Looks like we're ready. We need the pledge of pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Roll call. John Jones here. Dennis Kapalinski, absent but excused. Yep. Sharon here. Kate Smith here.
Bridget King, absent but excused. Yep. Steve Hagar, our new member. Welcome, Steve. Thank you. Here. Robert Smith, absent and excused. Yep. Kathy here. Here. Rob here. I need an approval of the agenda. I move to approve the agenda. Can I get a second? A second. All in favor? I. The eyes have it.
So, we have the approval of the agenda. Yes. SB2 or 70. Approval of the minutes. Uh I move to approve the minutes from January the 27th, 2025. I need a second. I'll second. All in favor? I I 70 again. Presentation. Introduce new commissioner. Steve, want to tell us a little bit about yourself? Yeah, thank you. That's enough. Thanks.
Uh, brevity is a an asset. Uh, good evening. My name is Steve Hager. Uh, I'm honored to have been appointed to the parks and recreation uh, commission. I've lived in Garden City uh, since 2010. I bring 25 plus years of experience in finance, operations, ethics, real estate, uh, and I look forward to working with you all as we advance the missions of the, uh, commission. Thank you, sir. Anything else? GCYA Joe Bandy, uh, absent but excused.
Yes, he did show that he wasn't able to make it tonight. He's going to try and make the next meeting, but if you want, I think Rob might have a little bit information about their gun raffle and stuff. Um he just wanted and Joe also wanted us to talk about the initiatives they have coming up. Opening day on May 2nd, the current classic coming up in the parks and their current classic softball. Um all that stuff's on our Facebook and stuff. Uh and I'll send out a memo to the rest of you guys for those invites and stuff like that. The only question I have is did you get your tickets and where's mine? I did not. He said he'd bring them. Okay, Joe.
All right. It does sound like I need to talk with him on how to get a number of tickets. But yeah, so what we're doing is it's 1,000 tickets were uh stuffed in envelopes and uh it's a gun a day raffle for the month of May. So um what is done is the evening three-digit lottery number for Michigan Lottery is your is the winner for that day. We stuff these envelopes. Um we have no clue what envelope what ticket is in the envelope. So it's all anonymous in a way. It's a blind draw basically.
Yeah. Yeah. So uh you grab your ticket. You grab your envelope. open it up and that's your number for the month. If you buy two tickets, you got two numbers. So, um, every day in the month of May is drawn. Um, that means there could be more. You could win more than one day. Um, a thousand tickets were sold. So, or are So, the question is, do you think you're going to sell the thousand tickets?
Yeah, no doubt. I mean, I think we're we're pretty strong at it right now. Um, I think the cut off was going to be about middle April just to get all the numbers together. We wanted those tickets in the money, you know, so we could count them and calculate everything out, see how many we did have left. Uh yeah, I think we're looking pretty good. So, um um on the back of the ticket is the the for that day a certain uh gun is you actually win a gun or for the folks that don't want guns, you actually win an equivalent gift card for that amount of for that amount said gun. Did they go to Cabelas? Cabelas in Dundee, I'm assuming or I think that's the closest one. Will you go to Dundy or Ann Arbor or No, Auburn Hills. Okay. Okay. Because that's where I went. Auburn Hills because
And some have asked this is a fundraiser for GCYA, right? Yes. So, it it is a fundraiser. Um I mean Joe has Joe has done great as president of GCYAA on um as a standing member of the board too on with that program. It's a great there's a number of great volunteers. You guys better hope he never leaves.
No, he's done a great job. So, with that being said, um this fundraiser is going to what he's trying to do is really help kids that uh cannot pay for registration to get more kids active in the program. Um and obviously towards other stuff. It's a nonprofit organization. So, um we need money whichever way we can get it. And I think this is a good uh good thing for folks that do like guns or gambling or just uh wanting to, you know, help a good cause. I think you guys will do all right because if you look at the Shriners every year, they have two, right? Yeah. Yeah. Look at how many guns they give away in a matter of three or four hours. So, people do people will people will buy the tickets. I think it's a good promotion and I think it'll work well. I think they need to do it once a year if they can.
Yeah. It's the first time trying it. So, I'm sure uh if it's successful, there's been talk about having other ones. So, and uh I've heard of other groups actually doing more than a thousand tickets. So, there might be two winners. Um and and there's certain uh stipulations if if like say we only sell 900 tickets. If the drawing happens to be uh that last 100 tickets, let's say 998 wins uh on the Michigan lottery, then a raffle will be done with the sold tickets. So somebody is going to win regardless. Um you know, there's certain little uh stipulations in case, right? Because that's always the big thing. Are they going to sell the thousand tickets? Yeah,
that's why I asked that. Now, but you already have the answer. If you only sell 900, if one of the numbers that are not sold is pulled, somebody else in the club that's bought tickets will win a gun. Yes. Yes. So, there there are different uh these things have been established, but I really have no doubt that we're going to sell all thousand tickets. Um we're doing rather well, and like I said, I'll get some could ever get them answers uh for you guys. Um get some tickets whoever wants them. Good to hear. Thank you for the update. Yep. Uh budget presentation. Is that you? Yep. Perfect.
All right. Good evening, commissioners. Uh the two side TVs are out tonight for some unknown reason. Um so if you want to follow along in your booklet or the TV in the back, we'll have the presentation. This is the presentation given by the department heads to council. This one was given on May 16th um at our recent budget hearing. Um, I just want to give you guys an idea of what it looks like in the next fiscal year for commissioners as for the parks and wreck and uh where we have money dedicated to and what has changed. Um, if you want to follow along in your packlets, uh, the agenda, I'm going to go over uh what the department has last done the last 12 months. Then we'll talk about each of the individual departments, parks, rack cliff, ice arena. We'll go over some program stats. We'll talk about the grants and training and then the cost recovery of the department. I'll move somewhat quickly through this. I know a lot of you watched the council meetings and may have already seen this presentation. Uh, but I want to give you guys the opportunity to ask some questions if you have any. Um, I went back and looked at our 5-year plan and what residents were looking for and they really want that physical health and wellness, mental health and nature access, and the community connection and safety. Um, so those are our priorities moving forward. Um, some of the accomplish accomplishments and highlights we've had in the last year is the information desk coming to the Rackcliffe Center, the completion of the Rackcliffe gymnasium. um some of our ball field maintenance in the city parks. We've been hearing a lot of great compliments on how we're doing on that. So, that's something I wanted to highlight. Um we received additional CDBG funding for the ADA restrooms at Redcliffe, meeting all of our restrooms will be um maintain or all up to ADA standards after the completion of that current project. Um in the last 12 months, we've hosted two charity hockey games at our ice arena raising funds for charities. Uh we started an afterchool tutoring program at the Radcliffe Center servicing 30 to 40 students a day now. And then we've worked with the Quantis Club on Quantis Park upgrades, mostly done by the organization itself, bringing a plan to you guys as you know recently and that public works team. The next few slides is some pictures of the Radcliffe Center. And then I wanted to highlight our community volunteers uh because a lot of the programs we do like
our thrift shop, our food pantry are all ran by community volunteers. So they're very important to our programming. They help out a lot. The Commission on Aging is a great resource of those volunteers. And it seems like the list only keeps increasing. you know, we have volunteers that help manage the plants at Radcliffe, uh, volunteers that help clean our parks during the summer. Um, very important and the list keeps growing and it's awesome to see them there almost every day. Now, on the next slide, you can see what the parks department covers. There's eight parks in the city, two facilities, and they'll be represented tonight in three different depart uh the budgeted departments. You have parks, Redcliffe, and the ice arena. On the next slide, I start to go into the parks, recreation. This is an overview of the revenue expenses and the net of those two uh for all three departments. Um some of the biggest changes we saw in the contract proposal this year is a 3% wage increase uh in the employees contracts. We're going to see a return of softball leagues this summer. So that's some revenue changes. There are some staffing changes across the department that is represented in this budget. We're going to offer August ice at the ice arena. So that is an increase in some revenues and expenses over there. new programming coming. So that'll be new revenues. Radcliffe gym usage is up now that we have programming running there every single day. And Radcliffe facility rental has increased now that the building is complete and we have a marketing plan for that. On the next slide, I talk a little bit about parks. Um kind of what's in this department is softball, kickball, and our cornhole leagues. GCIA uses a lot of our fields. The soccer club uses a few of our fields. Uh we have music in the park, movies in the park, pavilion rentals, playgrounds, and green space. On the next slide, you can see on every one of these slides is kind of the same for all three departments. I talk about the changes in revenues, the changes in expenses, and then that net cost across the three years. Um so you can see our biggest changes is pavilion rentals went down from 2526. And originally, actually, I didn't know why our pavilions were going down. I thought it
was more of a lack of marketing or other sources. It's actually between those two budget years, we moved to nonprofits being able to rent the pavilions for free. So, previously the soccer club and other organizations um would pay for the for the facilities. Now, we provide those for free because they provide services to us like running our soccer leagues and such. Um so, that's a little bit of a decrease in revenue. Not exactly. I'm still there's still open spots like almost every Saturday, Sunday, and those Fridays are booked. Um but we're still going to try and push hard to kind of rent some of those midday ones and do some advertising. Um so you can see that in pavilion rentals why they decreased leagues. Um this has kind of changed a little bit moving that and then ballfield prep that's increasing because that's a new service we offer. um some changes expenses to the salaries. We decreased some office supplies and then that operating supplies has gone up because we're trying to focus on some improvements in the parks and then equipment maintenance went down because uh um public works is taking over the maintenance of the parks. So, we won't really have equipment that that would have been equipment that park attendants would have used. We just don't have that anymore. Um and then down below you'll see the but this is those kind of numbers in red is what we're requesting from the general fund to run this certain department. Um, so the budget request is just under $200,000. Can
I ask a question or you want to the end? Um, so the park attendant wages moving to public works, do we like those are physically moving within the GL, but do we get an allocation back for those expenses or No. So, no. So, originally we had part-time park attendants that we were paying for out of that budget line item. They have moved that over to public works. They're taking on the responsibility of maintaining the parks, emptying the trash can. Well, they've always maintained the parks. they are now just taking on responsibilities emptying the trash cans and cleaning the restrooms. That's something we previously had with a part-time staff. So, we're just essentially that's decreasing because that money is no longer needed for part-time uh park attendants and public works is hiring to to cover that area.
Gotcha. Yeah. I just wasn't sure because I saw that like the parks director um salary expense was allocated between the three departments. Yeah. I just wasn't sure if it was allocated back in. said that's yeah but that's actually like you said the parks director the rink manager they are parts of our salaries are within that that is actually what's still kind of left in there is those few positions perfect thank you
and then a little bit for softball uh the staff we need for that next moving on the rightcliff center talk a little bit about that this budget proposal includes uh yearround hours so previously in the last budget we had reduced hours during the summer this proposal includes our full hours year round. Monday through Thursday 8:30 to 8:30, Friday to Saturday 9:1 and Sunday closed. Um, we're still looking to fill those Fridays and Saturday afternoons and maybe even branch into Sunday. Uh, we just want to make sure our revenues exceed where they're expected so we can host those evening hours. Um, I thought it was more important to get these hours year round than still do reduced hours in the summer and have Friday and Saturday. It's kind of had to pick one or the other to propose. Um, so I proposed the year- round hours. Hopefully though, I think it's a smaller uh achievement is bringing back that Friday afternoons and hopefully Saturday afternoons, but covered by our rentals. So hopefully that income exceeds what we're looking for and we can bring those back, especially during the winter. I don't think the summer will be needed as much for those afternoon hours. Um but I think the winter will be very important to reopen those evenings. uh services offered here that really don't bring in income but we house them is our home food pantry the veteran services we have two organizations operating out of the building ship services from the TSA or the the senior alliance ARP tax aid they're actually there right now until next week our senior center and are there programming the family resource center and our afterchool tutoring program on the next slide um this is a little bit about Rcliffe where they are today in income um we're actually kind of surprised to see at this point the Radcliffe is almost generating money or is generating money. Um, so I want to provide just a preview of that of what the activity looked like two years ago, what we budgeted for, where we're at to date, and where we're projected to end up at the end of this fiscal year.
Does this consider any of the revenues or expenses related to the recently approved batting pages? It is not. No, this is as of March 15th. Gotcha.
