My hot tim. Yes. May 2nd for sure. I put it in my calendar. Or so that um I think the highway. No, high wind. Is it a high? Oh, that's right. High wind. That's going to be packed here. Yeah. Okay. All right. We're live.

0:17 – 1:020

Okay. Well, we were going to get started with the meeting. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Well, it is um six o'clock. I guess I I don't like to keep people waiting in the evening especially. So, yeah, I'm busy for calling. Charles, we're going to go ahead and start with you. You slide those.

1:00 – 1:450

Thanks for being here a little early, too. I appreciate it. I was thinking about that if people did show up for the public comments could knock this part out early. Yeah. So, make a motion to open the um public board of health. Second. Okay. It's been moved and seconded to open the board of health. All those in favor? I motion carried. No, I remembered that this time. Good job. We did. Good. After all these years, I forgot. Okay. Go ahead, Charles.

1:40 – 2:230

Hey, so it was a busy month. Uh, we had a lot of administrative stuff going on. Uh, the first part, that grant we've been working on, uh, that we're waiting on the state, they got that fixed. So, it's moved on to the next process. Uh, we've submitted it in KEMS, which was the problem before. uh all they have to do is approve that. We submit the FSR and then we finally get reimbursed over a year later.

2:20 – 2:320

So is this that Kevin Shaughnessy? What's he involved with? He's sent me or used to he's over all the finances at the state. Okay.

2:30 – 4:020

So any of our grants, anything like that, it goes through him. Uh our next part was we got our annual grant submitted, no issues, so we could expect that uh to start receiving funds in July. Uh there was another grant that we received was the building bridges learning community. So this one the finances are going through live well Gary County. uh we're going to be reimbursed for hours. So, uh they're going to cut us a check that will get deposited into our account. Uh then it's also covering uh a course for me. It's uh HR course uh so I can get certified. Uh it's the Sherma CP and then there's also training they do throughout the whole grant process. It's only six months long but it seems to be working. It's set up so we work closer with our local partners and uh with this grant we put live well Gary County in it and so it's going to help us formalize our relationship.

4:00 – 4:450

Susan, I really appre Susan from Livewell really appreciated working with you. So good job on that. Oh, thanks. Yeah, she's great. Yeah, she is. She's done a great job with that program. Uh so even with those grants this year we're hunting for grants left and right with uh so we've got a couple more that are due next month. Uh we're still working on them but we're going to submit them and hopefully we receive them. And that $2 million one we already got a rejection. So well then we'd have to have a single audit. So I didn't think we were bright side. Yeah,

4:44 – 5:160

two million would have been good. It would have been good, but it's meant for more like hospitals to rebuild. Well, at least you tried. Yeah, I figured, you know, I'll put in the work. Sure. It wasn't too difficult. I already had all the information. If they say no, they say no. But if we lucked out and they said yes, Yeah. got a whole new health department running. keep trying.

5:11 – 5:310

Uh, our Safe Kids program. So, we've always had the Safe Kids program, but it died down with staff turnover. Uh, I put uh Paige in charge of it and it is thriving right now.

5:29 – 6:090

Uh, we've already got partners set up and events planned. We actually have two this week. Uh, the program's doing great. I see on there where um uh her design skills were um recognized at the state level and and you know she you know you really need to utilize her skills because she is really good at that. You know it'd be you know just utilize whatever you can in that capacity. But that's neat that she was recognized at the state level. Yeah. They asked if she would uh make some of the posters for the state. Yeah. That's awesome.

6:07 – 6:510

Yeah. I put it in here cuz I want to make sure she gets credit for that kind of work. I know the state would not want any of my posters either. Uh for our disease surveillance, our suicidal ideiation, it's still holding steady between 15 and 19. Uh, I added in another section for overdoses and you can see that the majority of our overdoses in Gary County are suicide related. We're still we're working with Ponyie on that

6:47 – 7:240

and the hospital try and get this under control, but it's going to take a while. our acute respiratory illnesses. Uh it's right around where it normally is this year. It's nothing concerning. Uh same with RSV and our COVID is still really low. Uh influenza was up last month, but that's expected. And our GI illness is Can I interrupt?

7:21 – 7:390

Yes. So on on influenza, I was reading something about at the national level they missed the target on on the vaccines. Is that correct?

7:36 – 8:230

Uh that is correct. So normally they plan out the vaccine. So they have epidemiologists sit down and try and figure out what the most likely strand's going to be. and they do this in the summer beforehand. Well, that meeting was cancelled last year. Uh so they didn't have time to plan out uh what variant they were going to go after and so that's pushed out to all the manufacturers what the most likely cause is. So my question is, so we're always pushing people to get a flu shot, but if it isn't beneficial, I mean,

8:21 – 9:060

uh, it was still beneficial against those variants, uh, and it would help out a little bit, but, uh, I'm not trying to say don't get the fish. I'm just I'm asking you, you're the expert. what you know uh yeah people should still get their flu shots and it was just something that doesn't normally happen with that meeting uh it was like with the whole doge and that whole time uh that meeting was just canceled and that's a very important part of preventing an outbreak. Sure.

9:04 – 9:490

Okay. Thanks. Yeah, they did the best they could, the manufacturers, but without that guidance, they weren't able to get the right target. Uh, our GI illness, it's sitting where it normally is. We can't do anything about that. I mean, we can minimize it, but people are going to get stomach issues. Uh we still have one active case of tuberculosis. Our other patient has moved to uh latent TV. So So that was just mean the two

9:46 – 10:560

just the two and uh we have it contained. We haven't found anyone else that has caught it that was related to each other. Uh chlamydia was actually down last month and uh syphilis was also down. Oh, so with our patient encounters, unfortunately, most of those were not billable. Uh, and it's just depends on the service we offer. But so like our tuberculosis screening, that's part of trying to make sure the tuberculosis doesn't spread throughout the county. It's not a billable service. Uh, our opus, it's not billable. Uh but we did get uh we did build what we could uh we had a lot of partnerships this month and that's mainly because of the safe kids program. We had the game ward in tried to get the state trooper but uh they weren't able to come out for it.

10:520

What do you do um with uh Main Street?

10:56 – 11:490

Uh so we also have Paige. she goes over there. And so we're working on an event in August uh with Main Street to go out and it's like uh children's safety and poison prevention, things like that. Uh for things that are upcoming, we have the Safe Kid booth this month. uh is actually this week. Uh and there's two different events for that one. Uh one is at the library and the other's at 12th Street. Uh we have the governor's public health conference and the Kansas Immunization Conference.

11:47 – 12:320

So where's the governor's conference at? Uh that one is in Witchah. Who's going? Uh it's just me. Just you. Same with the immunization conf. Uh, no, we have our nurse going to the immunization. Well, I'm glad you're going. Yeah, that's actually a pretty good conference. You know, you get to meet a lot of people, but they put out all new information. Um, I'm going to backtrack. So partnerships, how's it going working with Riley County? Uh, or what are you doing with Riley County? This

12:30 – 13:010

So there's two different programs we do with Riley County. There is the FEP program and then there's the immunizations stuff that we share data. So, uh, like we'll our nurse will work with their nurse on transferring patients and things like that with FEP with them. It's regional preparedness. So, we What does that mean at FEP?

