33:43 – 34:146

Thank you so much. Happy to do that, president Chen. At 05:30, the board of trustees of a library went to closed session to discuss the recruitment for library director. No action was taken. However, we have two trustees, president Suing Chen and trustee Megan Watson, that pending availability of the interim city manager will be part of the next round of, panel interviews, pending their avail the availability of the interim city manager. Thank you.

34:15 – 34:390

Well, I think we're excited that we have candidates that are, excited to meet with us. So we're excited to meet the candidates. So I think that's a a good moving forward, and, obviously, we will continue to report with what's what's happening. So with that, let's move forward with our, meeting report from the director for this meeting.

34:39 – 35:076

Thank you so much, president Chen. First, I'm it is, with sadness, they were sharing the news of a former, children's librarian with Fullerton Public Library, Kathy Dasney, who's passing last week. She was a dedicated children's librarian for twenty six years and a former children's manager. Passionate advocate for adult literacy. She started at Fullerton Public Library in 1979 and worked until 2005.

35:07 – 35:516

She continued to bring joy of stories to children at schools and the Fullerton Museum. She's also a member of the Friends of the Fullerton Library working in the bookstore most Saturdays. There will be a brass plate added to the children's honor wall, honoring cafe, sponsored by Christine Heath, former children's librarian Wanda Collins' daughter. We will have a small gathering with the plate is when the plate is placed to honor her and her years of dedication to the children of Fullerton, day and time, to be determined, but we will definitely make sure you were invited. So moving on, we are very happy that the hotspots that were sponsored with the generosity of our library foundation arrived yesterday.

35:516

Oh, yay. Do you want to add anything, Bethany?

35:56 – 36:104

We also were able to reactivate four hotspots, so that brings our grand total up from 19 currently active ones all the way up to 37. So

36:110

We used to have 30 when we started. Am I right?

36:144

And then we received more, and then we had some attrition. So we're back up. Well, they they were hot.

36:236

They were very hot.

36:240

Yeah. They

36:245

were too

36:258

hot. Yeah.

36:275

That's right.

36:28 – 37:026

So thank you, Bethany, your team because you'll be getting those ready so that they're ready for the public. Great. I'll continue with children's services and let you know that children's had a STEAM and take and make in November where they handed out 80 STEAM, take and makes to children. The final in and out numbers are in, 771 participants, 523 earning all three burgers. And we actually gave out 1,600 in total and In N Out gift cards.

37:02 – 37:216

They got those too. Winter reading started on December 9 and goes until January 10. They already have over 15 kids registered. They did receive food coupons, and we wanna acknowledge our community partners, Yogurtland, Raising Canes, Wahoos, and two saucy brats. We're looking forward to see when they receive their prizes.

37:21 – 37:576

So thank you to all those groups. Well, I really wanna thank, Sherry Pop for giving us, an update on what's going on in the History Room. They're working on several projects as part of their access archives digitizing yesterday and tomorrow. The one that, with an intern with a donation from the Greene Family Trust is, moving forward. And our person, Jesse Latour, has converted nearly thirty years, 1924 to 1954, of microfilm to a digital format of the Fullerton News Tribune.

37:57 – 38:306

And when they he continues, he will look at the next thirty years, in January. And, again, he will be with us for about a year. And, when we get to that point, they'll reassess and see if we can continue to the with the goal being to digitize every every, yes, every, part of the, Fullerton News Tribune. So we're grateful for that. They were also able to purchase a new large capacity external hard drive, which is really great because the thing with local history is where do you where do you store it?

38:30 – 39:016

And so it's always a storage issue, so we're very grateful, to be able to be able to do that. Mapping Fullerton, digitizing and creating a digital database for our map and arrow photograph collection with a donation from the Greening Family Trust. They were able to buy a new copy stand for the room, and, basically, it's a device to scan large format items. So she'll be moving underway with that. In our teen department, they hosted their fourth, the TAB committee teen advisory board.

39:01 – 39:246

They hosted their fourth clothing swap event for teens, November 29. There were 38 patrons who visited Clothing Swap to check out the event, swap their items, and participate in crafts and activities. The TAB group is looking forward to hosting one more in the spring before they graduate high school when they age out. Aging out at 18 already. Looking forward to that.

39:24 – 39:546

The group the Teen Advisory Board will continue to meet the first and third Tuesday of the month, and I wanna thank Emily Elliott for really, taking charge of that group. And she's been really just great to work with them. Keith Lee and Emily participated in La Vista High School STEAM Week where students worked on creating shelf elf on the shelf towers. Materials provided were gumdrops, marshmallows, toothpicks for them to make the sturdiest tower. A lot of fun there.

39:54 – 40:376

And they look forward to their continued partnership with the school with more STEAM activities, field trips, and library card sign ups in the spring semester. So I'm happy to know that that collaboration is still moving forward. For adult services, Thursday Night Reading Club is participating. This month's selection was Let's Call Let's Call Her Barbie by Renee Rosen. They are 12 participants. This Dude, Where's My Yarn? I just love the title. 28 patrons are coming to the Osborne Osborne Auditorium. They were there from eleven to three, and this program just keeps getting momentum. And so though, I think they're gonna start, asking for to do a drive for knitting supplies and things like that.

40:37 – 41:116

So I'll let you know about that as that that moves forward in 2026. They also hosted an ornament painting with a local artist on December 3, Kat Vidalis, for the winter craft night, and they had 27 attendees who created or used a unique painting method to create dot mandala ornaments. I wish I had a picture. It sounds really interesting. And then, on December 13, Fullerton Public Library rang in the holiday season with partners in chime in concert at the library on Saturday.

41:11 – 41:546

The group of older adults played chime instruments similar to handbells. Everybody had a great time. It sounded wonderful, and we had 61 people attend. As for the hunt, they've been busy too. The hunt library programming had a great success in their story time XL winter wonderland on December 9. Over 200 patrons. They had a fun story time, cookie decorating, reindeer candy canes, sandy Santa helper hats, snowflake decorating, face painting, and holiday decorations. Lot of fun. I happened to go to the DIY boxcar drive in where parents and children, designed cars out of cardboard boxes. So adorable.