On the next slide, I talk a little bit about changes in the revenue. Um, some of these changes you see will because we're kind of organizing our revenue in um, it was kind of put into random GL's previously. So, we're looking to streamline those revenues on the Radcliffe side and what they mean when they get over to our finance software. Um, so you'll see like that independent class that goes up a bit. Again, a lot of these are because the classes are filling up and we're offering more classes that we didn't have before. Um, Dance Express, this goes up because they used to have revenues in a few different GLS. We consolidated them all down to one. Um, instructor revenue. This was something not previously there before. This is our like adult fitness classes that we're kind of branching into. This was a long time ago. They used to have some of these classes. We're bringing them all back like cardio drumming, uh, fit hop, and those type of classes. Um, that's why we're seeing revenue in there. The center rental, we're seeing that increase uh because we're getting more rentals at the center now that the center is complete with construction. Um, dance recital, we we draw, we emptied that account because we merged it with the one above. Um, senior activities are increasing. The fitness room uh rentals are increasing. Our advertisements, we're going to bring those back. We kind of took a year off from those, so that's going to increase. And then we also had another renter to the uh facility, so that increased. A lot of the programs we offer, like I've already kind of mentioned, but dance express, we have our fitness center, we have open gym, spaceport, we have the as we talked in length, we have different memberships, drop in, punch cards, youth activities like Nerf wars and parents night out, camp, adult activities, and then we have that instructor revenue. As you guys know, a lot of our instructors now work on a contract with the 7030 split. Um, so that's some of that revenue you'll see in that very top independent um class revenue GL. Next, we kind of show some changes in expenses. We see some salary changes because the salary because of the staffing changes. Our operating supplies we see increased a little bit because we're running more classes and activities. Dance Express uh expenses kind of stay the same. Our thrift shop, actually
moving the thrift shop to Radcliffe has really increased. They're doing really good on their revenue. Um so we bumped them up a little bit there. Our contract professional over the last three years, we haven't used as much money in there, so we dropped that down a little bit. Um HVAC preventive maintenance. We put we put put that back in there because we've been through a project throughout the last year. We haven't really needed it um with HVAC, but moving forward we'll probably need to slowly start increasing that printing and publishing. We're not mailing the reconnect anymore. We're sending out those postcards to view the reconnect digitally. So that brings down our cost there. Um but we are still doing Does the Senior Echo get mailed out? It does. It wasn't for a few months. I think about a half a year um when staffing changed, but then when I came back, we're starting to mail it again every two months. Where does that money come from?
That comes from that GLA printing and publishing. I just maybe you could combine, you know, do if you're mailing a book anyways, you know, you could be advertising for the whole center instead of just for senior programs. That is true. I mean, the the senior echo now is very full and actually we have kind of uh branched into advertising a few other things, but it's mailed to a very small I mean, it's not a very small list, but that's mailed to those that ask for it to be mailed to them. So, it's not like we're mailing that to the entire city. We're only mailing that to a few hundred seniors that have asked to be on our mailing list. So, it should be
Yeah, that's why it's just a little different. So, it's not a lot of wasted mail. Um, essentially, it's those that actually want to see it and read it. Um, but we do send the postcard that we send out. I want to do at least once or twice a year. That postcard does go to all every single resident. I got one. Did you guys get one? I think so. I'm pretty sure I got one.
We'll send out another one then. But that's what a lot of people still have them. Remember them from before. We asked that kind of like, "Hey, did you get your postcard?" And a lot of people have them. If not, they usually put them on their fridge. Actually thought about that, too. Doing a fridge magnet and mailing that out. Um but on the fridge whenever you want to join one of our programs scan the QR code so that that's also reflected in the budget. Um utility cost and then retirey cost. Uh not really in our control but again at the very end we can see what the budget was for 2526 projected cost for this fiscal year and then what we're requesting out of the general fund. On the next slide I talk a little bit about the ice rink. Um, a lot of our activities there include drop in hockey, birthday party packages, specialty skates, figure skating, um, practice ice, open skates, sticks and pucks, learn to play hockey. It's home of the Garden City Figure Skating Club, the Garden City Hockey Association, the Over 30 Hockey Association, and of course, we have ice rentals. I list some of the changes in revenues. Um, our birthday party package, this does increase because we found that people aren't renting the aren't doing the birthday party package anymore. They're actually just renting the ice for 90 minutes. So they have the entire center to themselves where that birthday party package they have to operate out of one of our open skates. So it's a different cost but people prefer the uh rink to themselves. So that decreases but the prime time ice rental increases the difference in that revenue. Um and a lot of these other revenues I won't go one by one but they all kind of increase because um we're offering that August ice. So that revenue is um shown in all the increases there. Does it include the other arena revenue that went up quite a bit for it to be like an other miscellaneous? What's included in that?
Oh, I see what you're saying. The 9,000 920. Yeah. Other other arena revenues, everything like there's a lot of programs we run that just don't fit into a GL. Um we have uh vending machine or not vending machines, game machines there that take in money, all that type of stuff. Everything outside of the ice. So again, because of the increased use of it. Yeah. Not not I guess that would not only increased ice but we also combined a few GL's got
where finance when they see the like they want us to kind of condense the number of GL's we have so really in our recreation software that's where you can tell detailed how much money you brought in per class and organization once it gets over to BSNA or our finance software it can be a little bit more broad in the scope so anything that was kind of miscellaneous we merged into that one that that's the increase on that one as well okay but let me ask you a question if you start putting two or three in one don't you kind of lose lose what you're really doing in there because you don't have it under three. Now you only have it under one.
Well, we never do lose because we still have sportsman or rec software. So, we can drill down to the why the exact dollar came in. Um, some stuff is still very beneficial to have separated like our prime time ice rentals for our figure skating and stuff like that. But in terms of like other arena revenue, like do we really care how much the vending mach does? Does does I guess the financial statements and the city gets, do they really care about the vending machine uh revenue versus other little miscellaneous? Maybe we ran a small event, maybe we brought in a few dollars a year. They don't care so much, but we have the information still as the parks department to plan our next budget year because we have it all in sportsmen. So it's just kind of duplicated. You had it in sportsman and you had in our financial software. Now it's our we're streamlining where it goes. And some stuff is just they were like previously because everything was more in cash every little thing was separated. But now because we have this a lot of stuff's on credit card and we have it all duplicated in sportsmen we don't need it that greener layer on this side. Makes it a little harder to budget too cuz if you're putting programs together like some of our ice rentals like if you have your afternoon ice rentals separated by your morning rental but you go a little high in this one a little low in this one. Well it didn't matter because they leveled out. and sportsman can see that but really in the budget you didn't need to see it. So we talked a little bit about those uh yeah those are revenue changes and again on the next page you have those revenue or those expenses and the changes in those and again a lot of these increase or decrease depend um really on that August ice um needing the additional money to run the ring for one more year which really is reflected in that utility cost um at the very bottom there. Next we move into some cyics I pulled from our sportsman software. uh now that we've had sportsmen for a few years now, these statistics are really showing and what on what we've been doing. Um so each one of these slides kind of talk about the subject of programming and then what programs fell into these numbers. Um so in 2025 for youth programming we serviced 145 participants. In 2026 we've already done
so this is year to date for January and February. Um I know we're already all the way through March. Um but when I gave this presentation we only had those two months. So that's that 604 number. And then we've kind of estimated how many based on the programs we're going to run the rest of the year and the numbers we've already done the first two months with a little bit of decrease during the summer and picking up next winter. Um that's what we believe 3,624 uh participants moving forward in youth programming. So these are all calendar year counts, right? Correct. This is from January to fe or January to December. Yep. And then how are the counts derived? So if I participated in five of these events, am I counted five times or correct? Five. Yeah.
Yeah. If you attend, if you go, we have art, we have art class every Friday for seniors. If you go every single Friday, like the majority, like the majority of those 20 do, you're counted um every single Friday as one. Yeah. And do they do that with um maybe it's later on with like bingo and that because I know I went there with my mother and it's not like we checked in for that. It's just kind of a drop in. Yeah. If it's if it's one of our paid bingo programs, yes, it's included. If it's a free one, probably not. Gotcha. But yes, if you were if you're both there for a paid bingo program, that's included in these numbers. So if it was just one of the drop in free ones, then no. Correct. Yeah. Gotcha.
Um so adult programming, this one doesn't really reflect the numbers too great. Um because our these are our categories in sportsmen. So if you go to right now, if you go to our recreation software and go to sign up, you'll see there's like categories in the left, youth, adult, senior, special events. That's where these categories come from. There wasn't much put into adults. A lot of stuff either fell into a special event or fell into um youth or fell into seniors. So adult programming is not much, but we have our leagues that all run out of there. Softball, cornhole, kickball. We're actually considering bringing u hard ball and whiffle ball um to this list uh this upcoming summer. Uh any plans to hire an adult programmer for Redcliff?
Currently there is not um that is not in this budget. I think mostly our a lot of our adult services are covered by our rink manager parks manager Mike Downey. Um he handles a lot of those leagues and the coordination of that. So it's not like it's an unserviced area, but it's someone that shares responsibilities with other things. And it kind of lends well that he's doing adult stuff because that's really what the hockey rink is. There's a lot of adult leagues and parents and such there. Um so our numbers for 2025 is 271. We expect, especially with bringing softball leagues back, our numbers will be 1510 in 2026. Our senior programming, this statistic actually surprised me a little bit um on how many classes and stuff we truly do offer in our senior programming. So on the right there, you see everything we offered um in the last 12 calendar months. We had 3,78 uh participants in 2025, and we expect to see 4,284 in 2026. Next, we talk about our art programming. Um this is a small niche in our center but nevertheless very important. Um a lot of people attend our classes there and we're offering more and more. In 2025 there's 57 participants. In 2026 we expect to see 228. On the next slide in dance express programming in 2025 we saw 774 participants. Um and then in 2026 already the year to date is 808. That's because we're already running those full classes. Um and we expect to see 920. I mean the really the difference between those two numbers is our summer dance uh which is very uh um which is a good program that runs during the day and evenings there. And then we also have uh dance princess party and such that fall dance express. Our special events and programs I kind of listed them there to the right. These are where some of those adults and other kid activities kind of fall into. So this is kind of a mix but in 2025 we had 494. Uh year to date in 2026 270 uh largely contributing to the um at the time almost 200 people registered for a
daddy daughter dance and 2026 we expect to do 1620. Uh one of my specialties is special events and I like hosting them and I hope to have them way more often. Kind of plays into that uh jump in number. Um ice arena programming this statistics a little not perfect. Yep. Let me ask a question. Yeah. from 2026 year-to date to the estimated, you're using a different multiplier everywhere. How did you come up with the multiplier for each one of these? It's not the same multiplier. No, it is not. So, it depends. How can you say that one's going to do so much more than the like this one's 50% more?
Well, the the ice rinks are really actually a really bad example. So, in 2025, looking, you've already beat 2025. In 2026, in 3 months, in 3 months, you're saying you're only going to have,300, but in my world, it would be 662 * 4. That would be 2400, not 1399. I can't get one and one to equal two right now. Well, 662 is only January and February. So, this is the 2026 stats are only January and February because I at the time when I pulled this presentation, I didn't have March in there yet. No, no, I get I got you. But that's only a two month. Could we do Why didn't we do so much in two months and then we're only going to do another 700 in 10 more months?
Uh, well, the ring's not open 12 months of the year. So, that's a little bit of it. So, that that multiplier is a little bit less because of that. They're only open eight months of the year, right? Speaking of, will there be any summer programming at the Ice Arena? There's plenty planned from when the ice is out. Most notably, and what getting a lot of attention right now is we're hold two craft shows. Um, and of course, you can always rent the uh um ice arena, too, just as you would a pavilion rental. You can also rent the ice arena. Uh we're hoping to market that and really push that this summer, but we're looking for a lot more, especially those adult activities, but a lot more activities throughout the summer. Um I think the crash shows are just the beginning of some of the plans for the rink during the summer. Oh, wait. When when the ice isn't is the ice melted then and then
Yep. When the ice comes out, it's a piece of cement. Okay. Big flat piece of cement. So, plenty of usage. There's actually we've been reached out many of times to different activities and stuff we can host in there. So, really, if if anyone knows of anyone, we're really going to market it this summer. Um, but if you're looking for a big event space, especially one that needs bleachers, we have it. So,
um, and yeah, just the multipliers are all all different because it really depends on like I really I can't just do 12 months all the time because like we slow down during the summer. Some stuff picks up during the summer. Um, you know, like our adult stuff is really heavy during the summer but not as much during the winter. Um, so really those estimates derive from what we have currently planned for the rest of the calendar year, taking in consideration our accounts currently, decreasing them through our slow times, increasing them during our high times, and then that's how I got those numbers. Um, a lot of them are simple formula, but that's essentially how I calculated those. So, it really just depends on how many programs we're offering, how many we're going to continue offering through the rest of the year. That kind of answer the question on this. Yes.
Yeah. It's not a it wasn't a perfect uh I just didn't time, you know, divide by threw it a dart board and whatever number. Okay, this one's six. Okay, this one's 12. This one's eight.
