Yeah, council. My name is Eric Gonzalez. I am the sales manager for Millennium Media. My question today is we've been getting bombed with a lot of uh promoters with the new lodgers tax laws that are in place and we want to kind of I want to stipulate um you know what is the because they're saying you cannot spend locally on advertising and I want to know because right now like I have some coverage maps I'll show you guys. reach galling a few area. Thank you. We reach up into Colorado.

So my question is is when they're saying it can't be spent locally anymore, it's got to be spent out of city limits, would even though I'm reaching Durango, places like that, would they still be able to advertise with me? And that's kind of my question because I've had a lot of vendors or not vendors but uh promoters. They've been reaching out to me for the last two weeks and they want to know like hey you know we rely on you guys to put people in our events and now we're told we can't advertise with you. And I'm like well you know but I said I do reach out out of the city limits. You know, you know we're based out of Gallup but we got a huge coverage area. Would that be sus uh sufficient to still advertise with us? And um

You can still advertise within Galpinley County if people are encouraged to read the whole form of the regulations because it does stipulate you can advertise in our community. You just have to justify it. So what Eric just said now could be the justification where you reach into all these other areas. So you still are allowed to advertise in Galler McKinley County. Um I think it's relative. I
say your name. Uh, my name is Brennan Rich, but I was gonna say Matt may want to stay stick around for a little bit because it's a similar topic. Um, so, um, I got my script here. I'm gonna stick to it, you know, and, uh, but if at any point in time you feel like you want me to clarify or have any questions, please, please let me know. So, good evening, mayor and the members of the council. My name is Brendan Rich. My wife and I have owned and operated the Gallup Journey for the past three years. And my brother and I have run Dogghouse Media since 2020. Every month, The Journey puts 12,000 magazines in the hands of people from Winder Rock to Grants, from Crown Point to Zouri. Uh we are all here, all of us, the you guys here, everyone behind me, you know, uh we're all here, um because we're in the business of telling Gallup's story in one way, shape, or form or another. So, um, and business owners across the county tell all of us their stories every single day. You know, you guys probably get different stories than we get, but we hear we hear them all day long, right? So, so many of us um, also with in the media community have additional online services, you know, so we technically have that international reach. And then the journey also has a nationwide subscription service that many people use. So, I'm not here just as a resident, but I'm here as somebody whose daily bread depends on the economic heartbeat of this region. I see the data. I hear the feedback from our advertisers. And I see the direct impact of the decisions made in the chamber. So, New Mexico defines a tourist as anybody who travels um more than 60 miles. um for the reason doesn't really state or make clear anybody travels more than 60 miles you know um often we think of tourism we think of trying to convince a
complete stranger from California or New York to come stay here you know um I think we're look overlooking a huge market um and that being family so um this is a monumental task to convince a stranger to spend their vacation dollars here is much simpler task to convince our own residents to bring their families home. So we should aggressively be promoting and incentivizing family and class reunions. And this is kind of a concept called grassroots tourism. So if we all of us work from the roots up, you know, moving from local reunions, then we go inner city, then we go interstate and then we go international. We build a stable foundation for our visitors who already love Gallup. They don't just stay in our hotels, they shop at our stores, they eat at our tables because they have a personal stake in this town. So, however, to bring people here, whether they're family or fans of a show, we have to have a regulatory environment that welcomes them. My first priority tonight is to try to request some sort of course correction. We're asking the council to maybe roll back the 2020 lodgers tax regulations to the more stable framework of 2024 or 2025. We understand the intent behind the decisions made last October, but the boots on the ground report is in. It's not working. But um you can talk to any of the media companies around here. We all have the same stories, same promoters coming to us with the same complaints. So these regulations are currently scaring away the very events that put heads in beds. We are talking about arena cross rodeos and car shows. The cultural and economic staples of Gallup. These complaints are from promoters are growing daily. And when these shows look at our current regulations, they don't see a partner in the city. They see a
barrier. If we don't pivot back to a proven stable set of rules, we risk losing these dates to other municipalities who are happy to take the revenue from us. This leads me to my second point. working with our local professionals not around them. Gallup is a home and wealth of knowledge of media and marketing expertise between the Gallup journey, Millennium Media, I've been talking with Sylvester and I iHeart Radio that Bet with the Gallup Sun KGAK and that's just to name a few. So you have brains that you can trust that understands the nuances of the local market better than any outside consultant ever could. We would love to work on strategies where we help the city facilitate coast to coast marketing campaigns. However, these endeavors project out decades and there are crucial and essential steps that must be taken at the local level first. We need to move away from lure fishing, sitting back and hoping something bites and pulls off the interstate. We need to be proactive. We need seminars, training courses, expose. Keep local dollars within our county under local tax revenues. create reasons for schools, businesses, and productions to send employees, executives, and recruiting reps. And these are your heads and beds that we can create. So, mayor and council, we all have great ideas, but the only way to bring those ideas to a reality is through collaboration. We are asking for a seat at the table by utilizing assemblies. And I've been I talked actually just before this with uh Mr. Peter Compost. Utilizing assemblies like the Gallup McKinley County Chamber of Commerce, you can put yourself into direct contact with local business owners who feel the heat of these policies. First, let's make sure that the people who are invested in this community are the ones helping you steer
the ship. Let's roll back the regulations that are chilling our event economy. And let's start talking to the professionals who are already here, working every day to make Gallup a destination who buys and builds and believes in Gallup. Thank you for your time. Good evening, Mayor, Council, and staff. My name is Joanne Beninati. Um, I'd like to make a couple observations and a suggestion. Um, you all had a um work session at the Elmoro Event Center, I think was on April 6th, and you have a couple more coming up this week. um I wasn't able to attend as you know I like to attend these things but um I tried to watch the live stream after it was posted and I don't know what the situation was but I could not hear Mr. chapetti at all. You're already aware of that. And I don't know what the setup was with the microphones. Maybe I I couldn't tell from from the um visual on there. Um we could hear the presenters just fine for each light item. Could mostly hear the mayor and the council. Um but it was silence whenever Mr. Chapeti and I don't know if there were other people that were in that situation at all. So I wanted to bring that to your attention and hope that you can rectify that and use the microphones and get close to them. Um yeah um well and I want to extend that because um I watch a lot of the live streams at home and um of these meetings in this room and it's often the same this side of the room it's often the same thing. I don't want to call anybody out but I just did. Um and even when you have people that are speaking to you from the audience you can hear them fine and here if they're not at a microphone we can't hear them on the live stream. So, if you could all use the mic and encourage everyone who speaks to use the mic would be appreciated. Thank you.