41:54 – 42:236

If you haven't seen them up on the website, they have over 90 drivers and their families design their own vehicles by choosing wheels, steering wheels, license plates, headlights, taillights, and paint jobs. I saw a Barbie one. I thought that was my favorite. There was a flying car made. Someone made a flying car. Oh, that's right. I remember that. And as afterwards, they settled into their cars and they watched cars there at Hunt. Yeah. I'm happy to say and thank you to to Jaime and his team.

42:23 – 42:476

Hall Hunt activities, they're hosted by library parks and rec, rec are now found on the the Fullerton Public Library's calendar of events. And I think that's really important. That's a great way to honor that partnership with Parks and Rec, sharing the safe building, and and just working for the community over there. So I'm very happy about that. And I think let's see if I forgot anything.

42:50 – 43:306

For arts and culture, I'll just go ahead and move on. So the once upon a sketch, which if you haven't seen that that, exhibit, it really is something. If you remember, it is with that partnership with Fullerton, Museum Center and their intern from Fullerton College who curated it and their children's books and using the the the artwork blown up there and the accompanying books that are their children's books. So I do know that they were looking, well, the curator wanted to contact one of the authors to come and read from her book. And so, Jaime is working to to make that connection so we can do that.

43:30 – 43:586

I'm happy to say it's been extended to February 20, which means it'll be here for Chinese New Year, which will be great. And the next exhibit, we'll hear more about because it's number three of a new business for you. We'll hold off on that. I'm happy to announce that staff development day will happen February 13. It will be from approximately 08:30 to one with the library opening up at 02:00.

43:58 – 44:506

And, again, we will make sure that patrons know well ahead of time that the the library will open up at 02:00 that day. We we're very excited to welcome a, a person who has been around libraries for a long time, Robert Caratsu. He was the, he is the twenty twenty two inductee into the California Library Hall of Fame. He's a retired library director of the Rancho Cucamonga Public Library where he led the library to the Institute of Museum and Library Sciences Services, excuse me, the national medal, the nation's highest honor that can be be bestowed upon a museum or library. He's also been an adjunct faculty member for both San Jose State and UCLA graduate information science schools, and he's currently the interim executive director of the California Library Association as well as a member of the Pasadena Public Library Foundation.

44:51 – 45:286

We're very excited to to welcome him. I I know a little bit about him. He has really been almost like an informal mentor to me. I wanna thank staff. I think it might have been Bethany who mentioned his name to have them to come. So he's very excited. He's gearing up, to come to Fullerton. And what it will look like so far is that he will spend two hours with the entire staff, and we're gonna really look at communication from from different levels and and personal leadership. And then he will and he's bringing some friends of his who are just wonderful colleagues. So I 'm excited that he's doing that too.

45:29 – 45:406

But, and then he'll meet with the with the the library's management team also apart from that. So we're looking forward to it. It's taking shape. And so I hope to, let you know how that's going and give you another update in January.

45:414

And I just wanna make sure Keith Lee gets credit. It was I her very heartily seconded it, but it was Keith Lee's idea.

45:506

So we're very excited that, they mister Karwatze will be with us. And that is my director report. Thank you.

45:59 – 46:150

Thank you. That's very exciting. Very good. Let me ask our board of trustee any questions, any comments at this time?

46:15 – 46:517

I have a couple comments. I'm very excited that this Saturday, dude's Where's My Yarn is continuing because I haven't been able to make it to any of them, but I will be there this Saturday. And they're doing a yarn swap. So if anyone has extra yarn hanging around their house, bring it, donate it. And then I'm also very excited about the auto renewals, policy because my husband has checked out maybe the same book, like, six times this year because he keeps it, and then he has to return it, and then he keeps it, and then he has to return it. So I was very happy to tell him that I can you don't have to worry about returning it for a while. So I was very excited to see that. And there was

46:518

something else I was gonna

46:527

say, but I've forgotten it. So I will yield my time now.

46:560

Thank you. Wanna share?

46:585

The Sarvis household's all signed up for winter reading. It's on me to do the logging on the app, and I'm falling behind, but the kids are doing a lot of reading. Reading. So I'll get on it.

47:09 – 47:210

Great. Thank you. Is there anything? No. I'm just so excited to hear all the, you know, updates that you have shared.

47:22 – 48:030

To me, I feel the staff are the most important part Mhmm. Of our organization. And knowing that we have the staff development, knowing that they are excited about growing and learning, right, that will help our community to the next level. And I'm super excited about that staff development and really look forward to learning more. And I know you also mentioned about the possibility of celebrating the Lunar New Year because I know the different culture from Vietnamese, Korean, Chinese that I think they all celebrate.

48:040

So if there's anything I can help out, I'm very happy to support as well too.

48:106

Thank you so much. Will do. Thank you.

48:124

I know Jaime said he already planned to ask you for something related.

48:170

I will wait for my email. I

48:215

did think

48:22 – 48:413

of something. I had the privilege of attending a breakfast with the foundation leadership board, and it was I really enjoyed it. And it was their vision casting meeting. And so just really appreciate all of their support and their passion for the library.

48:446

Yes. Thank you.

48:45 – 49:040

I'm very happy to see our foundation representative, which is our former president of our board of trustees and being a trustee for quite a few years. So are you ready to share your thoughts? We're just so excited to see you.

49:04 – 49:499

Yeah. It's good to see you. It's, it's been a well, it's been a year since my, last meeting that I was at. So nice to see you all. I it I it hasn't been so long that there's anyone up there that I don't recognize. You're new, but I already knew you before. So okay. So we've got so as I see you've got your next meeting is going to be the twenty second. So we're probably not gonna have anything to report to you at that meeting because we're our next meeting is gonna be the twenty seventh after that. This meeting was really focused on kinda year end financial situation for the library or for the foundation and where we're at, how the year was, and and what assets we have going forward.

