Good. Start.

0:12 – 0:441

We're ready? Yep. Alright. Welcome everyone to the district four project review committee meeting. I'll call this meeting to order at 05:30PM. We have the agenda before us. It's a revised agenda. It was waivers. Changes added was the new committee members. And so, Thomas, if you can do a a roll call for us.

0:450

Vice chair, Senegal.

0:471

Present.

0:48 – 1:030

Committee member Saleh, who's I know is absent. Committee member Goodman. Here.

1:061

And while I was just gonna go through those formalities, I do notice that the the presenter is not here.

1:15 – 1:300

So she she emailed me a little before, and she was on her way from Singer. Okay. So she's supposed to be here. But for the first item, it's actually a city project. So Oh, okay. We you could do you could do the agenda and the minutes, and then I can start talking about the first item.

1:30 – 2:111

Okay. Perfect. Alright. So I do wanna acknowledge that we do have Mary representing District 4 on Zoom. Hey, Mary. If I can bring your attention to the meeting minutes from March 17. If I can have a motion to approve the meeting minutes from March 17. A motion. Can I have a second? A second.

2:11 – 2:371

Approved. Aye. Aye. The for today, actually, forgive me for slipping out of order there. The meeting agenda for today, April 21, can I have a motion to approve the agenda I the agenda calendar

2:372

I mean, the agenda review for April 21?

2:433

I move to approve.

2:45 – 3:231

Can I have a second? I second. All in favor? Aye. Thank you. Alright. So today, we have a new matter, a rezone application. Is that the one that you're mentioning in the comments? Yes. Okay. First item. Alright. So rezone application number P26. Actually, before I do that, I do wanna honor we do salute the facts. So before we get an into into our meeting sorry, guys.

3:23 – 3:521

Ready? Alright. Now back to the rezone application number, P2600729, what will be presented by

3:544

Thomas. Excuse me. One second.

3:57 – 4:181

I'm sorry. Okay. This application is submitted by the city of Fresno. It pertains to the 3.3 acres property located on the South Side Of East Barstow, West Of North Fresno Street. And so I believe we have a drawing in the back of your package there. Is that is this drawing for that?

4:18 – 4:330

Yeah. I thought there's this little it's a little late it's a little late application. So, like, it's for exhibits, like, there's a squeeze on exhibit and then the statement. But I can also pull it up on the screen if that helps a little bit. Okay.

4:461

If we have it in front of us, Thomas, it's good to see if he

4:490

can pull

4:491

you through.

4:500

Okay. I'm Yeah. Just trying to get it on the site so I can actually show the

4:531

Oh, okay. So I have a z zone exhibit?

4:594

Yeah. K.

5:010

So I'm just trying to pull pull up the physical map so it's a little easier to see.

5:174

Welcome. Thank you. If I'm part of

5:202

the meeting, do I sit here? We'll call you up and just oh, okay. Thank you.

5:28 – 5:570

Of course, I don't know why it's so small. So thank you for trying to make it comp complicated. Is he okay? Or Yeah. But, basically, this application once again, sorry.

5:57 – 6:230

It's a city initiated project. There is not really development associated with it. Like, we don't we don't have a development application with it. But, basically, the issue is there's, conditions of zoning that were applied to the property when it was previously approved to construct some, student housing apartments. And I forget the exact date of when that was approved, but it was a while ago.

6:23 – 7:060

And there were some disconditions put on the application to where it was limited to student housing, and it was limited to a certain amount of acres. And so what's being proposed is well, so the original project approved the with this, existing site and there was a remainder parcel. And the conditions of zoning were supposed to just apply to the, the post developed. And so what they're proposing now is to remove the conditions of zoning so that in the future, someone could come in. They wouldn't have that restriction of just student housing or just, whatever the density it was in that previous approval.

7:08 – 7:410

It's because basically, you know, typically when we do project approvals, there's, I don't know. I think I sent you that presentation where it kinda had some basic planning application types. But, you know, we'll have, like, a development permit or an application. And there's what the municipal code says. But when things get to when it becomes reasons, or some, like, higher level applications and when they go to, like, the council level, sometimes there's discretionary conditions that basically run with the land.

7:41 – 8:100

And so the only way to remove them is through, a rezone process. And even though they're not technically changing the zoning or anything, you go through that to remove those special conditions. Conditions. So in this case, it's removing the requirement to have I believe there's a page there it shows up to, which is, and it it was getting rid of the special conditions. Does anyone have any specific questions?

8:191

Any comment, Mary? If not

8:29 – 8:443

I believe the developer of the hotel right next door is the one requesting to remove the special conditions, and I believe it will still remain as housing.

