Okay. Um, I I'm here just to uh I had did a some work for the city on the golf course and uh put a half a mile of cart paths in. Um the job was for I think 60,000. Um, I got the I I poured the concrete uh and some time later turned which was just here a month or two ago turned my final bill into the city for payment and I was denied the payment for it and I I'm assuming I don't know why why they refused to pay me other than the I was told that the job had not been complete. completed when I believe they're using it and have been since the last concrete pour on it. So, I don't know. I had I had arranged with Mr. Mezer as well two times to uh go over do a walk through and I you know for him to identify any problems that the city might have had with it. I I did that twice and got cancelled on twice due to water leaks. Um after that point there was some personal things that that came to in my life that set me away for uh not able to be here and to continue to try to collect on that or to complete that a third time and which led me to another some more time going by and me finally I think in December or January um of 25 the end of 25 turn in that final bill for $5,000 to the city. And that's when I was told that there wasn't this there wasn't going to be no payment on it and the job wasn't complete when
in fact I I believe that it is complete. They used it. Why can I not get paid? We can't talk about that in a public forum, but we can. Oh, I mean you can, but we can't we can't make comments. Okay. So, about that. I I I believe is are is are they using the the cart paths at the golf course?

That um it's just building the wall and closing it so the public can't access behind the counter. Um and then putting the safety gloves in front. Um and therefore painting the walls and redoing the floor as well to match. The bids are um on your guys' Dropbox. I think it's the first two there and there's there three of them.
Well, there's three on the first one that's all together. Nothing is opening. One of them is a full bed. It's just a cabinet. I can't get it to open. Can you guys Are they opening for you? I know what they are. So, I'm open. Yeah. Are you able to open them? You just compile them together. Maybe I'm not on my Wi-Fi. One of them is separate and then the other three are She scanned three in at the same time and one was em like four. She sent a second 15 minutes ago. That's because we had just received it.

Do you have any concerns, Heather, or comments on differences of them or anything? out of the two I mean I would prefer JT uh construction who I would recommend. Um one of those is just a cabinet as you can tell. Uh and the other one is the overall price is the wall and the C or the wall and the cabinet not including paint and flooring. Then you have to go down to the second the third column on that and try to figure out the square footage, how much they charge per square footage of the floor. So, it's going to be more expensive.
And Triates has a bathroom in it. Well, no, that's if we go through the whole building, but it's broken down by sections. Yeah, eventually we'd like eventually the whole building needs to be updated, but right, obviously we're going have to do that in sections. So, okay. So, we're just looking at the front entry for the front office for right now, not including like where I said or Kelly said. It's literally just the front and the hallway. Yeah. To put up the walls up to the ceiling, right? Yeah. and we've been
saving reserve funds for it for years and I think we even budgeted in the line items this year for it, but we have um or the city has 57,000 in capital improvement reserve funds that Heather could use that if she wanted or she could use some out of her line item. So, I mean there's she has the budget to do it as long as she stays in budget with everything else. It's just deciding who do you want to do it. And getting quotes was not easy by the way. Who is Deanna? Oh, never mind. I know that better than it was quote. What's is that?
That's the one we received today. They came in and looked at it today. Yours isn't pulling up very Oh, mine finally pulled up. Show up to do quotes and stuff. It's been going on for well, three months. Yeah. or anything. They reached out to Steuart Construction and I called them numerous times. They came here but never gave me a quote. And I called them and never gave me a quote. I reached out to um the Amish guys that were at the I don't know what their name was, but they never gave me a quote. They came here twice, actually. Um and some of the people said they were going to show up and didn't.
Yeah. Cliff, did we use JT Construction for um right and you were happy with them? more. Excuse me. So, it looks like the better and the JT construction are the most apples to apples ones. Yeah. And they're very close in price. I mean, JT

I think it was him. I'm not 100% sure, but he did good and it was quick, too.
So, what's the main office flooring optional? JT's bid. Well, it's just whatever we pick. I mean, you can have color options. I Okay. did kind of a not the cheapest and not the highest and kind of did a mid-grade like for price range. I mean, it can go up or down a little bit depending on what you pick. Uh, so it's to be determined on what it's still going to be, but so we're probably definitely down to JT or Corey Robinson. Like we're not doing this Robinson this $100,000.