12:59 – 13:310

Oh, uh, public health emergency preparedness. So, we do a lot of training and preparation in case something does go wrong. and with uh Riley County, we have a a monthly meeting. Uh we talk about what diseases are going on, things like that. Whatever happened in that trailer for the Wildcat region? I I know that's a little Yeah, I know which one you're talking about.

13:27 – 14:090

Dugout story, but can you simplify whatever happened? So, it it was in Riley County and somehow water started leaking in and they didn't notice and mold grew along all the walls. So, it was decided to uh just trash it. Yeah. But that would go along with your public health. Yes. And that trailer, it was a regional asset, right? And uh I mean it made things so easy.

14:05 – 14:460

So is there any thought of get bringing it back, getting another credit? Uh yes, we talked about it a couple months ago about looking into putting money aside and this is with the the FEP grant that we receive, right? Uh, so it's out of Riley County with because they received the regional FEP funding and possibly save up for a couple years and purchase a new one because I could see where it would be really important or it used to be. Uh, it's if it was needed. I don't think it was ever used much, but

14:43 – 15:160

yeah, if it was needed, it would be that thing was so nice. It had all the equipment inside. We could literally tow it anywhere we had to. I think they used it once when they had the tornado in Joplin and they took it down there and was able to set up to give people vaccinations for tetanus. Does insurance didn't cover any of that to where it could be replaced or uh I don't think the value of it was Oh, really? I didn't know. Yeah, it was out of Oh, well.

15:15 – 17:120

Yeah, it was an older trailer when we got it. Uh, so for our administrative updates, our electronic medical record, uh, I know you brought up, this was probably when you first started about if employees can save figure out a way for the county to save money. And we had one who came up with a great idea. Uh Tara was at one of her billing meetings and they were talking about different programs that they use and they brought up one called Cure MD. Uh she was looking into it and we checked it out and it's half the cost of what we're paying right now for our EMR. uh and it has more uh benefits to us. So it integrates our clearing house instead of having to switch systems and wait for a response for insurance. This one's built right into the system. Uh it's web and vaxare and epitrax are all in the same system now. So we were looking at that Uh we I talked with Patagonia, our current provider. They have all those options, but we would have to pay more. Uh when when I told them that we're looking at changing, uh they want to have a meeting, they said they're willing to go down in price and they'll give us the add-ons. uh after I have that meeting, I'll have a definite cost, but right now it's

17:09 – 17:540

looking like we'll be able to save at least half on our system. Nice. I know. When she brought it up, I'm like, I don't know if it's going to be good. And we actually saw what it does. Like, we're paying way too much for ours. uh for facility updates. We're cleaning up the building. Uh and it's just like basic stuff like taking down. Somehow we got a bunch of signs that we just kept posting up and it started to look bad. So, we're going through and cleaning all that kind of stuff up.

17:51 – 18:350

Yeah. uh for our finance update. Uh we didn't bring in much money, but that's because most of the services this month was not billable. And that's everything I've got. You think you have any questions? Have a question? No, but only when I What was our thought process for policy on anybody that came up with a uh a good idea to save the county money what was that policy? I think we have a day off. A day off? Yes. Okay.

18:33 – 19:120

So, is that what you're recommending? Well, I think we need to do more research on that. get with financing and all. But yeah, definitely that would be something I would Yeah, I would recommend that. Ask Kathy if somebody comes and has an idea to save money then to reward them, you know, we would give them a good idea. I I didn't remember what the reward was, but yeah, I just remember you bringing up if the employees could figure out a way to save money and not forget about it. Oh, yeah. No, I agree. I agree. Charles is the one that needs to spearhead that especially after a meeting with the screw. Yeah, once I get, you know,

19:11 – 19:560

but then we have to approve it because it's a um admin day. So, but yeah, for sure. Yeah, I think that's definitely worth that. I've got a great crew that, you know, they're coming up with ideas and taking the initiative to run the program. So, I'm happy with them sometimes. Yeah. when you give them more tools then I think they're more apt to be more responsive to that as well. So evidently you've been doing a good job of doing that. So thanks good initiative. Thank you. Thank you Charles. Okay. Thank you Charles. Can I make a motion to close the public health meeting? Second. All those in favor?

19:52 – 20:140

I thank you. See this stuff.

20:22 – 20:410

He's not coming. He's not. Okay. No, because that tornado training of severe weather is tonight. 7 tonight at 7.

20:46 – 21:030

You guys done gossiping over there. Are you guys ready? Jason says no, he's not ready whenever you guys are like getting some some serious combo.

21:01 – 22:590

Well, it's about this topic and Jason will explain because he is taking the lead on this current situation. But uh we've come Jason Lus sorry you guys already know me but earlier now um but congressional direct spending grant we did it last year we applied for it this year too. I will go to the city meeting tomorrow and ask for a application for applying um which we're getting mixed signals. I've called their office to ask if there's a match. Last year there was a 25% local match to their 75% federal. Um, so if there's a match, then we have to ask for, you know, your applic, you know, application from you guys as well as the city. We have to ask to see if we can submit for applying. Um, with this, I'm still trying to get information back. It sounds like it might be 100%. Um, but they federal does 100% of it. So this year, they actually do have a website, which is very remarkable and exciting because before it was hand this paperwork in and send it to this email. They actually have a website that says download applications, this support letters, all that. So, I just put my name on it just to start this, but then we want to get permission from you guys in that. But the heads up, the systems already increased. Um, we thought we could have with Coffee County. Yeah. uh to get their donated six-pack radio system just like ours at Ash Street Tower. And theirs is kind of they'll give it to us, but we've been told in five years it's going to be obsolete. So, why even why even get it when we're going to, you know, have to redo it. Ours already at the water tower to a newer system. This newer system that we're applying for is two um around two. It's what 1.8 today 1.69 million just for the radio 800 system

22:58 – 23:400

that we are currently on. That's for the upgraded new version um with a 5year warranty and everything or five two to 10 year warranty. So um it would be 25% match of the two million 8 million two million and I mean I I think didn't we have the discussion because it's for all emergency personnel. You are correct. So it would be rural fire fire EMS sheriff Graan View Plaza in Milford. Correct. Correct. We would have to explore that percentage how that looks. Yeah. Yeah. I that's just what I remembered from when we were talking about that. Yeah. Same situation. We're back again

23:38 – 24:220

and neither one of us knows that there's a match. So this might be pointless. But if there is a match, just kind of giving you guys a heads up. Well, so how much would the match be for that total? I know. So I broke it down. The Milford 5% and I don't know if the evening would come up with that. It'd be 25,000 400. Graham would be That's wrong. Um, no. Yeah, 76,000. Um, county and city both would do a 4040 would be $23,214.80. You might just clarify for the public. Um, this 800 radio system, you're having trouble reaching dead spots in the county.

24:22 – 25:030

Correct. And in certain buildings, correct? Anything metal buildings? Sorry. Anything metal? I don't Do you still have problems down on Golden Belt, too? Yes. There's still a dead spot past mention cell phones. Yeah. Well, as we mentioned last time when we try to spur this, it's it's obviously a huge liability for the county and the city. I mean, everyone. So, yeah. It's not just in the county. Some people say, "Why does it seem to be involved?" But we can't ignore it. We can't keep ignoring it. And as Jason mentioned, luckily, uh, Sheriff Johnson from Coffee County will let us use that six-pack, which is huge, but obsolete. And we're going right back in the situation again. So, and things will be even more expensive.