8:491

Got it. Okay.

8:53 – 9:170

So, basically, I mean, you could choose like, do you have record? I know the site is a little bit different because it's like like it's a city initiated one, but this is the same with the others. You can you can either choose to, like, get individual comments. You could make them or if you have someone want to make a motion to recommend approval or no, you could do that. Or you could just leave it as it. It's kinda up to you guys.

9:18 – 9:561

K. Well, hearing no other comments, I'll make a motion to approve the text language as it is for the rezone application as submitted in the other rezone application. Second. All in favor? Alright. So we'll move on to agenda item b. And we look it's looks like we have is it Laura? Yes. Okay. Laura. And he'll be presenting.

9:562

So let me have you come

9:57 – 10:201

up here. So this is in reference to conditional use permit application number P2503188. You can sit there if you like. Alright. So do you so we essentially give you the floor to just kinda share a little bit about your vision for your project and and go from there.

10:21 – 10:432

Yes. Originally well, not the vision, but previously, the building was a gen. It's been abandoned for many years now. And the project that I would like to do is an event venue where I can host weddings and quinceaneras. So, yeah, that venue. Where

10:461

is this location at?

10:482

Blackstone And Griffin. Okay.

10:524

have some questions. Is it that little strip mall where the Shanghai restaurant used to be?

10:562

Next to it. Yes. Next to it. Okay.

10:584

There's really not much in there right now at all,

11:04 – 11:352

is there? No. No. And we've been having a good response from the neighbors because we also renovated the plaza, the building. We we are working on the homeless situation. We deal with that a lot there. We do have twenty four seven security guards so that they're pushing out the homeless. Mhmm. But I'm I'm happy that the neighbors are happy with what we're trying to do as well.

11:391

And how many people does that building hold?

11:43 – 11:592

The building the the size of it is 18,000 square footage. We're thinking based on the the numbers and with the architect, it's gonna be about 2,500 people.

11:591

Wow. Uh-huh.

12:002

The capacity. But I don't think there's a wedding that

12:041

that big. And there's enough parking in that area?

12:072

Yes. Yes. It has its own parking. There's some in the back of the building and then in front of it.

12:144

I'm very familiar with that. That used to be a Gold's Gym Yes. A lot of time.

12:192

Yeah. Uh-huh.

12:204

So yeah.

12:21 – 12:341

Is there any noise ordinances? Because it looks like you guys gonna go until 1AM. Is there any noise ordinances that are restricting that area there that will allow them to

12:340

go down that way? Okay. There's look it up real quick.

12:464

Is there a sort of a concrete wall right behind it divides? Yes. From housing right behind there. Mhmm. Okay. I don't

12:560

know if that's

12:562

And the building itself, it's it's made of concrete. So it has a very good

13:054

Keeps the acoustics inside. Uh-huh.

13:082

And I know that because I tried it out.

13:113

Condition of the parking lot, is there going to be anything done to improve it? Because I know the

13:200

last time I was there, it was dark.

13:22 – 13:372

Yes. So we recently two weeks ago, all the lights in front and the back were replaced with new lights. So right now, it's pretty, pretty light. It looks like a like a football field. It's really nice.

13:37 – 13:504

Okay. So it's and let me get it's it's an event center. You'll hold weddings and quinceaneras there. Will it be just weekends mostly in use?

13:50 – 14:032

Mostly. Yes. And probably during the week of funerals because I do get calls on that K. Where they just wanna do the gathering with the family. Sure. So they they rent the weekdays for a few hours.

14:042

But for the for the big main events, it would be mainly Saturdays. Okay.

14:094

Are you gonna do the catering inside? Yes.

14:122

It doesn't have a kitchen inside. Okay. But we do like to work with other companies Okay. Businesses, and they could do catering. Okay.

14:223

Have you done something this size before, or is this the largest project you've had?

14:282

I've had another venue. Almost but this is the biggest. This is biggest.

14:381

And you're yes. Go ahead. You're familiar with this area. Right? This you've been in

14:432

this area before? I've been there since last year, June. So I am there.

14:501

So what you have something another business in this strip, you're saying?

14:542

Not there. No. Oh. The closest one was Shaw and Cedar.

15:00 – 15:320

Sorry. Let me just wanna go back to the question you asked. Oh, sorry. For so in development code, there's no hours of operation for a big foot haul, like an hour limit. But if, there's some language in there though that, if it was for for some reason, if they were open for like the general public, there is a possibility that if it gets classified as a bar or nightclub, then those have hours of operation.

