Lodi, I've noticed a lot of properties now have two to three taco trucks on their property. And basically, how does this affect the number of designated parking spaces when they take it up with their tables? Some of them have 12 picnic tables set up, the awnings. So that takes away a lot of the designated parking spaces. The reason I bring it up, I want to see if Galt can cut that off before it starts happening here. You know, that's way too many. And then basically, is there a designated number of feet that they have to be away from a brick and mortar store in the city of Galt? Because a lot of the fast foods are complaining to me that they're scared they're going to be out of business. You know, and I told them, sell and get out of here. And basically, would there be a quota per district in the neighborhood? You know, how many trucks are set up there? You know the city has an established bike license program with the police department. Is it gonna be extended to the e-bikes? This way it could be identified when they're stolen and then basically we can identify the person they belong to. It is the 40th year anniversary of the labor law of California, Lee versus Alamo winter car. It has to do with twice the minimum wage of anyone required to bring their tools to keep the job. And so that's 40 years old now. It's known as the mechanics wage law. The other thing is the new grocery outlet, I believe, outdid themselves. The parking lot is spacious. The spaces seem to be bigger, especially the handicapped spots. It's much wider than the designated ones. And the spaces seem to be a little bit wider in the rest of the parking lot. And then on the side of the building, they have diagonal parking spaces. I bring it up because it's easier for seniors to pull into that space, because our necks don't turn as easily as far as a young person. So being in a diagonal space, we get in and out easily. The veterans parking spaces is a plus, because it gives us time to recognize an athletic veteran who parks there. And again, the city or its subcontractor has raised the bar on Fifth Street. Basically, they're gonna do either a sewer line or water line, and they fenced off the property on Fifth Street, and they screened it with fabric to mitigate any possible excess dust to the neighborhood. I mean, that's going a step beyond, because I had that problem in a different city where they did nothing about the dust control.

All right, I got a couple CGA meetings, September 2nd. Not a lot to report out on it. We're still working on generating an overall report that we have to report back to our people, so... So not much really to talk about there. Also on the same day, I had my LAFCO committee meeting, Sacramento Local Agency Formation Commission. Fairly short meeting. The one item probably I should report out on is we approved the transition plan for separation. So basically, LAFCO is going to separate from the county. They'll be an independent. And that's not uncommon. That's actually how most of the LAFCOs throughout the state are.

Are they a special district? Is that why? Under the county?

Yeah. Yeah. But they'll still utilize some of the county, I think, some of the HR stuff and things. They'll still be attached somewhat, but it'll be a separation, and everybody's pretty positive about it, and we've looked at what other ones are doing, so that's pretty much all I have to report on boards.

Thank you. I just only attended that cable television commission meeting, and I mentioned before that cable is facing out, so is everything going to streamline in general? The business is changing. so they don't have the revenue. So we already make that ad hoc committee and they bring that back all the what we can do. So there was a lot of on the staff cutting and there's some of the franchise and a lot of from the city. And thank you, Laila, you was there on that meeting. And especially everybody, thank you, because we support on whatever. And then we approve that physical year 2026-27 general public education, all the budget. And that's the item I'd like to report back to you. Thank you.

Yeah, thank you. Hello? Sounds weird, like I can't hear myself. Thank you, Madam Mayor. I don't have anything official to report, but I've asked the mayor if I could give a special shout out to someone because I want it to be in the first of the meeting instead of at the end. I would ask everybody in the community to help join with me to wish a very special happy birthday to a Galt area resident, Lola Polito, who turned 105 today. And she was born in Modesto in 1921, moved to the Thornton area in her 20s. She was married over 60 years to her husband, Pascal, who passed away in 2011. She has five children, all who attended Galt High School and have been part of our community. Her oldest son, Bob, is actually 85 years old. She has seven grandkids, lots of great-grandkids, and one great-great-grandchild, her daughter, Nicole, who reached out to me on this and asked me to please mention her tonight, shared some memories. And some of those memories of her grandmother in Galt was going to her softball games, the Fourth of July celebrations here in Galt, taking her to the Galt pool and treating her and her friends to ice cream and burgers at the Galt Frosty. She actually lives alone still by herself, attends St. Christopher's Church, and her current pastimes include reading and gardening. So on behalf of myself and the city council, I just wanted to wish Lola a happy 105th birthday, and thank you, her granddaughter, for reaching out to me. That's all I have tonight.