25:01 – 25:440

There's a good chance based off of my research with this congressional spending grant that um, they will give you quite a bit of money if you need it. And this is a very much a need and there's it's a it has to be turned in by Thursday. So, but they let us know Tuesday and that's the odd thing with this grant. It's so quick. Yeah. It's so quick with this. I don't know why. I guess because they got to, you know, let legislator or whoever know. I mean, I I it's not going to hurt to put in for it, but I mean, we're going to have to figure out where we're going to get $200,000. I mean, the county and the city's going to have to figure that out. Correct. And it could take over a year to even get this what they say too. And they could um cover all of it, which would be nice.

25:43 – 26:220

They could cover all of it. They could cover half of it. Who knows? You guys could get a big load on the highway and help pay for that. Need a little luck for that. Well, I just think it's a very critical piece. Oh, yeah. It's very important. Yes. Because I can tell you from experience. I've yelled for help on at Golden Bell apartment and said, "Nobody hurt me. Yep. Yeah. I mean, having something occur in a dead zone will cost the county much more than this. Yeah. Yeah. So, you're just requesting our approval to go forward with applying for the grant. Right.

26:21 – 26:560

Correct. If there Yeah. Because this that is required if there's a match. So, that's why we're asking to apply. I mean, like I said, you we don't if we apply and we get it. We get it. If we don't if we get it and you don't have the funds, then we can deny it. But, you know, that's up to city and county. Yeah. And and I I think it's good for us to know, you know, especially with budget time coming up to think about that and then also with Graham View and and Milford to know that, hey, let's see if we can try to, you know, in case we get this grant to be prepared.

26:53 – 27:380

And we do have the site up at J Hill Road. Gary checked into that and they would be willing to work with us on I think it's the Montgomery communication tower up there. Um, so this is just for the system. The tower isn't that much to do it. If we were to make a taller tower, do any of the 911 funds, are they able to go towards the match? I mean, I know we don't have much there. I know we don't have much. I don't think we're barely scraping by. So, we had to take some of the Yeah, I just there would be some Yeah, we could probably use that because there wouldn't be communication for all. Yeah, I was going to say, but can we use some CIP funds? We could. Yeah. Yeah. I may build that in. Yeah. Like do that.

27:36 – 28:210

Some forfeerture money could go to that both from the city and the county. We last year they told us because we we didn't get it because of, you know, of a new system or not a new system, a new building and a new tower. Well, there's already an existing tower there. If we needed to run a wire or whatever, it'd be different. But we're learning more each time. As you know, with grants, we get a little better at it every time to apply. Um, but like I said, if we don't apply, there's money on the table and you ain't going to get it. So, well, there's lives that save, too. Yes. That's the huge part. Correct. Chris is going to be mad, but she got over a million dollars in her forfeiture. She can help out with that.

28:19 – 28:410

Well, go ahead. No, I I mean, we probably have a motion for them to proceed. So I just No, I just um had a back whenever these were put in in place when u who was the former Jared Terry Johnson.

28:38 – 29:170

Yeah. When all this came about and this was supposed to be the save all for everybody and everything else. What happened with all that just right? So um my question is the problem is I just want to clarify from my sake is because of the inability of having towers that you got what you wanted but the towers are not doing so didn't we think that the 800s were going to cover everything well that's what yeah it was supposed to be yeah I thought that that's what

29:14 – 29:580

all said but then you put a tower I mean take for example our tower currently the ash tower is like 129 ft. The cell tower next to it's over 400. So what's that tell you? So we should have had a longer tower up there. But look at Manhattan. They had to put in two or three 800 towers because they're the same way that spots are what in certain areas is not getting through like they thought 800 would be able to. Not just us, it correct other agencies. Paul back then if we piggy back Riley County came to us and wanted us to piggy back with them is $2 million to get in to that. Correct.

29:56 – 30:410

So we're roughly talking about the same amount of money, but in this case we might be able to get the grant. Yes. Uh, I would make a motion to have uh, Mr. Lancis, Chief Lankus, sorry, um, proceed with the, uh, line for the grant. I mean, I take it, you're the lead on it. So, okay. Okay, it's been moved and second to approve the grant for the 800 radio upgrade. All those in favor

30:43 – 31:110

and we will keep you updated on all. I know. That would be nice. That would be very good. I found out they I could be Oh, that's nice to know. Who do we need to call? I know. Well, I already have to the stage. I don't know. I mean, we need to call our congressman and call Moran if you have somebody that knows Moran. Call Moran. Yep. That's beneficial. You guys have a great night.

31:08 – 31:530

Thank you. Yeah, that's what's aggravating is some of that stuff because all that was such a big deal back then it was supposed to and they didn't pick out and I know then the county has to pay for I remember there was fight in here that day. Yeah. I just Yeah. Well, I I do think that they were needed, but I I think that a lot of the agencies were caught put their pants down because the towers didn't work like they thought they were.

31:50 – 32:310

Yeah. Because I didn't think they put a booster in. Didn't they put a booster? I don't remember. I thought they put a booster in the grain elevator. They talked about it. I don't know. We'll move on to um commission review and then go first. I don't care. I mean I Well, you can go ahead because we have he's got a Oh, okay. We popped in a little bit earlier. I don't know. We was trying to catch kind of what the discussion on the 800 is. So,

32:28 – 33:090

I know um you know, we've kind of talked about it in the past with public works and you know, we still have the real upgrade already. But I was trying to catch are they trying to do a grant for another tower or is that what it is? Yeah. Well, or using the one on Jay Hill to get better coverage, right? That would be an additional one, not in place, right? No, it's in place. No, I thought they would. It's an extra one. Like I thought they were adding a new one. I thought they were using Montgomery. That's what it sounds like.

33:08 – 33:430

Basically written the current tower there to put an antenna on it. Yeah, that's what I meant. It's a new It's a new location, I thought, for a tower. I thought it was just they tested this one because we already had the tower at this at Right. Right. So, this would be a new tower, but it's already there. Yeah. I'm at the new location for the thing is what I'm saying. Yeah. An additional one. Additional. Yeah. Okay.

33:47 – 35:460

All right. Um I did not I just had an employee task force meeting um last week. um uh our HR director went over um benefits and reviewed some of those and also you know asked again for that group to come back with uh questions or concerns that they may have. Um they talked about um some lunch and learn topics that they'll be having this year. Um you know I like that they are having these um uh meetings and talking about that and then consensus from um you know different departments to come up with um ideas to um for learning topics. Um and um then I'd just add on here that um storm spotters meeting tonight is is 7 o'clock. Um, also just for food for thought to be thinking, I I mentioned this um last week and um when the finance director is with us, I think we need to talk about so you um both will need to be thinking um do we want to have uh three or five or five or seven um community members maybe join us when we're doing some of these budget, you know, because uh again, you know, you see on Facebook And um rightfully so, there's a lot of of unhappy people out there about property taxes. And I know you both want to um to do um you know, our best to to make a dent in um taxes that people are being paying. So, in saying that, I think that um I that we could, you know, get some community members and get some feedback from them and at least have let them have the opportunity to sit in on on these meetings that they know a little bit about what how what decisions how we make our decisions, you know. So, um so

35:44 – 36:270

just in the future, how what path do we want to take in this new new budget session? Do we want to get, you know, each of us get two or three members? I know we don't want that big, but you know, maybe I thought maybe five or seven. Um, each of us come up with a couple members. Oh, like we invite them. I mean, because they're invited anyway. I mean, everybody we go out and pursue them. Yeah. I know a couple off my top my head that I would like them to come in participate. So, they can be in on the process and know that we just don't workshop part of it, right? Yeah. You know, because you know, general consensus is is we don't care that we make take, you know, it's been the you know, that's just way it is with government anymore. Everybody thinks that we don't.