Um if not we'll go on to the next item and that's going to be our presentation information items and this is the legacy leadership presentation and um our speaker who is this is this is the killing leadership academy they're all here they're all here whoever wants to if y'all want to come up to the podium and talk that's fine with Five, six. Hello, guys.

Council staff. We are team seedlink for a portion of it. We had some team members that weren't able to make it this evening. Uh, as you may know, we are part of a McKenley leadership class and we have a capstone project that we're required to do every every class. Um, as a group, we came up with several ideas. Uh, but the class is looking for sustainability in the project that we're we're coming up with. As a group, we collectively came up with a disc golf course for for the Gallup McKinley County area. Um, disc golf is a rapidly rising sport, uh, nationwide and me, myself, and several people that I know of in the Gallup area, we play. Right now, we're having to drive to either Flagstaff, Arlington, Albuquerque to play to play this sport. Um, so this this was kind of a I don't want to say no-brainer, but a no-brainer, something that could benefit the community. U, nice thing about it is it's a a minimal impact to the the property that's involved. We don't have to go in there and do a whole bunch of development. We go out there and we put some baskets and we leave it basically in its natural place. Um go in there and then go in there and play some rounds. Uh as far as the sustainability, not only does it open up for uh families to go out there and play at no cost to the actual fee for the course, minimal cost to join the sport, you can go down and get a starter pack for about 19 bucks. Um it's a year round sport. You can play in the snow, you can play in the rain, whatever you'd like to do. Um, and then as far as the further sustainability, uh, we're we're considering as a group opening up a, uh, starting an association to where we can start hosting tournaments, uh, that would bring, uh, income to our local area, um, with the hotels and restaurants and things like that. As disc golfers, we like to travel. Uh, I've been to Pagosa, I've been to Houston, I've been all over to play. Whenever I go out of town, I always take my discs with me and I play. Not that I'm saying any good, but I still enjoy playing. Um it is a true family sport. We can get there. Uh we've been working with a gentleman out of Farmington. He
designs courses and he's willing to come down and design the course for us. Uh and he's willing to design it anywhere from the very beginner level on all the way up to the advanced which would allow us to uh do host those tournaments. Uh for the recognition um just like everything else in today's society, there's an app for that. There's a UDISC app that uh does that. We can actually put our course on that app and we get worldwide recognition. Somebody traveling through our area, disc golf gallop, New Mexico, it will take them to our course. As far as uh cost for this course, um fortunately they're they're here. We got some don uh rec uh been notified. We got some donation for some property to to build this course on. Uh big handouts to families for that. We'd really appreciate that. Without your help, this would not be possible. Uh, so the actual cost of this, we feel we can build an entire course for for about $15,000. The majority of that cost is the baskets. We could go a cheaper route and cut that cost down a little bit, but those baskets would be something that we'd be replacing annually. We wanted to spend a little bit more on the baskets. These are generally uh have been lasting same type of baskets up in Farmington 15 20 years. So this is something that is very sustainable for this for the our local community. Um, well, before we ask questions, why don't you introduce all five of you that are here?
Tiffany Hard, Tiffany, Herrera, Antonio. Oh, thank you. Austin, and Rich Austin, and Rick Austin in the middle. Yes. Um, and we saw with Ron, do you have any questions for the the disc golfers? I'm I'm curious about the sport. When you said golf, you had my ears. and and you play this. The rules are basically very similar to stick golf. You're just doing it with a with a a disc, frisbee disc. Frisbee.
Um I do have some handouts here that we put together uh with a little bit of information that we've done. We've done some research on this project. There was actually a couple years ago somebody else was looking at possibly doing this project and then it kind of fizzled out a little bit. So the timing was really perfect for us. Uh but if you'd like we can provide these for you. Yeah.
