I mean, as This property could be included as consideration in the development agreement and not go through what is the typical standard process of getting an estimate for the surrounding properties, not a physical swap as much as it could be consideration from the developer says, I'm willing to put this into the development agreement if you're willing to do X. by abandoning the property. If we abandon the property and get a better deal, that's a better deal than $3,000 in my estimation, if you could get it in a development agreement. It's an option, doesn't have to happen that way.

Anybody needs to. to see i think it's probably this afternoon will how are you sir i'm doing fine will if we give you a name and address for us please good evening mayor council uh my name is will schoonover i'm with shield engineering group 1600 west 7th street fort worth um we are the engineers for this project uh i've been been doing doing jobs in and around glenrose for about six years always enjoyed working closely with jim and david and you all those of you that i've had the pleasure of working with before um you may recall uh rewind a year a couple years maybe now we we We'd come in front of y'all with a development plan for this same piece of property. Looking at condos, pretty dense, more of maybe a Metroplex-type development, and that fell off the wayside. It didn't seem like it was maybe the best fit for the city of Glen Rose, and we want to certainly honor what we think is best and what goes best for Glen. for the need and the price point and all of that for the city what we've come back with now is a uh it's a multi-family development but they're they're four to six dwelling unit per per structure um and we've got we've got some renderings i don't have any with me but but that i can provide at a later date um really the the The item we have on the agenda tonight for discussion is the right away abandonment that Jim mentioned. So basically, I think those of you that haven't had an opportunity to glance at the exhibit that's floating around, we're requesting that y'all abandon a portion of the right away on the south side of the existing Stone Hollow Port cul-de-sac. and basically we would demolish the cul-de-sac, extend a public right-of-way, a 50-foot public right-of-way through this site, and then construct a new cul-de-sac at the far end, the north end of the development, just on the bottom side of Longhorn. We have had a pre-development meeting with the city. We met with the fire marshal. with Jim and we hash through this. I do wanna piggyback on what Jim said and highlight a couple of the items that this project would bring to the city, benefit the city. So as Jim mentioned, there's, Pre-existing condition, drainage issues at the Baymont Hotel. I know I've gone personally and met with the hotel staff and walked that site a couple times. Storm water is coming down through the creek, through the open channel. Basically, the deck of the pool there is about the same elevation as the flow line of the creek. So when the creek overtops, it's flooding the pool, it's gotten into the lobby before. With this development, we are proposing to take that creek internal with storm drain and actually pipe it past. The hotel outfall on the West side of the hotel that would that would alleviate the pre existing drainage issue there that I know has has has troubled troubled the city and the hotel for a while. As Jim mentioned, we are, we are looping a public water line, making a connection at Longhorn drive and then tying it in down. On stone hollow court, where the, the water line was just constructed that services, the dino wash there on the on the corner of 67 and stone hollow. That would be at the developer's expense and that's about 150, 170,000 dollar. Improvement get those water lines loop together. We're also, and this was discussed with the prior iteration of the project, but we're. the developer is willing to partner with the city to upsize the existing eight inch sanitary sewer line to a 15 inch sanitary sewer line, which is something y'all have communicated that pretty urgently needs to get handled. And then we will work through a development agreement at that time where basically the developer foots the bill for what it would have taken to construct a new eight inch line. And then the city contributes on top of that for what it takes to get a 15 inch line in the ground there. um these are uh As I mentioned, the condos before were kind of a high-rise, pretty modern architecture, pretty flamboyant color palette. And these are much more mellow, much more fitting for the city. The price point is kind of that sweet spot that is feasible and reasonable for the city. And I know just based on prior conversations I've had with you all that there is a need for this type of housing in the city of Glen Rose. But again, what we're asking for is improvement consideration and for you all to approve the request for abandoning about 3,300 square feet, there's not much to it at all, of right-of-way on the south side of Stone Hollow Cork. In my experience, typically the way that would work is that property just dissolves into the adjacent property owners. We do a fair number of things associated with projects around the Metroplex. Typically there is not a sale component tied to it, but that right away just dissolves into the adjacent properties. So I'd be happy to answer any questions y'all have or talk more about the development.