Hello everybody. When this item came before the other year to the city councilor here, I stood up here and I had some possible ideas for the future. And what it amounts to, I did research when this idea was gonna be on the other city council meeting previously, And what I found out is that this is a wonderful grant, you know, that the Highway Patrol offers for, you know, the alcohol, you know, pulling people over, marijuana, things like that, and drugs. And then, as you know, the police department got a great new vehicle and things like that. But there was another component to this because what happens with some of the cities in California, they had staff look into this and one of the provisions apparently that the law says is that some of the money can be used for educational purposes. So I know this grant's already gone through but I'm thinking the future out. So the idea is this, it'd be a small portion, let's assume the high ritual does this next year and there's X dollars, okay. And then what it would be amounting to is like this money could become possible grant money where various non-profits that are interested could actually help in the education of all those things like drugs, alcohol, and everything like that, drunk driving. So one idea is this, is that I've been out, you know, the golf Saturday market a lot, you know, talking to people, et cetera. Jackie knows we've been out there and everything. And anyway, I found out that, say, for example, SMUD, you know, has grant money, but they could not have a booth at the market the other year because even though the $25 is, you know, nothing really, they need two employees. And, you know, then the budget. So the idea would be is that various volunteer organizations that work with the city and everything like that would be involved in a process, you know, over a period of time. It's not going to be this year or anything like that. And it's whoever is reputable, you know, et cetera. And it would be meeting, you know, like, with all these different, you know, entities over a course of time, like, the city council, the police chief, the highway patrol, the corrections department, consumption fire, SMUD, the sheriff, the school districts, that type of thing. Because what I found out is like, Okay, this is just listening to people. They don't really have that many people. I'm making this up, the chief can correct me or not. It's hard if he has like four people at a booth, because they're needed elsewhere. So my observation is when I talk to the highway patrol, I talk to the sheriff's office, the correction's office, and can some use fire, they only really wanna maybe have two people in the booth, okay? And you want one always there to watch it, and of course people take breaks and have to use the restroom. So what if we had a program where you could have maybe two volunteers at these booths and their nonprofit would get grant money and that way that would help fund some of the nonprofits. As you know, I think there's only really about 10 nonprofits in town that really are in this area that are I'm gonna say reputable, et cetera, and they would have to go through a whole process. The city council would have to agree on everything, all these entities, and it wouldn't be this year, it might not be next year, but they had one big grant to one of the cities. I didn't have time to look it up, but it was really larger than this one, and the city council divided it, as I mentioned. The bulk of the money goes, of course, to the stops, the drugs, the traffic, and everything like that, And it should. And vehicles if needed. And let's say they need drones or something like that, et cetera. But then there's another idea, too, where I know the police officers have been great, and they've been going out to schools, you know, working on this program, and they've done an astounding job and heard good things. But what if they would take like one volunteer with them sometimes, I'm making this up, let's say they're like in a multi-purpose room or something like that, and then these volunteers or two or whatever, they would hand out brochures and things like that. Then all the technical questions, of course, go to all these, you know, official, you know, agencies. And so, I don't know, I probably talk too much, but anyway, I talk a lot, you know, all that. But anyway, I'm willing to come and talk to you and help work on this if you think it has any merit at all. I'm willing to get those reports that are online to you that I gave you the other year, and there might be more. I don't know. I just throw it out there. So any questions or anything?