36:25 – 37:500

So, do you want it when people are doing their presentation or actually when we're talking about they could come in and do a presentation, you know, uh, you know, there's a lot of them, so we can invite them to participate in the ones they can. one of those um you know as a younger person and again you know we have to try to accommodate those as well and she can't couldn't come until 5 5:30 but you know you hate to you know it's like shoot well we'll have to see if we can't do one 5:30 because you know when they willing to do something then you know you want them to be able to participate but I just again think that it it would just be good for people to be invited and have some conversation you know like if they do a budget prep uh somebody come comes in and does a presentation, then afterwards when we have our our comments and questions, then also give them the opportunity to ask questions as well. So, um I just thought you to um you know, give food for thought. You know, we don't we don't have to if you don't want to. I just like I said, I I would like to get as much um community input. I mean, with these evening me meetings, you know, we want community input and we're not getting anybody coming to these meetings, but I think we need to at least do our due diligence and and encourage people to

37:48 – 38:310

makes it more open to the public. Well, I mean, you know, there's a lot of angry people on Facebook and and I just want people to know that we're doing our best to spend their money um wisely and we've got good. It's not. And so, um, I just thought if we could get people to participate more that, uh, you know, gives more insight coming from them. And, um, you know, so just think about that. And as Tammy I whenever she, uh, come should we be getting our packets here next month, this month sometime, right? Our calendar budget. Yeah, she's um, putting it on the next week for the

38:29 – 39:120

the department meeting. I thought so. Yeah, we we could visit with her, but just uh think about it a little bit and see what you think. And I think it's a good idea. I just maybe we need to have a discussion uh on the process or how we're want to structure it. Keith, you know, what days are available, you know, that would be work for you better. You know, just not anything that's going to take a lot of time for anybody's time. I don't mind doing like after 5:30 to accommodate some people that work. That's a good idea. Okay. All right. And um really that is all um all that I had. So you want to go Keith?

39:08 – 40:000

Um yeah, I didn't have any meetings last week. I've got one cancelled this week, but I got another one uh this week PBC. Um but u Trish and I both attended the uh chamber u annual dinner and I thought it was it was really good. It was very packed. Um big turnout, food was great. Um congratulations to all the awardies. Um so I thought uh chamber did a good job on that. Um, and then I attended um Oh, Trish and I also I'm sorry. We we attended the I'm not trying to steal your thunder.

39:59 – 40:390

You're fine. Um, the uh tour of the new preschool. Oh, and very impressive. Very Oh my gosh. Uh, it it is so cool. Um and the passion that I that Stephanie has for that. Oh yeah. Um uh it it's just it's unbelievable. Um and they came in under budget. Um and early. So yeah, that's weird going in,

40:34 – 41:160

man. Um but what a great tour. Um it was a little brisk that morning walking into the building, but was who all went for the county? Just Minky. That's too and um and then Chamber was there. Uh Main Street was there. Terry was there. Oh, somebody else was wanting to go. Was it you, Jeremy? No, it was it Sheriff Bman. Yeah, maybe. And I thought of that afterwards. They're going to have other ones. Tyler Mason was supposed to go and he was unable to because of something else. But they're going to have other ones.

41:14 – 41:520

So, there'll be another opportunity and I'm sure they're going to have law enforcement go through anyway just, you know, so they have the lay of and it's very secure. Yeah, that is impressive. Yeah, it is really it. We are very lucky to have that in our community. Um, and what uh they tell us 870 would be their amount of kiddos that they're going to be able to Yeah. And they're not going to be at full capacity at first cuz right just cuz staff it's hard to get a bunch of staff on. So they're going to open a little bit at a time. So

41:48 – 42:500

yeah. So anyway, that that was really impressive. Um and then uh I attended the Crimestoppers uh Saturday night and congratulations to all those awardies and hats off to Courtney Gilbert for for doing that. Um always does a good job. Um Neil is great. just a great evening and we have so much to be thankful for for our local law enforcement. Um whether it be high patrol to city county, port rally, community corrections, I'm going to forget some port services, um juvenile detention. It it just a very good appreciation to everybody that does what they do in the law enforcement. So with that said, I'm done.

42:48 – 43:050

Okay. Thank you, Trish. Um well Keith Keith said everything I did this week. It was I really enjoyed the chamber dinner. It was very well attended. Uh the food was very good. Yeah.

43:01 – 44:290

Um and uh yeah, everybody that won something well deserved. So I was really glad about that. Um and um the ECC was yeah I you know makes me want to have another kid so I can send one there. Just kidding. Um, and then I attended the community corrections board meeting. Um, and I think we did get um an email from Betsy um in reference to a couple bills that are coming out that are going to be I think we need to have a discussion have maybe a a discussion um later on coming up about um with the sheriff because it is going to affect our jail and our jail population. And then there's another one that's going to affect the juvenile detention center the same way. You know, I just I feel like, you know, these these legislators, they rush into these bills. Yeah, they sound good, but they do not look at the whole entire picture and see how it is going to affect everybody in the long run. And this is just going to be yet another unfunded mandate that they're going to require and give no um discretion whether we keep people in jail or not. And our jails are going to be overflowing. There's no doubt. I mean, the sheriff will have to hire more staff. The the courthouse is going to have to have more staff. It it it is just gonna it's going to cost the taxpayers millions.

44:26 – 45:110

Well, and we're right in the middle of deciding on what we're doing for detention facilities. Yeah. And then what's going to happen is that we're going to do that and then do more than we probably should and then five years from now they're going to change it the opposite way and then we're going to have nobody in the jail. and you know instead of listening to the experts and and finding a happy medium um you know it's it's ridiculous. But then I also have that's all I have for that but I have a uh a letter of support from the um for Stormmont Bill for a regional partnership grant program that they would like a letter of support on. So um I made a motion that we sign that and get that to them.

45:08 – 45:530

Second. It's been moved and seconded to um support the the letter for the regional partnership grant program. Um all those in favor I motion carried. Is there anything else we need to to talk about with that? Okay. All right. Next up is going to be Jeremy.

45:50 – 46:110

I'm gonna go down the hall real quick. All right. I'll do that, too. Hey, um Christa, would you be able to scan that in so I can email it to that letter in the morning? I don't have a scanner. Oh, okay.

46:220

To me, I can do that. I have it done.

46:27 – 47:120

Thank you. Yeah. Jeremy, how was your wedding?

47:10 – 47:520

It was amazing. Was it here or was It was in Wigo. Oh, yeah. Kind of Well, I guess u north and east of Waligo. There's a venue out there that some people put together. Really nice place. So, yeah. Perfect day for it. Other than yesterday, you know, we had to clean the venue up and it was a big change in weather for that. But yeah. Now, is this your first um child getting married? Yes. Our oldest daughter. So, good. Yep. Nope. It turned out great. It was a good time. Lot of lot of fun. I wasn't here. I was in Oklahoma, but it sounded like the weather here was nice on Saturday. Saturday. It was beautiful.