I mean JT they did like a 3D thing and showed it and we made adjustments to it. And then they came back with this quote. Um and then we sent them through the whole building. But again, it was just we didn't know how much anything would cost. Yeah. I mean, they were literally our first and even if you do just take that first section for the front, it's still 33 and that's or pain, right?
It was that be for the wall and the desk and the desk basically will be the 33 for you guys want to request any additional information or I think there's no further questions. We can go with JT. I similar.

Mike Peak. We had actually already approved letting them deanex and then county came back and said that they thought we needed more paperwork with it. So, Steve A uh researched it. We need a resolution tonight, which is what I just printed off and put on your desk because I had a typo on it. And we have to schedule a public hearing resolution gets published in the paper and then we'll have the public hearing I think not this meeting with but the next one and then you guys will vote on an ordinance correct and I think Steve reviewed everything I put together
so it looks right. So I'll have to um email it to Philip. So I guess do we need two motions then? One to schedule the public hearing and one to approve the I guess the resolution schedules the public hearing but maybe make two just in case so we don't have any The history is Mike had that little corner of his property where it used to be a store, right? Long closed and it's a storage facility. And so he asked council back in the fall and council history about a year and a half ago. It's kind of silly because right across the street it's it's all county. Yeah.
You know, This property is all Yeah. And I actually think that road, if I'm thinking of the right spot, is like half city, half motion to schedule the public hearing. So we're on item F. discuss discuss golf expenses, HVAC, prep table, lighting, and the pump house. So, we've had more expenses for the golf course than we expected to have. And um Daryl and Jackie updated pump house cost. You can see the comparisons on your guys's Dropbox. I did look up how much we had in reserve funds and now I already can't remember cuz I told Heather she had 57 and now I can't remember what golf course had. I think they I think it was a similar amount, wasn't it? 53
53,000. The last time we talked about it was 53.
So, I think we just need to pick one. As far as the block building pump house, uh Daryl says it will last longer. Um with the prefab one, we have already bought the shed, so we've already spent the three $3,100. So, if you're talking additional money to do the block, it'll be 13,400 around in the prefab. If you take out what we've already spent, it'll be additional 5,900. We've already spent this year HVAC, we really had no choice. That was 9 grand and that was for the kitchen area. And then we had to buy a prep table because when we had our inspection by is it department of a that does your kitchen inspections?
KDH. um $2,300 and then we had some lights that we had to replace that was 2,000. So, do you guys want the cheaper option with the prefab building? I think Cliff said the old one lasted decades. Yeah. I mean, it was out there a long time with proper maintenance and save our reserve funds. I do foresee cost in the future. I think we need to be saving up for an irrigation system, which is really expensive
and golf course doesn't always have a lot of money to put into reserve funds. In fact, I think the last couple years we haven't put any. Um, I did try to write a grant for using sewer affluent for the irrigation, but we didn't get it. That was Build Back Better money. So, we really just need to pick one. Um, the other thing Jackie said is the working with volunteers uh could open us up to liability. So, the options are use the storage building that's out there that's already purchased.
Uh, do you have to tear the floor out of that to put the pumps and pipes in? Drill. Just drill holes. You're going to set the pump on top of the wood floor, put it in there, or we'll figure out where it's got to be and we'll leave a sleeve and then the other option is to build a block building. What I saw that was city your first column on your spreadsheet. That was my estimate of it. Yeah, it's kind of small, but I had contingency in there which is another 15,000. Yeah, like 1500
or 1500. I'm sorry. If total was 15,000. That's this one where you can see them together. I think it's going to be about 15,000 for the block. That's including contingency. The 15,000. Yes. So, we just want to know, are we going the cheaper route with the shed that's already out there? Sorry, Darl. Go ahead. Are you done? Are you? Yeah, I'm ready for you to go.
I was just going to say the options are the wood building that's already purchased approximately 90 10ou just under 10,000 and the other option is the block building city constructed for around without contingency is 135 with contingency is around 15. That's the two options. But we've also already spent the 3100. So if we're out that already then the building if it wasn't if you didn't go with the wood building there's I couldn't get two places that need the building or want the building and the fairgrounds is interested in the if you guys right was the two things that I was aware of.
So I think the public works director obviously would rather have the prefab building and Councilman Ward 4 would obviously rather have the block building. So you guys get to decide. Wasn't there a block building out there? There's two buildings out there. One's a bathroom. Yeah, a bathroom. Oh, one's a bathroom out there. Because they're right there by the road. Yep. That's not a block. Are you talking about the one right by the road? That's the pump house. That's wood. Yeah, but then there's like there's two buildings right there. Well, that the red building is the one that Jackie purchased. Yeah, I understand that. It's just sitting there. What's the other one? That's the old one. Oh, I gotcha. Yeah, that's the current pump house that needs replaced.
I wonder when we uh we built that bathroom down there by right off seven. Probably 2016ish. When did we build the clubhouse? Maybe that's older. I don't know. About same time. Probably around 10 11. And then the the other thing uh there's a question came up about uh the labor especially the electrical and stuff. Didn't the city do the interior of the current clubhouse electrical? I think they did everything. Yeah.
That's what I thought. And now it's not supposed to do that. They probably weren't supposed to do it back then. Correct. Just wanted to make sure we were clear on that.
So I'm not going to make a motion on it. So one of you guys can. So, the only question I really have looking at it, and thanks guys for all the numbers, if we're if we're pretty confident these are close numbers, I feel like the difference at least from a city standpoint going forward would be to do the block because I feel like it would last longer. And then, like me and Morgan just had discussed a little bit, there's other places for the one we already purchased. And if it's really a need for them, then we won't have to purchase something different. But that's just my two cents.
I just know that that bathroom that they put out there, it's it's still been in really good shape. You know, I mean, obviously those block buildings are better than the prefab building. I know it's we're talking a little bit of extra money. I long haul. I mean, at least something you wouldn't have to sit there and keep trying to replace, you know, we rent that out to the 4 group out there or something. I know we talked about loaning it to them, but maybe we rent it to them. That's up to you guys.
I just know we need to make a decision tonight. This drug on way too long. So if we do the pump house and we with the block building, we would put that in charge of public works and they would just get all the stuff to do it. I would assume so. Yeah. I don't know who else is going to do it. What's that mean though? Is that something that they have facilities and resources to do? I think they're capable of doing it. Yeah. I guess we'll have to the cost will go up because some of the stuff that's not in there was some of the volunteers were going to be doing. No, he's talking about the first column. I'm sorry.