So they will all be platted on individual lots. Fee simple development. I can't really speak to whether the developer wants to sell these off or retain them and rent them. I do think he wants to sell them off, though. He's not a local guy. He's a very seasoned developer. He actually just finished a development like this that we worked with him on. how that turned out but uh yeah the goal is that these would be for sale so these would be attached condos attached uh so if you want to get technical it's uh it's a quadplex hexaplex you know four to six unit um so anything above kind of the uh the two to three dwelling units considered multi-family It's kind of a harsh term to use here. A lot of people, when they think of multifamily, they think of three-, four-story garden-style apartment complexes, and that is not at all what this is.

My address is 100 Bosque Street, Unit H, Glen Rose 76043. And our purpose here tonight is to update the council on our essential services that we provided for 24, 25, and 25 to 26 fiscal years. We're going to explain our funding challenges and request your continued partnership. Our mission at Somerville County Committee on Aging is we serve seniors, and we have done that since 1979. Our goal is to assist the seniors and help them remain healthy, independent, and living safely in their own homes. Everything we do promotes and supports independence. And from the census reporter, they submitted a, they, um, released a report in 2024 and their numbers, uh, tell us that 31% of the county's population is 60 years and over. And we assist approximately 3.3% of that population. For 25, 26, our current numbers, uh, we have 330 senior citizens that we serve either through congregate meals, home delivered meals. or through transportation. Tonight, I want to focus on two of the, I feel the most important of our essential services, and that's our home delivered meal program and our transportation. Home delivered meals is more than just a meal. It's delivered to someone home. It is a wellness check for us and for them. It's a friendly visit. Sometimes that driver is probably the only person that that senior has seen. all week or all day. And that might be the only person they ever see. I have actually personally went out and visited many of the clients and they are lonely and they, they thrive for interaction. So, so the families also gain peace of mind knowing their loved ones are checked on because many of our clients, family members, children live far away. So this is a, peace of mind for them. So even though the delivery may take us, our driver, just a few minutes, it's a whole day of reassurance for our family. And we have seen the biggest increase in this particular service. We've seen a 10% growth in this fiscal year, and we still have three months to go. So I have went out, like I said, and visited with the clients to make sure they are all true homebound clients. And we've only had to remove one And she now comes into the center, which is better really for her because she gets the social socialization that she does need our transportation. Our transportation department is also an area that's growing. We provide nearly 90% of our trips are within the Glen Rose city limits. And unlike transit, we don't ask our clients to pay. We suggest a donation, but we don't make them. As a matter of fact, this fiscal year so far, we've only brought in about 150 dollars. Towards that program from the clients themselves. The transportation for them means making it to a doctor's appointment, picking up prescriptions, going to the post office, the bank, and mainly the most important I feel from that is the grocery stores because that helps them maintain their independence in their home and they can cook their meals and have the things that they need.

Home-delivered meals, we're projected to... deliver close to 34,250 meals and only 19,825 of those are reimbursed. 7,200 of those that are not reimbursed are in the city limits. I'm sorry, 7,200 of those are not in the city limits. So the need continues to grow while the reimbursement from the federal government does not grow. We saw a 19% decrease from 24-25 to 25-26. We have not been told yet what 26-27 looks like, but from all appearances, it'll be about the same as we got for this year.

And HHS, we do a negotiation with them annually, and they negotiate our transportation for one ride is $15.50. One home delivered meal is $7.85. so we are in our negotiation for the next year right now so state and federal funds help but they don't cover actual expenses we absorb the majority of our fuel insurance vehicle maintenance and this administrative staff it takes to put it all together so the second handout i have for you is basically key points that we i talked about and then We'll get down to what we're requesting. So the city investment directly that we're asking for this year will directly find transportation and delivered meals. Your investment will help go towards those where we're not seeing reimbursement for it. So what we're asking for is $1.50 per meal. of the ones that are in city limits. That's 7,202 meals that we do not see reimbursement for. So that comes to $10,803. And then we are asking just for the reimbursement rate that the government says our value is at $15.50 per city limit trip, which is 2,604 trips that are not reimbursed. which is $35,460, which makes the total of $46,266 that we're requesting from the city tonight. Every dollar stays here in Glen Rose, Texas, and it serves our citizens. Success, we do not measure success by meals or rides. We measure success by who can stay in their home, remain independent and live with dignity. The city's partnership makes that possible. I'll end with this statement. The Somerville County Committee on Aging doesn't simply provide meals and transportation.