47:50 – 48:310

Saturday was a great day. They were able to get a lot of good outside photos and things like that. Whereas if it were Sunday, I don't believe that. No, I don't think there have been any outdoor photos. Goodness sakes. Yeah, we driving back from Oklahoma there on it's a straight shot, but north um we filled up right outside of Oklahoma City. Got out just about 45 minutes out and uh filled up and we were just um almost on a quarter of a tank of gas that you know just driving against the wind like that. I I didn't realize that it would push. Yeah. Yeah. Yeah. It was very windy yesterday.

48:36 – 49:140

Crazy crazy weather. Hopefully, we're about through all this up and down temperature stuff. Well, then by the end of the week, it's supposed to be 98 degrees. Really? I know. That's crazy.

49:18 – 50:050

Turn my air conditioner on. I don't like being my own house. You only got an hour more att. But I think Lily and I can share one because we're only going Tuesday, Wednesday, Thursday, come back Friday. So I think we can share one big bag, save money. Did you say you're flying home Manhattan?

50:02 – 50:430

Yeah. At 5:4. That's pretty early for you. It is very early for me. I literally get up, take a shower, put on my hair. I don't care what I look like in the morning. I'm go right back to sleep. Yeah. Might even take a shower tonight. Yeah. What time will you get to Vegas then? 9:30. She's already on. I know. I know.

50:41 – 51:240

I didn't sleep there last night, so hopefully I'll get right to sleep. Is somebody coming to stay with Bosch? Mhm. Yeah. How old is he now? He'll be three this summer. Have somebody stay with him, too. Holy moly. Well, in the kennel, Sky don't I don't like sending her by herself, but the three of them went together this time and they got along. Okay. Where did they go?

51:19 – 52:030

Um to they call her digs now. Um it used to be Wolves in Manhattan. Oh. Mhm. But they've got it. I knew it was going to be all right when I took her last year or whatever. And they asked me if she could use the swimming pool. No, she'd never been, but you know, they just had a little thing out there. I said, "Yeah, never you might dab her in a little bit, but they you could watch them on camera the whole time, so the kids like Oh, that is nice. To watch them and stuff." Yeah. Bosch doesn't jump in the pool, but he'll get on the floaty and float around. Oh, does he? Yeah.

52:02 – 52:460

But he won't. He doesn't like being in the water. Well, I usually have somebody come stay. If it's just a night or two, then I have somebody stay with her. But since it's the three of them, then we just had sent them all and she could go with them. But it's a nice place over there. Keep they keep clean. If Skye's over there by herself, a lot of times they'll let her come out and just run around and stuff. Oh, I'm sure. Bella was the timid one this time and she was kind of sing around in the corner and Sky was walking around like, "What's the problem?" Shoving everybody out of the way this time.

52:44 – 52:590

You run fast. You beat your mom. Okay. Well, Jeremy, yeah, we can get started.

53:00 – 53:330

Yeah, you're our last. Oh, thank you. Good afternoon or evening commission. Jeremy Myers, public works administrator. Kaylin Ross, administrative services manager.

53:31 – 54:440

Uh, first thing we have this evening is a requested petition on Mockingbird Drive. Uh, this is for a new entrance. A picture of the location here. We were previously out here did some site work. This is actually at the end where that used to be a culac. And then when KO put that through there, um, we took those old cultat circles out of there. And then while we were there, this gentleman asked if he could get an entrance. His original entrance is further to the east. So he he put a request of petition into that. We did look at it. Of course, we were out there and did some work. So recommended a 12-in cover there with two insections as there is very little drainage in that area. Uh the water used to actually cut and go right down through. You can kind of see his gates back there. So that was the reason that was built up to get that water to go back to the west and get into that drainage ditch that got rip wrapped um through that other project. But I'd recommend commission's approval to accept this request petition for this entrance and get him a way to get in and out of there. So

54:41 – 54:590

move second. Okay. Has been moved and seconded to um approve the petition for mocking board. All those in favor?

54:57 – 55:420

Thank you. Uh next we have a resolution for speed limit on Mson Road and Rucker Road as previously was brought to commission and discussed. Uh resolution 03-16-2026 uh is to lower those speed limits out there. Um we've got a map exhibit A that shows that Mudson Road going from the 40 mph down to 30 miles per hour for that stretch there to Rucker and then coming back to the city limits there uh reducing that from 35 to 30 as previously discussed. So,

55:38 – 56:170

what is the next road east of that? East of the football stadium there? Blue J. Blue J Way. And what is that speed limit there? I believe it's 30 through there. That's a city. Okay. So, yeah, I was going to ask would you not change both, but it's already changed. So, yeah, it makes sense both. And that but that's city controlled there. That blue J way is. So, this would be just getting our roads, you know, around the highway. Correct. That's where you asked for that's paved and then that's gravel. Y that's ours. Yeah. Is that going to be part of the safe streets?

56:15 – 57:050

This has been looked at through the safe streets for all. They'll give some recommendations on maybe some grant funding that we can look at to help with that. They did go out and did a site visit that the last time that they were here in town. So we have pushed pretty heavily on that to be part of what was looked at. So really there's a correct me if I'm wrong, but the property line of the high school property um to the north is gravel and rocker going back east to Blue Jay Way. Um so the starting mile where the um pavement is along the high school property. So, we're just trying to make it so it's all consistent.

57:03 – 57:360

All consistent. Yeah. I'll walk up here just because on the ground right now when you come off 18 um and go north on this Ritter Road, Mudson Road right here is 40 mph up until it hits gravel. Oh, really? Yeah. Oh, I Yeah. And I just, you know, that's an awful with the flow of traffic coming out of the high school in that short stretch of 40 mph speed limit is pretty pretty fast in my opinion. You know, I think

57:34 – 58:180

taking that from this point to this point, that entire stretch at 30 mph. And of course with the gravel here, you know, I think the speeds should be lowered there because they did have an incident where it transitions from the pavement to gravel where they have a younger driver have an accident there. Well, yeah, that would be great to get that done. And the one, you know, I like to see, you know, it go all the way down record so could have paid. Right. Right. Right. Yep. And those are all some things that we're we're actively looking at of how we can you know the the traffic counts on that Rucker road going out towards Hildabbrands are atrocious. Oh yeah.

58:17 – 59:000

And even that cry I think I mean I think it would boost the aggra tourism you know to be able to what's the length from uh from that road um to what is that um Milford Lake Road? Milford Lake Road. Uh, it's probably approximately four miles. Is that long? Something like that. Yeah. Yeah, that would be nice because you got a mile section going through there. Yeah. And I think a lot of people don't go out there because I I don't go out there unless this is nice. I save my glass bottles until I absolutely have to go. Yeah.

58:57 – 59:390

I Yeah. Otherwise, I just drive straight to the car wash when I um was commission able to review the resolution, if they're good with that, I'd recommend approval to go ahead and go ahead and put that in and we'll get on that. I'll I'll motion that we approve resolution 0316 2026. I'll second that. Okay, it's been moved and seconded to approve that number. What was it? Um resolution 0316 2026. Okay. 0316 2026

59:37 – 59:480

um to reduce the speed limit. All those in favor say I. I opposed. Motion carried.

59:46 – 1:00:310

Thank you. We'll go ahead and get that published in the newspaper and get some signs to get that changed. Uh next is the next tech service agreement. Uh this is a service agreement for firewall protection for the Gary County transfer station. Uh cost of that is $197.93 monthly for the 36month term. Uh totaling $7,12548. Uh would recommend commission approval of this through Next Tech. Uh this is a previously budgeted expense. It's something that has been ongoing. Just time to renew the contract for that. Did he look it over?

