Thank you real quick. I just want to say I did go by this property today, the White Castle, and they've done a real good job of cleaning it up. As it was suggested at the last meeting that we should do our homework on this, our research. I did my research on this particular project to include going by the Eureka store and the store in Maryland Heights. One's been painted already. One has not been painted yet. The finished product looked very, very good at the Maryland Heights store. When we get to talk about these pain of masonry, everyone gets really all worked up about it. And I think the reason is because we don't have any set hard rules. And I think maybe that's right. That's probably good as a case-by-case basis. Last year I voted against painting some brick because I felt that it was going to be just too overwhelming and too obnoxious and too much of the brand for a storefront. But tonight I'm going to vote for this one. I think what's fair with this one is that directly across the street from this is a Baskin Robbins that's been painted for as long as I can remember, including to when I think the gentleman who was here last week was in charge of our public works. Title Maps, Planet Fitness, Florescent Meadows Shopping Center has been painted multiple times. Marathon, Happy Nails. Walgreens, R&R Tire, Bridgestone, on and on and on. There's no shortage of businesses that have been painted literally within walking distance. And if you go down to the Goodwill that hasn't been painted, it was a schnooks back in the 60s, and it probably used a good coat of paint. It looks pretty dingy. If you do your research and you Google how paint has changed over the last 20 years, there have been some great changes in the structure and makeup of paint. And most importantly, if the building's out of code, if the paint is chipping or peeling, that's our responsibility to go make sure those owners keep their property up. That's all I have to say about this. Thank you. I will be voting for this bill. Thank you, Mr. President.

Yes. I understand what you are saying, but I also understand there have been quite a few businesses who have come here and we have refused them painting weeds and had some have to strip the paint to stain the brick. With that regard, I would like to always try to make it uniform and always go one way. What upsets me is sometimes these companies come and they've already started the project without coming to us first. So I hate to say that every once in a while we give in, but then there's been times we have not given in and we've stayed. So where does it weigh out? And is it our responsibility to go check all these buildings to see if they are chipping to tell them to paint it? The paint will chip. There's no two ways about it. Paint just does that. As far as those other buildings that you were talking about, what years were they painted? Like when did it start? I know that we had a business in Taurus and that the brick was painted. Well, that was back in, you know, 1970, and it was okay to do. Well, then we had to continue repainting just because it was loud. There's a reason why this is in here. So I'm sorry, but I just think that I have to remain on the same platform that I always have. You know, if I do for one, I have to do the same for the other. And so I will be voting no. with all due respect to you, Mr. Rehman. So thank you.

Just any more discussion? Okay, I'd like to add support for this bill in that I think the intent of the ordinance and sometimes not painting a brick building is, as we've heard before, actually many times that sometimes paint can trap moisture inside and it can become a problem for the structure of the building. However, I do agree that paints have changed and Also, construction practices have changed. I know that this White Castle, before it was a brick building, a brand-new brick building, it was still there, and it was made of a different material. And then they upgraded to this brick building, which looked very nice. And I think that was probably due to the branding as well. I have a feeling that... If there's another rebranding or if another business were to come and White Castle shut down, another business came. We've seen examples of this with other businesses. Well, many businesses these days prefer to knock the whole building down and build their own, right? So I just think it's not the same as 100 years ago where you're trying to preserve every building in the same way. So I agree with that case by case. Case by case decision, I did vote last year against a request to paint the business that was part of a larger shopping center. And mainly that was because it would have looked strange, one part of the building painted and other parts not painted. And plus the largeness of the building as well. So I do think it's case by case for me. So I will be supporting this tonight. Councilwoman Pagano.

Yes, may I just ask this? Is it case by case after the fact, or is it a case by case before the fact? And I'm only saying that because I'm just going to give, and I know there's a few on the council who could remember the building that was painted brick on Lindbergh, and it was stripes. And the council went crazy on, and it was a used tire place. It was stripes. And we took pictures and I know we made them, you know, paint it. So when when do you say it's OK and when it's not OK? Is that's all I'm asking. But I'm just like, when is it OK? When is it not OK to do? Is it after you've already started to paint or is it before you paint? That's all I'm asking.

Councilman Manganielli. Thank you, Mr. President. Just the one thing I think I've said before, too. Once you paint a brick, there is no breathing left. And the moisture gets trapped behind it. And in regards to the goodwill that's in my ward, I think a better solution is to acid wash the brick and tuck point. and make it look fantastic again. So I think a painting of the building is extreme. And my business is in the historic district. I've been in it for a little over six years. Since I've been there, it's been painted three times because the paint keeps peeling. Like I said, I really don't like that as a solution to spruce up a brick building. Thanks. And I'll be against it as well.

Thank you. Speaking of old town and painted buildings, there was a building across the street from your building that was not painted, and the owners did paint it, and then it was approved. And that was so many years ago.

Yes, ma'am. So our business would be on Newhall's Ferry Plaza, right next to the subway and I believe Jimmy Nails' place is called. We're going to be operating 10 to 10. It's going to be a fish and chicken, just a to-go restaurant. So we'll have delivery services from like Uber and all the app apps. And then we have to-go service, no sit-down. It's going to be traditional, just fried chicken, burgers, sandwiches, all your traditional foods for St. Louis-based cuisine. beautiful and you um you will adhere to all of the rules and regulations of the florissant council and make sure that you do not dump grease and oil in unauthorized places correct of course i'm big on process um from my other work where i work in manufacturing and logistics i'm very big on building processes and holding um safety and quality to the top this letter

I'll be September 12th from 11 a.m. to 7 p.m. It'll be plenty of great food, live entertainment, and activities for the whole family. Okay, a quick announcement. I got an email today about a school supply giveaway Saturday, August 1st from 9 a.m. to noon or until gone. This is at Florissant Valley Presbyterian Church at 13200 New Halls Ferry Road. Again, Saturday, August 1st, 9 to 12. Okay.

Mayor Lowry. Thank you. So please join us on Wednesday night for the Florissant's 240th celebration. It's gonna start at 5.30. We're gonna unveil a plaque for the 240th year of the city of Florissant. At 6 p.m., we'll have music from the Northwinds Band, and then at 7.30, we'll have a movie, and that's all that's gonna be done at the shrine, the old St. Ferdinand Shrine at number one, St. Francis. We're getting ready for our Labor Day Gateway Cup, which is gonna be on September the 7th, the bike race tour to Florissant. It's a great event. And our Music Under the Stars series is continuing this week on August the 1st. We're going to have close quarters with Danny Liston of the Mamas Pride and Billy Peake. So please join us Saturday night at 7 o'clock at St. Ferdinand Park. And that's all I have. Thank you, Mayor.