Yeah, thank you, Madam Mayor. I don't know where are mics. I hope we can hear okay. I feel like I can't hear myself. Maybe it's just me. I just want to ask Mr. Buckman, on the purchase of the backhoe loader, so I always do research on this type of stuff just to make sure that we're using the taxpayer dollars as best as possible. So the price points you got, obviously, three bids, and And the unit we're using now is 2004, so it's obviously 22 years old. It's very old. So 3,300 hours. So I get that it's time to purchase a new one. And I also understand that some of the carb-compliant stuff is becoming an issue, and that's obviously been an issue with some of our equipment and vehicles. But I just had two questions. So first I was looking, I always ask like, well, what if we were to get one a couple years old? Like what's the price difference? Well, it seems like with the configurations that you guys have and everything, it wasn't much. It was like 20 grand or 30 grand, which is not really in the scheme of things probably worth it. But my question is, so are we going to keep the other one? Is this a backup or are we going to get rid of it? What are we doing with that one?

We will likely surplus it and dispose of it because it's not useful to us at this point because it's more expensive to operate. Okay. So we'll probably get the best value by disposing it through surplus.

Okay. All right. Well, I think that's... I think that's the only question I had, though. I just, again, I like to make sure that we don't just approve big purchases like this without doing the due diligence and looking and seeing what's out there and stuff. But I think it's needed and it seems like appropriate price, so thank you for answering my questions, Fritz, thanks.

Motion passed by five-zero. Scheduled Matters and Notices of a Public Hearing. Number one, Crystal Way Rezone and Tentative Parcel Map. Ms. Carloni.

Good evening, Mayor, Council. We have Stacey Schaffer, Associate Planner, who will present in just a moment.

Good evening. Tonight I'll be presenting the Crystal Way Rezone and Tentative Parcel Map public hearing. The Crystal Way project is located north of Dry Creek Ranch Golf Club, east of northbound State Route 99, south of Dry Creek Oaks Senior Community, and west of unincorporated San Joaquin County. Here you can see the project site in red. The existing project site has unique features which has resulted in challenges to development. The existing site is divided by public roadways, which do not align with the existing parcel boundaries. There is an existing gravel access road and six-inch sewer serving a city well that is not currently in use, located to the east project boundary. To the south, improvements from the adjacent Dry Creek Ranch Golf Club encroach onto the property. And to the west, the State Route 99, Sorry, Crystal Way ramps across the project site. To address these issues, the proposed project is requesting approval of the modified initial study 15183 checklist, a rezone for a portion of the site, and a commercial tentative parcel map. First entitlement is the modified initial study 15183 checklist that was completed for the project. The checklist demonstrates that the project has been adequately analyzed in the City of Galt 2030 General Plan EIR under the California Environmental Quality Act and no further evaluation is required. The second entitlement is for a rezone of a portion of the site from highway commercial to commercial. The project is requesting to redesignate approximately 8.78 acres from highway commercial to commercial. The remaining acreage would stay highway commercial. Both zoning districts are intended to accommodate commercial development. However, the proposed commercial designation allows greater flexibility for future site planning and development opportunities. Third entitlement is for a commercial tentative parcel map. The proposed map is intended to subdivide the existing two parcels into five parcels. This will create parcels that correspond with the existing infrastructure and will establish proper dedication of right of ways and easements. The map also creates a new parcel specifically for the existing city well that's not in use. There is no new infrastructure or development being proposed. All existing infrastructure is being cleaned up to properly fit the parcel lines. The map is also conditioned so that prior to recording the final map, the applicant is required to submit independent traffic, circulation, water system, sewer system, and drainage studies. The applicant will be responsible for the design and construction of all improvements identified by those studies. Here you can see the existing project site on the left showing the two parcels all being zoned highway commercial and then on the right what is being proposed with the five parcels and both highway commercial and commercial zoning designations. Again, no proposed development and no new infrastructure with this project. Staff have found both the rezone and tentative parcel map meet the findings required for approval, including conformance with the City of Galt's general plan and facilitating future commercial development without affecting the city's ability to accommodate its RHNA numbers. The parcel map is crucial to clean the site up and create a site that makes sense and can be properly developed. The rezone maintains the commercial aspect and also helps the future development aspects. Their August 13th Planning Commission meeting, the commissioners voted 5-0, recommending approval of the checklist, rezone, and tentative parcel map. It is staff's recommendation to open the public hearing and receive comments. And upon closing the public hearing, adopt a resolution approving the modified initial study 15183 checklist, the resolution approving the tentative parcel map, and introduce by title only and waive further reading of the ordinance of the City Council of the City of Galt amending the district zoning map of the City of Galt.