1:00:29 – 1:00:450

Uh she did not look over this contract. Like I say, it's previously been approved, enacted. It's active contract now. There isn't any uh any nothing has changed from the previous contract. It's just a renewal.

1:00:48 – 1:01:170

We're sure. We're sure. you know, they were like, you know, small print. I read the final print. Okay. Yeah. No, I make a motion that we u move forward with the service agreement with next tech. Second. Okay. It's been moved and seconded to approve the next tech service agreement for the coming year. All those in favor say I.

1:01:14 – 1:01:570

I. Uh, next we have TCA Health Department water heater replacement. We got a quote to install a new 40-galon water heater. Uh, the current water heater is leaking and was installed in the late 90s. So, it is aged and rusting and actively leaking. Got a lot of good years out of it. So, uh, would recommend commission approval for TCA to install that $3,146 and that would be a facility fund expense. I make a motion to take the recommendation.

1:01:54 – 1:02:110

So, move I mean second move and seconded to approve the purchase of the water heater replacement at cost of $3,146. All those in favor? I I

1:02:11 – 1:03:520

uh next is crack sealing. Uh at my last meeting on 32 of 2026, commission approved of the 2026 crack seal material purchased through Craftco uh for $15,867. Uh after receiving rental quotes from Craftco uh for the rental of the mobile melting pot u at $500 a day in the heat lance at $100 a day. Um I kind of went back through some notes and looked at McConnell and Associates mobile melting pot and their cost is $225 a day and the heat lance is $60 a day. Uh crunching some numbers kind of making sure we're doing the right here right thing here. Um, in a week's time of renting that equipment through Craftco, we're going to spend a heck of a lot more money than we would have through McConnell and Associates, making up I guess in a week's time making up that difference in what the material quotes were that we received. So my recommendation to commission would be to resend that previous approval and approve of McConnell and Associates uh for the material this year and the crackpot rental and the heat lance. Um I did speak with McConnell and Associates because I thought well let's buy the the material at the cheaper cost through Craftco. We can do the rental through McConnell and Associates, but they will not rent their equipment if we don't purchase their material. Makes sense. So,

1:03:52 – 1:04:360

yeah, but yeah. So, that would be my recommendation. We have used McConnell Associates ever since we started crack sealing here. They've been great to work with. Um, I was trying to save a few dollars, you know, on on the material itself, but doing that is going to turn us around and it's going to put a lot more expense on the other end of it of rental rental on the equipment. So, it just doesn't make sense to to go that way. And there's not a huge difference in the pricing of the material. I mean, McConnell Associates is 63 cents a pound. We've got uh Craftco at 69 cents a pound. So there's, you know,

1:04:34 – 1:05:150

yeah, there there's a big difference in the rental of the equipment. So that would be my recommendation after digging a little bit deeper and crunching some numbers. I think that it would be the smarter way to go for sure. I'll make a motion that we go with McConnell and Associates. Uh, first of all, resend the Oh, yeah. Oh, okay. So do a whole separate motion for the resend. Do you think I think that's how we Okay. Well, we're going to resend our last um motion on approve. Yeah, I'll second that. Okay.

1:05:13 – 1:05:510

Okay. It's been moved and seconded to resend the initial motion. All those in favor? I I motion carried. Now, now I would recommend the commission approve of the 2026 crack seal material purchase and equipment rental through McConnell and Associates. So moved. Second. Okay. It's been moved and seconded to approve the crack seal um through McConnell and Associates for $16,146. All those in favor?

1:05:47 – 1:07:060

I I motion carried. Yeah, I was a little bit shocked when I've got craft code stuff back on my head. Geez, I got a better look at this again. So, thank you for that. Uh, next we have risk avoidance grant uh rag money received. Late 2025, a fireproof cabinet was purchased for the PW shop with intent of utilizing rag monies. Uh Gary was notified at the time the receipt was turned in for the purchase of $1,285.72 that the deadline for the submitt had passed. Uh however, speaking with Kamp Gary uh did get them to allow us to submit that 2025 purchase for the 2026 rag money. So we've done that. Um there is $714.28 28 cents remaining in rag monies for 2026. So if any other departments can think of some ideas for that. I know public works has bought a lot of these cabinets. We bought some tarts for trucks and utilized that. But if some other departments can use it, we'd sure like to see them participate in it, too. So if not, we'll find something to spend it on.

1:07:04 – 1:07:330

Are you maybe going to bring that up at the department head meeting? I will. Yes. Good point. And Gary's got a list of a lot of things that could be purchased through that. So, I know we bought some stayback stickers on for dump trucks. There's a lot of different things you can do. So, and and explain how we get that money. It's through our risk uh management meetings.

1:07:30 – 1:08:460

Yes. Yeah. We hold those u risk avoidance meetings throughout the year. all the department heads commissioner attends those and through fulfilling that obligation they give us the money for this. So works out pretty good. Uh next got K. Innovative Technologies grant denial. Uh we received word that Gary County was not selected for this round of grant funding and that was for that pavement conditionment condition assessment project that we had talked about. um seems like there was quite a bit of interest in the innovative technologies grant and we weren't the only one to be denied. So is what it is. So we'll probably try again later this year for that when they make the call for the next round on that. Um in the meantime, Jared Trimley with Flint Hills Metropolitan Planning Organization, he has some interns that do some things like that. um we are bound to stay within that no boundary, but we're going to work with him on maybe getting some of those roads within those boundaries uh looked at and see what we can come up with that and then that might shorten things up on the other end if we do get a grant and go for that.

1:08:44 – 1:09:250

See, I've often wondered why that footprint couldn't be larger. Yeah, and I've asked Jared about that, but that's a kot. Yeah, federal. You would think that if it covers part of our it would should just cover the rest of our county, right? Well, not just us, Raleigh County, P County. I don't care about that. But no, I I often Yeah, it is strange how that works. You know, you would think that it would encompass a whole lot more than what it does, but because we actually have very little road in that NO boundary for Absolutely. Gary County. I bring that up all the time.

1:09:21 – 1:10:060

Yeah. Yeah. So, we'll work with him and and see what we can get going there to maybe get a couple of those roads assessed and at least get some data on those. So, uh next we have routine solid waste compliance inspection at the transfer station on 36 of 26. The transfer station had a popup compliance inspection. No issues were found that required us uh to supply additional information to the inspector. Uh she did suggest we add some verbiage on our white bid storage uh to our facility operating plan and she did send over some information on that that we'll review and see about putting it into that plan.

1:10:040

Everything was good there. It's always a good feeling.

1:10:08 – 1:11:180

Uh completion of load ratings through K. Local bridge rating program. Uh this program has been wrapped up and we have received our final load rating reports. Uh there have been two additional bridges that have been identified and require posting changes. Uh first one is 13.8-U.4 four. And this bridge is on Davis Creek north of Darrendinger Road and reduced bridge posting to 15 tons with the single truck sign and that one was previously listed at 19 tons. So it'll drop four tons. And then we've got 3.1-0.0 0 and that's on Liberty Hall east of Gefeller Road posting bridge at 27 tons uh for a single truck sign or 2743 and 43 tons on the three truck sign and that one was not currently posted. We'll we'll go with that 27 43 43 on the three truck sign there. It just shows the different axle combinations for that.

