6 planning commission meeting of the city of Franklin. May I have roll call, please here
we have a quorum. May you join us in the pledge of allegiance, please. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Do we have a motion amendment deletion or corrections to the minutes from the February 17, 2026 meeting?
I would make a motion to approve those minutes. Second. Have a motion and second. All those in favor signify by saying I. I. Those opposed, same sign. passes unanimously. Swearing in. There's no swearing in tonight. Correct, Lyn. There are no public hearings. No technical review committee report. None. All business. PC 2533 PUD detail plan in Mason Park at Franklin College 2025. Joanna, will you update us on this?
Um, sure. This was before us at the last meeting um in which there was a public hearing um that was continued to this meeting. So the board has a couple of options. Um if they would like an additional presentation and open at a for public hearing, you can make a motion and do so or you can leave it as is. And if there's any questions, ask the petitioner those questions. Uh there was only one modification since our last meeting. They did update their PUD to remove data processing centers as permitted uses. Um I think there was a misunderstanding. The data processing center that was proposed in their ordinance goes off of the city of Franklin's definition that requires them to be manned by individuals. So the data centers that we kind of know of today wouldn't have been permitted under that classification, but they did go ahead and remove that um for clarity. That was the only change that was made from the last meeting. And and additionally, I would just add that as you know, the minutes the meeting actual minute actual meeting was recorded. So those who were not here have had an opportunity to review and see what was already there. So the uh petitioners are here with their representatives. I assume that there are interested people that are here recognizing some of them from before. So um there is no requirement of any additional public hearing. It's ready for your action. But certainly if you wish to ask questions of anyone, uh you can certainly do that. I would also remind you while you're thinking and pondering, we have a nine member board. Uh contrary to what Matt Mroyy's last name might imply, he is working. He's not celebrating uh St. Patrick's Day. So any official he is in at road school uh in Lafayette working for the city. So any vote that would be necessary tonight
would be need five members of your board to vote.
What is the pleasure of the commission? Do you want to proceed or would you like to hear from the petitioner and uh open it up to the public? Um, the only thing I would say regards that I don't think we advertised it as a public hearing, did we? We did not. And in in fact, we specifically said last time there would be no, we concluded the public hearing and closed it in the last meeting. It's part of the minutes that you just approved. Uh, it was not going to be advertised as an additional public hearing. What's the pleasure of the commission? I say we continue with vote.
Okay. Is there any discussion regarding PC 2533? Do we have a motion? I make a motion to approve PC 2533 as is with all changes. Are is your motion to forward to the uh city council with a favorable recommendation? Yes, that is that is correct. Okay. Second. Second that.
We have a motion by Carson. Is that correct? John John. Motion by Kimky. Second by Stringer. Can we have a roll call on that, please? Sure. Georgina Halum. Yes. Bill Carson. Yes. Mike Spongberg. Yes. Suzanne Finley. Yes. John Kempsky. Yes. Irene Nally. Yes. Michelle Stringer. Yes. Norm Gay Hart. Yes. It will be forwarded to the uh city council with a favorable recommendation. 80 favorable recommendation. Next steps. I think people are familiar with it but just in case Joanna next steps will be
the next steps will be um it will be docketed for introduction to the city council which will be April 20th and for purposes of I think you're all familiar with it but introduction is only introduced uh then you would expect right after that there will be the public hearing where everybody's invited to speak again to the city council so that would be our first meeting in May unless there's some kind of a notification glitch but so you expect introduction in April meeting in May will be the public hearing for it actually I did misspeak there's five weeks in March
oh okay so it is April 6 will be introduction okay I apologize for that sorry that fifth Monday gets me every time it sure seems like a long month when it's when it's snowing in March we don't need five weeks So, April 6th, introduction and public hearing and official action on the 20th. Very well.
Moving on agenda, new business. There's no new business. Any other business? Uh the only thing that I would like to share with the commission is that uh city council and the mayor has blessed us with adding a new position to our department uh which is a GIS coordinator. It will be a position that is actually shared with all of the departments. So you know they'll be working with DPW and the street department. But we have selected a candidate and he has accepted and will be starting on Monday. So we're pretty excited about that. Right. That's all. Any other other business from commission members? Do we have a motion for adjournment?
I make a motion we adjourn. Motion by Halum. Second. Second. Carson. Yeah. All those in favor signify by saying I. I. Same sign. Passes unanimously. Thank you all for being here. It's really important to have a full