49:49 – 50:179

And the short answer is it's a very good picture. We have the we've and and I think you guys know just firsthand how much we've been able to donate. I think it's about 300 or yeah. About 300,000 in in in in pledges. The amount of money in the available in the foundation funds has actually increased this year despite that because the appreciation in the market has been very good.

50:18 – 51:029

Right now, we have $1,162,062 in the endowment fund. We have a separate fund for that property on Bass And Sherry that was sold. That is the property investment fund. And we currently have $4,807,222 in that fund. This is a little bit out of date. This is this is the information from our accountant. This is as of October 31. So the total at that point is $5,969,284. So we are no. Not every year is gonna be like that.

51:02 – 51:309

There's gonna be some ups and down years, but there's there's definitely enough money here to continue to support the found the library in the future. And I know everyone is eager to do that. Not much else to say beyond that. I mean, I we that was I there's, you know, there's there's interest in what other programs we can support, but there's not really anything kinda concrete at this point to to bring up. Let me see if there's anything else I'm missing.

51:339

Not really. I think I think that's pretty much it unless you have any questions.

51:370

No. I'm so excited to see you, Sean.

51:398

Oh, thank you.

51:40 – 52:360

I I also want to say that I received a newsletter from the foundation, and that was very nice because it actually helped the patron to keep posted about, you know, the outgoing director Judy and the, you know, interim director Beeches as well too and what's happening with the foundation. I think it's nice for people to know because, money doesn't just happen. It's lots of people, lots of efforts, lots of sweat, you know, behind to make this happen with a great cause. And and I think the foundation has managed it beautifully because they want to preserve the cap the the principle and be able to, you know, do good investment and use that, you know, distribution to be able to support the library. So I we just really appreciate the foundation, and so happy to see you.

52:360

We'll be

52:369

sure and pass that along.

52:389

Hey. Thanks, everyone.

52:396

Thank you.

52:410

Thank you. Our friends, we have two friends here.

52:48 – 53:020

We're happy to see both of you. We haven't seen Dee for a while. The the new president. Right? Yes. So please come talk to us. We love to meet you.

53:06 – 53:518

My name is Judy Jennings, and I've been a volunteer now for eight years. He roped me in. And, I'm also on the board of directors, and I will be, the new president for 2026. Never been to a trustee meeting, so please bear with me. We had a board meeting on the on the December 8. And as you know, we I think it's been spoken up here before, but our January sale is coming up the thirtieth and thirty first. So we are very much moving forward with that, and very excited about it as always. And, hopefully, I know we had a really great sale at the last one. Hopefully, we can match that. Let's let's see.

53:51 – 54:418

The other the wonderful thing that comes up every year is when the library presents us with, a request for funds. And, it's always very interesting to see where the funds are going, and it's really gratifying. And every time I see children running past the bookstore door, in the library, enjoying the different things that are happening for them, we know we've helped out there. So this year, we received the request for $75,250. And when that happens, then at the board meeting, we discuss not not about what is here necessarily as far as the request, but about whether or not we can fund that amount or a part of it.

54:42 – 55:018

And this year, we are gonna be able to fund the entire amount. So that we work all year towards this. So that's just the best meeting and the best vote that we take and the best feeling when we walk away. So soon a check is coming your way. So we've had that going on.

55:01 – 55:378

And then another nice thing that happens at the end of our year is that, our volunteers are recognized for their years of service. And this year, we had one lady. We had a few recognition awards, but one lady be recognized, that was Donna, for twenty five years of volunteering. And it's just a dedicated group, and, of course, she's one of our very best volunteers, but twenty five years. So it was a great meeting. Love those kinds of meetings. And I think that's essentially everything that I have to report.

55:38 – 55:540

Thank you so much. Any questions? We love seeing you. We appreciate your report. We appreciate the support. It's every book. Every book sells. Right? It's like imagining the volunteer hours put in there to make all this happen.

55:54 – 56:298

And it's our customers too. I primarily am in the bookstore, and so I get to meet a lot of customers regularly. And we couldn't come up with this type of support if we didn't have them donating the books and then coming and buying the books, then re donating the books. But, so we have the volunteers, and we have our customer base volunteers, so to speak. So it's it's really wonderful when they have an understanding of how much they are doing to support the library. Anyway, that's everything I have.

56:295

My my son just turned four, and he got his birthday email. So we will be coming in soon. He's I already told him. Said, you can go to to the store. He goes, the one where you get to keep the book?

56:395

was like, yeah. He goes, I get a free book? And I was like, yeah. If it costs a dollar. And he's like, we're gonna find one for me.

56:468

So Even better than that, usually, I'll just give him a He's

56:505

so excited.

56:51 – 57:168

Yes. Kim DeWolf recommended that we do that. I think it's been almost a year and a half. And I don't care if it's a little boy or if it's a grown lady coming in. They're so excited to get that email Mhmm. From the library. And, of course, you know, then we have to have a discussion about happy birthday. But that just pleases people to no end. So very nice thing to have.

57:163

Still have to I'm a very good customer.

57:180

Dino, so I'm a very good customer.

57:203

And I have my coupon that I can

57:220

get to.

57:228

That's great.

57:23 – 57:543

But I just the quality of the books, as a as a picky customer that likes to keep my books very nice and clean, I do really appreciate just the high quality of of the books. The store is so well organized. Everyone is always so helpful and friendly. I pick up DVDs for a dollar for my grandchildren because they put them in the car, and they get destroyed. And so it's not a big investment, but I really appreciate it. So

57:548

That little room is a nicest place to be.

57:58 – 58:218

is. And we do receive so many beautiful books and movies downstairs in the basement where they do all of that work, going through everything, categorizing it, pricing. Then they try to pull the best of the best to come up to the bookstore. And the really great stuff goes in the silent auctions or we have an Internet presence. It's it's a great little spot.

58:21 – 58:523

For my ladies for my ladies group, I have a basket. So I carry, like, a little free library and take it to my women's group. And if they wanna pick up a book, they can take a book, they can bring it back or not bring it back. Because I didn't make a huge investment, but just, you know, sharing great titles with other friends and women and my neighbors, I can afford to do that by shopping there, and I really appreciate it. Great. Thank you. Yeah. Keep coming in. Anything else?

