Thank you. and I'm here to represent the master gardeners. And what we're here to do is we were donated some land by John Parker right next to the red barn to um do a little rose garden and it's to put the roses back in Glenrose again. Mr. Cowen did that in 1978 and all the flowers had died but we were able to save one of the plants that he had. So, um, we've gone to other some other people and we've gotten the American Legion is going to put a flag up for us there and it will not impede the firemen turning that corner. It doesn't get anywhere near that. Um, we have a drawing of it'll have all the roses here and five it'll be gravel pathways. This will be where the um flag will be and then we'll have a plaque for Mr. Cowen and um, this will help people from WY funeral home. It'll be a respbit for them. It'll be beautifification for the city. The roses are going to be red and white to represent our school colors and they're going to be earth kind roses. So there won't be any maintenance after the first year when you put them in. And so that's what we have to say.

Um, as a city, we've been approached uh by some individuals who were looking to find a way to provide more workforce housing. Um and as we've all talked about greatly, um some of the developments that are coming in are all in the upper three 500s and that's not going to satisfy a need for some of our our tourism workers, our some of our teachers, etc. So, um one resident has a larger lot and that they wanted to divide it into four lots and then build smaller houses. We don't have anything our ordinances that allow that. Um, at this time our minimum size for building a residential is 6,000 square ft. When we really start to look at what is causing the high the pricing of the houses, it's not just material, but it's also the land. And as we watch the CAD, you know, continually increase the value of our lands, smaller the land footprints are going to be what allows us to do more affordable housing. So, um, through the PNZ and with a number of citizens that were attending in the meeting, we came up with a plan that when the total square footage of the living area is less than 800 square ft, the minimum lot size shall be at least 2500 square ft. Am I using the right Veronica? Is that what I had given to you or was it 700?

All right. I just want to make sure I'm writing the right stuff because we had gone back and forth on numbers. Um, that the minimum lot size shall be at least 2500 square ft. It will be specific use permit. Um, it is not allowed in an R1 zone, but it would be allowed in R2, R3, R4. We would have we would maintain the current setback um from the front at 25 ft and the side setbacks at the current 7 ft. And this will also allow to keep the the current 40% maximum lot coverage that we already have in our ordinances. So, what this is really doing is it's allowing us to scale down um so that there are some options for workforce housing in our community. Um this would only be allowed for single homes. This is not going to be duplexes or multipplexes. This has to be a single family residence. Um and we even looked at a number of different floor plans. Um it's as we were going through the discussions, we came and found a number of really great layouts that are 300 square feet that could be a two-bedroom, one bath um with a kitchen and a living area. Um we have stated that all the other ordinances related to uh parking and everything else remains the same. This is just changing the lot size and based off of a footprint that is much smaller. questions, thoughts?

If the what what by definition is the maximum lot coverage? So it is livable space. That is the definition. That is the definition that we already have in our ordinance.

Just just just because we are limiting it to 800. Should we reduce that maximum lot coverage percentage then to match 800 if it's going to be a 2500 foot lot or is the they can they can have whatever lot size they want but the max size of a home is going to be 800 ft livable space to get to a minimum. So to be below the 6,000 square ft of lot size, it has to be an 800 or less home. No, this is 2500 square f feet. No, the home has to be 800. Yes.

So it's in there but that's they decided during their it was 89. Yeah. See, so the agenda item has a was a previous number that we changed in our meeting.

So they can build a 500 foot efficiency, Mhm. a 650 foot one-bedroom, an 800 foot twobedroom and still be on a lot size as a minimum of at least 2500 square f feet. Okay, say that again. So they can they can build a 500 foot efficiency or a 650 foot onebedroom or an 800 foot twobedroom on a 2500 foot lot. Correct. But to get a 900 foot for a threebedroom, they're going to have to increase their lot size. Correct.

Because they have to be within 40%. Right now, what we have said is that the maximum the maximum we're looking at is an 800 square foot. If they want to go up to a threebedroom or anything bigger than they have to go up to the 6,000 as of right now. That's not to say that we can't come back and look at that again. But as of right now, what we're proposing is an 800 foot maximum at a minimum on a minimum of a 2500. Okay? So, if they go to an 801 square foot house, they have to be on a 6,000 6,000 foot lot. Yeah. Not saying we don't want to change that, but this is where we're starting. Got it. Any other questions?

