Good evening everyone. I'd like to call to order the October 8th, 2025 meeting of the Fondelac City Council. The first item of business is roll call, which is done electronically, and I will declare a quorum present with us all here. The next item on our agenda is the pledge of allegiance, which is followed by a moment of silent reflection. Please rise. Next on our agenda is public hearings, and we have none. So, we'll move on to the consent agenda. The consent agenda finalizes the proposed actions for the meeting. A, September 17th, 2025 special meeting minutes. B, September 24th, 2025 regular council meeting minutes. C, list of claims dated October 1st, 2025. And D, denial of claim claimment Isaac Jud. Is there any discussion? Good evening, ladies and gentlemen. Um the form that I submitted, the the sheet is actually um a a print out of one of the slides from your endofear presentation last year. There was one of the slides that said concerns and I have a plan that can positively impact um at least three of those bullets with one plan. Uh and I would just hope that at some point in the future you guys give me a chance to explain it to you because I can't do it in one minute. Thank you.

I'm pinch hitting for the city clerk right now. Maggie asked me to fill in. Um so we met with uh the uh applicant Miss Whis um along with um Diane um Arlene was there along with uh Captain Duven and we went over um and oh also um uh Chief Roberts was there. Uh at any rate, we went over all of the various um departments and the various um aspects of our departments and and the city code that regulate and um affect their business. Um we talked to about demerits. She has many years of experience in the hospitality industry along with her manager Mr. um Gonzalez who has many years of experience. Um and uh there's no objections from staff. PD recommends approval. We do as well.

Thank you. Good evening, everyone. You'll recall a few weeks ago Amy came to make a presentation to you. She talked to you about what they had accomplished in the DFP and what their plan was and along with that what their budget for the plan was. So what you have to do is essentially approve the rate the tax rate for the business improvement district tonight. It's proposed to be $260 per thousand. That's been in place for the last 12 years. So this will be the 13th year that it's been 260. And then there's a lower and an upper limit that's been unchanged also for a long time. 150 at the bottom, 3,000 at the top is the most any business would pay. And so with that, I recommend approval. I thought Amy's presentation was great. Very detailed, very very well supported by the the work they've done.

Thank you, President Brow. I can't talk. Um, this is the same thing that we talked about at the last meeting. I've had no um uh feedback on on the proposed ordinance. I don't know if any of you have. Item D is ordinance number 3816, an ordinance amending chapter 630, vehicles and traffic of the code of the city of FondeLac to add parking restrictions on South Main Street. And our introduction for this is by our city engineer, Mr. Johnson.

Thank you, President Balt. Uh this particular uh ordinance has been uh requested by our community development director um to add additional parking restrictions along Main Street. Uh these parking restrictions are only on Saturday from 6:00 a.m. till 1:00 p.m. May through October for the farmers market. The current parking restrictions go from Western to Shboen. This particular request expands it not just from Shbboen but all the way up to division to provide additional room for the farmers market. Uh the downtown partnership is in support of this. Uh advisory parking and traffic along with engineering is also in support of this. So if there's any questions to answer them.

Um, and I guess just one question because I think this was in the memo, but um, there were no concerns from from downtown businesses either. I know you said downtown partnerships in support, but also businesses in the area. Yes, I haven't heard anything from the businesses.

Item E is ordinance number 3817, an ordinance amending chapter 630, vehicles and traffic of the code of the city of FondeLac to add parking restrictions on South National. And again, our introduction is by our city engineer, Mr. Johnson.

Yes, this uh particular parking restrictions are at the request of our fire department. Um they have requested a no parking zone on the opposite side of fire station number two on South National to allow uh their emergency equipment to enter and exit uh during emergencies uh from the fire station without any obstructions across the street. Apparently, in the past, the curb was painted and I think there was a parking restriction, but it wasn't uh codified. These particular restrictions would actually put it in the code and provide no parking on that side of the road across the street from the fire station. Advisory parking and traffic along with engineering does support these parking restrictions. Any questions? Happy to answer.