Um I'm really excited. I hope it's in my district because I said great because I said for you 100%. I've been to these uh just tournaments in Albuquerque because my nephew's really involved in it. So, it's really exciting. Uh so, this is something that Gallup needs to expand, especially for anybody who's our youth, I think, would really love this. So, I believe that this is going to be a great success. So, I'm looking forward to working with you all and making it a success. Thank you. Then
I have a question, comment. Um so, this is a great project. I really love this. I've had a lot of people mention disc golf. I'm not a disc golf person myself, but I had heard Rich that there is that app and that people use the app and they travel all over the US and they follow disc golf course. When they told me that, I was I was kind of shocked. I was like, really? Does that happen? But it does. So, I think it is really does put Galp on the map for just like people that do trails and regular golf, right? Like it puts another thing that people are following on an app. Um, just a few first of all, I'm also a graduate of Leadership New Mexico. Great job to the Chamber of Commerce that there's been so many great projects that have come out of this group. So this kudos to you guys for really working together as a team. Um do you know so I know it sounds like we have some inkind land being donated. So I'd love to hear from the um people who own the land who are here. I see. Um and then also are you as a team raising the money for the baskets? Is that the plan?
So in that packet you'll see on there that we have a uh we're calling it a sponsorship uh letter. Okay. And what we're going to do is we're going to reach out to the local community and some of our businesses see if they'd like to do a sponsorship of a basket. Uh we have different levels of sponsorship because we don't want to exclude anybody all the way up from disc golf friend all the way up to our platinum level and then with the sponsorship at a certain at I believe it at the bronze level they'll get their name and and company logo on a basket. Oh that's cool. If uh if I am permitted to I would like to use some of my discretionary fund to help you with that funding to get your funding done with my discretionary fund. I would like to be part of Well thank you man. Thank you. Thank you. We really appreciate that. Thank you.
Yeah. And then my this last question is so you won't um so just to clarify everyone will need to bring their own disc. They will like it's not going to be provided at the course, right? Yes ma'am. Okay. So there's no chance of like it getting stolen because they'll just bring their own basically. And then what we usually do is we put like a lost and found box at the at the first. Good idea. You're going to lose discs. I probably have lost 20 or 30 of them. And then as people find them, you write your name and phone number on them. We put them in that lost and found box so that everybody can retrieve their discs. Awesome. Okay, great. Um, I have a quick question as well. If the force require any kind of maintenance upkeep,
so it's kind of self-p policing, but that that was one another situation that we were thinking about for the association. Uh, as we get team members on this association, we would be going out there and uh picking up trash and stuff as we go. like when I play and stuff like I'll pick stuff up and and haul it back out. Um we would work on getting as we progress getting some benches out there, some trash cans uh at the different holes and stuff like that. Uh so it's it's minimal as far as maintenance goes, but other than just uh keeping it clean. Okay. No, thank you for the idea. I think this is this would be really great to see happen. Thank you. My name is Gordon McGee. I'm a lifetime left veteran here. Uh my grandfather in 1920 bought that property, the mesa and the lower part of it. And in 1960, we sold about a portion of it, maybe 10 to 15 acres to the housing department for lowincome housing, which was first developed there. that left us with the mesa and we always had ideas but not the fees or the money to do that. So over time, uh, it's been sitting there, but I don't know if here anyone remembers the old ceremonial grounds. Only by pictures for me.
Anybody? I'm not that old. Anyhow, it's just down south and east of the mesa. And at that time, the Indian ceremonial was hand was going on there. And a lot of the natives during ceremonial would go up, drive up on top of the mesa, stay there during the ceremonial, build flowers and things. Yeah. With a horse and wagon. You remember that? I do. I was there.
So that's a little bit about it. Uh from that time on my family hadn't been able to develop it. Bob Roseboro and his wife are good friends of mine and he said he might have an idea to it. So we transferred the property to him and his waters and I think they came up with some good ideas. Oh, thank you Gordon. Yes.
Uh Mayor and council and it's pleasure to be here and pleasure to talk about this project a little bit. Um I'll be kind of short about it. It's um I I'm not a disc golfer. I don't know that. But I know the concept and in my opinion, for what it's worth, I think it's perfect. Um the the property is well suited um for this project. Um it's just uh it's it's an elevated property. Um there'll need to be some uh paths built, I assume. um and some access points, but you um uh the city already owns the prime piece of property that gives access to the 25 acres. So, um uh we're just real happy.

Okay. Our next items are the discussion action action topics and the first item is a budget adjustment for capital overhead and capital underground electrical from the electoral department. And our speaker's name is Chuck Norris. Chuck Gerell. I know who' imagine right. and it will inf I thought after he passed away that was going to go with him but I guess not.
God rest his soul. Um thank you um mayor and council. So tonight's agenda as you just stated is a budget adjustment for capital overhead and underground. This item is a request for a budget adjustment to the capital accounts. Um, we requesting an increase of $4,500 to account 507, excuse me, 60614424891. And that is for our capital overhead and $10,000 to the account 50760614424892 for the capital underground. Now, these accounts are specifically used for new construction and line extensions. This work is typically driven by customer requests and the cost of construction is paid for by those cons by those customers. As we enter the final fiscal quarter, both accounts are trending towards a little bit of a shortfall here. The capital overhead account is currently at about 83% utilized while the capital underground account is about 92% utilized. At this point in our fiscal year, we would typically expect to be around 75% utilized. So the higher percentages indicate that both accounts are being consumed at a faster rate than anticipated. The requested adjustment will bring the capital overhead account to approximately 78% utiliz 70 78% utilization and 79% utilization for the capital underground which explains the reason for this cost adjustment. And I'm happy to stand for any questions on this. Um yeah, Chuck, one question. Um and it's not really applied, but how many new customers did you tie on this year?