So, we don't want a tiny home next to a, you know, 3,000 square foot home, right? So, yes, it's allowed anywhere in the city that the zoning matches. And that's why we put an SUP on it, right? Because we do want to look at it from a case by case scenario.

Yeah, I love that. Um the other uh property uh potential property owner that came up to me, it's an odd shaped property. It's right off 144 um Sam Houston. It's the triangular property and that's only 438 square ft. He can't build a residence on it because our minimum was 6,000, but our commercial is 3,000. So, that's kind of where we started from is what what are we allowing commercial to be built on and then how do we make that work for residents?

We all know that someone getting out of high school and coming to work for public utilities or going to work as a plumber, lots of jobs that they're starting out at, they can't afford a home. They can barely afford an apartment. They have to bring roommates in. I think we need to to I think this is a good idea. so you had a uh the engagement letter on your spot at the deis and I wanted to just formally uh take action to engage bigger staff, Heath, Delgado, and Aosta. The attorneys would be available if we had any questions. We can we can call her and uh see. But um the engagement is for uh Joshua Catz and um and um Claudia Claudia Russell. And you see their rate on the exhibit B at $410 an hour for the work that they do. And that is inclusive of their administrative assistance time as well. They um they would help us arrange some meetings in Austin if we wanted to. They would and we've already the the people who are already working on this A3 uh proposal have done a great job of getting uh comments, public comments out there. The PUC has opened up the third docket for receiving public comments. And then the mayor told me that Sunday we collected another over a hundred comments as well that will be submitted. So there's a lot of interest in this this line and our engagement letter uh says specifically that they are going to uh I have it pulled up for you that they are going to I can't find it. that they are going to help us with the opposition of number A. There we are. the opposing the CCN application line segment A3 and then any other legal services that we mutually agree with them on. Um they estimate it be a max of 15 hours to leading up to the February um meeting. Encore intends to make their application at the February meeting and that application will be they'll lay out to the PUC their preferred route and their um secondary routes and then PUC will will have some time they're estimating Encore estimates six months that they will determine the the the route that they will grant them for their their change in their CCN. And 30 days post that meeting in February is when we could we could ask for a protested hearing if route number A3 is their preferred route and and is what they move forward. So it's incumbent upon us to move quickly and you know try to dissuade them that route A3 is not their preferred route. And so I'm asking that we engage bigger staff to help uh kind of facilitate that information flow for us. And um they said it would not likely be a hearing in February where we could testify. they'll probably just take their application and then because there has been so much interest and so much docket and so much um so many comments already that they would not open it up to a comment period at that February meeting.

Um the commissioner's court last week uh said that they would help us with the cost of this and uh I said to them that we would um I think it'd be a lot cleaner for Bicker staff to bill us and then we can send uh the proportionate amount to uh Somerville County for their share of the of that monthly cost. They'll bill us monthly on the 15th and it's due again by the 14th of the following month. So, uh, we can we can pay the bill and then send a a proportionate chair across the street for the commissioner's court, but they took action last week to um to authorize going in with us on this kind of engagement, but we would be in the lead for this engagement with Bicker staff. Well, being that we took a motion and a vote last month, do we necessarily need to retake a vote on the same thing now that we have the lawyers firm's name or um

So that'll be nearly two weeks that all of those people and the international people and the Longhorn folks will be here at the expo center. And so we've got 10 months to plan and we want to do even more than we did this time and and have time to promote it in advance as well. So we can build a festival around it. And so that's really exciting and especially given the hickey that the expo took because of the equin virus, you know. So we're we're doing all we can to promote things in the interim. Um just today uh Best Western uh Hotels uh is doing we found out they're doing a national ad for Best Westerns and they chose ours and they want to do that and have a family that comes in and goes to Dinosaur Valley State Park and which is nice timing for us too with this fight against Encore. And uh so they'll be here for uh about 11 or 12 days. So they'll bring in a pre-production crew um their actors, their producers and and film people and be staying in the hotels and shopping and eating around here too, but mainly, you know, photographing the place.