No, I probably spent a little bit too much more time too much time on uh trying to find that number because as you can tell, like you said, a lot of our 2026 numbers have already beat our entire 2025 number. Um, so I really want to try and get an accurate that's actually I have all these numbers written down on a page. It's my goal to see where track where we're at and see if I actually meet my expectations of those programs. On the next slide, I talk a little bit about the Our Home Food Pantry. This is a huge asset to our community and actually over the past like 12 months. Um the need became so much we add another day of service Wednesdays uh because the community really needed it. Um so the pantry they currently run Tuesdays, Thursdays, and Fridays from 9:00 a.m. to noon. And when like I said, when they were needed, Wednesdays were added. We service all the residents of Garden City. And then we also service any any family of the Garden City public schools. So you have 90 residents but you're going to school here. Um you're serviced at our food pantry. We service about 110 families per month, 250 individuals per month on average. Uh we also have a few different other programs that e emergency food assistance program. This helps anyone. It helps about 30 to 35 families per month, but you don't have to live in Garden City. And we also have focus hope for our seniors uh where we uh deliver and distribute uh meals and then uh actually 11 other seniors receive boxed meals. Um, if you've been following us on Facebook, we actually post these monthly updates now of everything we do, the money we bring in, and the food we put out, um, in the pounds. They're pretty cool reports to take a look at, um, on a monthly basis. I just saw April or March has come in, and they'll get posted tomorrow. Um, the council asked us to talk a little bit about the grants and training that we've done in the last few years. So, I included that or last few months. Um, so I've included that. Uh, most notably is our my leap out of school time grant. That's $98,000 for the after school tutoring programming and camp programming. We actually kind of have a little trial of CampG this week at the center uh with our um spring break camp which has been a learning curve for us. Um so there's a little preview what it's going to look like for this summer because our summer camp
previously only had 20 students in it but this summer we're moving to 50. Um so a lot bigger. It's still a half day camp but a lot bigger camp and um going to be serviced out of the Radcliff Center. We definitely have the space for it. So we're excited to welcome them this summer. Um, we have the senior alliance. We're actually going through that bid process right now. That is up this year. Uh, so we're working on that. That's actually due May 1st. Um, but currently we get money from them for staffing and for senior programming. That programming is Tai Chichi and authorized exercise. Those classes are paid for by this grant that pays the instructor. So, it's very low cost for the community members to come in and attend those classes. Actually, some of them even just a donation. They don't have to pay at all to attend. Uh CBG also brings in uh some revenue for our senior staffing uh coordinator. And then some of the training we've done this year is the surf safe manager certification. This was required for the food p sorry traffic pantry, the cafe concession stands at the Radcliffe Center. We actually had our first inspection today um for that our very first initial inspection. We have another inspection hopefully next week with them. So we're very close and just around the corner from offering hot foods there at the center. Um we have a cash handling certification, CPR certifications. All of our staff take that. Um first aid surf safe food handling which is also required for some of the employees. U monitor management course and the certified senior adviser CSA um our senior coordinator Sarah she's working on getting that and has already she's taken the course and has already implemented a lot of what she's learned. She has take the test now to get the actual certification. Next I move into this this kind of on three different slides. You can kind of look at them all at the same time. Um our cost recovery. So the very first slide shows you the 2425 fiscal year activity. So this is actually what happened in that fiscal year as how much we spent, how much we brought in and then the cost recovery percentage uh that parks and wreck. So um that's kind of an important number is what parks and wreck is one of those departments in municipal government that was able to recover some of their cost. Uh so you kind of see how each department did back
then um and the net cost to the city. So in that year around just north of $1 million. Um, next we see the fiscal year projected. So, this was actually numbers that were put together by the finance department a few months ago on how the department was doing. Um, and you can kind of see we definitely decreased our uh net activity to the city city there and definitely increased our cost recovery um so far projected in this fiscal year. And then you see in the last slide that blue one um this is what I'm proposing in our next budget. Um, these numbers of course that I've even presented today can still change um, now that it's been given to council. Council and city manager can make changes um, before it's confirmed at one of their upcoming meetings. Um, but this is what I proposed to council and we have a cost recovery of 59% with a net loss of um, almost almost we're getting there almost half of what it was uh, two fiscal years ago. Lastly, moving forward, I know these three ti tibbits seem a little generic, but being somewhat still new in this role and kind of what I want to learn moving forward is I want to look at enhancing our parks through Garden City by improving amenities, addressing capital needs, and expanding recreational activities to better serve residents and increase park usage. Um, we're actually kind of working on one of those things right now. We're looking to bring a concession stand back to City Park. It has been something wildly requested for. Our other two concession stands uh do do pretty good in revenue. even Radcliffe not serving hot foods. Um, I've already gone through a lot of the work on getting this concession stand at the Ragcliff Center up and going. So, I'm looking forward to do just one more while I still have all the information in my head and then we'll be done with concession stands and all that licensing requirement. We still have to do it yearly, but not as it's nothing like having to get your first inspection um, and all the stuff and the small stuff you really have to pay attention to. Um, so we really want to increase that park usage. And I think actually another goal of this will really help with DPW doing the maintenance and the emptying the trash and the restrooms. They will really take care of our parks. They already have been for years, but this is just more staff dedicated to that goal. And you can already see the changes. If you visited City Park
recently, it looks phenomenous there. And we really we had a lot of leaves left over from last year because that snow came out of nowhere. Um and they're really doing good work. Um secondly, I want to strengthen and expand the Radcliffe Community Center's programming services and facility use to maximize its role as central gathering place for the Garden City community. Um now that the center's complete and we have these recreational spaces, we really want to work on marketing our rental spaces, working on new programming, and as you can tell and even the stats like you mentioned, they're really increasing. And then lastly, we want to review the ice operations, programming, and capital needs to maximize its potential while maintaining consistent and affordable pricing for the community. This one's kind of led by, if you you've heard me mention a few times um at council, there is a company going around purchasing ice rinks around us and really increasing almost doubling the cost of a sheet of ice for an hour. Um we want to take the opportunity to keep our pricing consistent, but also look at what capital improvements we can do to the ice rink that really focus and drive some of those teams that are leaving to us. You know, that might be locker rooms, that might be new flooring, new boards, stuff that the teams focus on. things like the locker rooms uh especially is one that teams are looking for and we just don't currently have enough. Um so how can we maybe increase the price a little bit but also provide capital needs that allow us to stay very competitive to um other organizations purchasing other rings. So kind of opportunity in the space because of what they're doing um for us to really grow that space.
And that's all I have. Do you have any questions? I just wanted to comment that that cost recovery if we're able to achieve that that's phenomenal. Yeah. Um, I was doing some research and it looks like municipalities about our size goal between 40 to 60% y cost recovery. So, we're already at that high end. Um, so congratulations on getting us to that point.
Yep. No, I think it's I think it's a like you said, it is a goal and that fiscal year projected like the numbers we're seeing right now are still actually doing better than what's projected. So, we'll see where we go. The other um comment I have about moving forward is uh and you and I talked about this when we first met is um understanding how we are with the uh master plan, the five-year master plan now that we're two and a half years into that and gauging our success uh on on achieving the goals that the council approved.
Yep. Yeah. No, I know uh you mentioned we uh when I originally met with um Stephen to say hello and show him kind of how we do things at these meetings, he kind of asked for that like where are we in the master plan? plan. I gave him a copy of the 5-year master plan. He kind of asked where we were at and um that's something I I actually referenced the master plan a lot. I actually showed him the pages I look at every time we have a new idea, a new plan, new program. Where does this fit in this? Does the community actually want this? There's a very few good pages in there of our community input and what they want and what they're looking for. Um I think that's actually something that um he's asked for and especially if the entire commission is looking for it, kind of provide an update if it's yearbyear or every six months, where is where are we along with this plan? what things have we completed, what things have we not, what is still outstanding, what is on the road map, and what is something that maybe we have to leave behind. Um, and I'm more than happy to provide that, especially if the entire commission is looking for something similar in a report like that. Any other questions?
Good job. Thank you.
Well, that's it for my budget presentation. Thank you. Do we want to go over this uh co-chairman nomination? Yes. And actually, I think you guys might know a little bit more about this, but essentially I provided a sheet that shows um where every currently everyone on the commission. I know there's three absent today. Um who currently has two positions on the board. Um as you know, the co-chair would fill in if the chair is absent. Um and then if there's anyone that would like to nominate someone from the board, they'll just have to accept. Um, and then if we have more than a few, we'll vote on uh,
no takers. Yeah, I will definitely throw my hat in the ring. I was waiting. We'll do it this way. I'll nominate Steve. I second that. All in favor? I. He's got it. All right. Congratulations. Don't worry. I could I could run that real quick. Thank you. No problem. Thank you. We appreciate it. Yes. Can we address the um commissioner park assignments because I'm noticing that we have three vacant spots? Yes. And I believe sometimes what we did was we tried to do where if you lived close to it Mhm. because I'm I'm thinking of Kathy, Steve, and Rob. If you live close to it, the best thing to do is give you the park closest to your house.
And I did have city park. Did you have city park? I realized that after why don't you put then why don't we I realized that after I kind of so this was the last time this is actually these numbers this why don't we slide her in for the other half of city park because her and Dennis are going to we always try to have just so Steve knows we always try to have two people for city park cuz it's bigger than any other part right because of the size of it and it makes it so much easier and then when we had what was the young lady's name who had city park her and Dennis used to go look at each other's side and say Hey, did you see this when you were there? Did you see that when you were there? Before my tenure started with a D, Denita. Oh, yeah. I don't know. Yeah, I don't.
Yeah, that was a long time ago. Anyway, but they used to talk to each other back and forth. So, like Dennis, you know, cuz things can become like wallpaper if you keep That's why we decided that's why we decided every year that we would change parks because we didn't want people to their park to become wallpaper. Okay. Y that was one of the decisions that we made. Well, is that something you guys would like to do in 2026 then is kind of not keep your current park and pick a new one. You know what I think I would say since we have three new members and I don't know what everybody else wants to do but I would say let's just stick with our parks one more year. I'm good with that.
I mean I can't make that but somebody has to make it and then we have to someone make a nomination keep our parks. So I guess the only other thing outside of keeping the parks would find or uh deciding a park for Stephen and for Rob. Okay. So we got so basically we've got at one point it was talked about Helen Park. I've done at least one small So Kathy is city park with Dennis. Mhm. So that leaves Helen and Manor. Do you live close to either one?
I can make it to Manor. Um, I'm going to be spending a ton of time at uh at uh Mhler, but because my board position is is uh buildings and grounds. So, I'll definitely partner up with uh Robert on that. Okay. And if you want, we can leave it as is, but then if you and Robert want to switch. You know what? Let's leave that. I I like that idea because I was just thinking of that. Let's let them and if they want to switch Yeah. Give them the option to switch. Steve, how are you with what's left? Helen, I'm good with whatever. Yes, absolutely. Yep. By default.
So, we'll put you Rob or Yeah, we'll put you on Manor. Um, but if you and Robert Smith want to switch, just let me know and I can make that change. Okay. No, we're fine with that. I know he does like going there. He's had that for a while and it Well, he likes it now that the fence is up. Well, it's No, it's it's good to have a second set of eyes. I mean, I think we do a pretty good job at Mhler making sure things are, you know, Yeah. up to date and fixed. Yep. One of these years I hope we can get back to and I've tried with every commissioner, bring us the sheets the month of the meeting and then that way we've all got it. Okay.
Everybody goes, "Oh, we'll mail it to you." No, just give it to us when we're here. Like this. Y and we've got it. And I actually I did include it in the Yes, I included it in the packet. And I can even go make some copies of this before we even leave tonight. Um so you all have a clean copy. Um and something else I was also going to do is The other thing is you can ask them is has anybody ever not filled one of these out yet? I honestly I don't usually fill it out on call. Just phone it in. phone. I just call and well if you like usually gets done so
if you'd like to like if you want some help one of me myself or Mike we could stop at the park with you and walk it with you and show you through one of these. Um but really like actually a question asked is like what can I do as commissioner really being eyes and ears and calling and letting us know anytime calling or texting letting us know what's going on in the park so we can get it addressed because we can't be at all eight parks at the same time. Uh, so you guys being our eyes and ears even outside of these inspection forms is really helpful. You can ask Mike. Mike will tell you. Jones will call him. I think this form was creat. I'll be somewhere and if there's something that's out of place, that's what we're supposed to do, guys.
Yeah. And I think, you know, this form was created at a time where uh, you know, the digital calling probably wasn't as accessible as it is today. So, uh, as that informs of, we want in, we don't want to wait until April or, uh, the next month until we find out about a problem in the park, like maybe a fence is out, especially the safety stuff and that's in the way and stuff like that. No, please do call us. I I know you guys all have my information anytime. Call or text. Uh, actually, the city has a really cool application, too. CLIC Fix on your phone. You can take a picture what's going on, fill out the little description, park conditions. We'll all get an email about it and then we can update you actually on the progress of fixing that solution. Um, and then actually lastly, I was thinking about even making this inspection form somewhat digital. Uh, so you guys can do it on your phone. So if you like that, I kind of already started it. So I will get that done as well and I'll email that out. Um, it'll look very similar to this just on your phone. Um, but still either paper, digital, SQL fix, calling us, texting us. It all still works. I just I because this has been going on for so long, I didn't want to take this away per se. Um, and it still really doesn't get you out there four times a year and at least kind of do a little bit of like, let me actually look for something wrong. Um,
so so you have the historical submissions of these forms. Is there a way that I could review them for for the park that I'm assigned now just so I can see historically what's being Yeah, I can look and see. I know like some of them I just found in my desk, some might be saved. I'll take a look. They're somewhere. There's somewhere. We'll put it that way. There's a lot there's a lot of files. I'll look. Fair enough. Fair enough. Thank you. This is a good checklist. Anyway, yes, it is. That's actually is very, you know, something like you're just walking the park, you might notice something, go, "Yes, all that needs attention." This kind of draws your eyes to certain things to say.