Uh I don't have an exact number, just close. Just a ballpark number. Oh, I'd say it's safe to say between five or 10 new customers going into Yeah. For the line extensions. Is that commercial and residential? I mean, it's primarily the commercial. The residential don't you don't typically see that kind of Okay. Thank you. Any other c questions? Good question. So Chuck, I mean just essentially you're moving funding from your in your own enterprise, correct? I mean you're sending it from one line item to another. So yes, this will be coming out of our um operating cash fund 507. Okay, perfect. And typically we handle these kinds of um budget transfers and operate through the operation accounts, but because it's capital, I'm just bringing it to you.

It's the new Sunshine Canyon electrical substation transmission construction. And our speaker again is Chuck Norris.
Yeah, I'm going to be up here for a little bit. So, um, yeah, again, thank you, mayor and council. This item represents the next phase of the new Sunshine substation project. Transmission materials were were previously procured under ITB 260, and those materials have now been delivered and are ready for installation. With materials on hand, the city issued ITB 2614 to solicit bids specifically for the construction and in installation portion of the transmission line. This includes setting the setting and replacing of the transmission structures and completing the reconductoring necessary to bring the new sub the new substation online. I shouldn't have named it Sunshine. That's a tongue twister. Um, two bids were received and High Voltage Incorporated came in at the lowest responsive bidder. Their pricing aligns closely with the city's initial engineering estimate for the scope of work. The baseline cost for labor, equipment, and taxes totals $574,56183. Now, due to the rugged terrain in the area, additional efforts will be required to establish temporary access roads to each existing transmission structure. To account for these field uncertainty, staff is recommending a 5% increase contingency in the amount of $26,585, which would bring the total amount to 601 and $147. That I'll stand for any questions.
Um, Ch, that's the first question just to make sure. So, the way we're assigning the contingency, it's actually not part of the contract. It's just part of the budget. It's part of the budget. It's making sure that, yeah, we don't keep coming back up to you guys every time something changes that dollar amount. We're trying to kind of anticipate any unforeseeable cost to make sure this is a oneand done, but if it doesn't, we'll be back. Um, any more questions, council? You okay? High voltage. High voltage incorporated dormwell. Have we done have they done work for us in the past? This is the first time I've heard of them. What's the experience level there?
It wasn't really an RFP, a bid. We just go with whoever the lowest came in at, but I read through there everything that they proposed. It looked good to us. So, are you comfortable with them, Chad? I'm comfortable with them. Yeah. Okay. Thank you.
Yeah. I was along the same lines. I was just noticing there's a rather large difference in the amount between the two bids. So, I just wanted to make sure you had checked over like was there something they had left out or were missing, but it doesn't seem like it. No, the other bidder actually came in really high and we actually are talking with them for maybe some potential future work. And so we kind of asked him, we said, you know, is there why did you bid this so high? And apparently he chewed out whoever his bidder was because that was not the number that he wanted to put in this bid. So we go, sorry, next time. Okay. Thank you. That's why it's really nice to have two biders. Yeah. Yeah.
Okay. with a like to make a motion in approval of the re recommendation of the award for ITB 2614 new sun sunshine substation transmission construction. I'll second. Councelor Molina, yes. Councelor Yazy, yes. Councelor Garcia, yes. Councelor Piano, yes. Mayor Dealy, yes. Third item is the recommen recommendation of award for ITD-2616. It's the new Sunshine Substation battery bank and accessories.
Yes. Thank you, mayor. Um again, thank you, Mayor and Council. So, this item is to procure the battery bank and associated equipment for the new Sunshine substation. This is actually what's going to go into the control house. Um I don't this is just something that the way that our engineers decided to spec out this particular control building. Normally this is all kind of incorporated into the building as one purchase but they decided to spec it out separately. So we already have the control building. We have everything else. This is the last item that basically is needed for the control house building. Um to go into it a little bit. The battery system consists of approximately 95 individual DC cells mounted on a on a rack along with an AC to DC charger. Under no operation, the charger converts incoming AC power into DC power that continuously operates the relays, protection systems, and metering equipment inside the station house while simultaneously keeping the batteries fully charged. In the event of loss of AC to the power, the battery system automatically provides un uninterrupted DC power to ensure the substation can continue to operate safely and respond to any faults. The city issued ITB 2616 and received three bids. However, Border States Industry was the only vendor that submitted a complete bid covering all required all required items in the specification and was determined to be the lowest responsive and the lowest responsive and responsible bidder. The total estimated cost of this equipment includes tax and shipping is $62,454 and would be charged to the Sunshine Substation Project JU2225. And with that staff recommends the award of the approval go to border states.
Um yeah this is a and your scattera system is it ran off of this too? This yes so what this does is this will make sure all the relay and protection device inside of the system it's reporting to the SCADA at all times the alarms and everything else the alarms and everything. Um, so Chuck, my question is just regarding so once we have the transmission construction done and the battery bank and accessories, are we I mean because I just can't keep track. Are we almost complete with the Sunshine S station or is there like 12 more parts that I'm not aware of that we're going to be?
No, other than potential change orders if something comes in incorrect that where the contractor sees that conflicts with the design from the engineers. I mean, those would be the only things that I'm bringing. This is the last major item we need to bring to you guys for approval. Okay, good. Good. Okay, that's good to hear. Yeah, Dr. Wood. Yeah. Mayor Dealy. Yes. Thank you. Okay. This fourth item is the resolution R 2026-12. It's amended and restated power pooling agreement with UAPs. And I'll let Chuck explain UAPs to us. Well, for that I'm going to bring in someone else to explain it in more detail, but I'll go ahead and do the introduction to that. And I do need to make one note that our city attorney Erica brought to my attention and that is in the resolution at the beginning. It's labeled that the city of Galp as a participant, but we're going to have to change it to limited participant. Yeah.