58:524

Those January book sale dates again are

58:560

The thirtieth and the thirty first. Yes. And then I think I read it there. If you are the member, you have a special shopping time. Do you want to talk about that?

59:060

The first specific time just for the members, but they also can sign up back during that time.

59:11 – 59:478

Yes. During the first hour of the first day, that would be Saturday I'm sorry, Friday, the thirtieth, we have, that specified for our members. Most of our members are recurring members and, get their new memberships, through the mail. The new ones we try to encourage to sign up like in the book store ahead of the sale so they don't have to sign up during that special hour that they get. But that first hour, there is a line that goes out down the sidewalk and down the long sidewalk.

59:47 – 1:00:278

They love that first hour. And so that's dedicated to them. And then the rest of the sale is open to the general public both days. And what do you need to do to be a member? Well, you can come on into the bookstore and fill out a form, and we'd be happy to take your money and give you a card right then and there. You can take that form home, fill it out, and send it in, and we will send you a card. These are for new members. And then also at the book sale, we always have a table set up, and our membership chairman is there, and people can sign up right then and there. And we will take their money and give them a card. So lots of ways to do it.

1:00:27 – 1:00:388

Try to keep it really easy. But we have, I think, a pretty large membership. I think, what, about 600 is what I heard? Yes. And most of them are recurring. Once once they sign up, they're ours.

1:00:38 – 1:00:493

I have a quick question. Do we market or do you market to story times or any of, the younger moms Membership. With for membership?

1:00:50 – 1:01:098

Not that I'm aware of. No. They may see it on a newsletter or something like that. We we send out, to the members every year a re up, but I'm not aware of any marketing, in the children's areas. Okay. So Tell them about that.

1:01:100

We have flyers, we can probably leave somewhere in the library.

1:01:14 – 1:01:346

I'll I'll look to see when we do have the flyers if they're already up in children's. I know there is an area where you can get things, but I think that's a great idea. And, I mean, to your point, trustee, to make a small investment, to keep I think it's it's great. So thank you for the idea, and I'll I'll follow-up with our children's library.

1:01:348

Or Yeah. Perhaps even on the running board. That might be a great place to advertise too. Yeah. So okay. Anything else?

1:01:443

Okay. Thank you.

1:01:46 – 1:02:000

Well, we appreciate your support. Thank you so much for sharing. No problem. Let's move to public comments. I see Christina.

1:02:02 – 1:02:430

Would you like to make a comment? I actually invited her because she was one of the honoree at this year's woman leadership forum, and she was so excited and enthusiastic about the arts in her career. I thought that she will be a great asset in our, you know, community, and she has been already, but I think that lots of people don't know about arts and culture that we inherit, in this committee, so I invite her to share. So if you don't mind, share whatever ideas that you have.

1:02:44 – 1:03:2210

Well, thank you for your vote of confidence. There there's a specific question that I have, and and this is in my role as a member of the board of trustees for the Fullerton Museum Center. I wonder if if you've seen the remodeled Fullerton Museum Center, since it's reopened. And it one thing that happened was they uncovered, from the what used to be the library because that was the library. They uncovered the the stained glass windows that are now visible again as part of the decor.

1:03:23 – 1:03:3710

Apparently there's two panels that now are in possession of the library that could be restored to that location and would complete that restoration. Are you aware of that?

1:03:383

Actually, I am. Because it it's funny enough, I had a conversation inside the Fox about this.

1:03:430

Actually, Actually, I think Okay. We're supposed to let you finish what you are sharing. Right? Sorry. Yeah. And then No.

1:03:51 – 1:04:4310

I'm I'm I'm just I'm just curious if that's if that's something that could could possibly happen just be, perhaps in some kind of an exchange where they're repatriated, but then maybe the museum has something that it could share to enhance or enliven the, the library. So since I just found out about that, I thought I would bring it up and just wonder if that's a potential, exchange. Before, it wasn't it would not have been possible and or feasible, but somehow the idea of it's all back together. Huzzah. You know, that, it would be really cool, especially if there's something that the the library could benefit from in a kind of exchange.

1:04:4310

So that's my curiosity. Thank you.

1:04:46 – 1:05:006

And what I can do is, I know I have a pending meeting with Alvia about a partnership with the Fulton Museum Center in as it relates to the Hunt Gallery, and I will look into that and report back.

1:05:000

I'm sorry. I don't want to cut you off. I just don't want to, let her

1:05:04 – 1:05:263

not have her time that she's entitled to. So if you want to pitch in now. So so funny enough, the conversation took place. My husband is helping out with the fire sprinklers inside the, Fox Theater. We were doing a walk through, and we were touring with one of the board members of Friends of the Fox.

1:05:27 – 1:06:123

And he was a student at Fullerton High School and was a teacher's aide and was telling me about the extensive collection and archives that Fullerton High School has. He was mentioning, funny enough, brought up those panels. Now the way I understand it, I actually then had a conversation with our historian, Sherry, and she said that I think there's one or two that might be in possession inside the library, but there might be one of the missing in the archives at Fullerton High School. And I can connect you with that gentleman who seemed to be really passionate about that as well.

1:06:146

I can I can follow-up? Absolutely. Yep. Thank you.

1:06:170

Thank you for sharing, Christina. Can we see if we have any public comments from our, virtual joining?

1:06:264

We have no members of the public on Zoom at this time.

1:06:290

Alright. Thank you. K. Could we move forward with the consent calendar?

1:06:396

Thank you so much. For tonight, we have four items on the consent calendar for your approval.

1:06:500

Any questions, motions?

1:06:537

I move to approve the consent calendar as is.

1:06:575

Any second? Second that motion.

1:07:010

Alright. Let's do, the vote.

1:07:061

Joshua Dale? Yes. Jennifer Sarvis? Yes. Megan Watson?

1:07:101

Lisa Wojzap?

1:07:111

And Su Lin Chen?

1:07:130

Yes. Alright. Our regular business, the first one, it's the Fullerton Library Code of Conduct. Could we hear from our director?