1:11:19 – 1:12:140

Uh the we have ordered the signs and as soon as those get in, we'll change those and we will also push that information out through the county website and our new Facebook page. Try to get the word out of there. Shouldn't impact things a whole lot more. Those bridges are just starting to see signs of deterioration and things like that. So, they want to post those and that will take care of our bridge loading uh bridge load ratings throughout the whole county. And the rest of that will be on us kind of as time changes. If we do add any material to the surface of those bridge decks or take anything off of those, they need to be reinspected and get a new uh load rating on those. So this list that's all the bridges I mean this these are brid all the bridges that we have in the county.

1:12:10 – 1:12:310

Yes. Yeah. And they printed off all the paperwork that has to be stored within those bridge files should we have an inspection on those. So we have those. So if I'm reading this right there's 16 61 bridges.

1:12:28 – 1:13:320

Yes. I think that is right. Yep. Any more questions on that? Okay, one minute. We'll get through this one. Cloud County Community College mowing quotes. Requests for quotes have been sent out and are due back by 4:30 p.m. on April 3rd, 2026. and those will be opened at my next schedule meeting on April 6, 2026 at 11:00 a.m. and steel built leadership class. I have registered to attend the intentional leadership class being held at the CL Hoover Opera House uh for the dates of March 23rd through 2020 or through the 27th of 2026. I don't know if you guys are familiar with that or not. sheriff had pushed a bunch of information out on that and I believe Kim has some people from the city attending that as well. So

1:13:30 – 1:14:100

I know the instructor is really good. Yeah. Yeah. Everybody's raves about it and I know it's part of my evaluation. It was encouraged that I took some leadership stuff. So I seen a great opportunity here and I'll get on it and do it. So uh 7:15. All righty. Now we have the noxious chemical bid opening and we did send those out. We got three back. That's good news. I do have copies of the bid tabs if you guys want to write down as we go along. I don't think we

1:14:08 – 1:14:410

We will take these back, let Jason review these, crunch all the numbers, make sure everything looks accurate, and bring a recommendation back to commission at our next meeting. Any questions on that one?

1:23:14 – 1:23:580

One last thing I had that wasn't on our agenda. As the K18 flyover project progresses, the they have removed the fence there along I70 as part of that project. And I know we previously talked about it that KOT was not going to put a bob wire fence back in place on that project. They no longer do that. They put a single strand cable back in place. So I guess we need to kind of think about what we want to do, what direction we want to go with getting a fence back in places that is leased by the Rogers for cattle in that area. So So it's on the south side when you're going up the exit range.

1:23:56 – 1:24:360

Yeah. when you Well, it's back further. I guess it would be the south side. Yeah. Where they they bought some ride away through there um to put in that auxiliary lane. So, that push that back a bit there. So, my thoughts and I see it all the time. Um I think it just we need to put it out for bids to see what what it costs. Okay. To put it in. Yeah. I know we we got a a rough estimate on that and I think it was around 70,000 or something like that before. I don't know what they've paid the county for the purchase of the right away.

1:24:34 – 1:25:100

Right. I think we I think we got somewhere around 25,000 back on all that. Not knowing the exact Yeah. But I think if we want to continue to lease that property, you got to have a fence. You have to have a fence, right? But what I looked at, unless they're not done, but they haven't torn fence clear out back towards coming back towards the park. Right. Right. Yeah. But maybe they're not done. I don't know. Yeah. I don't know.

1:25:08 – 1:25:260

So, just a little bit of direction on that on how commission would like to go. If they want to want me to prepare a bid packet for that and put it out for bid or you know what we want to do there. I wouldn't do it. I That's what I would do because

1:25:30 – 1:26:150

we we make money off a police. Mhm. But even if we didn't do that and we didn't put up a fence, something to say the cattle come down off on us, then we got a liability on cattle on the interstate, right? an insurance liability. Yeah. Um I I just to the state I I don't know why in the past when they did new construction on I70 the state always put in a state fence. Now they changed their course and they wouldn't maintain it like they used to. But they did put fence in.

1:26:13 – 1:26:360

Right. Right. Yeah. And in talking with K dot, you know, I think that they they pretty much told me, you know, we're we're getting out of the pasture fencing business and you can't blame them for that. You know, I mean, it is a lot that they have to maintain. And, you know, I guess the liability they they want to get rid of that side of it, I'm sure, as well. So,

1:26:34 – 1:27:190

years ago, I remember they put in brand new fence and pasture we rented along I7. And um we get a call from the sheriff one night about 9:00 at night saying you got cattle on the interstate and I said can't it's brand new fence you know we we checked it again before we turned mountain. Well, in K dot's wisdom, they were cleaning out some of the ditches along them cutouts. Mhm. And then they were just dumping it over this big old bank. Uhhuh. And it buried the fence and the cattle just walked right up there. You know,

1:27:17 – 1:27:550

suckers will find a way to get out. Yeah. Thank God. It was only there was like 90 head in that pasture and only three or four of them got out. Yeah. Yeah. But um but they they just shoved that stuff over material. Yeah. And there's there's something about, you know, this disturbance of the soils and things like that that just piqu their curiosity. I know when we worked a lot in the pastures and stuff back in the day, you know, the cows would sure just be right there all rooting in it and having a good old time, you know.

1:27:51 – 1:28:350

No, my recommendation is I I would get RFPs. Okay. And I'll talk with Tammy uh about it and kind of see what maybe makes sense for the additional funding that'll be required to put that back in place. So, we can do that. How much fencing would that entail? Would it go uh you know, as a L-shaped type? No, it's a pretty pretty straight shot through there. Yeah. But it's you know, we just got to wait till they're done with. You don't know where they're exactly right away is where they're putting that dedicated third lane. Yeah. Yeah. No, we'll have to be kind of towards the end of the project.

1:28:33 – 1:29:120

So, it might be hard to get an RFP right now. I don't know. Well, I think we can get close get close with the feed that's going to be needed, but I can sure get to work on that. I meant to ask you, did they put up the signs that I talked to you about on We did. Yep. Thank Yeah, we put that up and then I sent a sent an email over to Kot and just let them know that we put that in place. So come up. And with that, that's all we have. All right. Thank you. Questions from commission? Anything? Candy? Kaylin, I think she's ready.

1:29:09 – 1:29:280

I do get some candy. She's got enough energy as you can see. She's been really good. She has been over time.

1:29:32 – 1:30:150

That's right. Oh, I like Well, thank you very much. Have a good evening. And you're headed to Vegas, Trish. Oh, wait. You're headed to Vegas. Well, have fun. Be safe. Yeah. I hope I win some money. She said it's going to be 99° there, so she can have it. I know. I'm not looking forward to that. I'm ready for warm, but I don't want I don't want it hot like that. 90's got a a Chevy conference. Okay. I'm taking She's going for the free food.

1:30:13 – 1:30:500

Going for the free food. Whatever you can get out of it, right? Me spa days, too. I never have been out there. I kind of like It is not somewhere you want to spend like a whole lot of time, but it's fun. I mean, the excitement and, you know, the energy is kind of cool. I mean, it's I think it would be something you should go to at least once for the experience, people watching. Was fun. I mean, I didn't think I'd have a desire to go, but they did away with the the good breakfast buffets. It's not as cheap to eat there anymore. We did last year we got to go to the spear.