I do, I'll kick it off. Thank you for the presentation, Stacy. Just in layman's terms, explain to me the difference between highway commercial and the commercial that we're proposing. Give me examples of keeping a highway commercial. What is that limited? What kind of things are we limited that we can't do?

BOTH DESIGNATIONS ALLOW FOR VERY SIMILAR USES. THE COMMERCIAL USE HOWEVER ALLOWS FOR MORE OF THE USES REQUIRE A CONDITIONAL USE PERMIT OR USES THAT AREN'T ALLOWED IN HIGHWAY COMMERCIAL ARE ALLOWED IN COMMERCIAL WITH A CONDITIONAL USE PERMIT. SO ITEMS LIKE RESIDENTIAL, THERE'S ALSO OTHER USES THAT WOULD JUST ALLOW, YOU KNOW, THAT MIGHT NOT BE that you would just want more say over with planning commission and city council. But it does allow for that residential with the conditional use permit. That highway commercial does not.

Okay, so making it commercial means it's more flexible that if they were to do, like, I don't know, like a mixed use, like with a retail on the bottom and apartments on top or something like that, right?

Correct.

You would allow you to do something like that, whereas the highway commercial wouldn't be allowed at all.

Correct.

Okay. Because, I mean, I think it's interesting, the spot this is in, it's kind of up against that, it's kind of up against that, the Dry Creek Oaks project a little bit, right?

Yes, yeah. It's just south of it.

Okay. So probably rezoning it would obviously be more... What's the word I'm looking for? Would allow possibly things to get built there that would... Flow better? Would flow better. Yeah, flow. I'm looking for a different word. I can't think of it. With existing stuff that's there now instead of like having like... Like a big box store there? Yes. A highway commercial, right?

Yeah, and where the commercial goes, we did feel it does provide that kind of possible buffer of the mixed use, not just, like you say, a big box store right next to the residential kind of flows from residential, maybe the mixed use, some lighter commercial uses, and then into the highway commercial. Okay.

And to be clear, this request that you're asking us for, this is not the, is this the landowner asking for this, or is this the city deciding that this is a better use of it?

The landowner is the applicant.

Okay. So you say there's no proposed project being proposed at this time, but there's probably some thoughts of something, right? I mean, at some point?

Down in the future, yes. How it is at present, they weren't able to really develop, get any developers on board or sell it. It presented too many difficulties.

Okay.

So the rezone is going to make it, probably make it more appealing to... That and correcting the parcel lines and the existing infrastructure that's there just was making the site very messy.

Okay. Okay. All right, I think that's all I have, so thank you.

Just a couple of comments. First, I do like the layout of the new zoning better, right? The zone doesn't go across the street that's already there now, right? I think coming back to a couple of Council Member Farmer's comments where I like that it's slowly easing the way into between the different types of zones right we have the golf course there we're gonna have more houses there in that other plan that we that we approved just north of there some being more high density than others i think it's a better fit for that That commercial use there and a smaller of the highway commercial. And I did look up what was the difference, right? What are the different types of businesses that would go into these? And after looking that up, I even feel more about that. It's a better use of the space for those different for the new plan as opposed to the old one.

Yeah, I support it. It looks good. I wasn't able to attend the Planning Commission. Was there much discussion there or any public discussion on it?

No public comments. No, they also thought it made sense and fit the city well. They didn't have much discussion.

That's all I have.

Thank you. Thank you, Stacey, for your presentation. And I also like to thank you for the planning commissioner. They already approved for five to zero, and we have a very good planning commissioner, and they can make a right decision. Just for the clarification one thing Mr. Farmer what he asked the difference between highway commercial and commercial and I believe you on the highway commercial what they buy right what kind of business they can bring just for highway commercial.

The highway commercial can be hotels, shopping centers, restaurants, entertainment, Centers.

And gas station too? Gas stations.

Gas stations, yeah.

Okay. And what about the commercial?