1:07:22 – 1:08:096

Absolutely. Before you have an updated code of conduct for the Fullerton Public Library, You will notice, what I've what I've done, and let me give you some background first. So this was actually begun by the former director by Judy Booth, working with the city attorney. And, when I came on board, we kinda picked it up and continued to to work through it. At that time, it was the the recommendation suggestion from the city attorney that because of parks and rec has a code of conduct too that the library should kind of look a little bit like like it so that there's consistency within the city and our public spaces.

1:08:09 – 1:09:146

However, there are parts that are very unique to to library services. So if you'll kinda walk with me, you'll notice that the first two, three pages is from the code of conduct that you have seen before, the last one that was approved. If we go to page four of some of the items that are highlight or the high items that are highlighted is what has been, what is new to this updated version, again, working with the city attorney and city staff. So one of the things that we asked about was, when we are explaining about the violations of the code of conduct, in the prior version, it just really listed what kind of discipline or what kind of con and kind of consequences would happen. In looking at the parks and rec one where they kind of listed out as a as a first offense, second offense, and so on, it was, in talking to staff, they thought that would be helpful for them, for anybody who really has to make that call that there's a little bit more guidance for that.

1:09:14 – 1:09:436

So that's what you will see in the first. And, again, the verbal warning, all the things that are listed are from the prior version of it. It's just now we just added first offense and the consequent second offense and third offense. Something else that the Parks and Rec code of conduct had, which we wanted to be able to have, is also the following. So there is conduct which is so egregious that it warrants immediate order of exclusion.

1:09:43 – 1:10:106

I think that's been really helpful to staff because sometimes, like in any situation, it can be a judgment call. But things that are lined out like this, as you can see, abusive or harassment of threatening language or gestures, physical interference, failure to comply, really kinda, and, of course, illegal behavior really just says that it's we need to act now for the safety of the staff, patrons, and the property.

1:10:100

So Who's going to implement?

1:10:136

I'm sorry?

1:10:140

Who is going to implement the code of conduct? Who

1:10:19 – 1:10:536

Well, what will happen depending on the situation. So it is a board of trustees who will approve this new code of conduct. In terms of, in practice, if something if something does, happen in the library, then they would look to this to see, okay, where where is the violation? One of the things that my intention based on the approval of of this body tonight is to, tomorrow to talk to the staff, make them aware of the new code of conduct, make sure they're familiar. And every day, we have a manager on duty designation.

1:10:53 – 1:11:406

So when an an incident happens in the library, that's pretty the the the first level of the someone would go to and say, hey. This situation is happening, and then start to handle it. If it's something where it takes more of a police response, then we have that too. I know in the in my time here, I've been asked to go down and and help with that situation too. So we're gonna make sure that now that we have just a more a clear version or just it's just clear what we're talking about to make sure that the staff, especially those in that are in our circulation services and at the ask care desk, are aware that that should any of these things happen, we have a process to follow.

1:11:40 – 1:12:130

I think I'm more curious about, will the staff be expected to enforce the whatever the code of conduct? Like, you know, if I do something so, you know, terrible, who is gonna come to ask me to leave the library? Would the staff contact the management, or would the staff contact the police department, or the staff actually will actually be the person to approach, the the person that did whatever the offense?

1:12:13 – 1:12:536

Depending on the situation. We had a situation a week ago, maybe a little bit more, where, a gentleman did come in and picked up a stanchion and started to just have have these threatening kind of stance, right away, staff is calling police. So, it depends on what happens in the library, but if if there's an incident happening or we can kinda tell that, you know, something's brewing, then it would be everybody knows who the manager on duty is. So that would be the person that they would go to and then would would, take care of it. But if more help is needed, which does happen sometimes, and then other staff will be will be alerted to go.

1:12:54 – 1:13:096

And and, any but the exclusion any anytime when someone's being asked to leave, it would be the manager on duty. In that in the example that I just explained, I excluded him right away, and we called the police and just kind of went through through that.

1:13:100

And so there will be, the training will be included with the staff to understand the not just the code of conduct, but what to react.

1:13:20 – 1:13:446

Right. Should anybody violate it? So we are asking I mean, the first three pages of the code of conduct really just explains how we really want everybody to have an enjoyable, safe experience in the in the library. And those people who don't wanna comply with that, then they'll be asked to to leave, to stop their behavior depending on what it is. But we'll remind them just just when something happens, it's a manager on duty first.

1:13:44 – 1:14:166

And then we can start talking about these things that are so egregious that you just know you just get on the phone and call the police department to come for assistance as well as your management team. And then, staff is very good about alerting people, to, something going on or when they need backup or help with it. Yes. Thank you for the question. And, and also something I do wanna stress with staff also is that it's also just local, state, or federal law that we have to comply with.

1:14:17 – 1:14:446

There was something about oh gosh. I wish I had a better example. But, we don't have anything here about, let's say, somebody going to the restroom outside of the library, but the city does. So they're already it's a local law. And so we can act and and and call and call the police, and they can deal with that as as a violation of the city's municipal code.

1:14:44 – 1:15:076

So so there's a bit there's a little bit of a layers, but we're I'm just really hoping that with this revision, the staff do feel kind of more empowered, and especially the manager on duty, that they feel more empowered because they're the ones that are are going are gonna be the ones to write the incident report and make sure they have all the details and and give the discipline of the consequence depending on what it is. Thank you.

1:15:074

I have a question when Uh-huh.

1:15:083

When we open for questions.

1:15:110

Well, Chelsea, you have questions?

1:15:126

Yeah. If you can stop me at any time, I'm happy to answer your questions. But I've got a few questions. Come up.

1:15:175

You gotta go first. You go.

1:15:183

Oh, will this will this be displayed publicly somewhere?

1:15:226

It's on the website.

1:15:233

Okay. But physically, like, maybe on that info wall, like, over by Hard copy.

1:15:291

Have we ever have you

1:15:306

ever displayed your code of conduct, like, a poster or anything? Bethany or Ruth, does that sound familiar?

1:15:364

We had in the past.

