Please join us in prayer. Dear Heavenly Father, Lord, we pray for those in the community who are hurting with loss and sickness and illness. Lord, we especially pray for those that are in the line of fires that are out and around in the outskirts of the community and around the state. Lord, we pray that they would be protected. We ask that you would grant us wisdom, Lord. You continue to guide us and lead us so that we may conduct rightly the business of the city of Glen Rose. We're gonna make a little change in the agenda quickly. We're gonna move items for individual consideration, six and seven up first. Number six will be discussion, consideration of possible action regarding the City of Glen Rose benefits package for plan year 26-27.

Okay, so I went back to all the employees spoke to everybody. I encouraged everybody to. contact their primary care, make sure whatever was necessary in a formulary. If they had an opinion, if they didn't have an opinion, everybody is on board to go from Aetna to the other Aetna platform. And Mitchell is on in case anybody has any questions for him. I received references from him. Like I said, we all called. It was taken by Lakeside, all the physicians.

And the three options, the high deductible, the middle tier, and the higher tier are all the same. They get the choice. You don't have to take the lowest one. You have the choice to take the other two.

It is not an HMO. It's an EPO, which basically it's going to offer just like a PPO.

We talked about this at the workshop. I presented my numbers and that the employees were across the entire city are all on board to align all of our hours to 74.

Yeah, there are any council member have anything that I'd like to share a report of any time.

All right, just. Do you want to kind of give a 30,000 foot view of the rate case? The towers? The 765, yeah. Would you like me to? Yeah. Okay. So there's been a lot of discussion, a lot of emails. I don't know if you've watched some of the state hearings and the Senate hearings and the PUC hearings. Our outside counsel listened in on the hearing last week. And they intend to listen in on the council. The PUC scheduled another hearing for the 28th, which on the agenda is the approval of the 765, the dinosaur to longshore switch. And What has been happening so far is mostly everyone is just taking testimony, taking witness testimony about the impact to them individually and to the communities on the effect of these 765 lines running all over the state. Um, there was a number of representatives who have offered testimony that they need to the PC needs to, um, hold on it and deny the applications they've requested. Some of them are different flavors, but they mostly requested. All of the applications being denied, give the legislature time to get into session in January. and then make some determination about whether or not these power lines really are truly needed and what that steady area needs to be. Obviously, the electrical providers oppose that, and they've issued a lot of information, a lot of testimony about it. And in conversation with our outside legal counsel, he said that basically the PUC could deny it, but then the electric companies have the right to go to the courthouse and try to issue a complaint. rate of mandamus i think which forces the puc to to take some action and Basically, denying is not one of the actions they can take. They have to select a route. So that's kind of where we are broadly. You know, there's some other things kind of happening. Maybe we want to issue a resolution or try to build a coalition of some of these other cities that have been interveners, Ranger and Holly. And there's about seven or eight different counties that have intervened. No, I'm sorry. They issued testimony. They did not request to be interveners. And maybe we could cooperate with them and maybe tee something up for the legislative session in 27. But that's kind of a future out discussion. But the way the law reads, the PUC has to select a route. And they can deny, but then the electric companies go to the courthouse and say, you have to issue a writ of mandamus, you have to make a decision, and then they'll make a decision. So we're not really any further along than where we were before, but I think we can reliably, I feel like we can reliably expect that we know where the switch is going to be, and we know that the power line is going in, and all of our work and the Protect the Paluxy People, their work, the property owners in and around the area of these data centers and the power lines, all of their work has kind of displayed to the administrative law judges the significance of the Paluxy River Valley and the significance to the city of Glen Rose for the tourism effect from Dinosaur Valley State Park and that They used those comments and some of those findings as the basis of their decision. So the work that we put into to get to this point was productive. And the outcome will likely be that it will not include a route that goes around down for Valley State Park, which at the end of the day. was really baseline of what we were asking for. There's other things that we could maybe push for in the legislative session in 27 that's going to take more cooperation and more work. But at the end of the day, we're probably going to wind up successful with what the scope of the engagement was for Vicar staff. It's not going to be a route around Dinosaur Valley We haven't asked him to issue any testimony or run up any extra billing expenses. We've just asked him to monitor the situation and keep us apprised of what's happening. So that's where we are. I think we're gonna wind up with the outcome that we wanted, and that's about the best we're gonna get. Well, it's pretty good.

We don't know for sure, but all of the attorneys involved, with the attorneys pointing that direction, which is good news. Let's see. We're about ready to go into the executive session, I'd say. WE'LL DISCUSS ACTION ITEMS ON Content of executive session item 16, which is city administrator. We're going to direct staff to move forward with. Plan meeting schedules and introductions to the city of gun rose. Item 18, we're going to request. verbally to the county to act on the interlocal agreements that they've been issued and to respond to one or actually respond to both. We'll do that verbally to the county judge. And then economic development with our Explore Glen Roach, we ask that they move forward with contract negotiations and structuring of this transaction to present to council for formal approval.