Commercial would be the same uses. If there was a car wash with the gas station, it would need a conditional use permit. Residential would need a conditional use permit. And high density too? Convenience store needs a conditional use permit.

This could be high density too?

Yes, yes. So the residential would be three or more with the conditional use permit.

Okay. And when the applicant, when they ask, the applicant does not tell us what he can maybe plan to do in highway commercial and commercial?

No, there's no plans at this time.

But I don't have a concern, but I can put out there, for example, on the highway commercial, they're going to put a gas station. It's an air quality thing, and if the applicant will ask to make a high density next to that, we should be very careful, right? Right.

any view any when the project is coming back for I mean all new all future development will come back to planning commission and possibly city council for approval so any new and whatever will be developed there the planning commission will see so when the applicant applied did anybody talk to them what they were planning or they said they are not at this time they have no planning what

Sometimes like in the baseline they tell you what our plan is to do in a highway commercial or what our plan to do in a commercial.

We did ask. There just is no plan at this point. It kind of will depend, I think, if they develop it or if they sell it off to develop it.

THANK YOU, I JUST WANT TO MAKE SURE THE PUBLIC HEAR THAT AND WHAT'S THE PLAN, WHAT WE'RE CHANGING TO THE ZONE. THANK YOU.

SO TO CLARIFY, STACEY, JUST FOR MAYBE THE PUBLIC IS LISTENING, LIKE YOU MENTIONED GAS STATIONS AND THINGS LIKE THAT, THERE'S NO REAL DIFFERENCE. ANYTHING YOU CAN DO WITH HIGHER COMMERCIAL YOU CAN DO WITH COMMERCIAL IF WE CHANGE THIS. IT'S JUST THAT THERE'S MORE FLEXIBILITY WITH THE COMMERCIAL YOU CAN DO THINGS WITH THAT THAT YOU CAN'T DO WITH THE HIGHWAY COMMERCIAL LIKE SOME RESIDENTIAL STUFF, MIXED USE, THAT KIND OF STUFF. CORRECT.

SOME OF THE NO'S IN HIGHWAY COMMERCIAL ARE ALLOWED IN COMMERCIAL WITH THE USE PERMIT.

I HAVE JUST A COUPLE QUESTIONS THAT ARE PROBABLY MORE FOR FRITZ THAN THEY ARE. I'M CONCERNED ABOUT THAT WELL. IF ANYBODY KNOWS ANYTHING ABOUT THAT WELL. WE DON'T USE IT RIGHT NOW. Is it something that we will ever use in the future? Is it functional, decommissioned?

Unfortunately, Mayor Rodriguez, unfortunately I'm not familiar with the well you're talking about.

Is that what's in that parcel three? Yes. That's what I thought, okay.

Is that a private well?

I'm sorry, I should have asked earlier. I apologize.

I can get back to you on that. I'm not familiar with the status of that well, so future plans. I know on the east side of the well we are developing, or east side of the city, we're developing a new deep well at Carillion, which is going to be the primary production well for the city, but I'll have to research this particular well and get back to you.

part of the reason why I was asking is it seems like it's just right in the middle or right with this with this what could be a project and if there was any if we were never going to use it again that maybe we somehow tried to include it in there or something but I also am in favor of this I did a little bit of research as well and I think that this is a good fit I also got the feeling that this was more And I could be wrong, but this just makes all of it much more marketable, whether the current land owner does it him or herself or actually is able to sell it to move on. And then it just makes much more sense.

I did want to make one more comment after looking it up. It just hit my brain about what are the other ZONINGS IN THE AREA, RIGHT? SO WE HAVE THAT WHOLE AREA IS HIGHWAY COMMERCIAL RIGHT NOW, RIGHT? EVERYTHING OFF OF A STREET IS ALL HIGHWAY COMMERCIAL. THERE'S A LOT OF HIGHWAY COMMERCIAL ALL IN THAT AREA AND THERE'S NOT REALLY COMMERCIAL ZONING, RIGHT? YOU HAVE THE ONE LITTLE SLIVER THAT'S JUST OFF OF BOSSOW RIGHT THERE WHERE WE WERE TALKING ABOUT that we rezoned, but all the rest of that in the whole area is all highway commercial or residential. You don't get to another commercial until you cross the freeway to get over here by the grocery store, or if you want another commercial on that side of town, you gotta go all the way up to across the street from Community Park or all the way up to Twin Cities. So it makes it a little more diverse.