So, I just wanted to go ahead and take care of that before. Um, with that, I'm going to go ahead and introduce our transmission consultant, uh, Edwin Reyes, who's online. Can you hear us? Yep, I got you.
Okay, take it away. So, the the pooling agreement is an agreement that allows for and I'm sorry, thank you for having me, mayor and commissioners. Um, the the agreement allows for Gallup to be a potential participant. In this case, they would be you would be a limited participant in potential projects uh for power supply. Uh if if Uamps decided to build something, you would have an option to be able to be a participant in that project uh for power supply at this at this stage. Um and the way that this particular contract would be uh would actually be executed, you would be a limited participant and would have basically uh no fiscal obligations under this agreement. The agreement does allow for uh future participation in any future projects that come. the the current agreement for supply for power supply for the city of Gallup comes from Guzman Energy in a long-term agreement. Uh there there uh there is there's no at this point there there is no conflict between the city's contract with Guzman and being a a limited participant in the Uamps uh in the Uamps agreement. uh in the in the case where the city wanted to participate in a particular agreement, it would have to be uh first it would have to the the opportunity would have to be given to to Guzman uh to to be the power supplier for any new
project. So if if there is a new project that is coming a a new customer that is it's a very large load that's outside of uh I want to say it's 20% of the city's power supply then then uh Guzman have the first opportunity to serve it. If they can't serve it or if they choose not to serve it, then the city would have the opportunity to be a to become a participant in a project with Uamps and have that project power supply served by Umps as a participant in a particular project or a portion of a project. So at this time there is there is no uh fiscal obligation. There is some operational obligations in the form of participation in um in in operating committees. Uh but at this time there's no other there's no other fiscal oper uh obligation.
Thank you. Yeah. Yeah. Go ahead. Um c can you tell us about how how this introduces the modern planning and the study planning for forecasting that kind of stuff? It really does not affect our forecast planning. This is basically just remaining as a member of the Uamps and then they're kind of at the ready in case we need to draw power from another source other than Goosebar. So if we have a large entity come in to say the trade port. Yes. that Guzman cannot supply. This is a potential to buy more to attempt to supply.
Correct. That's correct. So, they're kind of there as a backup in case Guzman Energy cannot serve that load. Now, now I just heard the opposite. Is that what you heard? Yes, with presentation that if there's something larger than 20% of our productivity, uh, Gooseman has the right to supply that. They have the right for first refusal. So they have the right to that load, but if they cannot serve it under the contract, then they can go we can go out to another entity to serve this. So they'll serve it through through our meters. It'll it'll be our our customer. It'll be our customer. Correct. Yes. I I just misunderstood that role. Oh, okay.
Yes. Yes. That is your you would City of Gallup will still be the the utility, the distribution utility serving those entities. uh the power supply would just be coming from U amps. And this is stuff that typically nobody sees what's going on on the transmission side. So basically it's who's serving our substations with power. Got it. Hey, this is Mark Depali. Um thanks very much for helping the city again. You bet. How many what's it been? 20 22 years. Uh yeah, about that. Since 2003. I think Bob Rose was mayor when you first started. Yep.
Uh it might have been before Bob Roseboro. Um you I was just wondering with the the U Amps who what what other city in New Mexico is a member of Umps?
Uh I don't believe there are any cities in Well, take that back. Farmington may be a non-participating member. Um, NUA is a is a member, but other than that, that's it. I mean, it's just the, you know, they're they're they serve out of the four corners. They're in Utah. Uh, they have a they have a few, you know, they have a few projects. They they've presented some opportunities for couple different projects over time. This particular amendment uh or amended and restated agreement is is really purposed around some changes that needed to be made because the uh the west the west market is going to be entering uh the you the edam that's it's that's it's in the uh in the agenda the extended day ahead market at a cal IO uh which pacific corp is a participant And uh that just brings with it some additional it's just some additional market opportunities that you u is going to be taking advantage of but it does uh bring into it obligates them for some other planning obligations. Uh so they have some additional supply planning obligations that they'll have to take on uh that that they would you know that that's it's their obligation as a as a limited uh participant. You wouldn't have any additional obligations.

I have a question about the term and termination date since that's not especially clear to me. I can see that it takes effect May 1st if we approve it. But then how does it work for it says that um shall remain in effect until terminated by written notice by either party served at least 5 years prior to the stated termination date unless a shorter notice period is approved. So there first of all there is no stated termination date and then the five years which seems really long but I'm not familiar with how these work. So, I'm just asking to make sure that I'm clear on what is the process for terminating the agreement down the road. Just kind of um I don't know if Erica maybe wants to speak to it or if Mr. Reyes wanted to speak to that.
Yeah, I I can I can help you with that. The U So, as a limited participant, you wouldn't be taking on any financial obligations uh through this polling agreement. So there wouldn't be there would there wouldn't be any reason for them not to allow for a shorter term termination if you wanted to terminate the agreement. The five years is meant for a five-year planning horizon for a particular resource that might have been contracted. So if they decided to build something and you were going to be a participant, uh you would have specific obligations as a participant under that new resource agreement. And so they want to make sure that you have it that there's there's five years uh for you to give a termination notice because they'll have to find a new home for that energy that's coming out of that particular resource. And the resources that they would be uh that either building or contracting are typically going to have a you know 25 year life and so they need to make sure that that they're covering their obligations in the long term.