If you look, if you look at it, this is still pretty current. There's really not a lot in my eyes. There's really not a lot that you could say take this off, take this off, take this off. This is pretty much whoever designed this in the original aspect of it, it's still everything applies to today's times. Yep. This actually I'm going through right now to get uh safety certified for park inspection on playgrounds and it actually follows kind of their checklist. So I think that's where they got it from. The National Park Association kind of has a things you need to look for as you know as a park inspector. Um, so yeah, because I actually I was gonna say I think this is the form that Pat McCarge made after she came back from the training class she went to.
And and but I can't ask anybody here because there's nobody here who knows who Pat McCarge is. I Well, I mean, you know Pat McCarge, but you were not on the committee what Pat was in that. I do know her. Um, there's only a few of us, me and Dennis. I did notice though when I was going through that training I was like ah I see where those got those questions from and there were I did actually reference there was nothing new. Does that sound everyone I guess if you do want to make I think we but we if someone else wants to make motion second and vote on keeping the same parks plus the three additions we added the city park and manor.
Somebody's got to make a motion. I make a motion to accept the list from the previous year and add the additional three. I need a second. Second. All in favor? I I eyes have it. 70 again. Awesome. And I will I will send out an email to all of you with a copy of this instruction form. I'll go make copies if you guys want to take home some with you tonight. Um, and then like don't worry. I'm going to skip the middle man and go right to you just like I always do. I'm okay with that. As long as you know what I'm doing.
See, now when I call though, I usually call DPS department, you know, the Yeah. Actually, now with the information desk, you're probably better off calling them. So 7931600, they'll take in that request. they'll put into CL because they're doing the same thing there, but we just have a little more staff. You're calling the department and then um yeah, so just calling the city's mainline 1600 during our operating hours at Radcliffe. But I do love the idea of being able to attach a photo cuz I have photos of like trees that need to be removed along the fence line and stuff and you could really pinpoint where they are.
Yeah, there's an application you can download, see clickfix. So, you can create an account, snap a photo, submit the request. Just make sure you click park conditions. Even if it says even though like if it's tree or whatnot, still select park conditions. Um or I think there's one that says parks recreation, one that says park conditions. It's on the DPS side on the on the city website. Yes. So, it's on the So, it's it's our fix it form. So, GC fix it. Okay.
Has been around forever. We moved an application. So, you can download the app click fix and actually we haven't launched it yet, but it is live. We have a city of garden city app. So if you go to the app store, search for city of garden city, you can download it there, too. Um, and both those apps, whether it's cclickfix or the city's city of garden city app, you can report a concern and it takes you to that cclick fix portal where you can submit a photo, write down what your concern is and add additional comments and it's actually tracked. So a city staff reply and u we make comments, you can also make comments and um but they do check it. Oh yeah. Yeah. But here's here's the thing is
every day. Can I ask this question? Can we make that part of the agenda for the next one and have everybody who wants to load it on their phone loaded on their phone? Yeah, of course. And then you can kind of give us like a little walk through tutorial. Yeah. Because in that way the I don't know about anybody else, but if I'm not familiar with something and I haven't been walked through it, a lot of times even though it's on my phone, I won't use it because I don't know how to use it. Yeah. No, we definitely I think if we do that as a group then everybody will feel comfortable with it. Yeah. No, we can definitely do that. Yeah, the city's also I'm working on some communications for the city level to show residents how to use it, too. So, that'll line up really good for for our next meeting. I can talk about that in April. Watch this video.
Yeah. Are we good? Can we move on to public hearing or do we have anything else we have to take care of right now? Well, next is the main pavilion with the GCBA. Okay. We kind of jumped around. trying to get back. I'm trying I'm trying to get us back. We need to go back to seven, which is the public hearing. Oh, yeah. We kind of jumped. Oh my. Oh, yeah. We We need to go back to seven. Seven is the public hearing. We got ahead of ourselves. Yep. There's none there. Do we have public hearing? Nope. Okay. Public comment, ladies. Did you have anything or you just here to see what we do? This is This is public. Yeah.
Okay. Gotcha. This is public comment on agenda items, which we've already talked about two of them. You're doing a presentation. Yeah. Items for consideration. Old business, none. None at this time. New business. We jumped ahead. We got the cold chairman nomination out of the way. Commissioner Park assignment. Main pavilion. Is that what we're up to now? That is. Okay. Is that Yep. So,
it's all you. I'll mention a little bit about it and you guys are more than welcome to come on up. Um I kind of wrote a little letter about what the GCBA they approached us and said we want to do something from the main pavilion. We're using a lot. We bring a lot of people to the city every single year for our music in the park. They run three all summer long concert series. Brings thousands to our park in our city every single summer. Um and they said they kind of want to do some improvements at the pavilion and we want to bring that to you guys just as we do with our other uh sponsorship committees. Kind of talk about it and see what the commission wants to do moving forward. So, I attached the sheet provided by the GCBA board and Jackie the president um on the next sheet. So, that's kind of what her some of her bullet points she's going to talk about now. And if you guys want to introduce yourself and take it away.
Jackie Har. I'm the president of the GCBA and this is Elaine Salter and she is the secretary. So, to give a little background on this, um, what about seven years we've been doing the music in the park series, which by the way, I brought you guys some postcards in case you want to pass them out to your friends and family. This year it is June 18th, July 16th, and August 20th. As we are booking the bigger bands, we are asked how much electricity do you have?
None. So this year we actually had it checked. So the bands would like 15 to 20 amps. We found out we have six 10 amp plugs on the pavilion. We don't want to be the cause of a fire. So, we thought maybe we could sponsor the pavilion and as funds are available, the GCBA would be able to do some enhancements or upgrades like the electrical. If for some reason a roof has to be done down the road, you know, parks and wreck in the city could maybe come to us and say, "Hey, you got a couple bucks to help pay for some of these things." In our thought process, we also kind of included the bathroom area because again we use it.
So if we can do some small upgrades to make it look a little bit better or function better. Yeah. Which you know these kinds of things, right? So that's all the bullet points. I didn't know if you wanted us to go through them all or you've got them to be read. So, um, do you have any questions? You can send it to us, right? Yeah, it's in the packet. Do you want me to go through? I'm I'm open to what you guys want us to do. Does anybody have any questions? Did you take a quick Can we take a quick look and just look through real quick and see if there's anything that you really want to Yeah, I think it's a great idea, ladies. I We really appreciate it.
Me, too. We've got to figure out how to bond with the people in the community and get things like this because well and parks and wreck and we've been working hand in hand. We can't complain at all. Have you looked into what it would cost to get what they need? No. No. That we're just at a start because why would I do that if you guys are going to tell us no?
Maybe be proactive a little bit. I don't know. Well, but again, I have I would think that I would need to get uh clarification on what is expected. Do I need to find my own electrician? Do I need to use one from an approved list? Do I need to before I start willy-nilly to start doing things? I will say me and Jackie when we met a month ago and she brought this as a proposal was something that they were considering. I did let her know that the city does have a few electricians we work with. We have a few that we've historically worked with. There's one currently working at the recliff center. I have reached out to you and said, "Could you give me a quote?" Not only actually have a project there, but a project at Muller Park we're looking at. Um, so
and we don't have qualified people in the parks or in the DPW to do this, do we? I don't believe we have I don't believe we have an electrician on staff. There's some things you can and can't do with licensing. But and that's another point that I I would like to make or we would like to make is that if the DPW can do the work that needs to be done, we could then pay for the materials and pay them for their time to do that. So, hire them as the contractor versus an outside. I like your thinking. If we've got somebody who's qualified. That's what I'm saying. And that would be more
or if we've got somebody we can hire that's qualified to do it. That would be more quality control in my eyes because I'm certainly not going to be the, you know, contractor that or the, you know, primary contractor going, you did that wrong or right. Yeah. Can you look at doing like a split with them? Yeah. No, that I think that's kind of what they're looking for is and she she mentioned she comes in and says, "Okay, it's 20 grand or whatever." Just let's just pull a number out of the air that's probably not going to be there. Let's say it's 20 grand. Yeah. Can we do something with them? Yeah. That's actually one of the things she mentioned is maybe the city gets a grant for $100,000, but you need 500 5,000 matching funds. Well, then we could say, well, the city doesn't have the 5,000, but maybe we can contact the GCBA,
but maybe we might. And they might be able to provide it. Our biggest problem is we can't guarantee what our funds are going to be. So, it always would have to be when these funds are available. You would have to give us permission if we initiate and if you initiate you would have to understand if we do or do not have the funds. What do you think if you guys tried to do like a fundraiser and told people exactly what the plan and that might be something down the road that we do? Let's say that the I keep thinking like I know a lot of the businesses around here like Garden City Cafe. I know that sports venue. I know Lori and Okay. So,
I'm going to interrupt you for just one second. You're naming a whole bunch of people that are not in our business alliance, but I'm also on the DDA. So, can we if we want to have this whole big coalition, if you will, because the pavilion needs a roof. Yeah, maybe we could do we could, you know, approach the DDA, you know, and and work together to get something accomplished that needs to be done. If you need to go talk to Lori, get a hold of me. Lori's in the GCBA. Yeah, but not all of the people you mentioned are. So, I can't as a GCBA person commit them to something. No, I know you can't.
Sort of off topic, but how many businesses are in We have approximately 100 members. Okay. They're not all from Garden City and they're not all brick and mortar, but they're all members and they all a good majority maybe a food truck or something might we have food trucks, we have um crafters, uh makers, we have business site, they have a full list of all their vendors. So, if you're ever looking for something city business.org, or every business that's a member. And again, if you're looking for a food truck, if you're looking for a dumpster rental, that's a good resource to go to to find them. Absolutely.
I like this idea. The funding is obviously not there for very many park improvements, right? There's no budgeting for that. So, we have to get creative about upgrades. Well, and we use it exclusively. So, we would love and that's the other thing as a nonprofit if we have this agreement that would allow us to then stockpile some money for the larger things that might need to be done. I like the idea of an annual meeting too. I appreciate that that you would come and, you know, share information and plans, ideas, everything.
Yeah. Other than that, I mean, everything would go through some type of approval just to make sure. I mean, I think everybody's on board that, hey, you're willing to uh, you know, improve the park. Um, why not why not say yes to that? That's great. Want to come paint my house, too? That's that's wonderful.
I got and you know, as I read through it, you know, I I was fully in support of it. I think it's a great opportunity for us to make those needed improvements and offset some of those costs. I think that that's wonderful. Um, as it moves forward or if it moves forward, I think that there's some concerns that I had about you like making sure that, and you touched on them, um, that we're following Garden City u procurement process and then we're not deviating from anything like that. And then I also had concerns over I saw something in there about signage, right? Um, putting up signage by the pavilion, so
was in there. And so my concern would be, you know, let's, you know, having language around the the the time of that, right? And making sure that this is everything city makes the final call on what's what that pavilion is used for, the naming rights are for this long of a period or whatever it is. So yeah, those are my concerns. And we're open to and honestly, we've discussed even if we don't get a sign, we're not really hung up on that. Yeah. that's that's we want the pavilion and the bathrooms to get some love.
We need to better the pavilion is the more attractive it is to people coming into town and using our services. I mean just an example, one of the bands, the guy got there early. He decided to drive around Garden City to see what we had. He stopped in at the pawn shop and ended up buying a new music case. He doesn't live here. He just was a member of one of our bands, right? Yeah. You know, could we we have adopt a park, right? We have Well, because we have Kuanas and all these, right? But we can't can we look at adopt can we looked at can we look at city park? Can we look at No. Can we look at adopt a pavilion? I will say actually when Jackie first approached me.
No, I'm saying if we let her do that, if she can if we can get something written where they can adopt a pavilion, let them adopt the pavilion. Yep. I will say when Jackie originally approached me that's kind of where my thought process was too. So I actually drafted there's not much documentation of Quantis and Rotary and how those agreements are but that's kind of my first thought of oh this is very similar to Kronis Rotary. I know the commission recently saw the list that Quanis brought forward. That's kind of where I got the yearly meeting from and kind of threw that in there. Um I put that together and proposed it to the board and that I think it was a little I guess maybe you could describe why but it was too concrete I guess and they were hoping for more of a
it was more like it was almost like were obligated that if they if you needed this, we were obligated to come up with the money. So, we wanted it to be more Well, okay. So, here, let's back up for just a minute. You you want us to back up? I'll pull the bus back and we'll back up. I think you can go to Kuanas and Rotary and there's an agreement where they're supposed to spend X number of dollars a year. Right. Okay. Ask them how many years they've met that agreement and I will say no more. Okay. But that's the point. We can't commit. I'm not saying anymore, ladies. I already said more than I should have.
