Yes, we do. We have a like a PowerPoint presentation that Miriam will be presenting. It's an update of all the programs that we've been doing since we last met and all the attendance numbers to the different programs of our three goals that we wanted as well too.

Hello my name is Miriam. I'm one of the supervisors So over at the Flurton Community we'll go ahead and start our presentation. This has all the future dates for the rest of 2025. So if you wanna take note, of course, there's email communication throughout the year. Okay. So I'll go ahead and start. I will mainly be focusing on our programs and resources that we have over at the community center for our seniors. So first, I wanna talk about our weekly fitness programs. We do have fitness programs Monday to Friday. Typically, in the morning, we have some afternoon classes, especially Kenny.
It's one that's one of our more popular classes, but we do try to we aim to get all types of fitness levels involved. Second, I'll talk about our music and dance programs. We have a lot of collaborations with volunteer leaders that will lead our Hawaiian belly dance lessons and our Korean drumming and dance. And then we also have our in house programs such as the Tuesday evening dance. That's weekly in the evening.
And then, excuse me, our music Thursdays is led by our education coordinator, Amy All. Those are very popular as well, and all of these classes are on a weekly basis. Okay. And I'll go into our resources. So senior transportation, I know has been mentioned with this committee in the past.
These are the two options that we have currently for our seniors. The first is our OCTA bus passes. So this we require you to be a Fullerton resident in order to purchase one of these at the Fullerton Community Center, and it's same as any OCTA bus pass. It gets you anywhere in Orange County. And we have sold about 1,100 from last July to January. It's very popular. We have, patrons coming in every day to purchase a bus pass. And our taxi rides with Yellow Cab. Again, we do require each participant to be a flirted resident. We require proof 60 and over.
And with this program, we have estimated about 7,400 trips from July to December. We do go on and off with a promotion based on the seasons, and we will offer free trips within Orange County. Currently, the the promotion ended last month. Currently, we are on a pay basis. It's still very minimal, but we will be moving to free again in the summertime.

The nonemergency medical trips and the social and recreational, are they free or a reduced cost?
Medical trips are free, and social and recreational are reduced prices.

Thank you. Okay. Another one of our very popular classes or programs is our pickleball and table tennis. We do alternate these within the week. Pickleball is on Monday Tuesdays and Fridays, 07:30 to 12:30, and table tennis is Monday and Thursday, 11AM to 4PM.
They are in the morning time, so we are aiming this more for a senior group, but it is open to any older adults. In our technology assistant program, it is led by one of our seniors. This is the first and third Monday of the month from ten to eleven. The main focus of this is just having our seniors be more comfortable using technology, using our iPads and their phones, and, of course, making sure they're being safe online and warning them of any scams that are out there. K.
And then our nutrition resources. We have free grocery distribution on the first, second, and third Thursday of each month. This is a partnership with Second Harvest. Every week, we get fresh produce, canned goods, dairy, eggs. Really depends on what they have on hand. So, it's very popular. We get about 200 people come in every week. And we have our Meals on Wheels partnership. This is Monday to Friday at the community center, 11AM to twelve. Very popular within our seniors. They get to have lunch and socialize with other seniors.
Our income tax senior assistance started last week. This is also very popular with our seniors and are great resources. There's no cost towards our seniors. So far, appointments are almost booked. So if you are looking for help, I would definitely call the community center soon just to book your appointment now. And this is in partnership with AARP.
They send us some volunteers. And couple events coming up. It's this is our health and wellness fair. It's towards the end of next month. We have a lot of vendors coming in, all types of health related and, fitness programs coming in also. This is open to the entire public. We do encourage you to register online, but anyone is welcome just doing walk ins. And we are hosting a winter formal dance for our seniors as well. Really very excited. We'll have some, like, refreshments, a DJ.
It should be a fun time. But open to any questions?