Understood. Thank you sir. One one more question. So so so this this is just a right to participate. We we really haven't negotiated a price for power or anything. No, because we don't need anything and we're covered under Guzbond. That's why we're asked to be filed under a different participant level which they said a limited to participant basically is just the minimum to keep us members of UN. What do you expect if we do purchase some this? How do how do you think it will relate? We'll have to look at whatever the market value is for the project and the load that we're serving.
There there are problems right now with western power with WA and the declining levels in the in the lake pal and lake me which are going to have profound effect on the cost of electricity over the years to come. So anything we could do to be part of the club to reduce those prices we need to do. Yeah.
Yeah. There's a that right now in the west well it's it's across the US uh with the proliferation of the large data centers uh the large data centers a bunch of them are are actually they're islanding themselves so they're bringing their own resource they're building their own resources and then they're serving themselves and they're not connecting to the system. Uh what that's done is put a a big strain on the supply side for for turbines and generators and and everything else. Uh the uh the cancellation of of the of the investment tax credit for solar has also put a put a bit of strain on the market. Uh so there's there there is a you know there's a significant uh capacity constraint right now looking out for the next oh probably four to eight years. And uh so this just it it it gives you, you know, it gives you an opportunity at least a an option that's out there for projects that they end up being involved in that you might be able to be a participant in if you found if the city found itself in a position where they needed to needed access to additional generation capacity.

Um the next item number five is budget adjustment request for the completion of city hall and Gallup joint utility door access project SP26-02. And our speaker today is Susanna Suzanne Beay.
Good evening, mayor, council. Um the IT department is requesting a budget adjustment in the amount of $14,100 to our facilities operating expense account. Um which will facilitate the final installation of door access readers and controllers at our city hall and GJU locations. Um this was a an oversight on our part. um we were working with our project manager and somehow we missed these five um areas and um so we just want to go ahead and get this completed um the installation of these five door readers, four at GJU and one at our west um uh door here in city hall. Um and I am I'll stand for any questions.
Um any questions counselors? Do you remember what the original cost was? The original cost was
86,77. You said 86. 86. Yes. Um, I have a comment. Mhm. These things are expensive. Yes. We already did the rest of them, so I mean there's no point in not doing the rest of
And there and there's a reason behind it. you know, we keep um we continue to talk about um cyber security. We talk about securing our networks, securing our our areas and also we're also talking about the removal of aging systems. Um our door access system is something that we've had since I've started and that was roughly 22 years ago. So, um it's, you know, if we're going to be moving forward and and securing all of our systems, these things are really needed. And really, this is the first phase of securing um the door access. Hopefully, if the cameras are included in this coming fiscal year's budget, they'll work in tandem together. So, um that's what we're hoping to do and make it a more secure area everywhere.

Thank you. Um the next item is the request for proposal 25 20 25-2026 slash or dash or3 NGWSP. That's the Gallup Regional Water System SCADA system upgrades and budget adjustment approval. Um the speaker is Jan Daryl Boon. He's the water superintendent. Thank you, mayor. And um I'll get st uh I'll let you take it from there, Jan.
Okay. Well, it's uh pretty much self-explanatory. The we need the the city has selected uh a vendor to provide this uh SCADA for the amount of uh 1,287,141.34. Uh but we do uh we are requesting an approval of a budget adjustment to cover the short shortfall of the um funds we have. The SCADA is aging. It is really not reliable at this time. So uh we would really like to have this new SCADA in place.
I have a question. Um so just Jan, this is so we don't have to manually adjust things, right? This is similar to what the electric department has currently. Correct. Uh it will give us uh remote access. So we can uh see real time data from uh laptops provided. So we can basically check and operate some equipment from anywhere via uh remote access connection. Okay. And then my second question is just a clarification. This is just for our water, our fresh water. This isn't waste water just to
No, no. This is just our water system from our wells to our uh storage tanks to our PRVs where you know it'll read pressures flows whatever including our chemical dosing you know it'll show our uh residual if there's any faults anything alarms alarms it'll uh notify us of alarms so that we can get personnel on site so It It's eyes in the sky. So, does this not have anything to do with the customer meters? No. Good. Thank you.
I' I've got a question. So So there's a $250,000 shortfall. But since this is part of the Navajo Gallop water supply project, can we petition the board to to or did they just budget X amount? And since the bids are more, can can we petition for them to be paying for this? Yeah. Yeah. Let me answer that, Frank. So, um, the way this is put together, the estimate for $1 million was done 17 years ago. Yeah.
Um, there's millions of dollars in the budget. So, the there is money to cover this strictly with the Navo Gallup money. It'll it'll cover the full amount. Uh, the reason for the $250,000 increase is because in that line item, it was, like I said, 17 years ago. So it they're just going to take money from the reach 2710 which was millions of dollar million dollars less than the budgeted amount. So this will have no fiscal this has no fiscal impact. Yes. No.
And um as everybody knows we've got our cost cap for the Navajo Gallup project. So um this kind of stuff is wonderful for the city. You know with only having to pay $76 million um and having this having the federal government pay for these items for us is wonderful. you know, we we just can we add to this list? Yeah. Well, you know, we're trying we're trying as much as we can and and uh but this SCADA was put in the original budget uh in 2009 um and which is 17 years ago and it had a million dollars. So, it really hasn't went up like other things. No. But it's um but we do have a good contractor, right? Yeah. Qualified contractor was selected.