Or that that's why the the first proposal that we saw, we were like, brakes off. I mean, brakes on. We can't tell you that we're going to have $1,500. So, if we were to make it So, if we were to make it $20 or more, oh, absolutely. You okay with that verbiage? Absolutely. Absolutely. Well, I will say the agreement that I wrote was very like I included suggestions and ideas that could be included, but I even included volunteer hours as one of the items in there that could be in term of of service to the pavilion. That's what actually Rotary did this past year. They put in volunteer hours and a little bit of money, but they fixed up the little library. Then I must have missed that part, but okay.
Yeah. No, see that's what I'm trying there's always a way to work around it. You just have to tell me what your problem and we'll see if we can fix them. you know, we can't put a dollar amount on commitment.
Yeah. I try to keep it very very vague because and again, nothing against Rotary and Kuanas. They're very good community uh organizations. They do actually a lot for the parks and they're both trying they're both looking and actually reaching out to Rotary hoping they can do the same thing Kuanas did and say this is just what we're going to do this year and maybe it's not a lot, maybe it's a little bit, but um hoping to uh improve those relationships, those organizations and because they are doing stuff and sometimes we just don't always see it. um like with Rotary and doing the little thing or actually Rotary came out and helped with that was most of their members were there for our Rotary Park cleanup workday um last year. So even small stuff like that just putting a little bit of hours maybe for you like I think I kind of put in there but maybe it's painting some picnic tables maybe it's not a monetary dollar thing. I think that's what we have to recognize as as things
again until we gauged your thought process. I didn't want to go back and forth and the two of us iron it out. Yeah. and then approach you guys and you're like, "No." Well, you're right. You got to start You got to start with him and then come to us. Right. Right. But we didn't want to go too far into the rabbit hole until we got some feedback from you.
And actually did include in there too that there would be naming rights about this, like getting a sign, the requirements behind that, the approval. Like that was all laid out in there. And I think it's actually notable. They mentioned like that's not this isn't they're not looking for the naming rights. Yes, that's nice and cool, but that's really not their goal here. Their goal is just to improve the pavilion. So, I think that was also a little too like serious where like I was actually consider like naming it the GCBA main pavilion or however you know the GCBA pavilion or the Garny business or the business lines pavilion whatever they chose. It's been the main pavilion since before you were born. So, I don't think people are going to change, right? Yeah. But you know what? But there's nothing that says we can't name it the main pavilion back slash whatever you want. But again, sponsored by whatever, however the words,
I'm sure there's a generation that still refers to Quantis as Maplewood Park and eventually it'll, you know, so if that's something they want to do and continue it on, I think I actually thought that was really cool. I actually like like the idea of renaming it and having a different name and improving it and stuff like that. Um, but again, that's again, that's why we're bringing this commission. We have two different opportunities. Um, and maybe the thing you never know is if you change the name of it, you might get more rentals. You you just don't know. It's been that way for we've done it that way for so long. We're not going to change. I don't want to hear that. Yep. I don't want to hear that. So, basically, for your sponsorship, you guys would just get your three days that you've already been getting, right? That's
We're not asking you for anything more than we've already gotten from you in the past. We're offering to help. Yeah. Right. Because it's beneficial for you. Yes. But it's also beneficial for us. And our mission, our mission statement, I guess I should say, is not only to further business, but to further the community. Okay, that's part of our mission statement. So that we thought this was a way to to to do everything. I think we just need a motion to approve the partnership, right? Y I'll make that motion. Yeah.
Approved the partnership to to improve the Garden City main pavilion and possible bathrooms. That little and flower beds and I heard it all. May I just interject that whatever you guys decide, I also have to go back to my board. Sure. Tell them what your decision was. Tell them we're on board. Tell them. Basically, if I'm may for just a minute, we're on board. You tell us what you don't like. We'll tweak it and we'll fix it. Okay. That Exactly. that weren't for right now. So, just to confirm what I'm kind of hearing from the current motion is really just my letter of this is what's going to happen.
You guys are in support of a sponsorship, however that looks. It won't be a formal contract. It won't be like Quantis and Rotary. Um, it'll just be an agreement. We'll talk every year and see where we're at. Sounds good. Which I believe their board seems like they're pretty. You could still have the form, but like when what was said when we said the 1,500, you just don't even have to put that in there or just put $5 cuz we know these ladies are going to do whatever they can. If they can help clean up, they're going to help clean up. And then because they know if they don't, don't come back to us again cuz right then you're not going to be, you know, as if we don't see anything. If we don't see anything, we're not going to be held for you. Correct. I'll go all out for you. You can ask these guys here. I'll go all out for you until you until you mess up. Absolutely. So we're on the same page.
There you go. Yeah. You got it. Yeah. So somebody has to make a motion and somebody has to dropped in. So there's just What's the verbiage of the motion? What was it? Just to approve the partnership. Uh yeah, just to approve the partnership. So kind of just what's in the letter. Then let's make it that simple. We're going to approve the partnership between Parks and Rec Commission and the GCB. Yep. The improvement of Garden City Park. Yes. And if you guys do want to see the pavilion. the pavilion. Pavilion for the pavilion. We can't afford the whole park. I like how you think. So say for the main pavilion. Yeah. Okay. So that's going to be it. So that's your motion. Yes. I second.
Second. Second and third over here. All in favor? I. So it's 70 again. Okay. Confused by 70. There's only six of you. Oh, I'm sorry. Okay. You keep confusing. Yeah, I thought I kept on counting those. I I wasn't sure if I was counting myself or not. There's seven at the table in case you guys would like to have go back to your group and tell them that as of right now, you need to come back to us and let us know what you'd like us to have. Well, well, I'll get with Zach to get the verbiage and then I'll again our thought process would be Zach and maybe Mike come up with a wish list and prioritize. So,
well, I think you already got the wish list. First thing on the list we have. Yeah, I think I think we should get through that before we start thinking about anything else because when I saw the coil before I am too. I am too because I I'm gonna age myself, date myself. But there's a box right by the bathrooms that I was alive when they put that in. And I think we only have to go from that box to the pavilion, which should make the cost a little bit less than say from the ice arena. So that box was put in in in the 70s.
All right. So what do you So let me ask you one more question. What do you guys do for fundraisers? We don't. Okay. We have um we have dues that the um members pay, but our dues are really low. And then we get sponsors for the bands. So um basically once we pay the bands once we you know all that the money left over is what we have. So with these you already have these three dates. Um I mean what are you what have you done in the past with bands if they don't if there's not enough juice? Um are you guys running generators so far? they trip and we can reset and but it's still going it's still operating on that it's it's operating we're now
getting larger bands that are needing more thing more ampage right so now they're tripping more often and that scares me to no end what you said is it looks like it's three times what we have the capability what I saw in here it looked like it was three times cuz it's like six we have They need 10 fuses or whatever. They want 15 to 20 amp fuses. So they want Well, they want three times more. Yeah. And that's normal. But again, when they put the box in back in the day, 10 amp was normal, right?
Cuz your whole house was only 60 amp back in the day cuz you didn't have like microwaves and things. Which on a side note, can I tell you my kitchen window looks out onto Arc Colola Park? I've been there almost 20 years. The last 2, three years have been phenomenal. That park looks so much better and it's appreciated. Arola Park. Yeah, it used to look much worse than it does now. Believe me, it took me a heck of a long time. The flooding is still bad, but it looks better. Therefore, people are using it more. The ducks are cute floating in the
Yeah. Yeah. Because I'm telling you, every time I do dishes, I'm looking at it. I'll keep an eye on that commission park not too long ago and fix the flooding issue. So, it still floods a lot at Arola. Yes. But again, it looks better and looks fence on the left on the if I'm over here looking across the park on the left on the right hand side against the fence under the playground equipment. Yes, that's exactly where it floods. I'm on the west side. So, I'm on that side. That's exactly right under the playground equipment and under the there's two places, the playground equipment and then you've got along the fence.
Overall, it looks so much better. Whoever's been maintaining it is doing phenomenal. Because it looks better, it's used more. We have the best DPW team around. Absolutely. I agree. Thank you. Thank you. Thank you for the compliment. S the gentleman with the hat on back there with Mike. Does he have something? Did you want to You got something to do that you Yeah, he's public comment, I believe. Okay. Should we go now or other business? There's only Yeah, there's just the commissioner uh barbecue meet and grief. I just want to talk about that real quick. Okay.
I kind of attached a little letter hoping I want to host this again. There's already some new commissioners since last time. Um and I think it was well received by the community. Uh but we want to have another barbecue meet and greet. Um actually I tentatively have it at the radical center, but I actually might have a different location in the park. I'm working on it. We'll see. Um but I would like to host it again uh to have all the commissioners out. We'll do a barbecue for the residents and we'll be able to meet and talk to the residents about their parks. Um, I kind of suggested some dates, but this is your guys's barbecue. So, you tell me what date you guys like and we'll make it happen. I would say why don't we go May 26 and go back to the Radcliffe. Can we do it at the Radcliff? Yeah,
that would be my suggestion because there's still some people that probably there's been some updates at the Radcliffe that probably none of us have seen. This would be a good time for all of us to get back into the Raggloot, see what the updates are, and have a barbecue there. Now, I can't make that motion, but somebody else can. And technically, you said May 26th. Well, whatever the date is when our next meeting is. Yes. That that would be in place of the meeting. Um, so if you are going to choose that date, maybe instead of including the motion that we would cancel that meeting um and have it at the and then have you guys at the this will be the no business, no voting. Um, it'll just be our barbecue. I can't say it. Somebody else asked.
Okay. I make a motion to Well, wait. Is everybody okay with the 26th? That's the day after. But that's our But that's our meeting day anyway. That's our normal meeting. But I didn't know if anybody Right. There might be some people gone because the holiday. Yeah. Um what do you think? We're good. We could also if we think the it's it's no matter what you do, if you go June, you're close to that holiday too. So, we could push it out to August if you know cuz let's just push it out to December. I guess there's Labor Day.
I'll make a motion to approve the date of the Tuesday the May the 26th instead of our commissioner meeting um having this barbecue to introduce the commissioners. And what was the other thing I was say? We're going to cancel we're going to cancel the meeting. This is in lie of the meeting and so no voting going on just the barbecue. I second. All in favor again. 70 46. It was the second. I'm sorry. Or no, you were the motion. You okay? Got it. Got it. Got it. Prop was the second 60.
Oh yeah, that we'll we'll send out that flyer to the commission sooner and I'll I'll send an email to you so all the commissioners, the three that aren't here know about it. You guys can get that on your calendars for May 26th. Very similar to last time. We'll invite the residents out to come meet you all you guys and we'll have a little barbecue around it. So free and open to the public. Any outside space there? The patio is where we had it last time. Yep. At the Redcliff Center patio. Awesome area. That is really nice. All good. Yep. Thank you. Public comment. I just have one little thing. You got one more thing? Sure. Come on. If a commissioner cannot make yours, on the 21st, GCBA will be there with a tour of the building. So, if a commissioner can't make your meeting, if they want to jump in on ours, feel free. Perfect.
I'm on the 21st, 6 to 8. I'll get that invite from her, too. I'll send it to the commission. That's their GCBA annual um evening meeting. Is that Is that open to the public or just Absolutely. Okay. Awesome. Hello everyone. Hi,
my name is Corey Kramer. Um, I am an avid disc golfer and I would like to propose I've already done this last year, but I would like to propose installing a disc golf course in Garden City Park. Um, there's a couple things that I have kind of learned since last time that I tried to do this. Uh, one being we can make this very cheap. The most expensive part of adding a disc golf course into a park is the concrete. Uh we usually use a 5x10 uh square foot concrete pad as our teapad. And I know that usually costs a pretty penny nowadays. Um if you were to do 18 tap pads for the 18 holes, then that could be upwards of $20,000. A lot of courses around here don't have any teapads. They're just using a marker, usually the T sign as your position to start and then going towards the basket. Baskets for nine baskets. It's uh I have five quotes for roughly around $4,000. That is very cheap for an activity that anybody can play. Disc golf is something that uh I've seen three-year-olds play and I've seen 73 year olds play. It's it's a fun activity. It gets you out into the park. One really cool thing about disc golf is we use the the the nature as our obstacles. So there is no cutting down trees. It's not like regular golf courses where we have to make fairways. Uh we're using the trees as the fairways. Um the baskets come with metal sleeves. Those get cemented into the ground and it comes with a lock for removability. So if there is a basket in place of an area that you need to use for some other activity, you can just pull the basket
out for the day, put up a sign that says disc golf course is uh closed for the day for whatever event. I know you guys usually do the uh the marshmallow drop in the big field. That is kind of where one of the holes that I would propose would be. um you would just pull the basket and say today's event is or it's closed for today's event. Uh I would like to get a quote from DPW for the concrete uh teads, but in the meantime, $4,000 is really all we need. And then on top of that, uh there would be 20 23 to 24 signs. These would be roughly 7 by 10 uh made out of metal. They would be either attached to uh 4x4 posts kind of cut on an angle. It would look similar to a golf course T- sign or um using the I don't know what it's called, but it's got the it's it's what a lot of street signs are connected to. It's a square and it's got like the the rivets. You can attach it by that. Either way, um this would be I have to May I approach the bench?