He said you don't have your footings deep enough. Make them 18 because it's going to be a storm shelter. I thought that came from here. No, it came from here.
It's not a storm. Never was discussed as a storm shelter. He he brought it up as a crew and said it's supposed to be a storm shelter. If your footings aren't deep enough, make them deep. And if we do that, we're going to be filling the walls in everything else. I wouldn't do that. So, not a storm shelter. Never was. I don't know where that came from.

All right. So, I'll move on to governing body comments. Morgan, I'd like to thank the city employees for all they do every week. I would also like to add with the the season we're in, the chance of storms, the fire department does a good job posting about the public shelter in town, but for the people that don't have Facebook or social media, the local storm shelter is at Hatterline Elementary School. The entrance is on the west side of the building. Door number seven, enter through the double doors and the shelter is located in the basement. I would also like to touch on it again with the nice days we're having. Kids are out playing. Please be careful and watch for them.

M. Mayor, I just want to echo what Morgan said to the city workers, all the departments day in day out. Um, I also I'm looking forward to the to spring. Um, I always said April showers bring May flowers. Seemed like the last couple years that was not the case. It seemed like it was always different, but got quite a bit of weather and the facilities are looking good. I saw people playing disc golf the other day as I drove by. I think that was a good addition that we did a few years ago. Um skate park is always busy and the other facilities like even tonight we're talking about the golf course. It was busy tonight too when I was coming back into town. And that Mr. fair. Um, everyone get ready for the water project. I don't know. I mean, I know we're getting ready to start soon. So, that's going to be something to keep an eye out for with machines in town or the people using the heavy machinery. Again, um, watch for those types of that type of equipment because I know there's going to be a lot of traffic foot traffic and just traffic. That's all I have, Mr. Mayor. Thank you. All right. Um, I've noticed that the the police have been patrolling a little bit more down in my neighborhood by the ballparks and stuff, so that's good. I haven't seen so many people speeding or running that stop sign, so that's always a plus. And, uh, hope everybody had a good Easter. And, uh, that's all I can.