1:30:48 – 1:31:280

You know, they had spear and that was really cool. And this year on one of the days that we're there, they're doing the Wizard of Oz. It is really good. So, you might try to go to that. You want that? Don't take any candy from Well, she high five me the other day. Now, grandpa does a hard candy for a little girl. Yeah. Bye. Bye. Bye.

1:31:29 – 1:32:010

Grandpa. Grandpa Keith. She high me. She just bumps me. She is cute. Okay. She's really good. I got minutes. We don't have any change orders, but I got minutes. What did you have a question? I didn't see anything. Oh, you wrote something at the end and then you crossed it out. Oh, yeah. Yeah. Yeah. So, you're good. I'm good.

1:31:58 – 1:32:370

Okay. Um Kathy wanted me to add when we were talking about the pdeium thing that she agreed with what Trish said that there would have to be accountability and transparency which I watched it and she didn't say that. Trish said looks good. So minutes for the ninth I just don't want it perceived it whatever. I just think that it just needs to doesn't hurt to look at and maybe you know No, I think we should have a discussion and I think I did talk to Tammy a little bit about it and there are different perm things some of them will be a nightmare for for payroll

1:32:36 – 1:33:180

for payroll. Yes. And so that's something we need to take into consideration as well because we're only having issues with one department. So, okay. Uh, I make a motion to approve the minutes. Second. It's been moved and seconded to approve the minutes. All in favor? I make a motion to carry. Um, I I would like an executive session for non-elected personnel next week. And could you put it at the end of the day because I just hate rushing when we're trying to talk about stuff. Yeah. And next week

1:33:16 – 1:33:530

I know we have this the Yeah. Um we have a pretty full and the department head I put it at the end. Okay. Because um I'll give it 30 minutes but I know we're going to talk about the travel thing and whatever. Talk about the the meetings themselves if they meet you know what time frame we want. We, you know, we asked them a month ago about do they like them? Would they like to see change? Oh, yeah. And Trish said she had some things that

1:33:50 – 1:34:190

Yeah. I would like to talk about We're going to talk about the finance policy. Um, non-county employees in um county vehicles. Write it down. Oh, are you writing down? He said, "Yeah." Okay, that's what I'll And then um finance policy and people um non non employees. Okay.

1:34:16 – 1:34:520

And then uh the tax statement slashdeeds just because we've had some people talking about that. I just want to verify that this is the same or same issue. Um and so I just want to have a little discussion about that. I don't think it'll be. Um, and then I I I wanted to bring up about make sure when people are putting in for stuff that is going to cost money, you know, like when we're going to make a decision on something that we have in the packet what it is. So, first of all, we can look at it before we come to the meeting.

1:34:50 – 1:35:060

You know what I'm talking about? And then the public can see. So, I guess putting every putting a detailed expense on any motion we're going to make is I guess we could put how do we put that on there.

1:35:13 – 1:35:550

So, what we got? We have Crystal, Tammy, the sheriff. Um, then we're going to discuss the process about the bathroom bill. Kathy, you wanted that on there. I think they didn't the judge put a suspense suspend that, Kathy? Um, well, I just I'd given that to Betsy to look at. I didn't put that on the agenda. There's something going on with the judge. Yeah, I thought you put like a stay on it until there's more hearing. So, you don't want that on there? I just I thought that I put that on there. I think you told me like two weeks ago when we were talking about

1:35:52 – 1:36:350

Oh, maybe I did because I just had uh given Betsy the information to look over because they said that we in the statute that the county needed to have some sort of process that so take that off. Right. In talking to the sheriff and uh uh stopper that, you know, he said that's civil. So, you know, we they couldn't really do anything anyway. So why we just thought that maybe Trish would go after him. She's a bathroom. Oh, she's calling relief though. Um, speaking of the sheriff, do we want to bring up these bills that we've been discussing with him in his time frame?

1:36:32 – 1:37:140

Yeah. I don't know if maybe um Yeah, during his time. I guess we could do that. Yeah. Or do you want to talk to him offline? Well, I know Betsy was Bets's already talked to him, so maybe we'll see what she wants and have a discussion because I mean really I it would seem like I think it needs to be brought up to people so it's people are talking about it. So I I think taking it bringing it up during his thing because he he probably has a just a quick bi-weekly. Yeah, he'll do his bi-weekly and then if I take off the bathroom bill, then there will be time after I mean there'll be 15 minutes there that if he goes longer um that'd be fine. Okay.

1:37:12 – 1:37:500

And then we got Jackie. She wants to talk about e-recording. I guess she wants to start doing that. So, she needs we'll need approval on that. Uh Jordan McCain K can whatever Main Streets Kelman talked about the 2025 impact and first quarter update that was at their request. Then the public comment and then the department head meeting at 12:15 and then the executive and then you want the executive session for non-elected personnel. Is that what you're saying? Okay. With just HR and legal this time. No.

1:37:48 – 1:38:330

Now it would seem like the sheriff should be watching those bills or someone should be bringing them to his attention. I would hope a legislator would contact him and then him report to us as to you know you said do we want to talk to them him but he should be telling us I guess reporting to us right because I didn't I'm not I bred over him but I don't know enough necessarily about him to Sam brought them up to us because it's going to affect her as well that when she talked to us last week she did bring up what I'm talking about well they yeah they should I just didn't know, you know, I think he should he should be bringing them because do you

1:38:31 – 1:39:140

even Sean Brown, I mean, if we're talking about um housing of of inmates, it it's going to affect Well, did do you want him to be contacted to give us an update on his thoughts on that bill? if he's up to speed with it. Yeah. That we've talked about. Yeah. Well, he they it's this is the second time I believe this has come up because it kind of floated to the surface and I think it got taken off and so now you know that's back on there then I hadn't heard but he I yeah he is familiar with it. Okay.

1:39:13 – 1:39:490

Yeah. If you want to ask him whether he wants to come he can listen in on what sheriff says and then give his sense. Okay. Trish, 15 minutes for that. Yes. Oh, well, it might be longer than that. Start out. It's at the end. It's the end. Yeah, because then Can we do the minutes and Yeah. something that we don't have to come back? Yeah. Yeah.

1:39:45 – 1:40:300

Okay. So, that's it. So, you're who's going to talk to who about the about the sheriff and whatever? Because do you want me to go ahead and give him 30 minutes then? His his report doesn't take that one. Uhuh. No, I don't think so. And I'll reach out to him and see and see what he says, expand on on it. Okay. And if you want to reach out to Sean. Okay, that's all we got.

1:40:25 – 1:41:080

Yeah, I've got a meeting Wednesday, so I will tell them on Wednesday. Just so we're informed. I mean, you would hope that the uh department heads are staying in tune with some of the legislation as well and reporting to us what their thoughts are sharing with us, but I certainly Well, you would know because when you're a treasurer, you kept up with that effect. Yeah. Yeah. Yeah. You certainly did. Okay. Is there anything else? Nope. Okay. Hope you have a safe trip. Thank you. Yes.

1:41:07 – 1:41:310

Don't get sunburned. There's no I'm trying not to. You don't get sunburned there. I think you just get real real hot and sweaty. Just walking. I think Shiloh and I had like 18,000 steps we walked on. Oh, wow. Walking that when we were there. Yeah. But anyway, if there's nothing to else to come before the board, we will stand adjourned. All right.