Sure. Sure. I don't know how this works. Cory, real quick, did you address any of the issues that the people had the last time we went through this? Do you remember what they were? Have those issues been addressed? I hate to, you know, I'm all behind and I'll help you anyway can in that disc golf, but when we ran up against what those people were saying, unless we can dodge the bullet on that stuff, I think we're going to run up against the same thing again. Yeah, I want to look at that. We bring it. Yeah, bring those. Don't don't don't have two things. Unfortunately, I can only print out two each, so you guys have to share. That's all right. But here is the proposed district course map.
Um, this would be located in the I believe it is the norththeast corner. So, it would be um are we looking at it like is this north? Yes. So, would you this is the parking lot. This would be that workout area. And then this is and this is the shed. Yep. And then this is the the farthest north. So it would be all throughout the 70s address. Oh, I see. Cory, was that within a year? That's
probably a year ago. Yeah, but where was who was here at that time? Well, it was who was the commissioner in front of Okay. So, so this is the No, but you came in front of us and do you remember who the director was at the time? And then that's male and then some sort of like little dur. Yeah. We had the problem. People walking the track and you're throwing discs, right? That's our problem. No, if he went to Kim, that's I was waiting to see if he went to Kim. So, he got them both. Okay. Yeah, he got the previous two. Yes. Just curious.
Have any of these courses ever been like nine holes? Like a Well, okay. So, this is nine holes. We're It would be nine baskets with 18 pin or 18 T positions. So, there would be a long and a short. Oh, okay. Okay. That way you could play alternate and go around twice and play 18. I like that that there's not so much. Yeah. So, if you look at the map, it starts right by the uh gym equipment um that is installed where like the volleyball used to be. Okay. It kind of zigzags through the um the wooded area behind the baseball diamonds
and then it goes behind the shed and then the last hole is in that open field that you use and it lands right where the uh volleyball nets would be. So, the main concern last time was there was a woman from the Kowanas group that was concerned that there would be injuries throwing the discs. If you've ever thrown a Frisbee, the majority of them are Frisbee like and then the faster you get with a disc, the sharper the rim, but you still are throwing it in the air. It's easy to look out for people. It's easy to call upon people that are kind of in the field that you're throwing towards without it being like a golf ball going 100 miles an hour. So that that I it's really hard for me to convince someone that does not believe that it would be safe enough. But one fun fact that I have
lay it out again and walk it so we could see what I actually met up with Zach and uh uh Mike yesterday. I I go there all the time. Last time you had a you actually had the vid that's where they came in because people were seeing where the discs were going to go. Yes. So, and that's why I'm wondering did you make another video like that with the course laid out so people can see where it's truly going to be. Again, I can uh one thing that you I would advise you to
Yeah. If you look at the bottom of the map, there is an orange icon. It is for an app that every disc golfer uses. It's um you can look up disc golf courses. You can also uh score and rate everything on the disc golf course. I'm sorry that I only have two maps. You're good. You're good. No, you're fine. Um they shared it. We shared it. But one cool thing is we can put a QR code on the map and on the T- signs for a YouTube video showing the course breakdown with a drone. And I have a friend that will film that with me so that we can kind of show how that'll look. Um, go on the map though, too. This is Yes. them throwing it over the sidewalk, right?
Uh, what this is, it's a small driveway that maybe like DPW uses. Yes, there are, I believe, two signs that I that I designed. It would be six and nine. Yeah, that does where you would be just on the other side of the walking path. So it would be if if this walking path, you'd be about right here. So there is unless you are malicious, there is no way of you like going over
and that's just to get a little more distance on some of the holes. We can move that. That is not something that's set in stone. Those are just designs that I thought of. This is probably the 20th iteration that I have of this. I go there all the time in the mornings, walk it, I'll play it. Um, like I said yesterday, I was kind of playing it while we were walking our dog. Uh, there is no concern of uh softball uh players hitting over the fence at us. It's not really I mean it would be the same as anybody walking around the park. So, our safety is fine. I don't believe personally there is much concern with safety when it comes to throwing the the discs because it is an area that is kind of enclosed in the the woods. Um and also there are no areas that have um like screening like some of these courses have a lot of bushes. You don't know what's on the other side of the bushes. These are canopy trees so you can see around every area. Um, couple fun facts about disc golf. There is now more disc golf courses in the United States than Dunkin Donuts. That's a that's a fun fact. Uh, and I would love for Garden City to be one of them. The closest disc golf courses to here. There's one in Canton, there's one in Northville, and there's one in Taylor. Those would be the closest, and they're all 20 minutes away. So, it is pretty much a hike. um especially if this wants to be something that any child or anyone in Garden City would like to come to. Um I travel all around the country for work. The first thing I do when I find out where I'm going is open up the app and on the app there's a map of every course. So I have been all around the country. Nine whole courses are amazing. It's the the single thing that grows the sport because it's so easy for anybody to like kind of just jump in and go
easy and fast. Yep. Frisbes cost anywhere between 10 and $25 depending on which one you want. If it's got a cool face on it or something, it might be 25, but you can play with one. You can play with a whole bag. Do you see leagues coming? Yes. Do you see tournaments coming? Yes. Another thing that who would benefit from the leagues and the tournament that could be set up to be something that the city does um with coordination between me and some other locals that play. Most the other all the other co courses right now it's just a free you just buy your supplies and go right. I mean, they're never
there. The only courses that are around that are pay to play are inside the metrop parks because you have to pay to get in and then also they have some of the highest maintenance of the disc golf courses. Um, so it's like $3 for the day kind of thing. Most courses are free. Um, this would be maintained the same way that uh the park is now. You would just cut the grass. You would just have to weed whip around the the baskets and that's about it. Um, one issue with not doing the concrete teapads is eventually it will kind of tear up the grass in that position. Now, a couple things that we could do is if we don't have the funds for teapads, we can um fund raise, which if you look on the other, not the course map, but the other one, there is an example of a T- sign that has um all of the information and it has an open square that would be a sponsor. We could fundra local uh companies to see if they would want to donate to uh for us to lay the concrete and then we can put their logo or information in that square. That is one way I've seen a couple uh local disc golf courses do it.
4 in like a sidewalk pretty much. Yeah, it's what size again? Uh 5 by10 roughly. And it would be the only the only stipulation that we prefer would be it would be brushed uh on top to give us a little bit more like um grit for when we are running up. What about like that that uh crushed rubber like on the playgrounds? Would that work? Uh I don't know if I' I've never seen the crushed rubber. I know that there's a company in like what's the playground stuff that play? Yeah. The pour and play is what the key is referencing. I believe reference in the pour and play. Yeah, but I believe I Is that cheaper than concrete?
The method of pouring play is a concrete pad and then pour and play. I don't think it Okay, so we'll do the pour and play and then we'll just rip out the pour and play. Never mind.
Uh but yes, leagues would be a really nice thing. Uh that would that would bring in a lot of people. Uh disc golf tournaments can be something where we get prizes from. There are actually two major manufacturers. One of them in Wixom, the other one in Marlet, which is in the thumb, but they are world known disc golf manufacturers. So, we can probably get them to sponsor something like that. Another thing when you brought up that the ice melts, you can do a nighttime indoor putting league, which I've seen a lot. Um, but instead of renting out something like one of those soccer domes, you can use the ice arena area. Um, and then eventually if you do get the concession stand open, that is right next to where hole one would be, you can start selling frisbees. So,
yeah, that's probably the concession stand that used to be the batting cage thing. Yeah. Oh, yeah. That's Yeah. What was the cost you seen per square foot on cement or did you look at all yet? Um, I've gotten some estimates anywhere between $500 and $1,000 per um pad. I don't know if that's how it would be quoted if you had DPW do it. Um, but I can get quotes for those. All I know is I got five quotes for the baskets and they are all around $4,000 which I think is very
What' you say you think the pad was? Uh, between 500 and a,000 per pad. Really? I don't know. They're saying that concrete right now is $12 a square foot. You got 500 square foot. At $12 a foot, it ain't coming out to that. So, going to have to do some homework and convince us on that one. Well, that's the reason that I bring up the initial idea, which would be just having a T- sign as your marker for start and then the basket. I don't hate that idea because I feel like you could try it out to see if it works. Yes.
To see, you know, if it's cohesive with everything else in the park before you commit to the concrete. Yep. Cuz what um one of the other parks around here was in Leavonia. It was in a neighborhood in between an an actual like backyard neighborhood and a school and within a couple weeks it got pulled because a lot of the neighbors hated it. Um the school hated it. Leavonia still has their baskets but they're kind of figuring out where they can put another uh disc golf course. This is something where there is no neighborhood that would be affected by this. This would it be affected by the neighborhood? Well, it's people's backyards but right up to your course. Everything would be on the inside of the walking track.
Yeah. But like some of these other ones that are on the, you know, on the other side of the hill like on No, there's nothing on on the other side of the hill. Like here's the hill, right? Yeah. This is that bike path. Everything on the inside. But there's neighbors here and neighbors here. Well, then the neighbors would be like way up here. Yeah. We're just, you know, there is a neighborhood. I appreciate that it's throwing away from them, right? For like whole six. Are you talking is kind of close, but it's throwing I think once he's I think once he does a layout and we can see a video. Yeah, a video would be a lot easier. A lot clearer reading on it. Um
I think the pad thing and finding sponsors would be great. If those pads are going to run in the thousands of dollars, you might have to get two. I'd like to walk. I don't unless you're going to Stew Evans or North um North Brothers and saying, "Hey, you want to buy a pad for 5,000? We'll put your name on it." They probably look at that as a cheap investment for them for what they spend on advertising. But you go to a party store and say, "Hey man, you want to drop five grand for a pad?" Right. Right. Right. Now, if you go say, "Hey, you want to drop a couple thousand?" He might say, "Hey, but you're going to share it with somebody." Okay. All right.
Yeah. Yeah. Yeah. Last time I I ran a quote, there was one for Kerwin Construction that was like 550 per would be go to Kerwin and say, "Hey, is this the track? Can you give us a deal?" Cuz I I went to school with Danny, so that's you got a veteran in there. Actually, I could probably ask uh Jake Jones's dad to donate, too. So that's if you ever find Jake's dad, ask him if he'll donate. Please do that. Yeah, if you ever find Jake. Yeah, I know where he's at. Well, yeah. So, this is that's that's just something that I would like to um I think you should push it again. So, be
you just got to make sure the things that you ran up against the first time, you got them covered because if you don't have them covered this time and people bring the same things back up again, Yeah. it's not going to be good. Where would I what would be my next steps? Would it be coming back to one of these or would there be something else that would I would say the video is probably next, wouldn't you? Cuz first he's got to convince us. And I I don't want to speak for everybody, but I feel there's a little hesitation on this board for that as of this moment. But until you see it, it may clear it up. I don't know.
Yep. Of course, as you guys know, um, with the parks commission board, you know, if there's something you guys want to see and you want improvements, you're more than welcome to either have me put this on the next agenda, you're more than welcome to make a motion at any time, um, and recommend that. Uh, when it comes to dollars, as you know, we're an advisory board to the city council, and if it's in that purchasing range, then we have to go to city council for it. Um, if it's not and it's budgeted, that's a decision the department can make. Um, so it's really off your guys' recommendation. Uh, so I guess the next step would be for you guys is whether however you want to respond or don't respond, it's up to you. Um, and if someone wants to make a motion in terms of that or if someone
make a motion that we're interested in this, but we want to see the course more live than anything else. I think if you're looking for a response from him, you don't necessarily have to make a motion because the motion would be more guiding me or counsel to a decision. If you don't think it's up to if you don't believe this is something I should be looking into yet, then we don't necessarily have to do a motion yet. What do you think about the idea?
Uh, I think I would have to look into it. I know this is brought up several times before and I never really looked into it then, not being involved with the department, but um, if this commission's interest is for it, then I will do my homework. I'll look back to the previous submissions and see what was done and said between the different directors at those times uh, and look and I can provide uh, um, some guidance on what I believe is good for the park. um something that maybe and I don't know but look in the five-year master plan and see if this is was a request from any of the residents. That'd probably be my first step. That was going to be one of my questions here is like how does that fit within
master? I don't think it was in there, but I still think this is a good idea. I still think it can help and it'll bring more people into the community. I feel like it might have been in there, but it could be someone have to look. I do I know like it's listed as a sport. I just don't know if it was recommended for any of our spaces in there. And to your point, it doesn't have to be in there, right? We can modify as we move along. We've got
No, it doesn't have to be in there, but a decision something I take every single decision, especially if it's a capital expense. So expenses are 5,000 or more. Every time I'm making one of those, I'm looking into this book and saying, where does this fall in line? Because this could be dollars away from Florence Park. This could be dollars away from other projects the community has already expressed interest in. And of course, you guys have the power to say, "No, I think this is actually a need. This wasn't thought of three years ago when this book was put together. I think it is now. We have community interest obviously, right? We have someone that's very interested. Uh, and there's a community behind it." So, that is something you guys can advise and make decisions on outside of that book, but when it comes across my desk, I'm going to the book to reference on what we spend our capital assets on.