1:15:406

Like, there was a poster.

1:15:414

Would imagine that on the community board would probably be the appropriate place for

1:15:465

you to the walked into the library.

1:15:484

I thought there was something It's also on the exterior board. Yeah. But depending upon which entrance that you enter the library in, I think it would also need to be on the community board as well.

1:15:583

Not everyone has access or going onto the Internet. Right. For those that don't use that, it would be helpful.

1:16:07 – 1:16:216

We can have it. And I think on that note that, I'll mention tomorrow that we can make sure we have printed copies. Should anybody want it, they'll they can have it. So we'll give it to them. Thank you. Any other questions before I move on?

1:16:21 – 1:16:537

I have a number of grammatical things. Mine is kind of related. Really? Well, I was just gonna say, because I did look at the website version because I was interested to see what it looked like before. And I I do really appreciate that we're kind of, like, laying out that this is what happens. The first offense, second offense. Because before, was all just, here's anything that could happen, and you don't know, like, the order. And I can imagine that was very difficult for staff to be like, what is my first step, second step? So I really do appreciate that. But the way that it's written, it still says, may be addressed in any of the following manners as opposed to

1:16:546

what page are you looking at?

1:16:55 – 1:17:117

At the bottom of page four right before the highlighted, the sentence immediately before, which does not warrant in order to immediately leave, may be addressed in any of the following manners, which before made sense because it just a bullet point list of things that could happen. But now since we're saying it's this, then this,

1:17:115

then So removing in any of the and just changing it to in the following manners.

1:17:167

Yeah. That was my my concern because it sounds

1:17:196

like I will blame this. I obey the attorney. Because I did not write that. But thank you.

1:17:252

Wait. Wait. An attorney wrote all

1:17:276

your stuff? It was redlined.

1:17:312

Damn. Damn attorneys.

1:17:33 – 1:17:515

I I have I have a a few. Okay. Library director Third Defense, on page five. Library director or his slash her designees. Is that the inclusive language that we're using, his slash her? Just checking.

1:17:512

I would I would I would suggest that we change that to their Their their designee.

1:17:566

Mhmm. Mhmm.

1:18:01 – 1:18:135

The next one was in the first bullet under the conduct which warrants abusive or harassment or threatening language. Harassment language isn't a thing. So harassing

1:18:152

I would I would think it would be abusive, comma, harassing, comma, or threatening language.

1:18:216

Let me get an ING.

1:18:220

I'm happy the attorneys are here.

1:18:246

Wonder if we can get a refund. I'm just kidding.

1:18:285

Just like grammar. I'm a

1:18:296

grammar nerd.

1:18:29 – 1:18:495

The next one I have is physical interference, confrontation, comma, or aggression. There would be a comma there to keep with our theme. And then the other two I actually have are on the second page, So I don't know if we're talking about that second page yet.

1:18:506

The second document?

1:18:515

The second document. Yeah.

1:18:525

So let me know if you want me to go there or

1:18:54 – 1:19:096

hold tight. Maybe we'll just as we get to it, that would be great. Appreciate it. I'm holding. You. Yep. And, again, this this does mirror what Parks and Rec has. So I'll take a look at all of it. Thank you. Parks and Rec.

1:19:09 – 1:19:496

Next the next document as part of this is should it come to somebody is excluded from the library? And it's a notice of exclusion from the Fullerton Public Library. One of the things that we wanted to to address is in the prior version, the library had a a maximum of, three months that they could exclude someone from the library. So I did talk to the city attorney and and, the interim city manager in our conversation. Parks and Rec does have one year, and so he was even more generous, and to give us got that blank, that little other space there.

1:19:50 – 1:20:306

I know it looks like one of them has an x already, but I'm not sure where that is. We'll take that off. But, what I did learn too, and this is something just for you to know, but per the police department and, again, I learned this in that that example of the event that happened last week. Even though for that person, he's really banned, we don't want him in the library with that kind of, you know, aggressive behavior. But, but we can do it for a year. And then as a year comes up again, we have to serve him with another letter just saying that we're just gonna continue to extend it. So so that

1:20:300

Does he need to have another offense, or it's just gonna be continuing?

1:20:33 – 1:20:456

Because of the same offense, we just don't ever want him in the library because it was so egregious. But but the police says that every year, you still have to let him know that the ban is hold is is is being held. From

1:20:455

prior If you were to do the year, like, more than one year, like, blank, would you have to do it every year anyway?

1:20:516

Every year anyway. Yep. So we still want it there because at least we're letting someone know, like, you're not gonna come back, but we need to do that, the police said. So to do that

1:21:003

Is there anything on the form that says renewable? Maybe that needs to be or serve

1:21:07 – 1:21:306

I don't I think when we do that, we'd have to say it would be right there just yeah. I'm not sure if we were right we're, like, renewable. I just think, like, for that person, it was really we didn't have this one yet. So, but on the last one, it says a year, but every he just so you can give it, but every year, you're just gonna have to just refer back and that he's And if I were

1:21:300

a new life immigrant, how would I know that you should not be here?

1:21:35 – 1:22:166

What we try to do in those kind of cases, we're gonna look to the administrative assistant to just kind of keep that on there. But even when we've had somebody like, Sudbury staff is very good about it. When they see someone come in, they're on the phone. Like, hey. I mean, it's I've I've I've I've seen it. They're very good at just letting people know, hey. They're here again. And and the people that are the MODs, they will, you know, kind of be be around. So we're we're very fortunate. We we haven't had I have not heard that someone who was excluded from the library, let's say, for two weeks, and and they come in, they that they really get past the front door because they don't.

1:22:17 – 1:22:476

And so, we're gonna just hope that we just continue to stay to stay vigilant. Yeah. Thank you. And and then the last part of that that they would get that's in yellow that we're adding is really to help the staff to be able to, be able to just cite the details of the violation there and then add any kind of description. Without this, it would've it it can just turn into this page just written with a lot of things.

1:22:47 – 1:23:056

And so, again, this helps the staff to kind of really stay focused and the person that's getting it, that it's very clear that this is knocked this was marked off and these are the things that, the behavior that we we are why we are excluding you. And does anybody have anything about this document?