15:32 – 15:460

And so, like, depending on distance to residential, you know, there could be there could be, like, they'd have to close at a certain time. It just kinda it kinda depends on how it gets classified.

15:46 – 16:191

Yeah. As well as I mean, I do see that they have us. They're expecting to have security. But for a bit for an operation this size, with that large expected crowd of 2,500 guests, it would be ideal to see a plan working with the police department. Mhmm. Because it's not only just security, but it's actually armed security and paid cops to be on-site Mhmm. And have an actual plan to work with our with our local police.

16:19 – 16:312

Yes. Definitely. That that's part of my my business plan, where if I'm gonna have over 600 people, then I will require to hire PD on-site.

16:32 – 17:011

I think that they're gonna need to sign off on that. Even if you submit for that ABC license Mhmm. If the city know if the police department knows that it's gonna be that big, I would just ask that you would do due diligence because 600 is still just too big of a crowd to not consider hiring I think 200. Local police to be a part of your you know, just the safety of your business model.

17:012

Yes. And I would be more comfortable, to be honest, just because of the area that we are working on it. But, yeah, it's part of what I would like to do. Yes.

17:161

Any other comments?

17:303

I had stepped away for a moment. Lanisha, did you guys need me or ask me anything?

17:36 – 18:081

Did not. No. Okay. Okay. Any other comments? Alright. I'm seeing and hearing no other comments. I don't I mean, I I mean, is there any would anyone make a motion to move this agenda item forward? I I do. Alright. So we have a motion to approve the agenda item.

18:091

have a second?

18:113

I'll second.

18:121

All in favor?

18:144

Aye. Any

18:25 – 18:551

Any noes? Any objections? Hearing none. Motion passes. Thank you. Thank you, Thank you. Alright. So moving to any admin number five on the agenda, administrative matters. Any announcements or updates?

18:57 – 19:210

Just in general, just I think Post it, you might have done it, but just I know the clerk's office, like, sent the I I signed up to you might be getting some emails from Netfile about our ethics training and the assuming office. So if you haven't done it already, try to get that completed for the Netfile portion. And

19:26 – 19:381

And I think it's two forms because I know I did the net file 700, and it said you have to log back in, and I never went back in the log to do the second form.

19:38 – 19:530

Yeah. There's yeah. There's annually, there'll be the two forms. I'm not quite sure how how that is when you start. There's two ways to start. But when you log in, it should put the front, what if you're missing anything. Yeah.

19:534

I'm just having some technical problems with the 700 form. But aside from that, I did the ethics thing, like,

20:021

fact, I didn't even go

20:034

the full two hours. I had to kinda diddle around until I got my two hours in. But I'm used to doing the online training because I work for both Frozen Unified and Clovis Unified.

20:14 – 20:390

And if you have issue if if you have issues or anyone has issues, if it's, like, a technical part, you can contact the Netfile directly. If it's more of, like, a content with being asked, you can try to talk to the you can check with the clerk. Will. But then, like, when it comes to those, like, financial questions, I can't really help with, but I can I can direct you to probably either read that file directly in

20:39 – 20:574

the clerk's office? Right. I I think that probably the answer to my question is very simple. It's just that I want it to be correct. Mhmm. So I just have a couple of rough items and a little investment that I have to declare on it. Tried to put it under other, and then it wouldn't let me and just

20:573

That was the problem I was having.

20:594

Okay. I'm thank you. I thought it was a one. I thought it was a sneaky.

21:030

It doesn't allow you to put in touch with the the clerk, probably.

21:084

Okay. Great. Okay. Thank you. Alright.

21:11 – 21:461

Number six, any unscheduled communication matters that are not added to the agenda without the required seventy two hour legal notice requirement? Here is enough. Wow. That was easy. We are adjourned. Let's see. So we'll be adjourning our meeting. The next meeting is scheduled for May 19 at same time, 05:30PM. And until then, we are adjourned at 05:51PM.

21:493

I have a quick question. I we were out all day today. So, Debbie, I didn't see the email. Was the parking code correct for you guys?

21:574

It worked for me. Okay. This this evening. Yes.

22:013

Okay. And, Lanisha, where do you typically park?

22:031

I Uber over.

22:05 – 22:183

Oh, okay. So I'll double check to see how often that changes, but you can use that same code. But I'll find out from my chief how often that changes, and then I'll give you the updated one if it changes.

22:184

Great. Thank you.

22:192

Thank you, Mary.

22:200

K. Mary, I just I might I might keep you off from my.

22:241

Thank you, Mary.

22:253

You're welcome. Sorry I didn't answer the email earlier.

22:280

It's alright. Have a good evening.