Perfect. So, something we want to put on the back burner, and I think Kate had a great idea. What we should do is once we're satisfied that it's something we want to go forward with, we should have some type of like open public meeting and see what kind of feedback we get from the public on it before we go step on our uh toes, if you will.
Yeah. Well, it's something of course if you guys um do want any of you at any time can put something on the agenda. Actually, John reached out and said, "Hey, we got some GCA interest. I want to put that on the agenda." Anyone can do that at any time. Just let me know. And if you guys feel like you want to put disc off in the agenda, that's kind of the trigger to the public because we release the agenda ahead of time. Hey, there's discoff on here. I want to say something about that. Um, and that's when they come to our meeting. So, putting it as an action item for a future item to actually talk about and discuss, um, would be a good way of notifying the public, hey, the commission's considering this and we want your input.
So, it almost sounds like what we need to do is have him go forward on the video. You do some homework. And I don't think we need to make a motion or vote on anything at this time because all we're doing is saying you need to do some work. You got more work to do. Could you put it on the April meeting and ask the public? Well, the thing I was going to say is ask him if he'll be Can we have another meeting tomorrow? Because I could have it by then. Well, no. I mean, if that's your answer, if you're going to tell me that, then that's fine because you know what? We've got to be ready. And if you want, you know, I I I have to add something. I every disc golf course that I have encountered. Okay, now fair enough. I am not a disc golf player. Mhm.
But everyone that I have either driven up to or driven by. Um they always look like they're not kept up. Um the coarser the people. Yeah. Around the baskets, it's all worn out and ditched out. Okay. Um, do they have the pads there or they don't have pads where you're talking about around the baskets, you know, where you grab your disc out of it's all like worn, you know? Well, that's cuz everybody's walking there. What's What's the What's the piece about fixing it, you know, the swing sets?
So, I have noticed that that as well. Um, some are not kept up because the maintenance team for that specific park or or things like that don't really care about the area. Um, with this it would be just cutting the grass normal and then weed whacking around the pole. It is a steel pole so it doesn't really get affected by that. Yeah. But I think what she's talking about is everything gets wore down from everybody walking there and then it think about it. You could walk out of your house, walk kitty corner across your grass. Oh, yeah. Every morning you do that, pretty soon you're going to have a path going that way. Yeah. Well, about like under a swing set, you know how the swing, you know, get reached out and
that's m more maintenance for the grounds, you know, for GPS, right? Or the actual basket. The other thing is I have to say, yeah, you have a lot of sign signage that you were proposed that would go on each hole. Yes. And um right now, I mean, we can barely even keep the dog bag sign poles without being vandalized. Oh, really? Yeah. I mean, it's like you put one up and it's either broken or gone and it it doesn't get replaced. So, I look at this as kind of like this is going to be quite a bit of extra money just to keep it about what the basket
looking good and up, you know, like up to your standards and up to, you know, so our park doesn't look like it's in disarray. I that's just how I look at it. I'm like I don't know if we're up to that in the budget is all I'm saying. So, the bud So, the so the baskets are cemented in too. Yeah, there's a there's a steel sleeve that gets cemented in and then the pole of the basket slides in and then there's a lock so that you can unlock it if you need to remove them for anything. He also said 20 to 24 signs and a 4x4 post.
You know, the all the doggy doodoo signs, you know, they barely even stay up because of vandals, unfortunately. You mean well there are well a lot of weed whipping for whoever uh is doing that I will say just to vandalism I think it's been laid down and I think with the more activation we do at the park the less that'll happen so I do I do understand the concern but I really hope we're moving in a direction that doesn't happen as much anymore right if more I think you're right the thing is I think each time you play you know each time there's a league much more presence in the park and you have more presence now public works being there around
but but I think the key thing is what you said was is the right thing if you have more activity in the park you're going to have less vandalism now the nighttime vandalism I don't know how you're going to get that to quit because I'm sure they watch for the cops to leave and then come in and do it because I'm sure they got their pattern down by now. Yeah, I've been through the park actually a lot recently and people do clear out at night. the officer does make its round through and um I think I think the park's doing better and I believe we'll continue moving that way. Like activation I that's kind of my goal moving forward. The more we activate these parks, the less that will happen because people will take care of them. So
sorry to get off topic, but speaking of vandals, how is the bath house bathrooms been anything lately or? Uh not that I'm aware of. No good. Better. Okay. I think they're not as open as much, which is actually I talked with public works or this past week on trying to get them a little open more. We kind of moved to this holy will we have pavilion rentals instead of like, you know, normal sunrise, right? The the ice arena bathrooms are open. What about the mural? Has that It looks really good. I think it's definitely makes the front of the building look a lot better. No vandalism as of yet.
No. Mike said twice, unfortunately. Gotcha. Um, you fixed it, I'm assuming. Good job. You know, there's there's a few kids that ride their motor or their Yeah, I would like to see you come back for April. I would like to see um I would like to hear the public's opinion about what they think. I I'm not against it. Does a petition sound like something that that is needed? Like a public petition that might help your cause, right? And definitely spread the word, you know, to Yeah. I mean because and that's the thing because we could sit up here all day long and approve it and then you get shut down by city council and then it's just you know um I know you were
the other thing is you have an insight you can see if the city council has any insight on this too. Thank you. I can bring up. You're talking about folks were worried about injuries and Huh? Injuries. Okay. So, what the lady was the last time we were here, she noticed that like he was talking about, remember the Frisbees or the disc golf frisbees, they get shallower as they go farther, right? So, it's almost like a thin edge. Yeah.
Like a sharp edge. So the one lady was concerned that if the if it got thrown over the hill, the people walking on the other side of the hill were going to get hit by this object moving in an extreme amount of speed. This is a complete and then also Yeah. I hope these hope I hope you're not bringing us the same layout as No, no. If if you look if you look at for example hole six, there would be a red sign on the closest tree to the hill that would play as a mandatory that you have to go on the lower end of the hill. things like that which make the make the course a little more fun because it's another obstacle that we have to kind of go
that's right a certain way but then also it's for safety. Yeah. Yeah. Yep. Okay. No, I like the idea of bringing more people into the park. You're not cutting down trees. You're preserving the the I was actually upset cuz one fell down because of the wind. Yeah. That's one less obstacle that I have to go around. So, I think the other thing you can do is after we see the video, if we need more convincing, maybe what we do is I I can set up a a drone fly through. I can also set up a video of me playing the course. I I'm thinking more like the commissioners walking through the course with you. So, we I think that's a good idea. Sure. I I think if we walk through the course When are you available?
I'm available almost all the time. You have to get everybody to match up with me. Yeah. Oh, you can keep that. It would be something It would be something those are printed for you. It could be something as simple as a meeting night. Instead of having meeting here, we could meet at the park and he could take us through it. Or we could have a It'll take roughly a half hour to walk through this. Um, if you play like a course this size, I could probably play within 30 minutes. Um, I know that because if we're walking, it's not going to take 30 minutes to No, but I'm saying if you're playing, that's 30 minutes. um pointing out the the holes. It's yeah, it can take 10 15 minutes to show where everything is.
I would say because our meetings are recorded and such, it would be hard to host a meeting off site like that, especially in the park. And then it also would be hard to have more than uh a quorum of you guys all attending a session with him and then discussing a business that we've already been interested to put on an agenda. Could walk through but not discuss. Yeah, but we could not put it on the agenda first and then do that. Well, it's a possible agenda item, which is so as long as you guys aren't discussing. So, that's just something I would stray from and it would be hard for me to support an event like that. But if in smaller groups you guys wanted to go there and such, that'd be then maybe that's what we'll have. Okay. So, we've got the idea. We know what we want to do. We just have to make sure we break it down and only two or three of us go with them at one time. Yeah. And still, of course, with open maniac, you wouldn't discuss it.
I think everybody get discuss your I'm thinking you'll get the full picture then. Mhm. If you if if we see the video and you still aren't sold, at least give it one more opportunity and walk it. And if we feel that it's unsafe when we walk it, then we'll just have to figure out maybe he can move the holes then. 100. I mean, you said it yourself. That's not the same. Uh it's not it's not a dead issue. Even I'm looking at we need to keep this from being a dead issue. Yep. And I'm sure we're going to come up with oh, we can't do this. So, we can't do that. Yeah. But let's figure out how we can do that and how we can do this. And I have alternate pins for Okay. most of the holes just in case. Perfect. So,
thank you everyone. Thank you. No, thank you again. Does this Dan Kate, you would like to see this on the April agenda? Yes, that I can do. Have we just about covered everything in the uh reports from park and recck director? I think we not even close now. I guess yeah. Are we good with public comment? We've we've kind of walked around it a little bit. So I think we're I can keep the report very short.
Okay. um upcoming events. I actually included a draft of our April uh calendar is actually complete now, but I didn't have time to update it. Um so it's actually double the amount of stuff you see on here because this is only our reoccurring stuff.
Our actual like stuff in April that's a one time thing isn't on this calendar. Um but I thought it was kind of cool to show you guys what what our process looks like. That's that calendar there. You'll see that tomorrow on Facebook and emailed to all of you uh through Sportsman. And the second flyer is our breakfast, the Easter breakfast this Saturday. We are really hoping to get it to 200 people. So tell your friends, family and actually all yourselves feel free to come out. Um this is actually a partnership with the Quantis Club and something I realized with our breakfast with Santa, it's a very great event, but it requires a lot of staff to put on that size of an event. And as I already said, my background, I love special events and I want to do more. I want to do one every single month. This is going to be our one for April. Um, and I really needed to cut down on my staffing costs because it takes a lot to put up tables and chairs, clean every table and chair, put uh um cloths and stuff. And we're still going to handle a lot of the manual labor. I don't want to force that off on another organization. But I went back actually this uh the Easter egg hunt itself was generated at first in Garden City by the Quantis Club. So I went back to them and said, "Hey, is there any chance you guys want this event back in any form or fashion, whatever you think it looks like?" Um they said, "Yes, of course. We'd love to join you." Uh we came up with this idea of a breakfast similar to Santa. We will have actually still three egg hunts during the event in our courtyard at Radcliffe. The breakfast itself will be outside of the lunch. Um but every single kid that attends will be able to go down and do an egg hunt with us too. And the Quanas Club is really providing all that vital uh support we need during the event. So they're going to help serve the food, put tablecloths on, take that off, wipe some tables down for us. Um and they already have a lot of members committed. So, I'm really excited to partner with them and I want to continue to partner with other organizations to bring these type of uh large scale events to the community. Um, of course, this one we still have to charge because we're doing the food and stuff. Um, but essentially the cost of the eggs and such is covered. Um, outside of this uh but this will pay for the essentially this pays for the breakfast itself. So, we're still providing stuff. The Quantis Club is actually chipping in too. They want to provide the photos. Um, that is a little bit of costly thing is they actually
walk away with a photo and a photo sleeve. Um, so they're going to pay for that portion of it to take your photo with the Easter Bunny just like we did with the breakfast with Santa. So they're not only contributing in um, uh, staffing or volunteers I should say, they're also contributing some dollars in that. And we did discuss with them depending on how the revenue shakes out on this. Really depends on how many people we have. We give some back to them. We could pay for the photos. It's really as we put these partnerships partnerships or partnerships uh, together. It's kind of like we're kind of figuring it out as we go. So um, something I'm excited to partner with them on. have been really great partners with this uh event. I think we got to be more flexible than we have been in the past.
Exactly. And that's what we're doing. Like we don't we don't know what revenue will come out of this event. We don't know, you know, we really don't know where that stands. I know where we stand with Breakfast with Santa. Um but if we don't get I mean Breakfast with Santa, we had over 200 kids. So uh really depends where you fall in this. Right now we have 100 registered and hopefully that climbs up to that uh 175 200. really my goal is 175, but 200 would really blow this out of the water and um make this beneficial for not only us and Kuanas um monetarily for them as well. So, we're hoping for that. Uh secondly, I want to talk a little bit about softball. We're bringing back softball leagues and as you may have seen, there's actually a Facebook page called Garden City softball. I posted on that within the last week asking for feedback from all the residents who ever played on a softball team with us, residents that are interested or community members that are interested in playing softball this spring and summer. uh to give me your feedback why, you know, the league kind of disappeared. Why, you know, why what were the why did our uh uh teams leave? And I've reached out to every single one that I know and I've actually talked to a lot of them personally and I've done a lot of research on how can we bring this back. And there's actually three points I hear continuously over and over and over again. Um which I hope I'm more than welcome to share, but I kind of want to make sure it's I don't influence anybody's uh opinions, but it seems like okay, these are the three things I need to focus on and bring soft back to Garden City. At this time, I'm very very confident we will have our full summer leagues back up and running. I think we'll have those teams. That is a huge addition to our park. We talked about the activation. Uh really looking for that moving forward uh this summer. So, I think softball will be an interesting forward. Um and as actually kind of mentioned a little bit, mentioned earlier, we're looking to turn our old park attendant building now that we no longer need it into a concession stand for the park. So, when GCO is doing the practicing games there, while we're running softball when the park is busy, it's in relation to all the fields. is in relation to the walking path. Uh maybe we can make some money in our concessions. So the concessions of the ice rink is really wellliked. I know people go there sometimes just for the concessions. I know I do. Um so I think that extending that outside during the
summer months will be very bene. There's a little green building right uh as you walk down to the um yeah okay.