1:23:05 – 1:23:242

I actually have some things about these documents and the prior one. But for, the notice of exclusion, I would, I would recommend that you either stick with, full justification or left justification, but the but mixing them doesn't

1:23:248

Oh, yes.

1:23:252

Doesn't doesn't that doesn't doesn't work for me.

1:23:295

The justified text, not justification of

1:23:326

Right. You but it gives you a line. So you're talking about that line in the middle due to your behavior? Okay.

1:23:375

No. All all of throughout the document. Yeah.

1:23:412

Yeah. The the there appears to be only one paragraph that's that's left justified. But back on six a, there were a couple of additional suggestions for changes I had.

1:23:526

I'll go back.

1:23:53 – 1:24:092

Beginning on that fifth page, under the conduct which warrants an immediate order of exclusion Mhmm. In that first paragraph, the last line is the following shall justify immediately exclusion, and I would change that to immediate exclusion.

1:24:096

Thank you.

1:24:102

And then down below the highlighted area, the first sentence after that, you need commas after local, state. Yeah. Local and

1:24:196

state. I have it on mine too. Thank you. Yep.

1:24:222

And and that's, that's it for the those two document. At least at least that's what I had.

1:24:29 – 1:24:465

Under the details of violation on the right side, about halfway down, misusing. There's just an o. I think it should be or. And then the one on the left, the last one, bringing an animal into the library, and then it says except for a service animal.

1:24:475

I don't I guess I'm not clear as to why you say except for a service animal because, obviously, the violation would be bringing a I mean, I guess it's fine.

1:24:566

I'm not Bringing an animal that is not a service animal. Would that be clearer?

1:25:005

I I don't know what would be more Are

1:25:020

you asking for proof that my dog is a service animal?

1:25:07 – 1:25:396

Well, that's a very interesting question because because legally, all we can do is ask you if that's a service animal, and then you say yes. If you say no, we then we say, well, I'm sorry, but our court of conduct says only service animal can be in the library. If you say yes, the only other question that we are allowed to ask is what what service does it do for you? If they and they can say whatever they wanna say, and we have to Mhmm. Say, okay.

1:25:39 – 1:26:096

We don't there there there's no proof that that is needed. However, if a dog, because it's happened, starts growling, barking, right after an animal, then we say it's the behavior of that animal. We don't tell somebody you lied. We just say that that behavior from that animal, it's it's not safe until he can't this this animal cannot be in the library. So we have to be very careful about how we kind of frame it.

1:26:09 – 1:26:336

And so I do I know that I did have a conversation with someone here in city hall because I think at a couple council meetings ago, there was a dog here in the chambers, and I think the dog was barking if I'm not mistaken. So I think the city's gonna take a look at it. But in terms of what we can do when someone says it's a service animal, it's very, very defined.

1:26:33 – 1:26:485

I I think the better phrasing would be bringing an animal that is not a service animal into the library would be clearer. But I'd I'd love anyone else's opinion. I the the except for it it's a little less clear, I think.

1:26:50 – 1:27:146

It works for me bringing an animal that is not a service animal. And what I'm gonna do is I'm gonna some of these the the commas and things will do that. I'm gonna go ahead and and take all this. I I think it's probably fine unless for some reason that I don't know, the city attorney would say, for whatever reason, it must be phrased a certain way, but but thank you. Thank you for catching up. I appreciate it.

1:27:142

And and ask please ask them to full justify the additions they made

1:27:186

Full justify.

1:27:192

To to the first document to all the highlighted stuff is not consistent with the remainder of the code.

1:27:25 – 1:27:406

Will do. Thank you. The last item is, the appeal form. And that, again, this is for somebody who has been excluded and now they want to appeal that exclusion. This is a form that they receive.

1:27:40 – 1:28:276

So they receive all these documents if we're gonna exclude someone. And and so that one did did not change. There is a a change that did not make it to your copy, and it is that, inconsistent and it's consistent with the other documents that we looked at that talk about exclusion. Is with the revocation letter or exclusion order, all supporting documentation, it would go to the city manager's office, not to the Fullerton Library Board of Directors. So, so we're gonna change that because it would go to the city manager's office within thirty working days and and then go through the the appeals process and the and the time constraints that are at every, part of when someone's going to appeal.

1:28:28 – 1:28:396

So we will make that change there. And that is the last form. Do you have any other questions? I'm happy to answer them as best

1:28:39 – 1:28:515

I can. Super nitpicky that the font size is different in date and name, and it doesn't feel like enough space to write a name. And add name date, name, and address are a different font size than city, state, ZIP.

1:28:526

And the even that that the

1:28:535

spacing There's also different spacing between the parentheses and home.

1:28:57 – 1:29:106

You know, and I know I tried to work with it too, and it was not we may have to just redo it because I tried to use the template, and I know I had some trouble. Ruth had to help me with some of it too. So we will

1:29:10 – 1:29:442

The the paragraph, function and the font function are your friend. If you go into the paragraph function, you can set standardized spacing. You know, you can do it single. You can do it by point size. If you go into the font function, that will help you with the with the spacing, the kerning of the fonts, the spacing of the fonts, all that stuff. And you sometimes you'll get in there and you'll find that, oh, well, this line has condensed fonts, and this next line has expanded fonts, and and and there are gremlins in your document you didn't know about.

1:29:456

Thank you.

1:29:49 – 1:30:005

And then, like, n o s, you could just put the number sign, pound, if you're going real crazy. Same same flavor.

1:30:006

In mine, I just I think I took it out. I just put telephone. I think I I'll look

1:30:045

at Yeah. Yeah. It looks weird.

1:30:09 – 1:30:216

Okay. Telephone knows. Well, thank you for your patience with that. I really appreciate it. Thank you. And should you want to approve, we can you can make the motion that with the amendment suggested.

1:30:210

How about let's listen to public comments first?

1:30:280

person or virtually?

1:30:304

We still have no members of the public on Zoom. So if anyone wants to speak in person, they would need to approach the podium at this time.