Yeah. And uh and just so everybody knows supervisory control and data acquisition is what SCADA stands for. Right. So does that answer anybody else have any questions? good evening, mayor and council. Uh, thank you for having me up today. So, you've probably seen on the north side we have a new art installation. It's modeled after Jack Rabbit. So along the course of our project getting the statue installed, we had one location planned which is kind of near the Slavic memorial or Slavic statue on the north side of we the people park you're probably familiar with. We were originally going to place it there. Then there were some developments that necessitated us to move the location. So we moved the location kind of the opposite side of the park where it is now. So with that move, we had to lay a new foundation, buy some equipment, just some supplies to get that going. So, this is to replenish the budget so we can go ahead and, you know, finish out the project and and move forward. And with that, I'd stand for any questions that you have.
Um, any questions from council? All the time. We'll take this out of the city manager's discretionary funds. Just kidding.
Okay. Um, without with that, if we could have a motion to approve. Mayor Council, I'm sorry to interject. I just thought I would take this opportunity to plug our event on Friday to remind you all we're we obviously the installation's already up, but we're going to be doing kind of an unveiling event Friday at noon at the site. Our next item is number eight. It's recommendation of award for bid number ITD-22617 Galllet Municipal Airport schedule one in and this is to install the AWAS 3PT. Um and it's through an Mexico uh DOT grant GUP24-3. and the it's going to be awarded to Bixby Electric of Albuquerque. Um, and with that, Christy Johnson is presenting.
Uh, good evening, mayor, council members, and the public. This, uh, request is award is for the construction and installation of a new FA certified automated weather observation system. Uh, it's the, uh, model AWAS 3PT at Gallop Municipal Airport. The project includes all labor materials, equipment, coordination, and incidentals necessary to fully install, integrate, test, and commission the AWAS system construction of the automated weather observation services system. The total cost to complete this project is 133,435.40. Funding for this project is already budgeted under project AP2503 provided by the New Mexico Department of Transportation Aviation grant number GUP 2403 and I stand for any questions.
Any questions? Just a clarification question. Um just this is basically so we're in compliance with the FFA, right? And this is FFA funding FAA. What am I saying? FFA future that begins to get me every time. FAA, I'm sorry. FAA. Yes, not FA.
This uh this is certified by FAA to use this new system that we have that's replacing the current ASOS. And um also this means that FAA will decommission their ASOS and having us do commission our own. We will be that this means that the city will own this AWAS from here on once that's established.
Mr. When will it begin and how long will it take to complete set this up? This began in uh December, November, December 23. And uh because our system went down, the ASOS, it was uh hard for the National Weather System to come out and u you get the parts and order it and uh set it up and everything again. So the repair time was costly and that meant that medical transportation also private pilots were not able to land uh including the airline service. So that was detrimental for us to push forward to getting an a AWAS system and
yeah we're supposed to be done by May 31st. Uh our equipment is on its way and uh we have with this bid to award BGsby electric we can move forward and get this done. Said the um funds are already budgeted in this the funds. Yes, they're already existing and they're in line item account already. Um, I've already had contracted the construction management with our airport consultants, Armstrong Consultants, and um, now we're ready for the final phase for construction. Great job. Thank you.
So, just really quick on the different bids here with the um, it's just a clarifying question. With the other bids that we were looking at earlier, they were automatically kind of going with the lowest bidder. I noticed here that mix B is actually about approximately $2,000 over the next one down, but then it looks like they were chosen because of the New Mexico preference. Yes. Is that correct? Yes. But point out to everybody that this council meeting, if you notice the agenda and all the items, they're all high-tech. They're all technology related. everything from monitoring water systems to providing information for airplanes the land of our airport and you know it's not going to get any not going to change you know more and more everything we're going to do is be high in higher tech security systems and everything so everybody be careful with your cyber security be careful what you log into what you answer when you have an email um because the hijackers and the criminals follow follow just as just as just as much as the uh the good guys so um the second thing is The golf course opened today. It was beautiful.

And then and then the uh the last thing is recently uh there the um I'm just going to read it what I got and this is this was from Phil Marquez. It's in regard to Sergeant Celestino Chavis Jr. It is an honor and gratitude that we announce the final return of Sergeant Celestino Chavis Jr., a decorated US Army veteran who was accounted for decades after making the ultimate sacrifice during the Korean War. He was born on February 27th, 1931. Sergeant Chavis enlisted in the US Army on January 10th, 1949, beginning a life of service to his country. And he served and Sergeant Savis Chavez served with Valor Valor as a member of Battery D, the 15th anti-aircraft artillery automated weapons battalion, 7th Infantry Division during brutal fighting at Quesan or Chosen uh Quesan's another country, Chosen Reservoir, North Korea. He was wounded in action and tragically died on November 29th, 1950. For decades, he was listed as mission in action. His family and the nation awaited the news of his fate. So what has happened is in in two in July 2018 as part of a diplomatic effort, North Korea returned 55 boxes of remains of US citizen servicemen and through the tireless work of scientists and an analysts of the D uh defense department PM MIA accounting agency program the remains of Sergeant Travis were positively identified. Um and with that he will be buried tomorrow with a full honors at the veteran cemetery at 11 o'clock. and he's a Yeah. And the big thing and the best thing about it Thank you, Linda.