Good evening. Good evening. Good evening again, Mayor Rodriguez and council members. I'm Fritz Buckman, your Director of Public Works. The item before you is to consider introducing and waiving the first reading of an ordinance adding subsection D to section 8.16.200 of the Galt Municipal Code. The proposed changes are to comply with Assembly Bills 2902 and 2346, which were enacted to clarify and provide additional flexibility in the organic waste product procurement requirements under Senate Bill 1383. With approval of the item tonight, the City Council could consider adopting the recommended ordinance at its October 6th meeting. This concludes my remarks, and at this point I'm happy to respond to any questions the Council might have.

Yeah, I have some questions. Thank you, Mr. Buckman. And I apologize for not asking, Ms. Mendez did reach out to me before the meeting and said if I had any questions regarding the agenda, that could get clarified, and I actually didn't look at this very closely, so I apologize for these questions, but... Obviously, the SB 1383 was a big deal. I sat on ad hoc with Councilman Lozano for over a year with Cal Waste, trying to mitigate some stuff that happened with that, with this whole, these new mandates and everything. Can you tell me, so it says here that Assembly Bill 2902 and 2346 were enacted to clarify and provide flexibility in the procurement requirements. Can you give me that in layman's terms? What exactly got clarified? What changed? What are those two things changing in regards to 1383? Sure.

It sets some standards for compost that counts for procurement credit and also for mulch. So it clarifies those requirements and how those products are produced and the kind of contaminant levels and other things that they can contain. It also allows tree trimming mulch from the city's tree trimming operations to be counted to a certain extent. And up to 10% of our procurement credit can be from tree mulch products. Again, that meets certain standards.

So a lot of this has to do with, I know there was certain amounts of...

You know like you said we get they got cow waste would get credit for Certain amount of diversion and stuff right I guess for lack of a better word so this is what the correct we have to divert and essentially all the organics from the waste stream, but we also have to Procure a certain amount of what's called a compost equivalent every year so there's a place for those there's a use for those recycled organic products and

Okay, and so this really has not, this is just some, this is basically just some fine tuning or I guess it's more just some clarity on that piece. It doesn't really change anything about what's collected or how much is collected or anything that, let me just put it this way. What we're doing tonight, this isn't gonna affect any of the businesses or the residents or any in town as far as what they're gonna see as far as their waste being collected.

Yeah, that's correct. It doesn't change the fundamental requirements of SB 1383. It just sets some standards and allows us some more flexibility in how we meet the procurement target.

Right, and it doesn't, this doesn't change, I mean, I already know the answer to this, but I'm just saying this for the public. This is not changing anything with rates or anything like that, because I know people get freaked out when we do waste stuff. This is just some changing in our municipal code to be more in line with what CalRecycle is asking.

That's correct. If anything, over the long term, it could put downward pressure on rates because it's easier for us to meet our procurement targets and less expensive.

Good evening, Mayor, members of City Council. Last time we met, I believe Vice Mayor Reed had a question in regards to Assembly Bill 2315, and I wanted to give a brief update just to state that the Assembly Bill did stall on the Assembly Health Committee floor, and so it never received any movement. However, the microenterprise home kitchens are allowed by law IN JURISDICTIONS THAT ARE, THAT HAVE REGULATIONS SET TO ALLOW THEM. SO CURRENTLY SACRAMENTO COUNTY DOES NOT ALLOW MICRO ENTERPRISE HOME KITCHENS. OTHER COUNTIES IN THE STATE DO. WE DID RECEIVE WORD THAT THE SACRAMENTO COUNTY BOARD OF SUPERVISORS WILL CONSIDER AN ITEM AT THEIR MEETING ON OCTOBER 20TH WHEN THE ENVIRONMENTAL MANAGEMENT DEPARTMENT We'll present the matter to the board and seek direction on authorizing potentially MECO program in Sacramento County. And so we had already submitted a letter to Supervisor Hume on this item and we'll follow up with him as well. We have a staff person who will be attending the hearing and providing comment. We've also communicated with the chamber to see if they would like to provide some support. So I just wanted to let you folks know that this has not gone away and looks like Sacramento County is considering it coming up in October on the 20th. So we will follow up and let you know what comes out of that.