Yeah. That is currently or was previously our park attendant building. That's where all their equipment was stored. That's where all the equipment for maintaining the fields were or field dry or um chalk and all that. That's previously where that was all stored. We found other places for all that stuff and then all the park attend stuff we moved over to public works as they'll be taking on that task this summer. Um so we kind of have the space to turn into a concession stand. So I've been actually working with a lot of local organizations and businesses to donate some time and material and then anything we had left over from other projects like at Radcliffe and such to turn this into a working concession stand. Plus, we have equipment that we've kind of done over the years um in terms of cooking food and stuff like that that we either no longer use in the rink um like stuff for hot dogs and such or we've replaced equipment over time but still works. It can be for our trial period and see how this does over the summer. You know, if it doesn't work, at least we didn't spend too much money on it. If it does work, hopefully we generated some money um after we're done in the year. So kind of two things softball because I understand all tied into one. I wanted to give the commission a moment and you know maybe we can wait to commission comments but or if you have you can evenly anytime uh if you know anything about softball any suggestions uh or if you played any suggestions or feedback that I can take into our summer leagues. I'm hoping to have the leagues posted within the next week or two so people can start signing up. Um but I want to give the commission a moment to kind of hear what's going on with softball and give uh an option for anyone if you have any questions or comments about softball. It is a large revenue generator for our parks this summer.
They're happy to see it coming back. Yeah, I know. They start they tried it last year and it the teams got cancelled. Yeah. Yeah. There wasn't enough and they weren't willing to play with the smaller teams or play against each other and the two we only had so many teams per league and they weren't willing to do that. How long has it been gone for? I think two years like two softball gone too.
Yeah. it I mean in its peak it reached it was running almost every night in 64 teams. Um so it's been declining since then and then we kind of been off for a few years. So this will be a starter year. I hope to like I hope to be blown away by the amount of teams we have. Uh I have high expectations. I want to run at least two nights during the summer. Um maybe two leaves on Sunday. Probably just one. We actually have a rental Sunday mornings already on the fields. So it probably be an afternoon Sunday and afternoon sometime during the week. start with a men's and a co-ed um and see where we go from there. If one of those fills up with all 16 teams, then we'll add introduce another day, maybe a Thursday. Um and then we also talked about other leagues running on because of course we have our kickball that's been very successful the last few years um that runs on one of our fields one night a week. And then um we also actually just recently considered maybe doing hard ball. There's not many cities around us doing that. So if we can get the interest, we're kind of drumming it up right now with softball. Maybe there's a few that want to want to do a men's hard ball league as well on top of we haven't really dived into this yet, but I also want to bring whiffle ball. We tried it a few years ago. It kind of worked, kind of didn't, but I think Wball's kind of making it back. So, between Radcliffe hosting some WLE ball stuff there and on our fields, I think we can do something. So, hopefully between all those leagues, we were busy every single night. On top of GCU also uses the fields considerably during the summer as well.
Radcliffe ribbon cutting. Yes. So, I will send this out. Um, we I I was hoping to have the dates already. We kind of have a tenative date out there in April and a tenative date of I think it's April 29th and May 1st, but I'll send those out. Um, we're going to do a ribbon cutting during the week. Uh, Warren Evans have like the 26th. No. Kill three birds with one stone. Let's get it all done. Yeah. This was actually one of not necessarily
not necessarily a requirement of the grant but of course uh the funds are from Wing County ARPA and the county likes to recognize where they put their dollars and um a lot of it was spent at Radcliffe. So we're hoping to have um some county officials there at our ribbon cutting and then that very next Friday um we're going to have a Radcliffe like fun event where we showcase everything that we have at the center that Friday night. So, we'll have a ribbon cutting during the week and then Friday night we'll have like a family fun night um with tons of different activities and to showcase the center um kind of almost a second grand opening because we did one previously but the center has changed so much even since so the dates changed from what we picked before. No, I don't believe so this was the dates that they they were suggesting. We just haven't had confirmation from the county yet
and this day and then the Friday the May 1st I think it was or something like that. Yeah, it knows it's May 1st. I don't remember. I think it was a Thursday though. It was the Wednesday or Thursday. We we sent those out to the county. That was like a 3:00, too.
Yes. It's earlier in the day. It's really so the county can be there. So, we're trying to do two different events. One for the community, one for, of course, all you guys, county officials and such like that. One will be the more formal ribbon cutting and one will be more of a fun event. Not that the ribbon cutting won't also include being able to see all the spaces, but we just won't have everything set up to play and do stuff with. But the family fun night, we will. It'll be free to the public. Um, we'll do some type of uh food and events and fun and uh we're still working out the details on that. So, just really confirming I want them in the same week. So, I'm just confirming the county officials are good with that uh last week of April. So, that is it for my updates if anyone has uh anything else. Anybody else? Commissioners, Rob, anything tonight?
Uh the only I don't think I ever mentioned that the raffle tickets the gun day are $20 a piece. I don't think I ever mentioned how much they were, but um No, I What? You didn't. I did. Okay, good. $20 a piece. You didn't, but I already knew. So, go to GCYA on Facebook and message if you'd like tickets. Joe Bandy, um Samantha Lee, she runs the the cheer program. Um I'm sure if you reach out, you can get with somebody. That's uh that's all. I just have two things. um Florence Park. Any movement on a playscape or any any plans or to
Yeah, we're still waiting to hear back. So, the way the uh Wayne County mill works for parks, that money is allocated. It gets sent the county gets in that information, their parks department, they send it to all the commissioners and commissioners decide where to allocate that to. Um I'm not so sure if we're getting it this year or next. Um I think that'll be a big influence on the Florence Park project. Of course, we're looking for grants and something I've been looking into is the DNR funds. We haven't pulled the DNR fund grant in a long time. So, that's something uh good for us because it's based on how how much you pull down. Um so, that's also something else we can look into for Florence Park. Currently, there are no current plans. Uh really, I was kind of waiting for that Wayne County and I'm not really sure where that's going to go as at this point. Um I believe it's Dean Heis's turn this year. Um depending on our commissioner's choice and then, you know, if it's us next year, that'll be like the first thing that is prioritized. you know, the commission prioritized that money towards that. Um, so that's where it'll be going. If we can get something uh grant in terms of forehand, that'd be great.
Okay. And then my other question was, where are we about hiring a director? Um, I believe they're in the process. So, I know I had an interview uh they interviewed a few other people. So, I believe the next step is taking that to council. Um, I know it's not on this Monday's meeting, but I believe it'll be sometime in April. Um, yeah, I'm not so sure. I know I'm I applied for it so I haven't really been kept in the loop in terms of where it's at because I'm one of the people. Yeah, it's been a while. So, I was just wondering where we are. You know, it's Erica left.
I do know at the time when you know uh when this came up, council did make a motion saying we want to see it posted, but we also want to give the interim a chance. So, they did give a little bit of time to see how it goes with me uh kind of leading the ship. And I believe they're evaluating their, you know, choices now, and we'll see uh hopefully answer here soon. Okay. All right, that's all I have. Thank you. Nothing for me. Um I I have some things to address at city park with DPS. So that's some tree removal along the fence line.
Yeah, of course. Just share that with us. We can get it in on their work to you and I'll submit it to them. So, and of course, like I said, too, if you ever want to call that, you know, 7931600 that takes you to our information desk, they can put that all in for you. You know what though? Should I tell them I'm um on the commission? You don't have to, but you're more than welcome to. Okay. And maybe you'll get the same treatment. Maybe get further. You get the same treatment either way. What I would do is I'd name drop and I'd say you're on the commission and I would tell them that you've talked with him and you know, you want to know what's going to happen and who do you got to call back to make sure it happens. Yeah. Cuz it's cuz follow-up's the big thing nowadays because people do not people do not pay attention to detail and people do not follow up. I can guarantee you that.
Just call Zach direct. Well, I can tell you no matter how you contact us, it's all going to go into Cclick Fix. Whether you call me, you text me, you call him, you text him, it's going to get put into Cclick Fix no matter what. So, we're going to generate that ticket and we're going to keep track of all this stuff. Um, so that way, do you know if they actually do the like I'm talking about not really big trees, just like brush that's grown up. Do they do the actual removal? Yeah. Okay. I wasn't sure that was supposed to be a outside source. No, not often. They they handle almost all their maintenance in house. Okay.
Yep. But put that in. We'll generate that ticket and again we can track that ticket. So anytime you can call back and say, "Hey, put that ticket in where it's at." Or you can text me, "Hey, where's that? Where's the status of that?" I can take a look real quick just on my phone. I can let you know what they're doing, whether they've scheduled the work, they're working on it, whether there's issues, maybe it's something they can't cut down at the time, maybe it's a, you know, a resident likes it because it's privacy. Who knows? But we'll be able to track that. And then if you leave your email and phone number, they'll actually know to email you back and say this is where we are with the ticket. And then anytime you can log on and see. So especially yeah if you create the app, if you download the app and try it, it there is no just goes out in the like we have we will be working on it like it'll be something that gets completed. So there'll be some type of status update. Next,
um I would like to see us get back to setting up um cleanups at the park and also getting the junior parks commission people kids going. The volunteer club, huh? Is that what we're talking about? The volunteer club? Yeah. Yeah, that was a thing. Yep. Actually, just both of those. The park cleanups, I think we will still do them. It just actually was kind of a conversation with public works being so on the ball. I don't know if you've been to the parks lately. there not my much there might not be too much to do uh in ahead of time and even with moving the mulch like they just have the equipment and tools to do it but I still want to do some type of work. Well, we went to Manor Park the one time and kids were coming there to play soccer and their all their friends weren't there yet so they came and helped clean up with us
moved mulch around and everything for us. No, I really do like those events and they might look a little different because I don't think there'll be much maintenance to do, but uh we'll still have something in the parks whether it I still want I love that we're in that name workday, but I just don't know what they're going to entail, but we're definitely going to do something uh throughout the summer. So, I'm going to let public works do what they do best and get the parks into shape and then we'll see where we're at. Maybe what needs attention, what they need help with, what doesn't. Lots of trash, I would say. I was going to say you definitely got to keep track of the mulch because I guarantee you because we put that mulch down last year, right? You're going to need more mulch because I think you already need more mulch already. Yeah.
I just don't know. I don't know how much we're supposed to let it drop before we build it back up because I'm sure with the way that is there's a certain height so you get what you wanted. Y you know something that was a shock absorber. Yep. Yep. Every playground has a specified amount. You actually if you look at the playground itself there's going to be a mark somewhere. It has to be that level.
And I apologize I already forgot the second thing. the junior uh oh actually yes so two updates about that we did kind of put on a little bit of pause Erica let them know as she was leaving hey put us on pause for a minute let me get started something I didn't want to do was introduce the group and um it was kind it wasn't petering away but I didn't want to reintroduce the group and then a new director come to reintroduce the group so I was kind of giving that a little bit I have been in contact with them actually people have been reaching out very interested in doing it again I recommended a lot of them to our after school tutoring program uh because it's a very similar fashion of the same things we were doing there Um, but actually I'm currently in the process of running a grant to fund some stuff for the Junior Volunteer Club and actually they were part of my narrative in that grant application. So, um, just was working on that this weekend actually. So, uh, looking actually to bring them back here sooner than later, um, regardless of the status and then actually have some funds to do stuff with them with. So, I think that'll be pretty exciting.
Something you had a question on in there? No, I was just looking to see that the mulch was part of the checklist. So, I got two things. Okay, everybody get out your phone and find Mark's uh the mayor's a number and sell them please hire Zach. We're done. We're not looking. We're not f I appreciate that. I would rather have somebody we've been working with. You have to remember what this committee's been under Kim. Erica Erica was going to save this city and then she left. And I don't blame her. She was too talented for us. She was way She was head and shoulders above the person we needed. Yep.
Very talented and gave that outside garden city perspective. I think I bring that garden perspective and I still talk with her often and uh rely on some of her advice. Do you live in Garden City? I do. Okay. Verifying. My other question is for Arc Colola Park. Has Garden City's DPW looked into vertical drains? You know what a vertical drain is? I I can look I can ask them if
look into vertical drains because what I'm thinking is okay. So, how the vertical drain works is you would go and you would cut like maybe six or eight inches circle, pull it out, take your post hole digger, drill down, fill it with rock, put your plug back in. You might have to do two or three of them, but those are probably Ask them. As far as I know, that's one of the most economical ways to take care of drainage. Yeah, actually I've never heard it called I've never heard it called vertical before, but I do know the method you're you were mentioning, right? That's what it's called. It's called vertical drainage. I know just a little bit about it. Not much, just a little bit. You can tell.
Um, that's it. I'm sorry, folks. I can't do it. I need a motion to adjurnn and I need a second. I make a motion to adjourn this meeting. I second. We got two seconds. All in favor? I I Hey, we got 70 no. 70 again. We got 70 again. I thought he said seven. No.