He's a Gallup resident. He was born and raised in Gallup. Wow. So, if anybody wants to attend tomorrow 11:00 at the veteran center, we're going to try to make it. Uh it'd be good to go. Uh with that, Linda, I might get some. So, um first was Ken here. I see for April 24th we have the meeting three at the Almor event center from 5:30 to 6:30. Who is coming? And um I just want to say the u uh arts crawl started this past Saturday. Um it was a great success. I believe there was the weather held out for us although it was very cold but we had a great amount of people show up and a great amount of vendors I believe it was a success we have it the second Saturday of each month until October and it's from 7 to 9 and I hope you all come and participate it's a great event then I have a you probably want to mention it but I have a cinco de Mayo May 2nd that the city is going to put on I don't know I don't know all the details I just And then we're also going to have administration day u to show appreciation to our city employees. Uh long overdue and we greatly appreciate each and every one of our employees. This will be held at Red Rock Park. Um is it next Thursday? Next Thursday. Red Rock Park from 8 to 3. And we just want to celebrate the employees and let them know that we appreciate them. And that's it for me.
Yeah, I have a lot of similar ones. So, um, went to Arts Crawl. It was great. I, you know, sometimes when it's so busy, it's a bummer I didn't get to eat because I was in line for so long and then it was so many people. I know. It was amazing. I saw lots of different city folks and yeah, it was it was packed. So, that was nice. It was really great to see. Um, and then just a reminder, tourism department. Matt mentioned the unveiling of the jack rabbit sculpture which sculpture which is noon um this Friday and then just there's a craft sale at 11:00 a.m. on May 2nd. I know that seems early, but it's Mother's Day weekend. So thank your moms. I'm helping you in advance. Don't forget your moms. It's coming up Mother's Day. So that's it. Oh, wait. Um I lots of department all the departments are doing great work but I want to give um not only shout outs but one just mention of I saw um the work that the 3D printer can do at the maker space of the library. If you guys haven't seen that I mean it is unbelievable what this 3D printer can do and I really encourage people to go see it. Um and also they were there and had some of their little 3D things at Arch Crawl as well were showing people. So it's just really cool. So, if you haven't seen it, go check it out in the maker space. And then, oh, I've been giving Oh, forgot something. Also, the shout out I was going to give. Um, it's not not to like say that everyone's not doing great, but I had a special shout out to the animal control because we had an issue and it was actually I won't go into it, but just Tiffany and her staff just did a great job and I just think she's always going above and beyond and it was just a particular thing and I'm just really thankful. um for her staff and just some things they've taken care of. So, I really just want to shout them out. And then um Linda reminded me that
the city of Gallup is doing their city of GP 16th annual community cleanup. And the first one is April 25th, which is the east side, Boardman Avenue to Vanbos and Roth. So, this is kind of all those areas in there. So, April 25th, which is the east side. So, that's coming up pretty soon. So, you can live on the east side, make sure to put all Yeah. Next Saturday. Not this Saturday, next Saturday. So, make sure to put all your stuff on this on the curb side for um solid waste and appreciate the solid waste because they're doing a lot of hard work with getting those cleanups. So, thank you. I think for me Since our last meeting, I was able to go out and visit the wastewater treatment plant. That was an experience and I wanted to give some extra appreciation to the new um plant director and Jerry and the wastewater folks, superintendents that they are really doing their best with a big mess that we were left with. So, um that was amazing. And just a reminder to all city residents to be careful what you flush and uh take care of the water.
You know, we we can do our best with what we have, but also water is not endless. It's not an endless resource. So,
um just be mindful of how much water, you know, we live in a desert. Been thankful for the rain and the moisture in this past week, but it also um just reminds us to take good care of our resources that way. And then um yeah, looking forward to the Jack Rabbit unveiling event, but also next Saturday, the 25th. Um these have been happening monthly. I finally plan to get there to the New Delarf tour, and those are happening regularly in our community. Hopefully, lots of people have gone, but I unfortunately have not. And I do have to say something. We Frank has been under some pressure to change some things in the city and I'm seeing a lot of u good positive things coming out. I hear people talking good about employees, you know, and I got to be honest with you, that wasn't a a normal thing to hear as a city councelor. You always hear the negative and uh but here the last uh 6 months I've been hearing some pretty good things about the employees. Thank you. It makes a difference. There's a lot of events going on. So, just to answer anybody who says there's nothing to do in Gallup, we have quantitative proof that is wrong across the board. There's a lot to do in Gallup. And our concert's going to be a good event. Um, it's going to be similar to concerts that have been held in the past at the Courthouse Square. We're open to have a little bit more kids activities and things because if you've ever been to the concerts there, you always see the kids playing in the sand. So, want to give them a little bit something to do. But besides that, it's going to be just some good music, community coming together and have a good time. Um the city is going to be sponsoring a road EO an event where um drivers uh solid waste trucks, tractors, different things. Um even this year mechanic event um do a competition in in a rodeo style type thing. It happens to be falling right on the advertised date for his. So, so they've break broken the west side into two dates so that way our employees can participate in the rodeo. Um, so instead of just being May 16th, they opened it to two Saturdays. May 9th, May 9th will be Chaita mobile home park, uh, Mendoza to the airport area, Auggies Mobile Home Park, Sky West subdivision in the Mintmore neighborhood. And then May 16th will be DNS Mobile Home Park, Western Skies, uh All-American Mobile Home Park, Trails West Mobile Home Park. Um we they'll have rolloffs there in designated areas, so so people can automatically just go and put their trash in. So it's a way to still help the citizens, but at the same time, let our employees try to do uh we had a contestant last year go to El Paso. Um he won the event and got to go to nationals using their trucks. So I'm excited. if we're going to be using our trucks, have the home field advantage. Okay.