I don't want Frank to get mad at me. Like it did last time. Just about the micro kitchens and the jurisdiction. If the county allows it, is the city allowed to make a rule that says we don't allow it?

I always get it confused. I want to say we are not, but I would have to double check on that. Okay. I think it's we're not if the county does, and that's the last time you can follow up on this question for now. I got it.

That's it. Then we move on to the other things. I attended the grocery outlet opening ceremony, which was fantastic. We walked around the store, and I think it's going to be a great addition to the community. The place was packed. It was super busy. Every parking stall was full. I had to park over by the dollar store. But everybody seemed super excited, and I think it's going to be great. I also attended or also went and we got to sit through a meeting for the logo and the rebranding for the city. There were some good things. There were some things that we're still working on. So that's a work in progress. And if you could send me the information on that, that, meeting, I think you said the 20th, that'd be great. And that's it.

Just a couple of things I attended September 5th this Saturday market was excellent it continues to Show a lot of activity A lot of people and looked like they were buying so it was good. I also attended the grocery outlet Good attendance. The owner seems to want to be involved. Looked very positive. I know the community seemed to be pretty excited about it, so I think it's going to be successful. The facility was very nice. That's all I have to report.

Thank you, Madam Mayor. I was not able to attend the grocery outlet. I had a conflicting schedule, but I heard it was good. I've heard good things, so I wish them success and glad to see that building finally have a viable business in there. I attended the concert on C Street. I was actually very surprised. It was so busy. I did not expect that. There was Farm to Fork that night, which is a huge event down in Old Town. And so I thought that those would pull from each other. And it might be when you have events that happen at the same time, sometimes that happens. It was very, very well attended. Very pleasantly surprised to see that. And maybe it's because of the cooler weather. I'm not really sure. But just a good job to Parks and Rec staff for that event. And there was something else, but I can't recall what it was. So I think I'm just going to leave it at that. Thank you, Madam Mayor.

Thank you. My comments, I also attended Grocery Outlet. I am looking forward to that, and I think probably one of the most important, besides that we have additional offerings for our community, is that that is an active site again. I not real regularly, but often walk that area, and it has been nice to see that. looking better and have activity over there. I also attended the Saturday market which was another phenomenal event and makes me even more excited for the evening market coming. I'm looking forward to that and that's been a little bit of a chatter so I think there's a little pressure for it to continue or to be another step for that and I'm excited for that. I KNOW FRANK SAID HE COULDN'T TALK ABOUT IT. CAN WE DIRECT STAFF? BECAUSE YOU SAID STAFF WAS GOING TO ATTEND THE SUPERVISOR'S MEETING. I'M WONDERING IF MESSAGING CAN BE, DEPENDING ON WHAT FRANK'S ANSWER, WHAT HE FINDS OUT HIS ANSWER IS TO MR. REED'S QUESTION, IF OUR MESSAGING CAN BE, CAN YOU, IF YOU move forward with allowing these, that you make it each of the entities, each of the cities be able to decide how they want to handle it, rather than just this blanket, yes, you can do it in the county, is kind of my question.

That would be similar, I believe, to what the cottage bakery law allows, so that is something that we can look into.

I mean, as long as the rest of council kind of feels that. I have always hated, absolutely hated a one-size-fits-all ANSWER TO EVERYTHING BECAUSE WE ARE ALWAYS THE ONES NOT THE RIGHT SIZE. SO ANYWAY, OKAY, I'LL LEAVE IT ALONE. IF THERE'S NOTHING ELSE, I'LL GO AHEAD AND CLOSE THIS MEETING.