1:30:412

Well, I would oh, not.

1:30:450

Seeing none.

1:30:472

I would move to accept the proposed code of conduct with the changes recommended by the trustees.

1:30:527

I second.

1:30:560

K. Could we take a vote, please?

1:31:001

Joshua Dale?

1:31:011

Jennifer Sarvis? Yes. Megan Watson? Yes. Lisa Wojsap? Yes. And Su Lin Chen?

1:31:066

1:31:19 – 1:31:506

Yeah. So thank you. Again, here we here we are with the recommendation to accept the $74,250 donation from the Friends of the Library for deposit into the Friends restricted account for virtual use by library with the approval of the trustees. So before you and we already heard about it. You do have, the list of the items that were submitted by by staff for the grand total of $74,250.

1:31:582

Any question? Can somebody remind me how we lost Baker and Taylor?

1:32:027

They closed.

1:32:032

Oh, they closed. Well, that that'll do it.

1:32:07 – 1:32:487

I wanna say, I mean, obviously, very grateful for this huge donation. And looking at the list of things that it's gonna fund is is just amazing. I wanna point out specifically, I'm so excited to see our Overdrive collection continuing to grow with the comics, and online magazines. And then in particular, the $4,000 towards the Hunt Library's collection development, which is so great. I don't know if anyone has had a chance to look. I know we get a lot of story time, a lot of kiddos over there. There's a lot of kids' books, but the adult collection they have over there is, like, super on point. Like, I was like, oh, this is a banger. This is a banger. I was like, these are all great. So I I really am looking forward to see how that collection continues to develop.

1:32:486

Thank you. I'll share that with the staff there. Thank you.

1:32:540

Any other questions, comments?

1:33:067

I move to approve. Oh, public comment. Public.

1:33:12 – 1:33:244

We do not have any members of the public on Zoom at this time. If anyone would like to speak, say our new friend's president on this issue, approach the podium.

1:33:250

Don't have to. Friends want to say anything about this?

1:33:285

You don't have to.

1:33:296

I feel like we're putting her on the

1:33:34 – 1:34:118

First of all, I would like to say it's very nice to receive the format here detailing everything. And, again, I I I mentioned how pleased we are to see funding going towards the young adults and the children's, but but everything else. We're very pleased, and I would have nothing to say as far as any changes as I I'm looking at this. But, yes, it's it's a wonderful thing, and we're very happy to be participants. So thank you. And Thank you. Any question? Thank you. You do.

1:34:115

I move that we accept the donation and approve the staff recommendations.

1:34:167

I second.

1:34:190

Great. Alright. Let's take a vote, please.

1:34:211

Joshua Dale

1:34:221

Jennifer Sarvis Yes. Megan Watson

1:34:251

Lisa Wojzap Yes. And Su Lin Chen.

1:34:27 – 1:34:400

Yes. Alright. So the third item on agenda is funding request to Fullerton Library Foundation for 2026 exhibit at the Humbranch Library.

1:34:40 – 1:35:096

Thank you so much. So this one is for the next exhibit that will happen. It looks like the February 26, so right after the the, once upon a sketch is done, we'll have this one. This is the snapshot 1887, the Charles Henry Shafner's Fullerton portfolio in the Hunt Gallery Space. You'll see there's a couple of pictures from them.

1:35:09 – 1:35:436

You may recognize them. They were in a packet a few months ago, I think. But just I think we tried to look at, where these spaces were. So we're really looking forward to this, the foundation. They also just really enjoyed looking at the pictures. There's Walnut Avenue. There's Emeridge Place, and there's horses and buggies. And so we respectfully ask the the board of trustees to approve using the funds from the foundation's restricted account for this exhibit and a small reception.

1:35:460

Any questions?

1:35:472

Do you know how many photos are in the exhibit?

1:35:506

I don't have the number of photos, but I I know that there were more than this. We just kinda gave you a little sampling, but I can I can find out?

1:36:040

Picture speaks volumes. The history itself. Very nice. Anyone has any question?

1:36:157

No. I'm very excited about this. Not to put her on the spot, but Christina Gardner once took me on a Fullerton walking tour. So I was like, oh, this is, like, exactly what I learned about with Christina.

1:36:280

Very good. Any public comments?

1:36:324

There are still no members of the public on Zoom. Should anyone wanna speak in person, say the foundation who are supporting this? Absolutely.

1:36:415

You are more than welcome to approach the podium.

1:36:450

Does the foundation want to talk about this? We appreciate the support. We appreciate the support.

1:36:54 – 1:37:089

Exhibits and getting the hunt to good use and providing something that have enrich us culturally. I've always been a big fan of photography, and I always enjoy photography exhibits. So look forward to going when I see it.

1:37:09 – 1:37:202

Let me ask you a question because you've were involved in this. So we're we're fairly consistently dealing with programming issues with the hunt. You know?

1:37:219

What are your thoughts on it? The programming issues?

1:37:24 – 1:37:482

Yeah. You know, we Parks and Rec is, you know, primarily in charge of of the building. We have our little section. Yeah. But but overall, we're had we're just we're we're struggling with coming up with sources of revenue and and ideas for programming. And I you were you were very heavily involved in that process when you were trustee. If if you have any thoughts or suggestions, I think we would benefit from them.

1:37:481

I'll have to think about that.

1:37:502

I just don't have to didn't I didn't mean to I didn't mean to put you on the spot.

1:38:020

Okay. Seeing none, could we go ahead and take the vote?

1:38:075

I I move that we approve the using the funds as stated. I will second. Alright.

1:38:171

Joshua Dale?

1:38:181

Jennifer Sarvis? Yes. Megan Watson?

1:38:211

Lisa Wozab? Yes. And Seling Chen?

1:38:23 – 1:38:540

Yes. I think that concludes our meeting for tonight and so for this year. And we absolutely appreciate the foundation support, the French support, and the public support. So ideas are important, and that's how people make things happen. It start from the idea and then wish people work together to make it happen. So thank you all for being here, and wish everyone a very happy holiday. Have a great night.

1:38:546