I have a few things to say, but I don't want to totally dominate everything while I'm still chair. Do it in advance of listening to me. Okay. Can you hear me? I have the green button. Okay. Okay. Hi, everyone. I'm Sharon Nelson. I'm a resident of Fullerton all my life, fifty eight years, and, proud to be a part of this committee. I I think, or commission, I have a lot to offer. And, I my biggest concern, I think, in wanting to be a part of this commission is communication.
Everything that you just announced I think is fabulous all the programs and resources we have. I just don't think it's being communicated and I don't think our seniors know what the resources we have here in in Fullerton and and you're working really hard but I just I just don't think it's connecting with all our seniors and not a lot go online. I you know, and a lot of people don't have cable television to see channel three. So I think my biggest goal is to be a communicator, an advocate for our Fullerton seniors.
And I've been in Fullerton for about eight years now and and I'm very involved with the OLLI program on Cal State on the campus which is the Osher Lifelong Learning Institute which is a program for seniors. So I have a fairly good sense of what's going on with that group of seniors but there's another group of seniors that of course never go to that and so I'm interested in learning more about what's happening with them. I have been on a number of boards even at the state level advisory boards so I'm used to this stuff, but I'm new to this issue in certain ways. So I'm interested in learning more.
Thank you. Okay. I guess it's my turn. I have a couple of different things to bring up. First of all in response to both of you that is much what we said at our limited number of meetings last year and we did ask staff to, put together proposals on how they could better communicate outside the other channels and we did get a report back that we accepted. I think it would be useful for the new members to have a physical copy of that. So if it's not already in our packet, could you please provide them with that?
Mhmm. Yes. We can email that out to everyone because and then
we collectively all had very much the same feelings and thoughts that you did that the online presence of the city of Fullerton leaves seniors and others with poor Internet connections or skills somewhat disadvantaged. Back when I had cable television, not all areas of Fullerton carry channel three because we live in Rancho La Paz, which is a postal address of Anaheim, although it's a physical address in Fullerton. The cable TV carries the Anaheim channel even if you live in Fullerton. So even that was never the best option. Yes.
We have a Zoom audio zoo a online live video audience, only a little bit delayed. But that takes a higher level of knowing how to use your pad or your phone in order to access it. Many who should be listening to us simply cannot reach us
or like, Mary Maureen, can't actually be here. At least she handles the technology well enough that she is listening to us. Hi, Maureen. Alright. So last year, we did get that report requested and generated with a lot of good stuff in it.
But I reread last night the enabling ordinance that the city of city council passed that created this committee in the first place. And I think last year, we missed the target. In particular, item two on that relatively short resolution last year read, Purpose. The senior advisory committee shall act as a volunteer advisory board to inform city council of senior problems and the needs of the community. The committee shall represent, involve, and promote senior participation in community affairs.
Now that we did do with the encouraging city staff to come up with other communications. But the first thing it says here is where to advise the city council. And we gave them nothing last year. So I would like to propose that we vote to put on the agenda, discussing at our next meeting what we want in a report to the city council about what we feel the city of Fullerton this act the city council acting for the city of Fullerton should be doing that they are not yet doing or they're doing improperly or incorrectly. So I would like to I would like to ask for someone to suggest and someone else to second that we put this on the agenda for our next meeting that we meet and come up with the start of our message to the city council themselves.

Yes. We're trying to get clarity on what the exact motion is gonna be because it was very open ended, but it's to in short, is to come back in May with you guys with an agenda item on ours. That would be the goals that you guys would like to discuss to bring to city council at the next city council meeting following that May meeting.
Yeah. So so if we're if we're to make any motions, we wanna make sure that very clear on what the motion is so it's not so vague because I'm really confused. Good tension in the motion, but it doesn't tell me anything. It's very vague. So that's why I'm asking for clarification on on what staff is gonna put on there Mhmm. Before we vote to to ensure that we're not wasting city council's time with a motion that makes no sense. Yeah. So I just wanna just wanna make clear, if you could read it one more time and everybody listen to what she's saying so so we understand what it is.
But the motion is to agendize an item in May to take back to city council following the May meeting, which is your goals, items to be discussed that you would like to go to city council.

Yes. I have my question is, since I'm new and I really don't know what the heck is going on yet, do we have a side meeting where we start to create our vision, our mission, our goals, etcetera, so that we have a concrete thing to provide to the city council?
No. Because of the Brown Act, when we gather and talk about things, we do it agendized and in public. This is putting the discussion you're asking for on the agenda so that people know we're going to have that discussion, and we can then actually have the discussion. Okay.

You could go back and speak again about more things that you want, and we can implement it into our service plan and goals that we already created at our last meeting. I can add your comments to it and then send it out to everyone so you have it all before you guys review and start working on your motions for this.

I just wanted to let you know, chair Harrison, that curb cuts are actually not in the purview of the senior advisory committee. So that would be with public works.

Let's rephrase that. And I would like to see what is the progress of curb cuts to be a formal question from this committee to the city council? I realize that as a report or a question, it would have to be created, and we would probably have to approve it in May. But it is a direct question we all have. And if we cannot if we officially cannot ask it of the city city staff, we can certainly ask it of those we were tasked to report to, which which is the city council, is something along those lines something we can vote on and do?
So you can address city council at city council meetings just as a member, like, as a resident.
As a as a resident, yes. During public collective body.
You can. You can vote to have a member represent the entire committee when you are addressing city council. So that is an option.
Does that need to be agendized, or can we make that vote now?
You would have to vote to select someone to represent the committee. I would have to get back to you if it has to be agendized. I would assume it has to be agendized because you need to know what you're going to say. You all need to approve what you are going to say to city council. So the same thing as the last item.

