have different levels. So it's good. I see their description as kind of a gap coverage. Whatever the insurance picks up, they'll take it back to nothing for the employee, and that's a good thing.

And if so, we just take care of it right there on the spot and provide them with their brand new member number, which would be activated for the term for the with PHI because we will never offer that pricing again.

And their family members are all covered too within that membership?

Yes, and to explain specifically who is covered, it covers the spouse or significant other, it covers all dependents living in the home, and it covers up to three non-dependents, in case you have a grandchild, mom or dad, a friend that's staying with you. So it wouldn't matter, all of those individuals get added onto the membership with their birth date, that connects us with the correct patient, And therefore, they're all part of that plan. The cost doesn't change. It remains at $30 for the one year.

I'm sorry, one more question. Non-city residents, what is their cost if somebody in the county or town of Miami would want to get this?

Well, at the moment, Miami and Superior, Kearney, Hayden, Winkleman, and Mammoth are all under our municipality plan. And if they reside in the town limits, they're under $40 for the same membership benefit. And if they reside outside the county line, then they're either $95 if they're under the age of 60 as a member, or 60 and above drops to $75. And currently we are the only company in history under $100 a year. Ready you mentioned the 3, 5, your plan is that listed on those brochures by chance it is they're all on there and you just pick a plan and and again either call for fastest service because when you call and you receive your member number you're actually receiving it before our member packet is mailed to the home. And that's very important because we want to make sure you're covered if anything were to occur between that day, the day that you initiate the purchase, and the day that you receive the packet, which tends to take approximately three to four weeks to receive, simply because we do one mail drop throughout the United States.

Yes, and I just wanted to do just a quick and simple update on this. Like I say, we've been working very hard continuing for the flood recovery, flood mitigation. Again, every Wednesday morning we have meetings. with Tiffany on the NRCS program. We should be very close to having full permission to go into the creek, into the creek to do the work that we have. We're getting our construction easements and we're getting 100% plans, final approval by NRCS officials. And once those two, everything comes together there, and we will have them working on behalf of the City of Globe. Tiffany is still here working for some in the county and will be working construction in the Miami area also. So we're all three using that, the same construction company, but it's going very well. And so in case there's any questions. Now we, Mayor, Mr. Mayor, myself and you attended the county meeting today. And saw that the county was making progress in some of the canyons I think the biggest progress they have is in the Russell built area because they had done design ahead of time they had done that after two thousand nineteen and so they're able to hit the ground running in the county. area there because they already had designs waiting to go we are still uh our our hold back is not even in the engineering but just in in uh we had lidar flights that we needed to do so we got our elevations right we flew those flights very early in the process but there's a It took time to process those by the company, and they were finally delivered, and now they're blending them into the engineering and taking it to 100%. So that has been the one issue that has been out of our control that has taken us to the spot. But they still have their eye on the ball on getting the sun before the beginning of monsoon season, at least for the debris removal from the creek.