Would then propose that as a motion for us, And I will even put myself forward to deliver the collective voice as from the as from us, not just from myself personally, because I make it to every darn city council meeting without without fail as long as I haven't been lying in a hospital bed. So I would propose that as a in fact, I will put forth as a motion to vote on that we choose me to take as a representative of the whole committee the question of what's going on with curb cuts to to the next possible city council meeting. Okay. Go ahead. I would like to use my five minutes. Staff, before we talked about the hotline and texting for communicating with the with seniors within the city of of Fullerton, is there any updates on that?
Yes. On the fact of that we looked into our Civic Rec system that we used as well of doing a text message out and creating, like, anyone that has signed up for any of our senior programs, creating that category to send a text message out to them through our Civic Rec system as well. The person has to sign up to actually wanna receive the text messages. We can't just pick it for them. And then also the same thing with our GovDelivery on our email blast, trying to create this actual category for seniors, particularly programs as well.
How often do we reach out to them to keep the the opportunities out there and not forgotten?
For senior programs, not as often, but we do do it a lot for our other program, our youth and our family services or tennis or anything events going on wise. We do do a bunch of email blasts for that. So we do know the system does work. It would just now be actually creating one, and possibly one we can do is test it out with our health fair that we have coming up and send a message to communication out that way and see how many we reach.
Okay. So out of all the bullet points that we put in, that was the one area that we were a little slacked at. Yes. Is there a possibility that we can raise a little more awareness to that so we're not missing opportunities?

Okay. Excellent. Alright. Next question to staff. Alluding to the cutouts with the in the curbing, because it seems like on multiple occasions, it has come to us because we're the senior advisory to the city council, so on and so forth.
Is there a possibility that this committee could receive information informing us exactly what the requirements are to put it in, who decides whether or not that it's a 30 degree versus 60 degree, the slant goes left instead of right. The the dots on there, which I'm guessing is for the sightless, you know, because there's complaint about the dots. But we also have individuals who who have vision impairment, and that's for them. Is it possible to have some kind of information shared with this committee so we're not clueless of that kind of information. Especially seeing how every single meeting we've had, the the Fullerton community is coming to us.

So if we're informed, then we can inform the public saying, like, came out. Well, that's not in our purview. Obviously, it's in planning commission. But if we're here to make recommendations, now that with a new committee, we're to let the other committees know and the council say, you know, as seniors, yes, it's great to have an engineer design something, but he's not a senior. How does he know what to plan for? Well, that's what we're for. So is there information that we could be educated with?
I wanna say yes. We probably can bring back an item as well when we meet in May as agenda and work with Public Works and with Community Development and get all the basic information like a cheat sheet for you guys of information of how to go through the process.

The information we give you guys is more like a frequently asked question sheet that will have cheat sheets of answers for you guys in short of the process. might have a few things to say. Please. One thing I'd like to see get done for our seniors and also our caregivers in Fullerton, meaning loved ones or anyone caring for a senior, is that the communication is getting out there of the benefits of staying home or going to a community. And I think, we need to better educate, especially our caregivers because it seems like it comes to crisis when it comes to what's next for our senior loved one. And I think we need to be communicating better in in the city of Fullerton and in general, of preparedness, for that time when it comes that it's not crisis and, help families make plans.
I have no argument with that. I have questions about implementation. And since we have a senior center representative here, is the senior center currently doing much along those lines?
I have no idea if the senior I know that the North Orange County senior collaborative has panels that of those in the community vendors, but they don't try to sell their what their what they are about. They're just trying to educate. And I think that would be a great thing to have at the senior community center and it might have already been there. A senior 101. That's something I'm trying to establish and maybe have a panel at actually the Assistance League of Fullerton but I think we need to see more of it because there's definitely a need out there that we need to touch on.

Does one of us need to communicate with the senior center about what they have now in that regard? And is anybody volunteering to do so if that is the case?

Before we move on, I also do wanna add that because you guys are new, and I don't actually believe we met with any of you as well too, we are able to meet with you one on one to give you an update of our service plan and everything. And we do it for new commissioners. We might as well be doing it for you guys as for our new committee And we can set up we can work with Sierra and myself and Miriam, and we can set up a meeting, go over the service plan, go over the resolution, and go over the generic information of this committee with you guys as well too.
I had a brown hat question much much along those lines. If just two of us wish to have a discussion or a phone call or an email exchange, and it is limited to just two or three, less than a quorum of members. What is is there a limit on that? And is it only between two, or can three people have a discussion? I know public events often I've seen only two city council people go to avoid a lack of public notice. What about among us? What what what can we do legally?
I do believe you guys can meet as long as you stay under the quorum. Because once you hit the four, then you officially can make meetings and start topics, and it could turn into a meeting. So three of you is meeting is under the quorum.
